Abstract

Agroforestry activities in Forest Areas with Special Purpose (FASP) have been implemented since 2000 in Parungpanjang, West Java, which was subsequently reinforced by the Decree of the Minister of Environment and Forestry concerning the Recognition and Protection of Forest Partnerships (Kulin KK) for the Harapan Sejahtera and Guna Bakti Forest Farmer Groups in 2019. This study investigates the contribution of agroforestry systems to farmer income using a household survey in the Parungpanjang Research Forest. The study aims to analyze: 1) the contribution of agroforestry to farmer income from a household structured income analysis; 2) factors of agroforestry that influence total farmer household income using multiple regression analysis. The results show that agroforestry systems contributed 15.8% to farmer household income. The highest agroforestry productivity occurs in the age group of 41-45 years with an average of ​​managed land area of 0.65 hectares and average annual income of IDR 16,780,000 (USD 1,198.6)/farmer/year. The statistical model showed that agroforestry income does not have a significant influence on total farmer household income due to differences in the types of commercial crops, motivation, and skill, as well as age related to physical abilities.  There are only two agroforestry factors, namely age and land area, that have a significant influence on total farmer income, whereby the direction of the age variable has a negative influence.

Abstract

Oil palm plantations are currently expanding to the eastern part of Indonesia, especially in West Papua province. Many oil palm permits issued in West Papua occupy intact biodiversity-rich forest areas which have essential value for indigenous Papuans' socio-cultural life. This article discusses expansion of oil palm plantations in West Papua province, and its impacts on forests and indigenous people. It also assesses whether the plantations fit the Special Autonomy Law and Sustainable Development Regulation goals of the province. In general, plantations are being established in forest areas, and further planned expansion threatens intact and biodiversity-rich forests. In addition, plantation development rarely considers the socio-cultural issues of indigenous Papuans. As a result, customary rights and institutions are commonly overlooked, undermined, or violated. Oil palm plantations are not necessarily compatible with sustainable development regulation goals, and need to reconcile its overall economic and conservation agenda.

Abstract

Soil seed banks have been used for investigation of natural regeneration of forests. In this study, we compared seed density and species composition of soil seed banks of trees among natural forests, restored forests of different ages, and abandoned agricultural land. The soil seed banks were collected from a natural forest (NF), 12-year-old and 17-year-old restoration sites (RF12y and RF17y), and 17-year-old abandoned site (AA) at Ban Mae Sa Mai, Chiang Mai, Thailand. A seedling emergence technique was used to assess seed density and species of emerged seedlings was identified. We found 5-8 tree species at each site. Seed densities in the study areas ranged from 43 to 298 seeds/m2. The seed density of RF12y was significantly higher than that of both NF and AA but not significantly different than RF17y (p < 0.01). Although there was no significant relationship between the restoration ages and the seed densities of the soil seed banks, the species composition of standing vegetation was related to the seed bank species. Sorensen’s similarities between the species composition of the soil seed banks and the existing trees in each area were between 0 and 13.79%, suggesting seed dispersal of both within and across study sites. Eight out of fourteen species in the soil seed banks were dispersed into restoration sites without standing vegetation of those species. Seven of those were animal-dispersed species. The selected native trees, framework species, attracted small seed dispersers into the study areas, especially at the restoration sites. This finding suggests that active forest restoration improved natural regeneration in restoration sites as well as neighboring areas via seed dispersal.

Abstract

The Indonesian Ministry of Environment and Forestry recently issued a 35-year permit-based social forestry, called Izin Pemanfaatan Hutan Perhutanan Sosial (IPHPS), which was implemented in forestlands managed by the State Forest Corporation (SFC). IPHPS is a unique scheme because social forestry permits were previously granted on forestland unencumbered with rights. It provides more secure tenure rights (long-term permits), greater decision-making authority, and improved profit-sharing arrangements compared with the SFC’s co-management model. However, IPHPS has not attracted widespread interest from local communities. This paper aims to identify and to analyse factors that explain local communities’ low interest in the policy. Results show that local communities have not been attracted by the scheme because it requires them to undertake substantial investments in reforestation and make several payments to the government beyond their means. This paper highlights the specific challenges related to access mechanisms and benefits to local communities from the granted rights. Lastly, local communities were prone to manipulative persuasion by the SFC to continue the co-management model.

Abstract

Livelihood systems of nomadic duck herders make a unique study subject due to the livelihood assets, strategies, and outcomes they manage, which involve interactions with various actors that keep moving around. Social capital the duck herders build in their interaction with other actors, namely rice farmers, play an important role to face different vulnerability context, including those brought by the Covid-19 pandemic. This study aims to characterize components of bonding, bridging and linking social capital in the context of relationships between duck herders and other actors, and seeks to find the essential role of the combination of the three types of social capital for livelihood outcomes, particularly in facing vulnerabilities due to the pandemic. The method of grounded theory research was applied for its ability to allow researchers to reveal processual relationships between duck herders and other actors. Data were collected through semi structured interviews, analyzed by open, axial, and selective coding. The duck herders combine components of bonding, bridging, and linking social capital selectively depending on the interests behind each interaction with different actors. The bridging and linking role that social capital plays in herders’ interactions with farmers and irrigation officials is undertaken in order to gain access to natural capital (rice fields and irrigated water), while in their interaction with egg traders, they utilize bridging social capital to gain access to financial capital (in the form of cash and loans). The vulnerability context due to the pandemic has shaken the livelihood system of the duck herders by upsetting the egg supply chain due to social restriction policies. Social capital therefore plays an important role in facing vulnerability, in the context of forming good will among egg traders that continued to buy eggs from the duck herders, which served as a kind of pay back for the loyalty of the duck herders. We find that social capital plays a vital role in a livelihood system, within which the access to livelihood assets depend on social relations. This study also explored the impact of the Covid-19 pandemic as it resonates more on supply chains than production processes.

Abstract

This paper evaluates the impacts of the COVID-19 pandemic on ginger production and ginger farmer livelihoods in Loei province where ginger is an important commercial crop. The analysis also pays particular attention to the lockdown period (March – June 2020). Data for this study were obtained from several sources, including information from government records, onsite observation, and semi-structured interviews. Field research was conducted in August 2020 for 10 days in a village in Plaba sub-district. Data was obtained using an interview guide with 55 ginger farmers who have been growing ginger for at least 3 years. The results show that the lock down and transportation restrictions affected input supply chains, such as fertilizer and rhizome seeds. The flow of international labor was also constrained affecting skilled labor shortage in ginger production. However, COVID-19 shows positive impacts on ginger production systems. Ginger price is higher than the previous year because of world market demand and the belief that ginger can be used as an antioxidant to prevent COVID-19 infections. Moreover, the result also shows that these ginger farmers are somewhat resilient in the face of COVID-19 as they are not much dependent on markets for their own subsistence needs. Finally, this study recommends that promoting farmers to produce their own food and diversify commercial crops would be a good strategy for farmers to survive the crisis.

Abstract

Road development is increasing worldwide. Generally, examples of road building in tropical countries demonstrate that road access can assist the fight against rural poverty, but such developments are also linked to deforestation, pollution, invasions of exotic species, and environmental degradation. For Papua and West Papua provinces (Tanah Papua) in Indonesia, the development of the provincial road network is intended to improve the rural economy, aiming to alleviate poverty within isolated rural areas. However, road development can pose particularly challenging problems to rural and Indigenous communities. Poorly planned roads can be devastating when they provide easy access to illegal hunting that threatens endangered species. In this study, we discuss how road development in Tanah Papua has changed indigenous hunting. Native Papuans have benefited from improved road access, which allows them to sell their agricultural products at local markets. Increased road connectivity has also changed how local people use natural resources and forest products, moving from subsistence to a more market-based orientation. Although policies on infrastructure development including roads form part of Indonesia’s national program, they are not automatically compatible with a sustainable development program in Tanah Papua. To foster more equitable and sustainable road development, government agencies must improve their overall coordination of further road expansion plans by promoting green infrastructure that supports the sustainable use of natural resources in a way that is reconciled with traditional knowledge of local people. Such efforts may also have positive effects on the efforts to protect biodiversity within the wider government conservation agendas.

Abstract

The conventional Geographic Information Systems (GIS) and spatial mapping techniques fail to understand a spatially complex forest area. This is because forest landscapes cannot be easily mapped into a two-dimensional map, which is usually used in spatial planning. In addition, planning maps are the fundamental factors of land grabbing issues. To solve this problem, counter-mapping arises at the local level as a tool to overcome the problem of land grabbing in forest areas in Indonesia. Counter mapping is defined here as part of a broader term under participatory mapping or citizen mapping. However, counter-mapping also faces critiques in terms of different epistemological and socio-economic-political conditions at the local level. This article elaborates the use of GIS and spatial mapping methods within a 'critical' social science approach based on literature review and field experiences. This article also aims to analyze counter-mapping as a ‘tool’ to solve the forest land-use problem, which can contribute to the choice of policy instruments in forest management and conservation in Indonesia.

Abstract

After the implementation of Law Number 23/2014 on Regional Government in Indonesia, the authority for forest management rests with the central and provincial governments. This study aims to (1) assess forest governance performance after the implementation of this law, (2) analyse the institutional aspects of forest governance after the implementation of this law and (3) formulate strategies to strengthen forest governance institutions. This study finds that although Law Number 23/2014 has been implemented in North Sumatra Province, the forestry sector remains centralistic; the characteristics of forest resources have not changed (these continue to be common pool resources) and the behaviour of the actors lacks synergy. In this scenario, the performance of forest governance has not improved significantly, as indicated by the incomplete designation of forest areas; the number of Kesatuan Pengelolaan Hutan that have not implemented the Badan Layanan Umum Daerah scheme; the low rights of access and low forest utilisation by the community; and the slow service process for permits; however, the costs for obtaining permits are according to regulations. This is in line with the results of this study’s institutional analysis, which show that (1) the provincial jurisdiction boundaries have narrowed, given that only the central government has authority over the forestry planning sub-function and forestry supervision; (2) many central government regulations continue to be used in forest management, characterising the low aspect of provincial regional representation rules; and (3) despite clear forest ownership rights, there are claims from other stakeholders, which indicates the low legitimacy of the parties. This study suggests that forest governance performance can be improved by expanding the jurisdiction boundaries through the assistance task mechanism to the provincial government; ensuring provincial government participation in formulating forest policies; and increasing the status of forest permit holders and managers from claimants to proprietors.

Abstract

Wildlife trade has become one of the main causes of species loss and extinction. Increasing anthropogenic pressure posits crucial challenges to wildlife, and several species are threatened or at the edge of extinction. In this study, we aimed to examine the current wildlife trade in Makassar City of South Sulawesi, especially focusing on traded species, their area of origin, price, conservation status and traders’ distribution across the city. We conducted a market survey and direct observations of animals and wildlife traders in several locations, using a questionnaire targeting both wildlife/pet sellers and buyers. We also interviewed government bodies related with wildlife trade. Our results showed that there were 13 distribution spots of wildlife trading in the city of Makassar, and 27 different wildlife suppliers. During the seven months of observation (March-September 2018), the trade involved 62 species of birds, mammals and reptiles. More than 50% of these species had Indonesian origins, and 18% were endemic species of Sulawesi Island. The highest number of animals traded in the market were birds. Out of the 2,642 individuals being traded, 32 were considered as protected species under the IUCN regulation, 24 were species whose trade is regulated by CITES, and 10 were nationally protected according to the Indonesian Government’s Laws. The traded animals were obtained from different sources, including direct hunters, middlemen, opportunists, and breeders, mostly from Sulawesi (44.19%) and western parts of Indonesia (37.21%).
