Coastal zone management is complex, from the results of the research showed that many stakeholders involved in coastal management. Among them are from government agencies (Department of Marine and Fisheries, Bappeda, Department of Culture, Tourism and Sport, Department of Transportation, Office of Environment, DPRD), Private and Public sector. The key role is in the Department of Marine and Fisheries, while BAPPEDA have a very important role in the coordination between stakeholders. Efforts can be made to involve stakeholders better is through understanding the role of each stakeholder, and then optimize the role of coastal zone management in order to obtain effective and efficient.

This research conducted to understand how the standard of filling the leader of government agency at regional level (SKPD) position in order to increase capability and profesionality of bureaucracy in Purbalingga region has been following the Merit System or not , in order to realize Good Government and also Clean Government as has been expected. Moreover, to understand there is political penetration or not in order to fill the leader of government agency at regional level (SKPD) position in Purbalingga regency, during the Regent (Bupati) Heru Sudjatmiko leadership period in more than 3 (three) years.The result of the study showed that the standard of filling the leader of government agency at regional level (SKPD) position in Purbalingga regency had been done accord to procedure which is through *BAPEJAKAT Team and through Fit and proper-test process, however, the final decision still on Regency Leader’s hand in this term is the Regent (Bupati). It can be prove by the frequent investiture on Structural position of Eselon II , especially for the leader of government agency at regional level (SKPD) position in Purbalingga regency. The Performance System has not yet applied as one of the standard of filling officer position in regional level, and also the morality factor should be the main emphasis as well.

Promotions material as an outdoor media campaign by the politicians in general election needs to be evaluated . Moreover, an election is always followed by public developments such as quality increasing of public education and knowledge as voters, ease of access to information, the critical attitude in responding to society's problems almost always become the message in the campaign promotions material.This study aims to investigate the general public's response to campaigns in the era of electoral democracy that is characterized by the usage of massive outdoor media. This research is a descriptive qualitative study with in-depth interview data collecting techniques.The results showed several things: first , there is a difference of perception between voters and candidates related campaign promotions material. Voters agreed that the presence of campaign promotions material is now a day as at too many and ruining environment’s beauty. While politicians felt that the campaign promotions materialwhich have been distributed are still lacking. Second, the informants from higher education level thought that campaign promotions material sought to enhance public awareness and knowledge of the candidates if it was used correctly . But for votersfrom lower education level, campaign promotions material is not able to increase their awareness about particular candidate , especially in the legislative elections . Third , the campaign method which considered to be most able to attract voters is politician’s activity and contributions in the community.

In 2010, one of the policies at Semarang Government is to the arrangement of the cadgers with the concept of the food court at Simpang Lima area. A number of shelter used as a culinary center grouped by type of business. This condition is apparently an impact on the development of the business has been run by cadgers. Therefore this study aimed to determine differences in business development both before and after the relocation of cadgers in the area of Simpang Lima Semarang. The study was conducted in the city of Semarang with a sample of 45 traders who occupy the shelter. The research method used was a comparative study. Further variables that all indicators have met the validity will be tested using different test Paired Sample T- Test.The results showed that there are differences in the development of business both before and after the relocation of cadgers in the area of Simpang Lima Semarang better on the indicators of turnover, profit/gain levels, the extent of effort, comfort, venture capital, number of employees and number of consumers. From the factors of business growth can be seen that the factor turnover, profit/gain levels, the extent of the business, venture capital, number of employees, the number of consumers and the number of productivity by traders felt better when compared before relocation than after relocation. Meanwhile as for the comfort factor by merchants considered to be in good condition at the time after relocation.Recommendations can be given the necessity of the payment made at one door/cashier using the concept that each customer can buy in any shop without fear that the buyer does not pay for the food they buy it’s . This concept can be done with the dealer manager agreement with the merchant so good between the consumer and the merchant is not harmed.

Student brawls occur continuously in various cities, especially in the Jakarta, the attention of many people, and did not escape the attention of the media. Framing Kompas is a mayor concern in this study.The study conducted by taking a sample 0f 37 news, between 2008 to 2012. The paradigm used is the paradigm of constructivism. The method used is the analysis of the model Entman framing.The results that the Kompas student brawls see that the problem is complexs issue, and not ordinary deliguency, but it leads to crime, a form of deviance. Student brawls, agroup behavior, and other problems caused by unclear, revenge hereditary, in solidarity with friends, as well as maintain the good name of the school, violence derived from the senior students to yunior. Recommendation are offfered to prevent and fight is, sanction, both preventive and repressive, conducted formal and nonformal.

Democratic countries should involve its people into developmental planning. However, it is important to develop legal guide for people in order to participate in developmental process or stages. Indonesia government had established a formula for people and government to work for developmental planning called musrenbang. Some research shows that musrenbang had failed to comply with core principles of democracy that is participation, since it is held dominantly by government. This research will evaluate adn identify implementation of musrenbang based on legal guide and propose some solution in order to solve the problem.

Public services as the focus of the discipline of Public Administration remains interesting to observe because of the services provided by government officials to the public is still considered unsatisfactory. One of the problems of service in Indonesia is about administrative services, services e – KTP (identity cards). Surakarta and Semarang, both have been doing identity card service. Based on thr results of the initial survey in two cities, there are still many obstacles faced in the creation of identity card service.In this study, researchers will try to describe the service quality of e – KTP in Surakarta and Semarang, and will see no different whether or not the service quality of e – KTP in both cities. Type research used in this study is a quantitative study. The population of all citizens Surakarta and Semarang aged over 17 years and over. Becauseof the breadth of both cities used the sampling area, the city of Surakarta elected Laweyan districts and sub- districts of Semarang Pedurungan elected. Then each district taken 100 respondentsby means accidental. Analysis using interpretation of data : use of frequency distribution table predetermined number of respondents in the sample, the average sought to determine the caregories of service quality based on the resulth of the research, supplemented by interviews with respondent and the data to test the hypothesis used different test calculation of services quality in the city of Surakarta and Semarang.The result of this study concluded that the quality of service both in the district e KTPPedurungan Semarang and Surakarta in district Laweyan results showed good all categories, but it’s god when seen in different positions of the class interval, for the districtLaweyan Surakarta both categories at the upper limit of the interval 3,11 where as in the district Pedurungan Semarang, good bit closer to the lower limit of interval is 2,89. Based on the calculation results obtained by different test t value is equal to 3,004 with a sig 0.04. because the siq < 0,05 then it can be concluded that Ho is rejected, meaning that the average quality of service in the district Laweyan e KTP Surakarta identuty card service quality in the district of Semarang Pedurungan is not same (different). When viewed from its average of the quality of services in the district Laweyan Surakarta better than the service quality of e KTP in district Pedurungan Semarang. However, the different is very thin.

Bureaucratic Performance in Indonesia until now goes as expected in the reform of the bureaucracy. It is commonly found diversion due to less optimal organizational machinery in carrying out their duties. Transmigration, Labor and Population Department of Central Java is an institution that can provide information to the public, especially on jobs, as well as workforce training. Unfortunately society is not optimizing services provided by that agency.

Capital structure decision to influence the value of the company to date is still the actual issues in financial management. That there was no influence of the capital structure decision of enterprise value or not there is a difference of companies use debt in the capital structure of the company not using debt. The use of debt would give tax subsidies to the company's benefits to the optimal point, but when the optimal point exceeds the menurunakn value of the company. But that in the use of funding sources the company sorts the smallest risk in that is starting from the capital itself (internal capital), the issuance of debt and equity capital Structure (external) is the sum of short-term debt balance of permanent, debt, preferred stock, and common stock. Every company analyzes a number of factors, and then set the targeted funding structure. This Target is always changing in accordance with the changing conditions, but at any time the company management there is shadow dibenak of targeted funds structure.Based on the calculation that the capital structure does not affect the value of the company. This is an indication that investors in Indonesia is not paying attention to the source of funding for the company but was more worried about how the use of such debt efficiently so as to increase the kemampulabaan of the company. Based on these findings, then companies can increase the use of debt in its capital structure.As long as the debt is able to provide larger benefits compared to costs arising from the use of debt.
