Abstract

National oil and gas companies are an important sector in the national development of a country, both in terms of meeting the needs of energy and industrial raw materials in the country so that their management must be carried out optimally. This study was conducted to determine the comparison of the national oil and gas company owned by Brazil, namely Petrobras and owned by China, namely Sinopec in conducting exploration of the oil and gas industry. The research method used in writing this article is descriptive qualitative. This method aims to describe in general the differences between national oil and gas companies owned by Brazil and China and then focus on certain phases to be able to find some specific aspects intensively and in depth. The data collection technique used is library research from various literatures that are relevant to the subject matter of the research object, in the form of books, journals, and articles from the internet. The data analysis technique used is qualitative with a case study approach. Relevant data were collected and then analyzed qualitatively, namely by connecting one phenomenon to another to draw a final conclusion on the conditions of comparable differences between the two national oil and gas companies from these two different countries in exploiting and exploring natural resources and ensuring their availability. Even though both are present as national oil and gas companies, Petrobras and Sinopec have their own strategies and methods in utilizing the oil and gas industry.

Abstract

This study aims to determine the quality of population administration services at the Merauke District Office, which includes services for making Family Cards (KK), birth certificates, marriage certificates, death certificates, certificates of moving in and out of residents. The method in this research uses a qualitative approach. This study uses data analysis techniques consisting of data reduction, data presentation and conclusion drawing. The results showed that the quality of population administration services at the Merauke District Office was seen from the indicators of the quality of public services; (1) physical evidence is sufficient in providing services to the community, it can be seen from the new service waiting room, comfortable and spacious and equipped with air conditioning, but there is still a lack of filling cabinets and suggestion boxes. (2) the aspect of reliability, employees in responding to any service complaints have not been in accordance with the expectations and desires of the community, as can be seen from the complaints from the public about the population administration service process. (3) the responsiveness aspect of employees has shown a responsive attitude in helping the community when experiencing difficulties in the process of making family cards (KK), birth certificates, marriage certificates, death certificates and residence certificates. (4) the aspect of guarantee, the accuracy of the guarantee on time of service is still not in accordance with the expectations of the community, it can be seen that there are still complaints from the community related to the timeliness of the service process. (5) the aspect of empathy, the Merauke District office has shown efforts to improve service quality, namely by giving a good impression in the service process. The factors that hinder the service process at the Merauke District Office include the lack of human resources or employees, public awareness in completing administrative requirements, and the need for the addition of several facilities such as filing cabinets for documents and suggestion boxes.

Abstract

The meaning and substance of a democratic system is government from, by, and for the people. In a (relatively) rather broad sense, democracy is often interpreted as a government with all the activities that are managed, carried out by making the people as the subjects and fulcrums of determining the running of politics and governance. Because democracy is a system that is based on the people's sovereignty, nihilism towards elite sovereigns, or party sovereigns, or state sovereigns, or military sovereigns must be removed. This paper discusses the theories and paradigms of democratic models, including; (1) classical democratic models; (2) procedural democracy; (3) pluralist democracy; (4) autonomy democracy; (5) consensus or consosiational democracy; (6) deliberative democracy; and finally (7) social democracy.

Abstract

Creativity really needs to be owned by leaders, where creativity is the ability of leaders to stimulate the thoughts or ideas of their subordinates (intellectual stimulation). Transformational leaders or intelligent leaders have ideas or analyzes that are able to enlighten their partners, in terms of leadership being able to improve the performance of their subordinates to achieve a desired organizational goal, resulting in maximum employee performance. Likewise for employees at the Taluditi Sub-district Office, Pohuwato Regency, basically potential human resources must be utilized, so that they can work optimally in the context of managing organizational goals. But in reality it can be observed, most employees have not carried out their duties and functions as public servants, are still hesitant in completing work, the tendency to find easy work, the slowness of assignments, due to the attention of the leadership (sub-district) to their subordinates. Then the camat function has not yet been implemented in terms of planning, regulation, and constructive supervision of all sub-district programs and government programs. The purpose of this study was to determine the creativity of moving employees in government and development tasks at the Taludit District Office, Pohuwato Regency. The method used in this study is qualitative as a research procedure that produces a description of the data in the form of written or spoken words from people from the observed behavior. Based on the results of the study, it can be seen that the creativity of the Taluditi Camat, Pohuwato Regency which can be realized through various ideas to mobilize employees in government and development, then these ideas are quickly responded to by the apparatus, and supported by Flexibility to determine their motivation. So that the employee can elaborate all the ideas and ideas of the Camat in realizing the goals of the Taluditi District government, Pohuwato Regency which is Healthy, Intelligent, Advanced, Prosperous and devoted to God Almighty, harmonious and religious society and realizing an advanced and competitive Region, environmentally sound, improve the quality of life of the community and good development.

Abstract

Direct regional head elections are also included in Law no. 32 Article 56 paragraph 1 concerning Regional Government which states that Regional Heads and Deputy Regional Heads are elected in a pair of candidates which are carried out democratically based on the conditions that democratic elections are elections that are run free and fair (Asfar, 2002: 12). The existence of universal suffrage for adults, meaning that every adult citizen has the right to vote and be elected, second, fairness of voting. There is a fair or just election process. To measure whether an election is run fairly and fairly, the principles of Luber and Justice. Third, there is a special right for political parties to organize and nominate candidates so that voters have many choices to choose between different candidates, both in groups and programs. The success of an organization in achieving its goals cannot be separated from the quality of its leaders. Both private organizations and leaders' public organizations are a necessity. Unlike now where candidates for regional heads are dominated by people who have large capital, but quality measures are numbered behind. As a consequence, political parties must facilitate regional head candidates to obtain funds so that communicative leaders will be born who are not held by group interests, especially political parties.

Abstract

Procurement of goods/services for Office Stationery is a supporting factor in supporting administrative functions in both government and private offices related to administration. Procurement of Office Stationery in a planned and organized manner can have a good impact on each unit or workspace in providing services to the community, of course, really need office stationery so that work activities can run as expected. The process of procuring goods/services is regulated in Presidential Regulation number 16 of 2018, Article 6 concerning the principles in the procurement of goods/services as follows: efficient, effective, transparent, open, fair, non-discriminatory, and accountable. The system of using the state budget in the procurement of goods/services is something that the government must pay attention to, through the Supreme Audit Agency, which has the right to impose sanctions in the event of misuse of the state budget. In carrying out the process of procuring goods/services in the form of office stationery, it is necessary to have a policy in making decisions from a head of the General Section so that there is no delay in the procurement of goods/services.

Abstract

The Covid-19 pandemic has become a disaster that hit Indonesia and caused a crisis that brought anxiety to the community. Hoax news is easy to spread in the community with the main intermediary, namely digital media. Hoaxes are able to lead public opinion and influence people's mindsets so as to hinder the process of handling Covid-19. The number of hoax cases shows that people's digital literacy skills are still low so that there is no control over the information circulating. Therefore, we conducted this research as a form of concern for the low digital literacy skills of the Indonesian people. This study aims to provide information related to the importance of digital literacy in the use of social media and prevent the spread of hoaxes using the method library research, by utilizing library materials to obtain research data. The results show that digital literacy has an important role in efforts to tackle hoaxes. To improve digital literacy skills, people must develop critical thinking skills and be skeptical or doubt the information received. That way, the public will tend to first examine any information obtained and then judge whether the information is worthy of being accepted and believed to be true or not.

Abstract

The focus of this study aims to explore the understanding of the people of Benteng Tado towards political democracy in Manggarai-Flores NTT. In particular, their involvement in the election of legislative candidates so that it can provide benefits for the welfare of socio-economic life. The methodology used in this study is a quantitative method. Data was collected through a questionnaire distributed via a google form. This research was carried out through critical analysis according to Armada Riyanto's political philosophy. Armada Riyanto's concept of politics as the governance of everyday life becomes the theoretical foundation in analyzing the involvement of the people of Benteng Tado in elections and their impact on socio-economic life. This study found that the understanding of the people of the Benteng Tado towards democracy was still limited to their involvement in the general election. In other words, the people of Bentang Tado do not understand that politics is a means to improve social welfare, especially post-election.

Abstract

The problem in this study is how farmers survive in the middle of the low season in Wudi Village, Sambeng District, Lamongan Regency and how farmers work to meet their daily needs. The research method used by the researcher is descriptive qualitative. In this study, the researchers determined the informants by means of a snowball, the informants in this study were the Wudi Village Apparatus, farmers and also people who migrated. Collecting data through observation, interviews, and documentation. The theory that the researcher analyzes in analyzing the phenomenon of farmer activities during the low season and the choice of work of farmers in Wudi Village, Sambeng District, Lamongan Regency is James' Rational Choice Theory. S Colemen. The results showed that the way the farmers worked for the necessities of life which was carried out during the low season was by raising oxen (private oxen and neighboring oxen), helping neighbors (other farmers), and also migrating to the city.
