International Journal of Supply Chain Management (IJSCM) is a peer-reviewed indexed journal, ISSN: 2050-7399 (Online), 2051-3771 (Print), that publishes original, high quality, supply chain management empirical research that will have a significant impact on SCM theory and practice. Manuscripts accepted for publication in IJSCM must have clear implications for Supply chain managers based on one or more of a variety of rigorous research methodologies. IJSCM also publishes insightful meta-analyses of the SCM literature, conceptual/theoretical studies with clear implications for practice, comments on past articles, studies concerning the SCM field itself, and other such matters relevant to SCM.

Project Manager holds roles and responsibilities to ensure the success of construction projects for his organisation. And one of the roles is to ensure the well-management of Project Financial Management in his organisation. Recent research has identified project cost overrun has been a major issue in construction industry. These project cost overrun cases have been repeating and have reduced the profit and revenues of the project owners. Therefore, it comes across the researchers mind of what the project managers who work for developer companies have been doing in order to overcome repeated cost overrun cases in the near future project developments. Hence, the set objectives of the research are: 1) To identify the important roles of Project Manager in Financial Management in building project development in Malaysia, 2) To identify challenges faced by Project Manager in Financial Management of building project development in Malaysia. 3) To identity solutions to overcome such challenges faced in Financial Management in building project development in Malaysia. However, due to time constraint, this research is limited and carried out in Penang, which is the second-smallest state in Malaysia, with strong population growth and has undertaken numerous construction projects in Malaysia. The research methodology used for this study is qualitative approach. Semi-structured interviews are used as research instrument for the data collection for this research. An overall of six interviews had been conducted with highly experienced Project Managers in Penang construction industry who has the knowledge and experiences in the Financial Management of building development. The data from the successful interviews are then been analysed using content analysis method in which the data collected are categorized into groups in table forms. From the findings, the respondents had defined the Project Financial Management relating to three main aspects. Four (4) out of six (6) respondents are having moderate involvement and two (2) respondents are having high involvement in the Financial Management in building development in Penang. The research findings had also identified five (5) major roles of project manager in Project Financial Management. Furthermore, five (5) major challenges of project manager in Project Financial Management were also identified. Finally, research findings also identified four (4) major solutions to overcome the challenges faced by project manager in Project Financial Management. Ultimately, this research is anticipated to create awareness of the important roles of Project Manager in Project Financial Management to mitigate the cost overrun issues in construction projects.

The rising material and operational cost for manufacturers in medical device industry is of concern to many organizations. As such, it’s imperative measurement of procurement and supplier performance established which will enable competitive advantage and provide a framework to stakeholders for continuous improvement. The main objective of this paper is to develop a procurement and supplier performance measurement system at ABC Sdn Bhd (not real name). By conducting literature reviews in procurement performance measurement and supplier performance measurement. Key components of supply chain together with the resources, procedures and output, a model is been developed. Additionally, a system has been established with a set of generic measures and six perspectives. The case study conducted at the ABC Sdn Bhd. Medical applies to model develop to describe the procurement department within the supply chain activities. Results shows supply chain department has already made a good progress in measuring procurement process through the implementation of supplier development program. Data that are manually collected but not properly utilized. Few areas need to measure include cycle time of delivery, order processing time, effectiveness, efficiency and reliability. Though a lot of hard work was involved, the advantages of establishing a measurement system outweigh the costs and efforts involved in its implementation. Results of key performance index measurements provide stakeholders with critical information on efficiency and effectiveness of the procurement department’s work.

The study of the determinants of technical efficiency among smallholder cocoa farmers has been well studied and still attracts more studies in the agricultural literature. Among the factors attract attention are the demographic characteristics that affect farmers decision-making process and the ability of farmers to execute the decision effectively. Cocoa production in Malaysia faces a multiplicity of problems which results into low productivity, thus leading a continuous fall in percentage share of cocoa output since 2001. Currently, no study has focussed on the investigation of this issue from the supply perspective. This study will deal with the determinants of technical efficiency among cocoa farmers in Malaysia during the year 2013 production season using the Tobit estimator. Questionnaires were administered to 323 smallholder cocoa farmers throughout Malaysia and data were collected. The results of the analysis showed that ratio, number of clones, record keeping, status of farmers (either part-time or full-time basis), knowledge, farming course and plant location affects efficiency. This finding suggests that policies that would directly affect these identified variables be pursued.

The old dichotomy between product and service has been replaced by a service-product continuum. In the management literature this is referred to as the Servitization of Products. This shift in business model is important because it means the interests of clients and providers are much more closely aligned. Broiler meat is the primary and most popular source of dietary protein in Malaysia. Malaysian Broiler poultry meat production in 2015 was 1,520,000 tones, primarily through contract farming. Though the broiler industry has attained high level of productivity and growth with efficient and innovative ways at their credit; the general, mainstream, servitization concept is highly skewed in industrys favour, with minimal attention given to the negative health effects on consumers. In fact, the servitization concept has turned into inimical servitization term contrived by the author. This paper explains the concept of servitization, inimical servitization, and Product Service System (PSS); elaborates on the Malaysian broiler industry production practices; and highlights the health and environmental issues pertaining to broiler meat birds welfare and consumers. Finally the paper concludes that the excessive growth speed creates numerous health and environmental problems for the meat birds and consumers alike. There is a dire need to establish guidelines and mechanism to monitor the production process of the broiler industry in order to safeguard the consumers and meat birds welfare and prevent environmental degradation. Broiler industry should earnestly apply PSS criterion on the broiler supply chain.

Sound decision making is crucial in both public and private sectors because good decision able to solve problem and satisfy parties involved. As part of the government service provider, local government also expected to exercise sound decision making in their services to their community. Thus the information system plays a major role in providing good data to the decision maker. Information system helps to furnish local government officer and its community with proper information. Accurate information most needed when conditions become more uncertainty. This paper proposed a conceptual framework for information and system acceptance base on Delone and McLean information success model. Two variables are proposed to be studied; information quality and system quality. These variables are needed by decision maker at local government to come out with sound decision making since the acceptance of information is very low. The objective of this study is to come out with some solution to IT lag time which refer to large gap between the adoption of new technologies such as information integration and information sharing and their acceptance and reutilization in organization.

Most of the stakeholders involved in the construction industry, particularly from developing countries have less emphasis on environmental care primarily involves the reuse and recycle of building materials in their construction projects. Previous studies prove environmental aspects have been neglected by the major stakeholders of the construction industry compared with issues related to cost and time. This study focuses on identifying the current adoption level of reuse and recycle practice among Malaysian contractors, the factors that are required for the successful implementation of systematic reuse and recycle and to identify the relationship between the selected factors and systematic implementation of reuse and recycle. The questionnaires were distributed to class A contractors that registered with the Contractor Service Centre (PKK). Currently, most of the contractors are concerned about reuse and recycle of the construction materials.

This study examines how buyers and suppliers balance control and trust to manage compliance with corporate social responsibility (CSR) requirements in supply chains (SCs). Two indepth qualitative case studies of the Bangladesh apparel industry on two multinational companies of the same european country were conducted. This study indicates that a buyer's need for control and trust is important in contact with other actors for managing CSR compliance in supply chains. This study analyzes control and trust to fill an important gap in Sc theory on relationships by stressing how these constructs, interact and complement each other to manage CSR compliance in apparel industry. This study notes that managers need bothe formal and informal control to create competence and intentional trust in the supplychains

The effects of globalization on higher education bring rapid developments, thereby, foreseeing changes within teaching and learning systems and producing an information-based society. The higher education system has been facing major challenges, especially in matching its outcomes to the market (society) needs. These challenges are increasing as the job market becomes more globally competitive. This study proposed a Supply Chain Management (SCM) model for Teacher Education Institutions (TEIs). The study utilized cross-sectional, explanatory research design and was participated in by 863 respondents composed of administrators, faculty, students and graduates selected through purposive sampling using partial least square structural equation modeling (PLS-SEM). Results from instruction model show that the program establishment is the most significant factor for both instruction development and instruction assessment in producing high level of quality graduates. Results from research model show that the program establishment in research development and TEIs culture in research assessment are the most significant factor in producing relevant research output. For the extension output, program establishment is the most significant factor in extension development while in extension assessment, faculty capabilities and facilities are the most significant factors in producing service oriented professionals. The model was called Productivity and Advancement of Graduates through a Unified and Innovative Outputs Instruction, Research and Extension or PAGUIO-INREX Model. This model emphasizes the importance of the trifocal function of higher education to the formation of productive and competent graduates of Teacher Education Institutions, who in turn, can contribute to the progress and development of the country.

Supply chain management is an asset to every industry globally due to its positive outcomes such as faster response time, reduction of unwanted inventory and lower sales costs with enhanced customer service. It is therefore important to focus on improving the supply chain network of any industry. The objective of this research study is to model a supply chain network for poultry Industry in Oman. The study analyzes the existing supply chain network within a poultry industry and recommended its improvement based on the identified factors while giving more emphasis on the routing and distribution network aspects of supply chain. The recommendation, in the form of optimization model, is verified and validated using Lingo optimization software. Also, heuristic method is proposed and tested to overcome the complexity of optimization model.

The purpose of this paper is to examine whether material flow cost accounting (MFCA) can help generate innovation in supply chain management while playing its essential role. Full descriptive studies for reducing material losses through as described in this paper was employed to inspect whether MFCA approach would achieve reduction in material losses among multiple suppliers through efforts by the buyer. Both MFCA and supply chain management are strategic competitive tools for companies that solve logistical problems as a strategy to win the global competition. There is collaboration between MFCA approach and supply chain management as an integrated system. The constraints of combining supply chain management system with MFCA approach are technological developments and capabilities, environmental issues, global business competition, and the different point of view related to choice for responsive or efficient in business strategy.
