Abstract

AbstractThe substance of the implementation of social welfare is to ensure citizens to meet their basicneeds. The decent Education is one of the basic needs of citizens. However, The policies relating tothe fulfillment of a decent education has been distorted. Such as the phenomenon of free educationpolicy in Indonesia, which is just often becomes a mantra on sale for the politicians during thecampaigns. But ironically, the concept of free education often does not have a clear meaning in theempirical level, whether in relation to the scope, management and the destination. The researcher willtake a case study of free education policy in Rembang District of Central Java. The researcher willexamine the case by implementing public policy approaches. The researcher will explore variousaspects of the program that occur in the stages of pre-formulation, formulation, implementation,evaluation, and feedback of the free education policy.Keywords: social welfare, free education, public policy

Abstract

ABSTRACT 1945 amendments give rise to changes in various aspects of community life in Indonesia in general, including changes to the national planning system. National development planning system is understood as a state in formulating a framework of activities to be carried out for short term, medium term and long term. National development planning system was implemented at various levels of state government at both local (regional) and central government level. The method used for writing this thesis is the type of research used is normative, ie research that is focused on reviewing the principles, rules and norms of positive law, especially relating to the implications of the 1945 Amendment to the national development planning strategy. Used approach is the approach of law (statute approach). Processing of legal materials in this study is an inventory of legal materials, legal materials classification and systematization of legal materials. National development planning and practice has been known since the Homeland which was formed with the authority of the Assembly prepare and establish guidelines, to be implemented by the President as the mandatory Assembly, including all state institutions, because prior to the 1945 amendment of the MPR is positioned as the highest state body and the Assembly can distribute authority to all state agencies both vertically and horizontally between the central and local governments within the framework of the Homeland. However, after the 1945 amendment either content/substance of the 1945 changes was to eliminate the authority of the Assembly to prepare and establish guidelines, so that all the good administration of the state executive, legislative and judicial branches have a development plan states independently and put the vision, mission and work program of the president chosen to target the country's development planning. Abstract

Public participation is a requirement for governance to work in the name of a good public service delivery. Participation makes citizen’s voice and aspiration to be included and calculated in municipality’s policy. In this way, it requires the people to be active and in the same vein the government to be innovative. This research was conducted in this context. This research tried to elaborate the involvement of the citizen in public policies in Surakarta Municipality. The case in point was mass transportation policy in Surakarta Municipality, to find out how far the people aspiration have been included in the formation of public policy, and what was the stumbling blocs of this program. Using in-depth interview and documentation study, this research found that as mass transportation is a sectoral policy, it was still in the hand of technocrats, and in this way people participation was still marginal. However, in Surakarta mass transportation proggrams, could not be separated from the role of the people, through Musrenbang, public hearing, media as well as NGO’s advocacy for the government. In short, public participation has indeed owned their inclusion space, but they have to contend with elite biases. Technical and cultural blocks could be said to be the main reasons why public participation has still been weak in mass transportation program in Surakarta Municipality.Key words: mass transportation, public participation, elite-bias, technical and cultural blocks

Abstract

ABSTRACT In the reform era that demands a lot of changes, some incumbent legislators still adorned the face of House of Representatives of Kupang City. This was because the incumbent legislator already well known by electorate and there were no regulation before that confined the length of time a person nominated to be member of legislators whether in House of Representatives, House of Provincial Representatives, and House of Regency/City Representatives. Nevertheless, it was not guaranteed that incumbent legislator will be re-elected in the next period, because it depends on political marketing strategy that  used by incumbent legislator. The method used in this study was more qualitative-decriptive aimed to reveal the political marketing strategy and political product mixture to win  House of Kupang Regency Representatives legislative election in 2009. Analysis conducted relying on primary data obtained through secondary document review and in-depth interview with competent sources. Keyword: Political marketing strategy and political product mix, Incumbent Legislator  and  election.

Abstract

All this time poverty reduction policy is partial, it’s so hard to combine all of the perception about poverty reduction because of poverty data is unintegrated, usually data in local government and BPS is different and not synchronous, moreover the poverty services partially will extended the bureaucracy. Sragen create a policy that be a solution to handle poverty problem with established an integrated unit that handle the poverty services like free health services for poor people, scholarship for smart poor student, rebuild the house uninhabitable (RTLH), and usually called by Integrated Services Unit Poverty (UPTPK). In this research, investigator interest to make analysis about how UPTPK can form and who is the actor that most contribute then how is the political intrigues that happened so can formed this UPTPK. The thing that more interested is now all of the policies in Sragen always nuances about poverty reduction. And to answer those questions, using research methods with descriptive approach, that is illustrating the formulation process with analyze data from interviews with relevant parties concerned. Based on research can found some facts, there are from the problem formulation, the issues that developed not only about poverty, but also about bureaucracy in the earlier policies are difficult for the poor people, then the issue policies that appear is caused the campaign from Sragen regent, Agus Faturahman that lift theme about poverty reduction. Society admitted, poverty is a problem that should be solved, but the issue can interested the society when regent campaign. Based on the research there are many factors that influence the policies, and most dominant is economic and political factors. Economic factor are about the budget deficit in the earlier regent leadership that impact the minimum budget to do development policies, so the budget are used for poverty reduction policies. From the policies agenda, there are demand from some group for the regent to realized the promises when his campaign that is Mbelo Wong Cilik. So the demand indirectly is focused to the poverty problem. Furthermore, determination the policies agenda not through DPRD because UPTPK there’s no in SOTK Sragen government, so there’s no discussion about UPTPK legality with DPRD. From the policy determining, UPTPK established just by a regent with the legal basis only a regent decree. Because of UPTPK isn’t in the SOTK Sragen government, as a consequence UPTPK yet manage their own budgeting.Keywords:

Abstract

AbstractRegional autonomy has brought impact of the desire to split parts of themselves or in otherwords, broke away to become the new autonomous region. Regional expansion is not just happeningat the provincial level, but also occurred in the district / city level. The number of Regency / City is farmore than the number of provincial post-reform 1999.Regional expansion phenomenon was driven by several factors that support among theexisting regulations already provide a tremendous opportunity for the proliferation of regionalexpansion proposals. The procedure is quite easy, and encouraged some of the motives of "hidden"from the local political elites and political elites at the nationalRegional Expansion has brought negative atupun positive implications for society, localgovernment and central government. Abstract

Yogyakarta Merupakan daerah yang memiliki banyak potensi, baik potensi ekonomi, pariwisata dan budaya. Berbagai potensi yang dimiliki oleh Yogyakarta menjadikan daerah tersebut sebagai daerah yang memiliki kemajuan ekonomi dan pariwisata yang sangat pesat. Dengan demikian, daerah ini dapat mendatangkan wisatawan baik regional maupun internasional. Akibatnya, Bandara Adi Sucipto menjaid sangat padat. Oleh karena itu pemeirntah daerah Yogyakarta mengeluarkan kebijakan untuk membangun bandara baru dan menetapkan lokasi penetapan lahan pembangunan berada di Kecamatan Temon, Kabupaten Kulonprogo. Pembangunan bandara ini juga merupakan proyek MP3EI (Masterplan Percepatan Perluasan Pembangunan Ekonomi Indonesia). Setiap kebijakan sudah pasti memiliki kekurangan dan kelebihan begitu juga dengan pro dan kontra yang dialami oleh masyarakat Kecamatan Temon, sebagai warga terdampak dari implementasi kebijakan tersebut. Dalam hal ini pemerintah juga perlu memperhatikan tingkat keefektivan dari kebijakan tersebut, menyingkat implementasi kebijakan ini mengangkut hajat hidup orang banyak. Pembangunan bandara NYIA merupakan suatu pembangunan yang bersifat mendesak dan diperuntukkan sebagai kepentingan umum.

Abstract

Media relations play an important and strategic role for female politicians in running their jobs as legislators in Central Java Parliament. Media has ability to drive as well as a means to realize the accountability of legislative work in order to make public aware and respond their work. Moreover, the legislators are responsible to show their accountability to the public. That is the reason why media play such important role as an agent of socialization of politicians’s work and as communication medium between politicians and their constituents. This study aims to examine female politician’s strategies and activities in media relations in order to strengthen their works accountability in Central Java Parliament. This research is a qualitative descriptive study. Data was collected by in-depth interview technique. The results showed there were two strategies media relations of the female politicians. First,  personal strategy which is women politicians effort to build direct, communicative, and media relations, communicative and anytime media relations that produce symbiotic mutualism. Second, the institutional strategy that was facilitated by secretariat of Central Java parliament bureau build media relations between women politicians and the media or journalists to support the accountability of legislative work. Abstract

Money politics happens in districts and provinces head local elections. The regulation (Law Number 32 of 2004) is not sufficiently strong in regulating money politics and providing sanctions on the money politics,  beside the problem is also on the law enforcement itself. This activity (money politics) threatens not only clean and effective governance but also clean and honest elections.  Those who spend money politics  to win elections are normally expected to recover after elections their investment with a profit. If unchecked, the defense of public interests and the common weal may be on the retreat. These are crimes, and seriously undermine the integrity of elections. We need law making bodies are pay attention how to  enforce controls on money politics. In this case, The Draft which regulated head local elections relevant to push on eradicating and controlling money politics.   Keywords :   money politics, head local elections

Abstract

Since ‘reformasi movement’ and decentralization takes place, a lot of local government officials (politicians and bureaucrats) are jailed due to their involvement in corruption cases. While on the one hand, this may an evidence that corruption eradication efforts have shown positive results, but on the other hand, it leaves ironic heartbreaking questions. Why these officials caught in corruption cases? Are they economically shortage that forced them to illegally "steal the state money" for themself, their family, as well as their patrons? Or is it related to the wider socio-political context that they can not control? This paper shows that the causes, patterns and modes of corruption at local level were very diverse. In addition to factors related to moral hazard, corruption is also associated with poor government administration, convoluted and unclear regulations, rigid organizational hierarchy, and political rivalry that can lead to an entrapment of official in actions that are perceived as corrupt. These conditions are exacerbated by the weakness of the behavior and commitment of law enforcement agencies in combating corruption. It is urgent, therefore, to develop an integrated system and strategy to increase the effectiveness of corruption eradication. We need to form an a comprehensive policy of combating corruption which is based on the principle of accountability and public participation.Keywords: local government corruption, anti-corruption measures, accountability, governance.
