Abstract

This research is about the strategy used by the member legislature body 2014-2019 to keep the constituents’ vote in their election area after being elected as a legislative member. This research used a case study in the 1st election area of Central Java Province which includes Semarang City, Semarang District, Kendal District, and Salatiga City. By taking a member of DPR RI as the main sample and two members of DPR RI as a comparative sample or as group control. This research applies the qualitative approach supported by a quantitative approach with the survey method. This research finds the strategy which is used by the member of DPR RI to keep the constituent vote in their election area. It could be done through some strategies such as interactive dialogue, provision of assistance, installation of campaign attributes (banner/billboard/etc), utilization of party structure and base mass party, encouragement of another cadre from the party, community approach, social media and formation of the volunteer. All strategies have objectives to keep the constituent vote in an election area, and to gain the sympathy and vote from those who have not chosen them in the last legislative election. So it could be ended in re-elected the member of DPR RI in the next legislative election.

Abstract

Salah satu unsur pembangunan yang ditentukan pemerintah sebagai pelayanan publik adalah ketersediaan air bersih. Target 7C Millennium Development Goals (MDG) adalah menurunkan hingga separuhnya proporsi penduduk tanpa akses terhadap sumber air minum yang aman dan berkelanjutan serta fasilitas dasar pada tahun 2015. Di daerah pedesaan akses mendapatkan  sarana air bersih dan sanitasi masih sulit, sehingga  memicu adanya pelaksanaan Program PAMSIMAS. Peran serta masyarakat  sangat diperlukan dalam pelaksanaan kegiatan PAMSIMAS. Penelitian ini bertujuan untuk menganalisis bentuk dan  faktor-faktor yang mendukung dan menghambat partisipasi masyarakat dalam Program PAMSIMAS serta manfaat lingkungan wilayah yang mendapatkan Program PAMSIMAS di Desa Legok dan Desa Tambakserang  Kabupaten Brebes. Penelitian menggunakan analisis deskriptif kualitatif. Perencanaan partisipasi masyarakat dalam Program PAMSIMAS Desa Legok dan Desa Tambakserang Kabupaten Brebes dilakukan dengan menggunakan analisis SWOT yang menggambarkan kondisi internal dan eksternal kegiatan tersebut. Hasil penelitian menunjukkan bahwa bentuk partisipasi masyarakat pada perencanaan di Desa Legok dan Desa Tambakserang berupa sumbangan pikiran dalam bentuk usulan, saran dan kritik,  saat pelaksanaan berupa tenaga dan uang dan keberlanjutan program berupa uang. Faktor-faktor yang mempengaruhi Desa Legok dan Desa Tambakserang adalah faktor internal dan eksternal. Faktor internal Desa Legok meliputi usia, jenis kelamin, tingkat pendidikan, jenis pekerjaan, tingkat pendapatan dan pengetahuan. Sedangkan faktor internal yang mempengaruhi Desa Tambakserang meliputi usia, jenis kelamin, jenis pekerjaan dan pengetahuan. Peran kader kesehatan desa, tokoh masyarakat,Pemda dan konsultan/TFM sebagai faktor ekternal kedua desa yang mempengaruhi seluruh partisipasi masyarakat. Manfaat lingkungan yang diperoleh oleh wilayah yang mendapatkan Program PAMSIMAS masuk kedalam aspek keberlanjutan sarana air minum dan sanitasi yang terlihat melalui perubahan perilaku hidup bersih dan sehat. Dari penelitian yang dilakukan diperoleh rekomendasi peran stakeholder diperlukan untuk mengajak masyarakat Desa Legok menghadiri dan memberikan usulan setiap pertemuan, pendekatan pembangunan model pemberdayaan masyarakat Program PAMSIMAS dapat ditiru dan dikembangkan untuk program pembangunan prasarana di lokasi lain, dukungan Pemerintah Daerah perlu dalam bentuk dana di Desa Tambakserang dan  prasarana air minum dan sanitasi dari program Pemerintah diharapkan terus berjalan dan berkelanjutan, sehingga prasarana yang terbangun dapat terpelihara dan berfungsi. Abstract

Regional general election is a process of changing regional leadership that requires a strategy for winning candidates for regional head and deputy regional head. Brebes 2012 regional general election folowed by two pairs of candidate. Idza Priyanti-Narjo (IJO) are able to win with 52,85 % vote. They beated Agung Widyantoro-Athoilah (TAAT) who is supported by the major parties in Brebes: Golkar, PAN, PKB, PPP, and Hanura. The study was conducted to provide an overview of political communication strategies undertaken by partner Idza Priyanti-Narjo on the selection of the Regent and Vice Regent of the Brebes Regency, the period of 2012-2017. Methodology in this research is qualitative descriptive type. To obtain data, the author conducted a study and documentation of nterviews wit some informants. Informants retrieval technique used was porposive sampling, which consists of pair Idza-Narjo, team success/winning team from PDI-P, Brebes District Election Commission, and the district Brebes. These results indicate a strategy of personal and PDI-P strategy in winning the Geberal Election is influenced by several factors, among others are: caring persona, to institusional strengthening, understand the audence, preparing persuasive message, set the method, sort and select media, the art of compromise, willing to open up, embracing other parties, have and opportunity to survey, the formation of winning teams, visits to the community and create a vision and mission in accordance with local conditions. With a variety of strategies such as the PDI-P has Won a Idza-Narjo partner in the Election District Brebes period 2012-2017.Keywords: Winning Political Strategy, General Election

Abstract

AbstractThis paper will describe relationship between local and national politics in regional autonomycontext in recent ten years which is ruling by Governor as representative of National Government inlocal region and Regent/Mayor as implementer of regional autonomy. Analytical tools for this paper isUU No.22/1999 about Local Government and its revision in UU No. 32/2004 and some of PeraturanPemerintah which are following of both regulations. Abstract

This article is based on research in Gereja Kristen Indonesia (GKI, Indoensian Christian Chruch) Yasmin Bogor as a case study. It has been years for the community to struggle for gaining permission to legally build the church. Court has decided to allow the community to use the building for religius activities. However, practically, the court's decision cannot be implemented because there was pressure for some parties, including from the local government, to refuse the operation of the church. The study is aimed to identify the dynamics and difficulties of being minority in a nation-state, called Indonesia. This lengthens the list of acts of intolerance and violence on minority within a democratic government, in which majority is still preferred. There is a celar need for changing the mindset of the state and society to resolve conflict based on religious belief, to enable equality in economy, politics and religious life.

Abstract

Relations between state with citizens is an important aspect in the life processes ofpolitical, social and cultural framework, nation and state. The relation is usually reflected in alegislation that substantial rights and obligations of citizens by the State itself. One productlegislation is a reflection of the relationship between the State and its citizens is Act Number39/1999 on Human Rights. Act number 39/1999 be a milestone in relations clarity Staterelations with citizens on a national scale which is also mandated MPR XVII/MPR/1998 ofCharter of Human Rights. Act number 39/1999 on Human Rights set to be the right of anycitizen, or duties and obligations of the State in respected, protection, assurance andimplementation of the human rights of citizens. This legislation recognized products have avariety of legal reference sources such as the UN Universal Declaration of Human Rights aswell as a variety of ratification of international conventions. Reference sources in act number39/1999, of course, loaded with a variety of concepts and schools of thought about humanrights in particular. Abstract

The e-government enforcement at Sragen Regency has been more than a decade start from 2002. The Council of Empowerment Information Communication Technology (ICT) and Electronic Data Management Office (EDMO). CIO is the supreme institution and hierarchy in charge of the empowerment e-government. Then together with CIO, there is The Council of Empowerment (ICT) as partner labor to give recommendation and suggestion in e-government executive. While EDMO is SKPD that appointed in ICT sector in Government Regency Sragen. Due e-government works necessities in implementing government activities in scope  Regency Sragen. In this case, indicate there still exists duplication in implementation function and main tasks between CIO, The Council of Empowerment (ICT)  and EDMO. This duplication dating from “Perda SOTK” existence, “Perbub Pendayagunaan TIK”, “Perbub Penjabaran Tugas and Fungsi KPDE”, “SK CIO formation” and Dewan Pendayagunaan TIK. CIO member adhere in SKPD position, some in between are structural official in EDMO. The embedding of CIO position in structural official SKPD have a purpose to facilitate internal co-ordination e-government enforcement. Such circumstances make EDMO executive core from entire series e-government enforcement. Just as mandated by the regulation of Perbub No.11 year 2008 about Information and Communication Technology both from the disposition, management, presentation, coordination of data, as well as the provision of infrastructure. The Council of Empowerment (ICT) is CIO partner labor. This council has never done either activity or meeting basic budgeting. This kind of e-government enforcement is part of of its EDMO budget. But in the budgetary is not encountered from funding for education or information technology (IT).  Community as user certainly need to get TIK socialization use that executed by Sragen Regency.Keyword: e-government, institutional,CIO

Abstract

AbstractRegional Legislation Board as one of the fittings of regional house of representative that has a vital role for the implementation of the legislative function which is owned by the local parliament. The board then was changed to the Establishment of regional regulation board as the revision of Law on Local Government number 32 of 2014 to Law number 23 of 2014. Using  qualitative research approach this research focused on how the performance of the Legislative Board of Central Java house of representative from 2009 to 2014. Results of this study indicated that in general the Legislation Board has done a good job in preparing the Local Legislation Program, assessment or harmonisation on local regulations proposed draft. However, these functions had not been able to be implemented effectively and efficiently in the absence of guidelines standard for the tasks implementation. It can be seen from long distant between the assessment of the proposal with other proposals because of not having a clear standard. Even when the assessment conducted by the Legislation Board often exceeded the time limit determined by the central java house of representative leaders.Key Words : Legislation Board, legislation function

Abstract

Abstract Corruption is a problem in countries around the world. Nevertheless, corruption exists in these countries in many different ways including causes, forms, degrees and consequences. Subsequently, an effective effort to curb corruption needs to accommodate multiple socio-political contexts that may be factors in the problem of corruption, especially in transitional democracies where the situation is typically more complex. Studies on corruption in transitional democracies —and more broadly in the developing world— have increased since the last two decades following the end of the Cold War. This increased attention is partly driven by awareness among experts across disciplines that corruption potentially hampers economic development, reduces the quality of public services, and distorts democratic values in general. In most developing countries, corruption undermines and jeopardises the democratic transition processes that are taking place. Recent studies generally have recognised the importance of understanding the social context of corruption and try explicitly to pinpoint the social situations that make corruption more likely to occur in transitional democracies. As well, such studies offered recommendations that suited specific social dynamics of the countries. Many of the studies generally consider that CSOs carry out a significant —if not central— position in the struggle against corruption; for two reasons: (1) Civil society leaders have become leading actors in terminating authoritarian regime, so they could continue their role in consolidating democracy, including combatting corruption; and (2) CSOs need to step forward in fighting corruption because of the failure of the state in dealing with the problem.   Keywords: corruption, democracy, civil society

Abstract

General election 2009 representing third general election which carried out after reform ’ 98 with the better general election system compared to two previous general election systems, among other things is applying of order of certain parliamentary threshold and chosen legislative candidate determination with the majority of votes. Consequently, each political party had to make the strategy to win the general election which is as effective as possible to be coming up as winner in every level of election area. This research represent the research qualitative which aim to describe and compare the winning strategies of Partai Keadilan dan Persatuan Indonesia (PKPI) and Partai Keadilan Sejahtera (PKS) at Salatiga city in 2009’s general election. PKPI And PKS represent the political party that was following the general election 2004 having chair which significant in Salatiga city. The research findings stresses that both parties have unique strategies when deal with the game rules, particularly with DPP (Board of Province Directors) and DPK (Board of Town Directors). Furthermore, both were also attempting to recruit candidates and trying to campaign their programs competitively in the city.
