Abstract

Policy on flood and tide management has become a severe public issue. In particular, the issue is dealing with the policy implementation as a manifestation of public service to protecting community as an impact of the flood disaster, which has been a long-standing serious issue. This research, Social and Political Capitals For Implementing Policies on Flood and Tide Management, raises a case study in Tanjung Mas Village, Semarang Utara District, Semarang Municipality. The analysis focuses on research question of whether the potentials social and political capitals contributed a significant role in the implementation of the policy of the Semarang Municipal Government in the flood management. The analysis used an approach of naturalistic (descriptive-qualitative) method with an incidental random sampling data collection and Focus Group Discussion. Respondents were selected purposively with the major component of community leaders and citizens of RW 3-9 who became the victims of the flood. The study results raised some issues and problems concerning the implementation of the policy, which theoretically did not comply with the concept of the policy implementation, in which the policy performers did not optimally accommodate local social and political capitals. The most highlighted finding was that all respondents reported that the policy performers and politicians from the Local Boards of Representatives did not truly implemented the policy, tending to sway from their initial promises during the majoral election campaign of 2009. In their political contracts, one of the legislative candidates from particular party promised that the people of Tanjungmas would be set free from flood, elevated from poverty, and survived from unemployment. In practice, none of these promises were answered. For example, the potential of the social capital (collective work, fundraising, and environmental improvement) and political capital (citizen’s political aspiration and rights) accummulated in vary local and pure associations only had a very minor involvement in solving problems related to flood and tide in Tanjungmas area, development of River Semarang, and infrastructure development – in which Sagorake (Saluran Gorong Gorong Rakyat Kebonharjo) Group was involved. It is important to note that the social capital of the local community may grow by P2KP program introduced by central government through The Ministry of Public Work Affairs. The policy of Semarang Municipal Government did not allow the local people social, political, and economic access to the policy implementation. All the programs of the flood and tide management always took place with a project approach without involving local community. Borrowing the concept introduced by Van Meter and Horn (1975:23), the poor coordination, communication and the successful policy implementation program are crucial in the favor of bureaucrats instead of planning and policy-making processes. What Van Meter and Horn writes was proven by the implementation of the flood and tide management in Semarang. The development of Sistem Polder Tawang Kota Lama as flood and tide controller, tourist and conservation site was useless because of lacking management. In addition to this deficiency, the location had a poor drainage system and became the waste dumping site. According to the findings, this research recommended a change in model of policy on flood and tide management from structural to non-structural paradigm, which accommodates the potential of the social and political capitals as the end target of the policy stakeholder.

Abstract

The end of the authoritarian Suharto’s Orde Baru marked a crucial turning point not only for the country, but for the parliament as well. Indonesia’s parliament has been both subject as well as object of the transition process. A subject because it was actively involved in the regime change and the establishment of a more democratic order, and an object because the composition, status and fuctions of this institution were part of the deals in the debates on constitutional and legal change. Therefore, this article argued, against the theoritical mainstream, that the institution of parliament is important during the period of democratic transition.

Abstract

Nahdlatul Ulama (NU), as one of the pillars of Indonesian Muslim Organization who participated in formulating a national consensus of Indonesia as a nation state, is known to have a moderate credo of Islam and capable of maintaining harmony and continuity of life of the Indonesian nation state. However, in line with the increasing threat of transnational Islamic forces that bring radical ideas and even terrorism in the people and the nation, the challenges faced by Indonesia is not only a threat to social harmony that has been established, but also his destiny as a country describes nation-state. This paper explains NU’s approach toward Islamic law which is called fiqhi approach in deciding Indonesia as a nation state; NU consistency with these choices so that believes that the Unitary Republic of Indonesia (NKRI) is the final form of the struggle of Indonesian Muslims; and its ability to use fiqhi approach to address the threat to the nation of Indonesia.

Abstract

Health development, which is to elevate the healthcare is the first attention of the direction of Semarang regency’s 2010-2015 regional development. In the climate of democracy, the government is not only obliged to create good policies, but also policies that involve the society in the process. One of the form of public involvement is the policy based on citizens’ preferences. The authority on health affair implementation is unconditionally without exception. Semarang regency is dealing with a number of health problem; maternal mortality, infant mortality rate, malnourished toddler, lungs condition, water sanitation, HIV/AIDS, and the implementation of public healthcare problems are among others. Therefore the application of citizens’ preferences based policy is crucial. Various health programs has been implemented such as childbirth insurance (Jampersal), M3 program (Mother Maternity Meeting), and regional health insurance (Jamkesda). Nevertheless, the numerous health affair development planning mechanism has yet still not implemented citizens’ preferences. The public has not been given the alternatives for program and activity offered to solve the health problems.

Abstract

The rapid shift from centralised–authoritarian to decentralised–democratic rule in Indonesia has been accompanied by a large shift in sub-national government policies across districts. Based on  case study in Surakarta city comprising business surveys and  in-depth interviews, this report argues that demand-side pressures from local business and associations as well as supply-side pressures from local government leaders can be attributed as the broad explanation for the Surakarta city’s performance in tourism industry. In Indonesia’s early transition to democratic governance, business pressures have been constrained by collective action problems and perverse political incentives. On the other hand,  local government leaders with good vision, have strong powers and new incentives for policy reform. Local leaders have been playing crucial role in shaping political arena for business as well as civil society. In the name of political inclusion, they invite civil society as well business groups to involve in policy making process. This study’s findings suggest that government leadership is an important policy determinant that can shape the interests of business and the people. The ability of the leader to  create economic growth has been determinant in bridging the interests of business as well as the society as a whole.

Abstract

Accountability is an important instrument within democratic practice. It provides guarantee of the promises and acts of politicians, member of parliament, and elected public official. Partai Demokrat (Democratic Party) as a ruling party in 2009 election of Semarang Municipality does not contributes significant practice of accountability. The research provides evidence that accountability is well known and understood by member of parliament from Partai Demokrat. However, it failed taking into practice.

Abstract

The research is entitled “Village Development Strategy towards Communal Prosperity: Case Study of Kandri Tourism Village Gunungpati.” The research is located in Kandri Tourism Village Gunungpati Semarang with the purpose of providing description upon the involvement of local actors (government, private, society) in exercising the strategy of tourism village development. Through the strategy, the depiction of the impact of development strategy on the communal prosperity is acquired. The employed method is qualitative research method with case study approach and informant selection technique is using purposing sampling technique. The data is primary and secondary data. The primary data is acquired from the interviewing with the informant result with observation, while the secondary is acquired by supporting related literature.After the issue of Semarang Mayor Decree Number 556/407 about the status of Kandri Kelurahan as Tourism Village, which in consequences the tourism activity is being more developed. Kandri Tourism Village is devided into four tourism sectors, which are natural, culinary, education and cultural tourism. The tourism village development is implemented by partnership strategy, promotion and exhibiting festival. The partnership of the management of Kandri village with the other parties such as government, scholars and privates are implemented as the form of supporting force towards the development of the three year old tourism village. The social movement through tourism awareness social groups gives more spaces on the society to develop according to the potential. The tourism village development village opens business and working opportunity aside from farming, plantation and animal husbandry.Base on the research, the conclusion may be drawn as the existence of tourism village is indeed encouraging social changes toward prosperity that may be seen from the level of participation and economy of the society. The partnership, promotion and festival activities are methods to encourage the participation of the society in conserving the natural resources and at the same time increasing the quality of human resource in Kandri Tourism Village.

Abstract

Studi ini membahas gerakan Islam yang mengupayakan pelibatan negara untuk menjamin pelaksanaan Syariat Islam melalui kebijakan formal. Mekanisme gerakan sosial dipilih sebagai langkah untuk mencapai tujuannya bukan karena terputusnya relasi antara masyarakat dengan negara, namun karena pola relasi tersebut tidak berhasil menjadi saluran formal yang efektif untuk masuknya aspirasi Syariat Islam kedalam institusi negara. Penelitian ini menggunakan metode kualitatif dan dilakukan di Kota Tasikmalaya dengan alasan kondisi masyarakat yang tengah mengalami perubahan dari kondisi masyarakat namun disisi lain terjadi penguatan kekuatan Islam Simbolik berasal dari pesantren yang biasanya substantif dan kultural. Hasil penelitian ini menunjukkan bahwa ada pergulatan Islam Simbolik. Pada level masyarakat, kelompok Islam simbolik ini berhasil melakukan mobilisasi belief atau sistem keyakinan masyarakat untuk menguatkan pemahaman keislaman yang holistik. Pada level intermediary, kelompok Islam Simbolik ini berhasil melakukan kesepakatan dengan partai politik dengan menawarkan dukungan suara, untuk memastikan bahwa partai politik dapat mengakomodasi kepentingan mereka di lingkup legislasi dan penganggaran. Selain itu, dalam mencapai tujuannya, Islam simbolik melakukan strategi dengan mencitrakan diri mereka bukan seperti kelompok simbolik tetapi dengan melakukan menggunakan metode substantif bahkan mereka berkonsensus dengan berbagai pihak yang berpotensi menghambat gerakannya.

Abstract

Tulisan ini bermaksud menganalisis implementasi kebijakan pengelolaan kawasan sempadan sungai di Kabupaten Jepara, serta membingkainya dalam konsepsi waterfront city development. Penelitian ini menggunakan implementasi kebijakan publik dari Merilee Grindle. Menurut Grindle, keberhasilan suatu implementasi kebijakan publik sangat ditentukan oleh derajat dari level implementasi tersebut, yang terdiri dari content of policy dan context of implementation. Content of policy merujuk pada substansi yang terkandung di dalam kebijakan publik, sedangkan context of implementation merupakan representasi dari lingkungan dimana kebijakan publik itu akan berlangsung. Implementasi kebijakan publik ini berhasil dikarenakan policy statement dapat tersampaikan menjadi policy outcome. Metode yang digunakan di dalam penelitian ini adalah studi kasus dengan pendekatan kualitatif. Studi kasus merupakan metode penelitian terhadap satu kasus yang dilakukan secara intensif dan mendalam.

Abstract

Pemilihan Umum 2019 adalah pemilihan legislatif dengan pemilihan presiden yang diadakan secara serentak. Hal ini dilakukan berdasarkan Putusan Mahkamah Konstitusi Nomor 14 / PUU-11/2013 tentang pemilu serentak, yang bertujuan untuk meminimalkan pembiayaan negara dalam pelaksanaan pemilu, meminimalisir politik biaya tinggi bagi peserta pemilu, serta politik uang yang melibatkan pemilih, penyalahgunaan kekuasaan atau mencegah politisasi birokrasi, dan merampingkan skema kerja pemerintah. Pemilu serentak akan mempengaruhi komitmen penguatan partai politik dalam koalisi permanen untuk memperkuat basis kekuatan mereka di lembaga-lembaga negara yang tinggi sehingga dengan pemilu serentak diharapkan bisa memfasilitasi pembenahan Sistem Presidensial di Indonesia. Untuk mewujudkan pemilihan 2019 yang simultan, ada peluang dan tantangan yang salah satunya dapat dipelajari melalui perspektif politik, yang dalam makalah ini dilakukan melalui kajian pustaka dan dokumentasi. Menurut hasil penelitian, dalam mewujudkan pemilihan umum 2019 antara pemilihan legislatif dan pemilihan presiden, ada beberapa hal yang menjadi peluang dan tantangan dalam perspektif politik, baik untuk parpol, pemerintah, pemilih, dan penyelenggara pemilu. Untuk itu, diperlukan upaya-upaya terkait bagaimana merancang pemilihan yang serentak dalam perspektif politik, yakni dengan mereformasi sistem perwakilan, sistem pemilihan, sistem kepartaian, dan dalam melaksanakan pemilihan umum serentak 2019 memiliki tujuan menciptakan pemerintahan yang efektif.
