Abstract

The main problem in this research is the irregular condition of Bantar Gebang traditional market in Bekasi City. This study aims to determine how the implementation of the revitalization policy of Bantar Gebang traditional market in Bekasi city. By referring to the theory of Van Metter Van Horn (Winarno: 142) which has dimensions of indicators of basic measures and policy objectives, policy sources, communication between organizations and implementing activities, characteristics of implementing agencies, economic, social and political conditions, executor tendencies. This research uses qualitative methods with data collection techniques: observation, interviews and literature study. The results of the study reveal that the implementation of policies that have been implemented in Bantar Gebang, Bekasi City has not been optimal, so that it has an impact on chaotic market conditions, both traders selling less, and less buyers who shop so that it has an impact on market retribution income that is not optimal.Keywords: Policy implementation, traditional markets, revitalization.

Abstract

Kemiskinan merupakan salah satu fenomena sosial yang sampai saat ini masih banyak terjadi di berbagai negara, begitupun negara Indonesia. Apalagi ditengah terjadinya pandemi Covid-19 ini juga semakin banyaknya pertabahan jumlah masyarakat miskin. Berbagai macam upaya telah dilakukan oleh pemerintah untuk mengatasinya salah satunya yaitu dari adanya program Bantuan Soisal Tunai (BST). Tapi pada implementasinya dilapangan masih banyak ditemukan bantuan tersebut tidak tepat sasaran, menurunkan produktivitas masyarakat, tidak ada peraturan yang mengatur mengenai penggunaan dana subsidi, adanya pengurangan dana subsidi setiap periodenya. Tujuan dari penelitian ini yaitu untuk mengevaluasi kebijakan program BST di Kecamatan Tambaksari agar kedepannya dapat lebih baik lagi. Penelitian ini menggunakan metode kualitatif deskriptif dengan pengumpulan datanya melalui wawancara, observasi, studi dokumentasi, dan studi pustaka.  Berdasarkan hasil penelitian, program ini telah mampu membantu memenuhi kebutuhan pokok dan dapat meringankan beban hidup penerima rumah tangga sasaran meskipun dengan nominal yang masih dirasa jauh dari kata cukup. Namun bantuan ini belum merata ke masyarakat yang membutuhkan dan masih adanya penerima yang tidak tepat sasaran dikarenakan data yang digunakan masih menggunakan data lama dan lamban dalam pembaharuan data.

Abstract

Pertumbuhan jumlah minimarket di Kabupaten Sidoarjo terus meningkat dari tahun ke tahun, hingga tahun 2019 tercatat ada 398 minimarket yang berdiri di Kabupaten Sidoarjo. Selain memberikan investasi yang tinggi kepada daerah, bertambahnya jumlah kegiatan perdagangan di sektor minimarket di Kabupaten Sidoarjo tentunya juga memberikan dampak yang buruk bagi masyarakat yang menjalankan UMKM dan Pasar Rakyat. Pemerintah Kabupaten Sidoarjo telah mengeluarkan sebuah kebijakan melalui Peraturan Daerah Kabupaten Sidoarjo No 10 Tahun 2019 yang mengatur tentang Penataan Toko Swalayan di Kabupaten Sidoarjo. Peraturan Daerah ini dibuat untuk meningkatkan pembinaan dan penataan usaha minimarket yang semakin banyak berkembang dan juga sebagai salah satu upaya perlindungan terhadap keberadaan pasar tradisional dan Usaha Mikro, Kecil dan Menengah. Penelitian ini bertujuan untuk mengetahui, mendeskripsikan, dan menganalisis implementasi Kebijakan Penataan Minimarket di Kabupaten Sidoarjo. Teori yang digunakan dalam penelitian ini yaitu dengan menggunakan model implementasi kebijakan Edward III. Metode penelitian yang digunakan kualitatif dengan pendekatan deskriptif bertujuan untuk mengungkapkan kejadian atau fakta, fenomena, variable, dan keadaan yang terjadi pada saat penelitian berlangsung dengan menyuguhkan apa yang sebenarnya terjadi. Hasil penelitian menunjukkan pelaksanaan Peraturan Daerah tersebut sudah terimplementasikan namun belum optimal. Masih banyaknya permasalahan dalam pelaksanaan Peraturan Daerah tersebut diantaranya masih adanya pelanggaran-pelanggaran yang terjadi dan tidak sesuai dengan Perda. Kurangnya sumber daya staf yang ada di Bidang Perdagangan Disperindag Kabupaten Sidoarjo sehingga kurang adanya pengaawasan terhadap pelanggaran yang terjadi, hal tersebut juga menjadi penghambat implementasi kebijakan ini.

Abstract

The Islamic Life Guidelines of Muhammadiyah Citizens (PHWIM) have not been implemented thoroughly, especially among the education personnel of Muhammadiyah Sukabumi University as one of the elements of Muhammadiyah residents. One of the indications is, there are still education personnel who do not heed the values contained in PHIWM, especially related to managing business charities such as in the last two years there are still delays in entering work and complaints about the performance of education personnel. Thus, the condition is interesting to be used as a research by focusing on the discussion of the implementation of PHIWM policy on education personnel of Muhammadiyah University of Sukabumi. This study aims to analyze the implementation of policies on PHIWM in education personnel of Muhammadiyah University of Sukabumi. The method used in this research is qualitative descriptive method with sampling technique is purposive sampling. The results of this study showed that, the purpose of PHIWM implementation to shape the individual and collective behavior of all Muhammadiyah members who showed good accuracy has not been fully implemented, especially in the educational environment of Muhammadiyah University sukabumi. However, there are several activities that can show a good measure of nudity behavior as an effort in realizing PHIWM objectives such as heeding congregational prayer times, regular study and performance assessment aimed at improving work performance and in accordance with PHIWM values in aspects of life managing business charity for education personnel of Muhammadiyah Sukabumi University (UMMI).

Abstract

Kepercayaan publik merupakan fondasi dimana legitimasi pemerintah dibangun dan sangat penting untuk menjaga kohesi sosial. Pandemi COVID-19 di Indonesia menyebabkan kekhawatiran akan menurunnya kepercayaan publik pada pemerintah. Penelitian ini bertujuan untuk mengukur tingkat kepercayaan publik pada Pemerintah Kabupaten Sidoarjo dalam menangani COVID-19 melalui 5 (lima) dimensi kebijakan yang mempengaruhi kepercayaan pada lembaga publik dari OECD, termasuk responsivitas, keandalan, integritas, keterbukaan, dan keadilan. Menggunakan pendekatan deskriptif kuantitatif dengan desain metode survei melalui kuesioner sebagai instrumen penelitian. Besar sampel 400 orang secara non-probability sampling dengan teknik quota sampling. Sampel diambil dari generasi Y dan generasi Z. Analisis data menggunakan statistik deskriptif dengan menentukan tendensi sentral. Hasil penelitian menunjukkan bahwa tingkat kepercayaan publik pada Pemerintah Kabupaten Sidoarjo pada dimensi daya tanggap (responsivitas), keandalan, dan integritas berada pada level rendah, sedangkan pada dimensi keterbukaan dan keadilan mendapatkan tingkat kepercayaan yang sedang.

Abstract

Tourism is a large sector that includes many things in it. Facilities and infrastructure that can support the life of the tourism sector are not only owned by one party, but involve various stakeholders so that collaboration between these stakeholders is needed to collaborate, but collaborative governance in the development of the Tanjung Lesung Special Economic Zone is still not optimal. The purpose of this study was to determine and analyze collaborative governance in the development of the Tanjung Lesung SEZ. This research is based on the Collaborative Governance Theory from Ansell and Gash. This theory is to examine the collaboration process which includes dimensions including the collaboration process, initial conditions, institutional design, and facilitative leadership. The research method used is a qualitative method with a descriptive approach. Because the main purpose of this study is to describe and provide an explanation of collaborative governance in the development of the Tanjung Lesung SEZ. Informants were determined by purposive sampling and snowball techniques. The data collection technique used is by conducting observations, interviews, literature studies and documentation. The result of this research is that Collaborative Governance in the development of the Tanjung Lesung SEZ has not been implemented optimally. Suggestions from this research are that the community increases its resources so that they can collaborate, the government provides ongoing training to help the community actively collaborate and the government forms a special forum as a forum to communicate and discuss the vision and mission to be achieved together.

Abstract

Consumption of breakfast sausage by people of Indonesia has increased about 4.46% per year. Kind of consumed breakfast sausage is chicken breakfast sausage. This research aims to design the marketing policy of edible casing chicken breakfast sausage toward industry 4.0. Design of marketing policy is based on six key elements, namely purpose, product, obstacle, institution, marketing, and technology. Method of this research uses Interpretative Structural Modelling (ISM) supported by Software ISM Profesional 2.0. Results of this research indicate that the design of marketing policy of edible casing chicken breakfast sausage toward industry 4.0 is based on six following key elements. (1) Element of purpose emphasizes the fulfilment of marketing authorization requirement and halal certification. (2) Element of product emphasizes the labelled package in accordance with the marketing authorization and the impressively-labelled package. (3) Element of obstacle emphasizes the preparation of skilled human resource. (4) Element of institution emphasizes the National Agency of Drug and Food Control as authority that issues marketing authorization and the Ministry of Religion as authority that issues halal certification. (5) Element of marketing emphasizes the marketing system of online advertisement and the advertisement system of electronic media. (6) Element of technology emphasizes the preparation of online data storage system.

Abstract

The Covid-19 pandemic has greatly impacted the community, especially in the economic sector which greatly affects their welfare. In this case, the government makes efforts by holding a Village Fund Direct Cash Assistance program sourced from the Village Fund. In the service process for distributing direct cash assistance from village funds, several problems were found including: the timing of the distribution of social assistance was not on time, there was a collection of fees, the service time was short and there was no media for complaints about the service process for distributing direct cash assistance from village funds. The purpose of this study was to determine how the quality of service, community satisfaction and to determine the effect of service quality in the distribution of direct cash assistance from village funds on the satisfaction of the people of the Kabandungan sub-district. The research method used in this research is associative research method using a quantitative approach. Data collection techniques include: library data, observation, interviews and questionnaires. And the data analysis technique used is the Weigh Mean Score (WMS) and the Spearman Rank test. The results of this study show that of the 139 respondents for the service quality variable (X) of 4.46 which is in the very good criteria and the variable of community satisfaction (Y). ) of 4.28 which is in the very good criteria. Furthermore, for the results of the associative test with the Spearman Rank test, it gets a value of 0.603, which means that there is a relationship between the service quality variable (X) on community satisfaction (Y) with the strength of the relationship, namely Strong. With a significance value of 0.000 or less than 0.05 which indicates there is a significant relationship and the direction of the relationship is positive. The results of the calculation of the coefficient of determination found a value of 36.3609%, this value indicates that service quality contributes or influences community satisfaction. while the remaining 63,6391% is influenced by other factors.

Abstract

For a university there is important to find out the effectiveness and to describe the implementation of freedom to learn independent campus (MBKM) policy in order to continually improve. Based on the perspective of evidence-based policy, the survey is conducted to obtain the evidences of two implementers of MBKM policy, namely provider (lecturer and administrative staff) and user (student). From provider’s perspective, results of the survey indicate the high level of provider’s involvement in implementing MBKM, starting from contribution to prepare MBKM through discussion/meeting/workshop to actively motivating students to participate in MBKM. The implementation of MBKM policy positively impacts on both student learning, improving student hard and soft skills, and improving lecturer capacity. From user’s perspective, results of the survey indicate student’s evaluation that the off-campus learning positively impacts on improving competence and widening perspective of student. The student also evaluates MBKM program in accordance with the need of graduate at future and the improvement of student soft skill. However, the survey identifies three main constraints in implementing MBKM policy, namely curriculum revision, redesign of academic information system, and fund problem for student.

Abstract

The aim of this research is to find out the impact of implementation of Freedom to Learn Independent Campus Program (MBKM Program) on the Study Program of Public Administration. The main aim of MBKM Program is basically intended to give freedom for higher education institutions to be more autonomous, independent, less bureaucratic, and innovative in producing highly qualified graduates. To achieve the main aim, the implementation of MBKM Program includes eight learning activities, namely student exchange, internship/work practice, teaching assistant in the education unit, research, humanitarian project, entrepreneurship, independent study/project, and thematic field work. The Study Program of Public Administration has implemented two learning activities, namely student exchange and internship/work practice. Results of this research indicate that the implementation of MBKM Program impacts on some aspects, namely improvement of experiential learning to build hard and soft skills of students, fulfilment of learning achievement of graduate, and improvement of lecturer capacity. Moreover, this research identifies the presence of constraints on the implementation of MBKM Program in the cases of curriculum revision, redesign of academic information system, and fund problem for student.
