Abstract

Micro, Small and Medium Enterprises (MSMEs) are business activities that are able to expand employment opportunities and can play a role to improve equity and income of people. Therefore, the development of MSMEs still faces various constraints that need attention from various parties, especially the government, both central and local one. This research aims to find out the capacity of local government in empowering MSMEs during COVID-19 pandemic in Sukabumi City. The capacity of local government is based on three levels, namely system level, organizational/institutional level, and individual/human resource level. Method of this research is descriptive-qualitative method by maximizing primary and secondary data. Collection of primary data uses interview and observation, meanwhile secondary data are collected by documentation. The collected data are qualitatively described. Results of this research indicate that the capacity of local government based on system level, organizational/institutional level, and individual/human resource level is needed in empowering MSMEs during COVID-19 pandemic in Sukabumi City. The capacity building of local government of Sukabumi City has been conducted but it is not optimal yet and therefore the capacity building of local government is needed to improve the contribution of MSMEs on the local economy. Abstract

Poor people in Indonesia finds difficulties in fulfilling their nutritional food needs. The Ministry of Social Affairs has implemented “sembako” program aimed at reducing the burden of the poor and vulnerable people in fulfilling some main food items. This research aims to describe the implementation of “sembako” program in Lebak Regency, Banten Province. This research regarding the implementation of “sembako” program is based on theory of policy implementation that emphasizes six dimensions, namely standards and objectives, resources, characteristics of implementing agencies, disposition of implementors, interorganizational commu-nication, and economic, social and political conditions. This research uses descriptive-qualitative method. Samples of this research are drawn on purposive and snowball sampling. The collection of data uses interview, observation, literature study, and documentation. The collected data are qualitatively described. Results of this research indicate that the implementation of “sembako” program in Lebak Regency, Banten Province, is not optimally conducted on dimensions of standards and objectives, resources, characteristics of implementing agencies, disposition of implementors, interorganizational communication, and economic, social and political conditions. Some causes are related to the lack of discipline of the local government apparatus, the lack of people’s awareness in completing assistance administration, the lack of inter-implementor coordination and communication, the occurrence of social jealousy because of poor people that do not obtain assistance yet, and the presence of political motives in selecting e-Warong and poor people that obtain assistance. Abstract

The implementation of the Policy on the Arrangement and Empowerment of Street Vendors in Sukabumi City, has not yet been fully realized. Some indications of this are that the goal of realizing a clean, beautiful, orderly, and safe city with adequate and environmentally sound urban facilities and infrastructure has not been achieved properly. This means that the city's chaos due to the presence of street vendors still occurs in the Sukabumi City area. Furthermore, many of the street vendors have felt the impact of the Covid-19 pandemic, which has resulted in a decrease in the income of street vendors. In addition, the economic environment also affects the process of implementing policies for structuring and empowering street vendors. Some of the budget for structuring and empowering street vendors has been eroded and diverted to the budget for handling the Covid-19 pandemic in the Sukabumi City area. However, from these various problems, the Regional Government of Sukabumi City continues to strive to realize the arrangement and empowerment of street vendors for the better, one of which is by building the Pelita Market which will serve as a trading center for street vendors with an orderly and safe arrangement so as to provide comfort to the street vendors. Abstract

ABSTRACT Minimum service standards (SPM) are provisions for public services to meet all citizens’ basic needs. Based on observations and interviews conducted with several informants in this study, it was stated that the implementation of health services at the Nagrak Health Center, Sukabumi Regency, had not achieved the fulfilment of targets by the provisions of the SPM, meaning that the Nagrak Health Center had not met the standards in its services. This study intends to evaluate the Minimum Service Standards policy at the Nagrak Health Center, Sukabumi Regency. The research method used by the researcher is qualitative. In the setting of the informants, the researcher used purposive sampling, which consisted of 9 informants. Data collection techniques in this study used observation, interviews, and documentation. Data analysis techniques that will be used in this research are data reduction, data presentation, conclusion drawing and verification. The results showed that the MSS policy was very appropriate by providing a good impact on the Nagrak Health Center, the community, and the relevant Government.

Abstract

The Central Statistics Agency (BPS) of Pandeglang Regency as a Public Agency, one of which plays a role in providing information as a form of fulfilling the rights of citizens. One form of public service, BPS Pandeglang Regency provides facilities through a website to make it easier for the public to access the data and information needed, without having to come directly to BPS Pandeglang Regency. The purpose of the study was to evaluate the disclosure of information on public services BPS Pandeglang Regency. The research method used is through interview techniques and literature study. The results of the study indicate that the disclosure of information through the website has not been implemented optimally, which can be seen from the data and information presented is not always updated due to limited human resources and the availability of secondary data that depends on other public agencies. The conclusion is that the disclosure of public information through the website at the BPS Pandeglang Regency has not been implemented optimally, so that the rights of citizens to obtain up-to-date information on the demands of the digital era have not been fulfilled.

Abstract

The main objective of implementing regional autonomy is to improve public services and improve the regional economy. a policy called the Village Fund Allocation (ADD) to support all sectors in society. ADD is a form of financial relationship between levels of government. BUMDesa as a social institution has a contribution as a provider of social services while its function as a commercial institution means that BUMDesa aims to seek profit through offering local resources (goods and services) to the market. In Babaksari village, Dukun sub-district, Gresik Regency, BUMDes activities have not run optimally. Although in the end this BUMDes can get quite a large profit every year. The purpose of this study is to analyze the management of village fund budget allocations along with the inhibiting and supporting factors in Village-Owned Enterprises (Case study of Babaksari Village, Dukun District, Gresik Regency). This type of research is descriptive qualitative research. Data collection techniques are using: Observation, Interview, Documentation by collecting village documents. The results of this study show that at the planning stage ADD has been carried out in a participatory manner through village deliberations, but the level of community participation is still low. Then the stage of implementing activities on the realization of the use of ADD for community empowerment in Babaksari village is Rp. 49.319.785.472.05,-. BUMDesa Mekar Sari itself provides a savings and loan service program that aims to increase family income with independence. At the accountability stage, based on the observations of the researcher, there has not been any accountability to the community. Then the inhibiting factor in the management of ADD in Babaksari Village is the low community participation and the supporting factor, namely human resources, is considered good enough to lead to good village management. Kata kunci: Allocation of Village Funds, BUMDes, and Community Empowerment.

Abstract

This study aims to determine the Quality of Service for Making Family Cards (KK), service quality is a comparison between consumer expectations and service performance, while the Family Card is one of the civil registration documents that must be owned by every head of the family, but complaints are still found in the manufacture service. family card at the Ciawi District Office, Bogor Regency. In this study using a descriptive method with a quantitative approach. The population in this study were people who received the service of making Family Cards at the Ciawi District office with a sample of 78 respondents. namely the people found who were doing the service of making Family Cards (KK) at the Ciawi District Office. The results show that in general the service for making Family Cards in Ciawi District has been going well, but there are still several dimensions that are still below the average variable value, namely the empathy dimension with an average value of 4.17, the reliability dimension. the average score is 4.16, and the dimension of assurance (assurance) with an average value of 4.17.

Abstract

Some people still have not carried out the Covid-19 vaccination, indicating that the level of community participation in the implementation of the Covid-19 vaccination is not optimal. This study aims to analyze community involvement in the implementation of the Covid-19 vaccination policy. This descriptive research is used to describe or describe the data that has been collected in its entirety and reality. The research data were collected using interview, observation and questionnaire techniques which were then processed into numbers so that they could be used to conclude. The calculation results from this study for the community participation indicator obtained a score of 3.46 which was included in the Good category and for the policy implementation indicator, a score of 3.85 was categorized as Good due to community participation or participation such as participating in data collection on vaccination targets, participating in the Covid-19 vaccination program. , good communication between the sub-district / Covid-19 task force and the community, good and sufficient resources, and the attitude of the task force when conducting socialization, monitoring and evaluation make community participation good in the implementation of the vaccination program. However, some things must be improved, namely [1] conducting periodic socialization and counselling, considering that there are still people who do not want to be vaccinated. [2] monitoring and providing information related to vaccination information.

Abstract

The research conducted in the study focuses on the impact of compensation (X) on the performance (Y) of employees in the Protocol, Communication, and Administration division of the Regional Secretariat of Sukabumi City. Compensation was evaluated using Rivai's Theory (2018: 357), which includes direct financial compensation, such as salaries and incentives, and indirect compensation, such as allowances and facilities. On the other hand, performance was measured using Mangkunegara's Theory (2015: 68) based on three dimensions: quality, quantity, and responsibility. The research method employed was an associative method using a quantitative approach, and the data was collected through questionnaires and interviews. The sample size used in the research was obtained through a saturated sampling technique, and SPSS (Statistical Product and Service Solutions) 26 was used for data analysis. The data was analyzed to determine its validity, reliability, correlation coefficient, and the extent to which compensation affects employee performance through linear regression analysis. The findings of the analysis revealed a strong relationship between compensation and employee performance, with a correlation coefficient of 0.943 and a coefficient of determination of 88.92%. Based on the results, the hypothesis that compensation has a positive impact on employee performance in the Protocol, Communication, and Administration division of the Regional Secretariat of Sukabumi City was accepted. Therefore, the study concludes that compensation has an optimal impact on employee performance, and there is a positive relationship between compensation and employee performance in this division.
