Abstract

This research is motivated by the immigrants who live in the District. Cisarua. Bogor Regency. The existence of immigrants which is a consequence of the development of human life must of course be limited and regulated existence. In that context there is Pemenkumham Number. 27 years. 2014 which can be used as a basis for policy to overcome the problems of immigrant existence.This research is quantitative by using descriptive method. Data collection techniques are conducted through interviews, questionnaires, literature studies, and documentation studies. Technique of data analysis to calculate questionnaire use weight mean score (WMS). The unit of analysis as the population studied is the subdistrict employee. Cisarua. District. Abstract

Various community responses tend to suggest that different types of public services suffered a setback which is mainly marked by numerous irregularities in the public service. Systems and procedures are complicated, and human resources were slow in providing the service, expensive, closed, and discriminatory and cultured not serve, but served also an aspect of public service spotlight, especially in terms of population administration one of them in the service of making electronic ID card.The research objective is to know the quality of the electronic ID card service in District Cisarua, Bogor regency.The theory that used to analyze the quality of service is a theory proposed by Parasuraman in Harbani Pasolong (2013) which has five dimensions of service quality to be able to successfully include the dimensions of tangible, reliability, responsiveness, assurance, empathy. The five dimensions above should be implemented fully for one another have relevance.This research used descriptive quantitative method by using questionnaires as the main instrument to data collect.These results indicate that the quality of the electronic ID card service in District Cisarua, Bogor regency according to respondents of employees included in the criteria for the interpretation of Good, while according to the respondents community service quality Electronic Identity Card in District Cisarua, Bogor regency included in the criteria Pretty Good. It is explained that the completion of this electronic ID card service can’t be resolved quickly due to the completion of this electronic ID cards involve other agencies, namely the Department of Population and Civil Registration in Bogor district is not authorized for card printing and database processing. Suggestions from this study recommend that the government give them the authority to process the district population database that can handle an error in the electronic ID card identity. Then the district should continue to strive to conduct socialization to the village office of each region, with emphasis to the village to mobilize RW and RT convey any information which would have informed to the public; Keywords: Service Quality of electronic ID cards

Abstract

The main objective of this research is to know the impact of leadership and employees performance at Ciawi Local Government Clinic of Bogor Municipality.Associative method is research method used to know the relationship or impact between two or more variables. The population of this research is 37 employees. To determine the number of minimum sample, Slovin formula is used. Based on the formula, 27 employees taken as sample. To analyze data, Weight Mean Score and Rank Spearman Correlation are used for hypothetical testing purpose. In this context, H0:ρ = 0, means that there is no positive correlation between leadership and employees performance, and Ha: ρ ≠ 0, means that there is positive correlation between leadership and employees performance.The result of this research show that leadership function by Head of Local Government Clinic is in “pretty good” criteria with mean score of 2,916 (out of 5) and “pretty good” criteria in all of indicator in this variable. Meanwhile, the variable of employees performance is also categorized as “good” criteria with mean score of 3,000 (out of 5). Futhermore, based on Rank Spearman analysis with significance test for n=27 and standar error of 10%, show that Rho 0,368 with “low” criteria. And the significance test t=2,042 > 1,70814, thus, conclusion can be taken that Ho is rejected and Ha is accepted. This mean that there is positive correlation between leadership and employees performance with coefficient of determination 13,5%. In the other words, the research conclusion is the influence of leadership efforts by head of Local Government Clinic is 13,5% and the remaining 86,5% is determined by other factors (epsilon). Key word : Leadership, Performance, employees

Abstract

This study aims to investigate the implementation of institutional development TNGHS forest governance, aspects of the advantages and disadvantages, and institutional design recommendations TNGHS Hall.               This study uses research is descriptive research method of analysis. This method is defined as a troubleshooting procedure investigated by describing the state of the subject or object of research that is going on at the present time based on the facts as they should be seen in the field               After analysis against each indicator of variable institutional development that the average score of respondents assessment results is 3.84, which means being on the classification of Good assessment, thus assessment of the institutional development of  the national park forest governance Halimun Salak mountain has done well.               Although the classification assessment of all dimensions of institutional development are in the good category, but according to the results of interviews with respondents there are several dimensions that need to be improved further in the development of  institutional governance national park of halimun salak mountain bark like dimensions of resources, programs, link normative and link dispersed. Keywords: Institutional Development

Abstract

This study aims to determine the role of guidance and supervision in groundwater exploitation in the Technical Implementation Unit of the Department of Energy and Mineral Resources (UPTDESDM) West Java Province Service Area I Cianjur. With working areas including: Cianjur, Sukabumi, Sukabumi, Bogor, Bogor and Depok.According to Pratowo (2001) the success of groundwater management is highly dependent on supervisory and control functions, including coaching function. Ivancevich put forward a number of important points, namely, coaching is a systematic process to change the work behavior of a / group of employees in an effort to improve organizational performance. Georgr R.Terry (2006: 395) defines oversight as disseminating what has been done.  That is to evaluate work performance and if necessary apply corrective action action so that the result of work according to the plan has been determined. Business is the process, the way, the act of cultivating and organizing. Groundwater or so-called ground water is-water located beneath the soil surface in the zone or water-saturated layer. Methodology This research uses descriptive research design with qualitative approach method. The analyst unit in this research is in the form of individual / informant. The research informants were chosen by purposive sampling, while the technique technique used in this research are: Observation, Interview, and Documentation. Results and discussion: 1. Checking / analysis of groundwater quality, 2. Groundwater retrieval data, 3. Ground water tax, 4. Abstract

The purpose of this study is to determine the effect of Discipline Supervision by the Agency (DLLAJ) towards public transportation driver in the city of Bogor, so  discipline of public transportation drivers in the city of Bogor can be achieved.                 Research method used in this study is associative correlation. The data used are primary and secondary data. Primary data are collected by distributing a questionnaire, and supported by the observations and interviews. Collection of secondary data sourced from documents, literature and related researchs. Research sample are 93 drivers from nine routes of public transportation that crosses main route (Padjajaran Road) and 55 officers of DLLAJ agency Bogor City.                 Based on the discussion can be concluded that the effect of supervision taken by Dinas LLAJ towards public transportation in the city of Bogor basically been implemented quite well. Based on the conclusion, the author recommend : DLLAJ officers must provide supervision continuosly, improve traffic infrastructure, especially at the point of congestion and hustle to immediately known root causes. For example, due to lack of traffic signs or in the absence of road markings (zebra crossing) so as to create traffic conditions that are safe, comfortable and smooth. Keywords: Supervision, Discipline, Public Transportation

Abstract

Betung Kerihun National Park and Danau Sentarum (TNBKDS) have tourism potential based on the classification of tourist attraction object (ODTW), if developed and utilized optimally will bring socio-economic impacts for the people around the area of TNBKDS. The purpose of this research is to know the implementation of policy of tourism utilization of TNBKDS in relation of socio-economic impact for society around the area. By using approach of theory of policy implementation model G. Edward III which measure success of policy implementation through 4 variables include; Communication, Resources, Disposition, and Bureaucratic Structure. The method used is descriptive analysis by using quantitative approach. With data analysis techniques using the calculation of Weight Mean Score (WMS). And the analytical unit is divided into 2 sources, namely the implementer of the Central Park TNBKDS based on purposive sampling with the number of samples of 28 employees involved in the field of tourism. And the policy target of the village community Menua Sadap as cultural attractions and the village of Sepandan as a natural tourist attraction TNBKDS with purposive samples each 30 respondents with gender representation, ketokohan, work and so forth. The results of the study are generally based on the assessment of implementing the policy (implementor) is quite good with the acquisition score of 3.33. While the assessment of policy targets based on ODTW classification that is; cultural tourism Menua Sadap obtained a score of 3.49 according to the criteria of interpretation including good category, while the natural attractions Lake Sentarum village Sepandan with a score of 2.60 according to the criteria of interpretation including bad category. Based on the results of the analysis, the difference between the results of the assessment occurs due to communication intensity and bureaucratic structure, and the most fundamental because it is influenced by local culture / culture factors that influence the social, economic and political environment of the policy target itself.policy Implementation, tourism utilization, community of TNBKDS area

Abstract

Green Open Space (GOS) consist of public GOS and private GOS. Meanwhile, focus of this research is public GOS. To be precise, research aim is to know existing condition about the development of public GOS, to explore how the policy related has implemented, and to identify push factor and pull factor involved. Research method used is qualitative method. Snowball sampling is used to collect related data from public and employee of the Agency (Dinas Kebersihan dan Pertamanan). In addition, among public GOS purposively “active garden” have chosen as focus, that is 7 out of 32 active garden available.This research shows that based on regulation requirement of Perda public GOS is around 20,565 % from city area. Existing condition is not ideal, still less than 11-12 % from the ideal measure. Meanwhile, based on structured interview with chosen respondent reveal that almost 60 percent of tkem is satisfy with existing condition of public garden and almost 40 percent respond reversely. Notably, respondent show their unsatisfy respond to Taman Heulang Public Garden due to the existence of street vendor (PKL), vandalism in a certain spot, and so forth.The obstacle factor of policy implementation are the difficulties to acquire public GOS, lack of human resources, lack of coordination among local agencies, and lack of policy socialization to the public. In addition, there are conducive factor that can be boost the effective policy implementation as follows : law that induce targeted of ideal composition of public GOS, public anthusiasm to utilize existing public garden, the willingness among related parties (Central government, local government, local agency, even attentive public) to work together in implementing policy more effectively. Keywords : Green Open Space, policy implementation, public garden

Abstract

Managing innovation involves many complex activities from organizations, stakeholders, and knowledge. Innovation is essential in improving the efficiency of the public sector. So the importance of governance innovation will provide the consequences of any failure or success of the innovation itself. Governance innovation also reflects the managing innovation in a way that is innovative as one strategy innovation process, so that innovation can show results and benefits. The focus of this research is the investigation phenomenon of governance innovations data and documents civil registration record with innovative ways in Southeast Aceh Regency. Also comparative with some other local government do it. Methods of qualitative analysis with phenomenology are used to be able to explain and illustrate and identify how the phenomenon occurs. Data collection is done inductively, interview, discussion, observation, and participation. Data reduction do with descriptive between empirical and secondary data. Images, tables, symbols, and lines used to realities revealed. Triangulation is used to conclude carefully from empirical and secondary data. The results of this research finding, governance innovation are innovative should be supported by policies, aside from the leadership capability as the executor. Citizen participation, cooperation various sector also contributes to a positive endorsement. Innovation is also an immediate need at this time for delivering excellent public services and competitive by the government.Keywords: Innovation Governance, Innovative, Public Service, Government.

Abstract

The aim of the research is to analyze the effect of policy implementation of Local Regulation No. 12/2009 concerning Areas Without Cigarettes by Civil Service Police Unit on the enforcement of public discipline in the public areas of Bogor City. The policy implementation is understood in Edward III’s perspective based on four aspects, namely communication, resource, disposition/attitude, and bureaucratic structure. The public discipline uses Elizabeth Hunrlock’s perspective based on three aspects, namely rule/norm, consistence, punishment and reward. The research uses Weight Mean Score formula to count the mean and to describe it. It also uses Spearman Rank Correlation formula based on SPSS version.20 to test a hypothesis concerning the relation of policy implementation to public discipline. The results of the research indicate that the policy implementation gets the mean score 3.28, meaning good enough, and the public discipline gets the mean score 3.65, meaning good. The coefficient correlation of two variables gets value 0.406, categorized as the middle. By t-test, the research gets tcount value 3.688 and ttable (N=71) value 1.666. Therefore, tcount > ttable means that alternative hypothesis is accepted. The coefficient determination indicates 16.4% of contribution of policy implementation to public discipline.Keywords: Areas Without Cigarettes, Policy Implementation, Public Areas, Public Discipline.
