Abstract

Tulisan ini membahas tentang kesinambungan sistem proporsional terbuka sebagai sistem pemilihan untuk anggota legislatif di Indonesia yang sudah diterapkan sejak 2009. Tujuan dari artikel ini adalah untuk menjelaskan mengapa terdapat kecenderungan sistem tersebut dipertahankan kendati pelbagai masalah yang dihasilkan, dikritik banyak pihak, hingga diuji melalui Mahkamah Konstitusi. Untuk menjawabnya, tulisan ini menggunakan kombinasi tiga pendekatan institusionalisme baru, yaitu pilihan rasional, sosiologis, dan historis. Tulisan ini menemukan bahwa kecenderungan bertahannya sistem proporsional terbuka adalah karena adanya insentif bagi mayoritas partai-partai politik yang ada di parlemen dengan sistem tersebut, adanya kecenderungan dukungan publik dan para pemilih sebagai lingkungan yang mempengaruhi pilihan sistem tersebut, serta faktor historis pemilihan sistem tersebut yang dianggap demokratis. Sistem proporsional terbuka telah menciptakan suatu path dependent yang membuatnya sulit untuk diubah dan berpotensi menjadi locked-in, yang diterima oleh banyak pihak sebagai sesuatu yang “permanen”.

Abstract

 In the rapidly evolving digital era, many democracies are undertaking digital transformation through the implementation of e-voting. E-voting is a digital system that aims to be a transformation tool in the voting mechanism, this will make changes in the election method that was previously carried out conventionally to digitalization. In conducting the research, the author adopts a qualitative approach through a literature study to explore the relationship between democracy and digital transformation through the implementation of e-voting. The application of e-voting in the electoral system can provide several advantages in increasing efficiency, participation, and transparency. However, there are several challenges that need to be observed related to the implementation of e-voting, where the security aspect is an issue that needs to be considered. The vulnerability of e-voting systems can be an important discourse to prevent cyber-attacks and vote manipulation that can reduce the integrity of democracy. Therefore, e-voting systems need to be equipped with good security procedures to protect voters from data manipulation through various cyber-attacks. Thus, the presence of an e-voting system can be an effective tool in improving the quality of democracy, although it has some security issues that need to be considered.   Keywords: Democracy, Transformation, Digital, E-voting

Abstract

Recently, the Indonesian police has increased its security activities on social media. Not only taking action against digital crimes, they are also pro-active in monitoring social media by finding a new body namely a virtual police. They conduct socialization on what considered appropriate activities on the twitter. Furthermore, they also implement surveillance to the netizen’s activities on twitter and release early warning to those who are considered as violating the law. In the twitter, this function was conducted using their account namely @siberpolri which means Indonesian cyber police. Based on the digital ethnography on the twitter account of the Indonesian cyber police, this study tries to analyze the language used by the Indonesian police to create digital security. This research found that the Indonesian police use the following languages in their posts: first, promoting social harmony in digital public spaces; second, using jokes to divert the discussion away from the political problems to trivial things; third, encouraging the citizens not to criticize the power holders; fourth, creating a narrative of threats to netizens. This study argues that behind the language used, there is an underlying interest of the Indonesian police to create of political stability very much needed to support economic development. In this regards, the languages of digital security will be understood in the context of the ideology of neo developmentalism which is being carried out by President Joko Widodo. It is the ideology which was once used during the New Order era under authoritarian Suharto.

Abstract

The issue of women in politics becomes important as Indonesia begins to reform political institutions or political processes due of democracy. The purpose of this study is to find out women’s representation in Banyumas Regency, Central Java, in relation to cultural and Islamic values. Islam and Penginyongan cultural values promote traditional gender roles, which may limit women’s participation in politics. However, these values also promote social harmony, community participation, and religious morality, which may encourage women’s participation. Meanwhile, Indonesia’s political system includes a quota system for women’s political representation to increase the number of women in parliament. Data in this research comes from the number of women represented in political positions and their role in representing women’s interests, the meaning of Islamic values and Banyumas’ Penginyongan cultural values. Methods of data collection use interviews, observation, and documents. Using sociological approach, this study concludes that according to David Easton’s theory of systems, the influence of Islam and Penginyongan cultural values on women’s political representation in Banyumas is complex and shaped by a range of factors that interact with each other. Understanding these dynamics is crucial for developing strategies to promote gender equality and women’s political empowerment in the region.

Abstract

The neutrality regulations of the Indonesian National Army (TNI) enable them to be able to maintain the Spirit of Reform. The reformation mandate requires the army to be neutral in the General Elections in Indonesia. This writing aims to find out the participation of the Indonesian army family in the general election, especially in the 2019 presidential election in a case study in Magelang City, and the extent to which TNI family understands the neutrality of TNI and their participation in the activities of the Presidential General Election in 2019. The method applied in this research uses the qualitative descriptive type and the case study type based on interviews and observation. The research results show that army families in Magelang City already know the rules regarding TNI neutrality during elections. As civil society, the TNI family also exercised their right to vote, and no one participated as a success team or party officer. In this case, the TNI family is given the freedom to choose without any interference from TNI members. Based on the research that has been carried out it can be concluded that there is a need to increase awareness and conditions when the related person is faced with the situation as head of the family and a member of the TNI in order to to maintain the spirit of the constitution.

Abstract

This paper presents a model for developing a political training curriculum within the context of a political party in Indonesia. It underscores the importance of incorporating institutional values, system enhancement, autonomy in decision-making, and public interaction within the party. As stipulated in Indonesia’s constitution, there are two possible focuses depending on the subjects of such training either the party's administrators and cadres or the general public or community. The paper highlights the need for different teaching strategies and content, depending on the target audience, and emphasizes the necessity for both formative and summative evaluations to ensure the curriculum's ongoing relevance and effectiveness. Ultimately, it provides a blueprint for political parties to create effective, relevant political education programs, tailored to their unique objectives and the needs of their constituents.
