Abstract

Cilegon City is one of the cities that provide online public services because it implements the smart city concept. This study aims to determine the application of the digital governance model in online public services by Cilegon City. The issue is that online public services still need to be integrated into one platform; they are not interactive services yet but are still in a one-way system. The study employs a descriptive-qualitative methodology reviewing 27 websites of regional apparatus organizations, including the Cilegon City Government website, and conducting interviews with the Heads of the Office of Communication, Informatics, Statistics, and Coding department. The study results show that the digital governance model utilized by the public service website of Cilegon City is the broadcasting model; however, only 55.4% of the criteria for implementing the broadcasting model have been met on average. Regarding implementing various digital governance models, there is no significant evidence that they have been implemented. As a result, the website for the public service in Cilegon City still delivers one-way information from public areas to broader areas, and there has yet to be significant citizen engagement as a form of participation in governance.

Abstract

This study aims to explore how the National Board of Zakat (BAZNAS) improves the collection of Zakat, Infaq and Shadaqah (ZIS) in Sukabumi Regency, and to identify factors that support or hinder the collection process. This research was triggered by the non-achievement of zakat, infaq, and shadaqah collection targets, as many people were unaware that BAZNAS had provided Zakat Collection Units (UPZ) in each sub-district, which resulted in their reluctance to pay zakat directly to BAZNAS. In order to understand this phenomenon, the research used a qualitative method with a descriptive approach, which allows researchers to explore the information actually found in the field. Data were collected through interviews, on-site observations, as well as through documentation and regulations relevant to the research problem. This research focuses on the strategy theory initiated by Dess and Miller (2003), which includes the dimensions of goals, policies, and plans. The research concluded that BAZNAS Sukabumi Regency has a goal to increase the collection of Zakat, Infaq and Shadaqah, although most people prefer to channel it directly to the beneficiaries (mustahiq). Therefore, the research suggests that it is necessary to re-optimize existing policies and design collection strategies that are more in line with the times to achieve the set goals.

Abstract

Reducing the use of plastic is an important issue in handling plastic waste, a national problem as the main pollution element causes air, soil, and water pollution and various environmental and ecosystem damage where human and natural resources develop. The collaborative concept of governance in reducing the use of plastic becomes a government study in a beautiful environment without plastic. The purpose of this research is to design collaborative governance models that can affect the development of plastic use; This research method uses qualitative with a descriptive approach. Informants of this research are government, private/business actors, and the community. The study results showed collaborative governance between the government, the private sector, and the community. However, there still needs to be an increase in collaboration so that it needs to develop in reducing plastic use. The level of collaborative governance concept in reducing the use of plastic in Bogor regency is oriented to a structured process in which there is a constructive involvement of actors with various actions carried out by the government level, private institutions/business actors, and the community in reducing the use of plastic.

Abstract

The aim of this research is to describe the implementation of ‘Bogor Kerja’ Program in Bogor City.  There are still many people who do not know about ‘Bogor Kerja’ Program in which the availability of its information is presented on the website www.bogorkerja.kotabogor.go.id. The theory used in this research is the theory of Van Meter and Van Horn (1975). The method of this research is a qualitative method with data collection techniques through observation and interviews and then processed so that it can be presented as a research discussion. Data analysis techniques are carried out using data analysis techniques which include data reduction, data display, and conclusions or verification (conclusion drawing). The results of this research conclude that the implementation of ‘Bogor Kerja’ Program facilitates the community in providing the job vacancies, reduces the unemployment rates in Bogor City, and provides the wider employment opportunities, particularly for people of Bogor City.

Abstract

The main objective of the online application-based business permit (OSS) service is to speed up the issuance of permits, including business permits, especially through the application of digitalization, reducing bureaucrats' time and efficiency, as well as increasing business in the Bogor city environment. However, the system (server) is still experiencing problems, frequently crashing and making the OSS portal page difficult to access. This failure occurred because many people accessed the OSS website at the same time, making it difficult to access the OSS website. It turns out that OSS sites are somewhat limited when migrating a system. This means that the availability of the OSS system is not sufficient due to the availability of information and system updates. The aim of this research is to evaluate the effectiveness of online simple submission (OSS) based business approval services in integrated capital investment and integrated services. This research examines the effectiveness of OSS-based licensing services through quantitative descriptive methods and data analysis using the Weight Mean Score (WMS) and Richard M. Strayer's theory, as well as examining aspects of goal achievement, adaptation and completion. The aim is to explain the method. The results show that the online application licensing service (OSS) speeds up the business licensing process, reduces bureaucratic time, makes it easier for businesses to obtain approval, and improves the growing business and venture investment ecosystem in an organized and accountable manner.

Abstract

This research focuses on implementing the "Tentang Kita" program to prepare family life for adolescents aged 15-24. It was conducted by the Regional Office of Child Empowerment and Population Control in DKI Jakarta Province from 2021 to 2022. The research methodology used is qualitative research. The study draws on Edwards III's ideas regarding the success of policy implementation. It is concluded that the implementation of the "Tentang Kita" program has been successfully carried out, as indicated by the reduction in early marriages in DKI Jakarta Province during 2021-2022. The following factors contributed to the success. (1) Communication and socialization efforts were conducted effectively and maximized communication intensity. (2) Resources: The human resources involved in the program align with the extensive coverage of the program's target areas in DKI Jakarta Province. However, the facilities and funding are still insufficient to support the implementation process of the "Tentang Kita" program. (3) Disposition: Program organizers and facilitators carried out the program according to their capacities. (4) Bureaucratic Structure: The employees of the Department of Child Empowerment and Population Control in DKI Jakarta Province demonstrated a positive attitude, and the operational procedures used by the organizers were easily understood.

Abstract

Digital Village is a program that empowers communities to utilize digital technology and the internet to unlock the potentials of rural areas, market products, and increase access to information services. By increasing their digital literacy, individuals can use internet access to improve their quality of life, including environmental management, economics, education, management of the educational environment, innovation opportunities, and social stability. The emergence of the Industrial Revolution 4.0 and the challenges posed by the COVID-19 pandemic have caused significant changes in human behavior and habits. This transition is mainly influenced by advances in information technology and communications and the implementation of policies such as social distancing to mitigate the spread of COVID-19 information. Given these infrastructure needs, digitalization in rural areas presents a formidable challenge. This research aims to provide an in-depth overview of the public service process and application concepts that support making it easier for village officials to carry out administrative tasks that can be accessed via smartphone. It used qualitative descriptive research methods, followed by IBM SPSS reliability testing. This research data was collected through observation, interviews, and documents. The research results show that the Digital Village initiative uses technological information to improve the management of craft village businesses, market discovery, and identify business opportunities. In addition, Digital Village collaborates with various stakeholders at five levels to improve regional development programs. In the long term, the Digital Village program plays an essential role in increasing digital literacy, encouraging self-reliance, and improving the welfare of community in West Java.

Abstract

A leader's behavior can significantly impact civil servant performance because improving civil servant performance depends on a leader's expertise. This research aims to determine the influence of leadership on civil servant performance. This research was conducted at the Bogor Regency BPN office. The research methods used are descriptive and associative with a quantitative approach. The sample determination technique uses random sampling based on the Slovin formula to obtain a sample size of 135 respondents from a total population of 204. The data collection technique is based on observation, questionnaires, and interviews. The method for analyzing research data applies the Weight Mean Score formula, then continues to use hypothesis testing, namely the t-test and termination coefficient. The research results show that leadership has a significant influence on civil servant performance. Based on the t-test, it is known that the significance value is 0.000<0.05, and the calculated t-value of 4.407 is greater than the t-table value of 1.978. The level of influence of leadership variables on civil servant performance is 44.8%, and other factors influence other percentages. In the leadership variable, the highest dimension in income, the average score is in the achievement-oriented indicator in work with an average score of 4.2, and the lowest dimension is in the directive, supportive, and participative indicator with an average score of 4 with suitable criteria. Meanwhile, the highest dimension of the civil servant performance variable is the quality of work dimension, with an average score of 4.2; it proves that the quality of employee performance at the BPN Office is good, and the lowest dimension is the dimension of work knowledge and creativity, with an average score of 4 with suitable criteria.

Abstract

In an era characterized by rapid geopolitical shifts and evolving security threats, the imperative for evidence-based defense policymaking has never been more pressing. This research delves into the intricate nexus between strategic thinking and empirical evidence in defense policy formulation, seeking to address key gaps in understanding and practice. Through a qualitative analysis of secondary data encompassing scholarly literature, governmental reports, and defense policy documents, this study elucidates the fundamental elements of strategic thinking within defense policymaking frameworks and examines their current integration with empirical evidence. The research findings shed light on the pivotal role of strategic foresight, threat assessment methodologies, and resource allocation strategies in shaping defense policy. Moreover, the study explores the impact of intersectionality, encompassing factors such as geopolitical dynamics, technological advancements, and socioeconomic disparities, on the effectiveness of strategic thinking and the utilization of empirical evidence in defense policy making processes. The novelty lies in the comprehensive exploration of intersectionality's impact on defense policy formulation and the identification of guiding principles to enhance the integration of strategic thinking and empirical evidence. The research underscores the need for a holistic approach that acknowledges and addresses the multifaceted nature of contemporary security challenges.

Abstract

Villages in Indonesia have the potential to improve their quality of life through public services, but they often need more access to technology and adequate infrastructure. Therefore, digital innovation is needed to solve these barriers and improve the efficiency and effectiveness of public services at the village level. This research aims to describe the public service innovation of Village-Owned Enterprises (BUMDes) in the economic sector in Cibiru Wetan Village. The research method is a descriptive qualitative approach using data collection techniques such as interviews, observation, and documentation. The informant selection technique uses a purposive sampling technique. Result of this research shows that the innovation of Village-Owned Enterprises (BUMDes) public services in the economic sector in Cibiru Wetan Village supported by digital marketing is able to increase Village Original Income (PADes) and make community empowerment more productive. This research concludes that implementing adaptive innovations supported by public service collaborations with a high spirit of initiative mostly affects the success of village programs in realizing their vision and mission so that the community welfare can improve continually.
