Jurnal Transformative
Jurnal Transformative is published by the Department of Government Study, the Faculty of Social and Political Science, Universitas Brawijaya. There are three main issues focused on Local Government, Government Innovation, and Government Institution. The purpose is to spread critical and original analysis from researchers and academic practitioners on various social, political and government issues both local and foreign. The writing is published after undergoing a peer-review process by providing an exclusive analysis on social, political and government issues from various perspectives. Jurnal Transformative provides high-quality studies outcomes and new thoughts for academic practitioners, researchers, and the public to break down the complexity and dynamics of contemporary socio-political changes. Published twice a year, in March and September. Jurnal Transformative invites researcher, academician, practitioners, and publics to submit their critical writings and to contribute to the development of social and political sciences.

<![CDATA[This study attempts to explain dilemmas in bureaucracy after the decline of New Order regime. Attempting bureaucracy reform is one of important agendas to find new format of better bureaucracy as well as to support democratic transition process in Indonesia. For that, specifically this study highlights relation between implementation of bureaucracy reform and development of democracy in purpose to create professional and effective bureaucracy. This study concludes that implementation of bureaucracy reform has yet been implemented effectively in creating professional bureaucracy. It is caused by some factors such as; the first is low of bureaucracy management quality and bureaucrat professionalism relating with integrity and technical ability. The some factors are implication of continuing of patrimonial legacy from New Order regime. The second, the presence of democracy in other side becomes a new mechanism for making bureaucracy as power machine by a group of people, politicians as well as bureaucrats.]]>

<![CDATA[Governance today is no longer solely the responsibility of government, but of all the actors in a country. Why this is so, the role of government is certainly still needs related to the provision of public services. The problems that exist in Jombang is difficult licensing services, too complicated, time-consuming, expensive cost plus the community was thinking radically. They still do not understand the meaning of taking care of a license for what and what's in it for them, especially people in remote villages that are unreachable information. Given this reality, Jombang Jombang Regent, H. Suyanto, initiates in licensing by making services with procedure "Pick up Ball". With reference to the Minister Regulation No.24 of 2006 on One Stop Services and decree No. 11 Year 2008 on Main Duties and Functions of Licensing Service Agency. The mechanism of this program is to go to 22 sub-districts in Jombang to give services to the community as well as socialization. This activity is carried out since the second week until the next 22 days starting one day be filled in one sub-district. Making this program has great benefits for society because it does not need to take a long time also does not charge in the permits, in addition to the public confidence has also been quite high.]]>

<![CDATA[Strategy of bureaucracy reform in local government is an effort and a step to strengthen locality and to solve many challenges in globalization era. Bureaucracy reform is not only to simplify bureaucracy structure but also to change mind set and work culture in bureaucracy, particularly in administrative management of local government. Bureaucracy reform had launched since reformation era, but it has faced impediment and challenge such as bad bureaucrat behavior, many corrupt bureaucrats, bad public service even though decentralization has been objectified. Performance problem has not been better yet even performance indicator has been available. Therefore, bureaucracy reform conceptual model as guideline in structure improvement, work culture of local bureaucracy, and strategy of bureaucracy reform consisting steps of bureaucracy improvement are important thing. As a result, there are general direction or strategy of bureaucracy reform as guideline for improvement of structure, performance, and culture in local bureaucracy, particularly local government, Cimahi city.]]>

<![CDATA[The low quality of public services in the field of licensing causes the community and businesses reluctant to take care licensing. The low quality of licensing service is demonstrated by the absence of a mechanism or procedure clearly regulating the licensing, long processing time, costs and conditions of licensing. Ponorogo Regency government respond to central government policies that aim to improve and simplify system of licensing services with the establishment of the Integrated Licensing services Office (KPPT) in 2009. This is a manifestation of a serious commitment under the leadership of the Regent of Ponorogo, Muhadi Suyono, to improve continuously the image of public services in order to be better in the future. Ponorogo KPPT continues to make improvements in terms of improved public services, opens to the public comments and suggestions regarding the performance KPPT, and accesses clear information to the applicant to take care of all licensing. The main change resulted with improvement in field of licensing in Ponorogo is the openness of the clear procedures to manage licensing, range time to take care every kinds of licensing respectively, the requirement to be met, the costs and reduce the practice of widespread extortion by officers.]]>

SBY policy with huge bureaucracy is a form of his political choice in purpose to accommodate his supporters. Parkinson model is usually used in U.S government system. Because of that, when SBY adopted huge bureaucracy model, many critics was pointed to him. Why? Because it is not suitable with spirit of thin structure and rich function.]]>

<![CDATA[Bureaucracy reform is an important thing. The aim is to actualize good governance, particularly in Bandung city. The research is started with continuing previous program, program socialization, recommended evaluation or progress of bureaucracy reform, arrangement of reformation agenda in 2015-2019, implementation of regulation, gradual report related with progress of bureaucracy reform program in Bandung city. Bureaucracy reform is implemented in purpose to actualize increasing of public service quality towards society. The government has issued many regulations as legal and operational directions in implementation of bureaucracy reform in period 2015-2019. The research has special target for helping local government, Bandung City in arranging road map of bureaucracy reform in Bandung City in second period, based on National Medium-Term Development Plan (RPJMN). With this special target, increasing of public service quality by Bandung bureaucracy will be reached.]]>

<![CDATA[The easy access to online media made the electoral progress of Jokowi and Prabowo in-teresting to be watched. There are many perspectives and facts regarding both candi-dates that elevate the publicâs argumentation in the public sphere. However, the easy ac-cess of that online media un-fortunately had created a bias between both candidatesâ true modality and the issues behind them. The Islamic value of the Ulama behind both candi-dates are the most interesting issues of them all. Indonesian society began to pay more attention to Ulamaâ figure instead of to the modalities both candidates promoted. This writing aims to drive that public partiality about the Ulama trough paying more attention to the electability level by affirming Talal Asadâs thesis about Ulama and Politics.]]>

<![CDATA[The realm of East Java politics which has been known as the main community of Traditional Islam, bequeaths a separate record of the dynamics and political maneuvers of NU strategic elites (Kiai) in the context of 2018 East Java Pilgub. Similar political realities have occurred since the East Java Pilgub in 2008 and 2013 . One thing that is most useful and more in several perspectives is the change in political division among the NU East Java kiai in the 2018 Pilgub. Things that happened also in the East Java Pilgub 2008 and 2013 ago. The writing of this journal is preceded by the existence of research with qualitative methods with primary data collection through interviews with people who understand this case study and also supported by secondary data. The author will analyze the phenomena that occur with the cleavage theory described by Peter Mair (2014).]]>

<![CDATA[General Elections can be used as evidence as well as evaluation of the recruitment process, political circulation. This paper proves that in the 2014 Election there has been a stagnation in political circulation. As well as, the 2014 elections, where many candidates for peoples representatives are still filled by old politicians. After becoming a member of the House of Representatives for a long time, he became a member of the DPD, and vice versa. As a result, there is still a strong intervention by political parties in placing their cadres. As a result, there is often political decay like corruption.]]>

<![CDATA[As an implication of the implementation of decentralization in Indonesia, the authority to manage income and spending autonomously by local governments in Indonesia is undeniable. However, the power should be managed and used proportionally. The central government should not lose its control of the local governments, while the local governments maintain the authority to manage its area. This paper examines the proportions of the fiscal authority given by the central government to the local governments in Indonesia. In short, this research finds that in general, the framework of fiscal decentralization in Indonesia is going well. Some research also offers positive findings of fiscal decentralization in Indonesia. However, there are also some serious problems resulting from the implementation of fiscal decentralization in Indonesia, such as vertical fiscal imbalance and corruption. These problems need to be reduced by issuing technical and specific regulations and by ensuring that those regulations are both monitored and implemented.]]>
