Abstract

This article discusses the collective action of NGOs in guarding and advocating corruption cases in South Sulawesi, specifically the procurement of Center Point of Indonesia (CPI) goods/services. The NGOs in the coalition are engaged in collective action in guarding the corruption of CPI, in which the group is focused on behalf of the Anti Corruption Community Coalition (KMAK) of Sulawei, incorporated from various NGOs namely ACC Sulawesi, PeRAK Institute, KOPEL Indonesia, FIK Non-Governmental Organizations and YASMIB Sulawesi. Media engagement is key to KMAK's success in guarding the CPI corruption, as an aggregation method to achieve its goals. The mass media coverage of reports, monitoring and discussions conducted by KMAK has made a number of formal state institutions take a look at the CPI case. The solid movement established by KMAK has transformed into a civil society movement that maintains a common goal of guarding the procurement of goods and services.  Artikel ini menjelaskan tentang collective action NGO dalam mengawal dan mengadvokasi kasus korupsi di Sulawesi Selatan, khususnya kasus pengaadaan barang/jasa Center Point of Indonesia (CPI). Dengan menggunakan metode penelitian kualitatif, penelitian ini menunjukan tindakan kolektif yang dilakukan NGO dalam mengawal dugaan korupsi CPI yaitu dengan cara berkoalisi, dan kelompok NGO tersebut mengatasnamakan Koalisi Masyarakat Anti Korupsi (KMAK) Sulawesi, yang tergabung dari berbagai NGO seperti (ACC Sulawesi, PeRAK Institute, KOPEL Indonesia, FIK Ornop Sulsel dan YASMIB Sulawesi) sebagai bentuk collective action. Keterlibatan media menjadi kunci keberhasilan KMAK Dalam mengawal kasus korupsi CPI, dan juga sebagai metode agregasi untuk mencapai tujuannya.

Abstract

Agriculture is the most important sector in economic development and fulfillment of public welfare. By looking at the urgency of the agricultural sector, this study will explore information about the application of participatory leadership in Gorontalo Regency, namely through the process of community involvement and empowerment in order to maximize the potential of the agricultural sector.Research will be conducted with qualitative methods with data collection techniques through: interviews and literature review. Data obtained regarding agricultural potential in Gorontalo Regency along with the problems and constraints faced are then used to maximize participatory leadership to increase the potential of the agricultural sector.The results of this study explain that Gorontalo District has enormous agricultural potential when viewed from the area of land and the livelihood of its people. For this reason, active involvement of all relevant stakeholders, especially the regional government, is needed. Regional leaders in this case the village head and village head must prioritize community involvement in the agricultural policy making process. From the results of the research conducted, it was found that in the smallest level of government, in this case the village, musrembangdes in fact did not run optimally. As a result the policy was only implemented by the government where only a small proportion of the community were involved in the policy formulation process and tended not to be involved in the implementation process and oversight of its policies. The results of this study will certainly be input for local governments to conduct re-evaluations in the process of community participation and leadership processes so as to be able to support the progress of the regional agricultural sector.

Abstract

 The purpose of this study is to explain how the level of public political participation in the 2018 Regional Elections in BauBau City. In addition, this study identifies the factors that influence the participation of BauBau City community and any efforts made by the BauBau City Election Commission in increasing community participation. Data was collected by analyzing documents, observing, interviewing, and analyzing with qualitative and quantitative descriptive techniques. The results of this study show that the level of community participation in BauBau City is relatively high because if it is accumulated at 69.87%. The factors that influence political participation in society are political incentives, personal characteristics factors, social characteristics factors, and political circumstances. To increase community participation, the BauBau City Regional Election Commission has conducted socialization on regional head elections, formed Democratic Volunteers, conducted voter education, and mass media involvement.  Tujuan penelitian ini untuk (1) untuk menjelaskan bagaimana tingkat partisipasi politik masyarakat dalam Pemilihan Kepala Daerah tahun 2018 di Kota BauBau (2) untuk mengidentifikasi faktor-faktor apa saja yang mempengaruhi partisipasi masyarakat Kota BauBau (3) untuk mengidentifikasi upaya-upaya apa saja yang dilakukan pihak KPUD Kota BauBau dalam meningkatkan partisipasi masyarakat. Data dikumpulkan dengan analisis dokumen, pengamatan, wawancara, dan dianalisis dengan tehnik deskriptif kualitatif dan Kuantitatif. Hasil dari penelitian ini adalah: (1) Tingkat partispasi masyarakat di Kota BauBau tergolong tinggi dikarenakan jika diakumulasikan sebesar 69,87% %. (2) Faktor ? faktor yang mempengaruhi partisipasi politik masyarakat adalah (a) perangsang politik (b) Faktor karakteristik pribadi (c) faktor karakteristik sosial (d) keadaan politik. (3) Upaya yang dilakukan KPUD untuk meningkatkan partisipasi masyarakat adalah (a) sosialisasi pemilihan kepala daerah (b) membentuk Relawan Demokrasi (c) melaksanakan pendidikan pemilih (d) peran media massa.

Abstract

This research was conducted to determine the efforts made by the Yogyakarta city government to realize a good mobility system to overcome the congestion that occurs, one of which is at the Janti intersection, Yogyakarta. In its implementation as a breakdown of congestion, it is necessary to know the extent to which the effectiveness and impact arising from the construction of the Janti fly over. This research is a type of descriptive qualitative research that presents factual and systematic data. Data collection is done by observation and literature review in order to dig up information and process and draw conclusions as a qualitative research method. The urgency of the embodiment of smart cities in other cities in Indonesia is the imbalance of population growth with the development of industrialization. Technology-based smart mobility systems are designed to regulate the movement of public transportation and traffic management in a city. The application of information technology aims to have a smooth and convenient impact on traffic. The results of this study explain that the Janti fly over is the primary arterial road that connects the three Janti intersections. This development has an effect on traffic circulation, which is reducing the level of vehicle density and congestion. Not only the positive impact but the negative impact is also felt by residents who live around the fly over, especially since since 2017 the road closure has been put under the Janti fly over.The results of this study can certainly be an evaluation material for the government in reviewing the application of policies that have been made. Given the social and economic impacts that occur due to the construction and closure of the road under the Janti fly over.Penelitian ini dilakukan untuk mengetahui upaya yang dilakukan oleh pemerintah Kota Yogyakarta untuk mewujudkan system mobilitas yang baik guna mengatasi kemacetan yang terjadi salah satunya di persimpangan Janti, Yogyakarta. Dalam implementasinya sebagai pengurai kemacetan, perlu diketahui sejauh mana efektivitas dan dampak yang ditimbulkan dari pembangunan fly over Janti. Penelitian ini merupakan jenis penelitian deskriptif kualitatif yang menyajikan data factual dan sistematis. Pengumpulan data dilakukan dengan observasi dan tinjauan literature guna menggali informasi dan mengolah lalu menarik kesimpulan sebagaimana metode penelitian kualitatif dilakukan. Urgensi perwujudan kota cerdas di kota-kota lainnya di Indonesia adalah tidak seimbangnya pertumbuhan konsentrasi penduduk dengan perkembangan industrialisasi. System smart mobility yang berbasis teknologi  dirancang untuk mengatur pergerakan transportasi public dan traffic management suatu kota. Penerapan teknologi informasi ini bertujuan untuk memberikan dampak kelancaran dan kenyamanan dalam berlalu lintas. Hasil penelitian ini menjelaskan bahwa fly over Janti merupakan jalan arteri primer yang menjadi penghubung simpang tiga Janti. Pembangunan ini berpengaruh pada sirkulasi lalu lintas yaitu pengurangan tingkat kepadatan kendaraan dan kemacetan. Tak hanya dampak positif namun dampak negative juga dirasakan warga yang bermukim di sekitar fly over terlebih setelah sejak tahun 2017 mulai diberlakukan penutupan jalan di bawah fly over Janti. Hasil dari penelitian ini tentunya bisa menjadi bahan evaluasi bagi pemerintah dalam mengkaji penerapan kebijakan yang telah dibuat. Mengingat dampak sosial dan ekonomi yang terjadi akibat adanya pembangunan dan penutupan jalan di bawah fly over Janti tersebut.

Abstract

This study examines how the presence of "Madani Smart Card" and "Child Identity Card" which is a program rather than the development of smart cities in the city of Pekanbaru. Smart city which then emerged as one of the hot discourses was discussed in the discourse on sustainable development, which in this case will be applied in every city in all corners of the world. The author then in this study uses qualitative research methods, where data and field findings will be presented descriptively. By measuring how the causes of the two smart cards are presented, the author tries to find an understanding of any urgency that arises or real problems faced by Pekanbaru City. So in the theoretical framework the writer uses Dye's theory in analyzing the process of program formulation or termination and policies taken by the government, in this case the Pekanbaru City government. The findings which were then obtained by the authors through this research are that after referring to the Pekanbaru City Medium Term Development Planning 2017-2022 document, finally the author can pick up or know the backrest and framework that presents the two smart card program. So that from this study the authors can get the following results: First, theoretically the presence of the two smart card program will have a good impact on the ability or literacy of technology and information usability in the city of Pekanbaru. Second, the implementation of the two smart card program would have been right on target if it referred to one of the problems facing the city of Pekanbaru. Third and finally, although the presence of this program is good in some respects, on the other hand there are holes that should be prioritized to be patched actually by the city government through its innovations, one example of how the poor or marginal in the city can be utilized through the concept of smart city (smart city) and its development there. Penelitian ini menelaah tentang bagaimana kehadiran ?Kartu Smart Madani? dan ?Kartu Identitas Anak? di mana merupakan program daripada pengembangan kota pintar (smart city) di Kota Pekanbaru. Smart city yang kemudian muncul sebagai salah satu wacana yang hangat di perbincangkan dalam diskurus mengenai pembangunan berkelanjutan, yang dalam hal ini akan di terapkan di setiap kota di seluruh penjuru dunia. Penulis kemudian dalam penelitian ini menggunakan metode penelitian kualitatif, di mana data dan hasil temuan lapangan akan di sajikan secara deskriptif. Dengan menakar bagaimana penyebab dihadirkannya kedua kartu pintar tersebut, penulis mencoba untuk mencari pengertian dari setiap urgensi yang muncul atau permasalahan yang nyata di hadapi oleh Kota Pekanbaru. Sehingga dalam kerangka teoritis penulis memakai teori dari Dye dalam menganalisis proses perumusan atau pemutusan program serta kebijakan yang diambil oleh pemerintah, dalam hal ini pemerintah Kota Pekanbaru. Temuan yang kemudian di dapatkan oleh penulis lewat penelitian ini adalah setelah merujuk pada dokumen Rancangan Pembangunan Jangka Menengah  Kota Pekanbaru 2017-2022 akhirnya penulis bisa mengambil atau mengetahui sandaran serta kerangka kerja yang menghadirkan program dua kartu pintar tersebut. Sehingga dari penelitian ini bisa penulis dapatkan hasil sebagai berikut: Pertama, secara teoritis kehadiran program dua kartu pintar ini akan berdampak baik terhadap kecakapan atau literasi teknologi dan dayaguna informasi di kota Pekanbaru. Kedua, pengimplementasian daripada program dua kartu pintar ini kiranya sudah tepat sasaran jika merujuk kepada salah satu permasalahan yang dihadapi kota Pekanbaru. Ketiga dan terkahir, walaupun kehadiran program ini dalam beberapa hal baik adanya, namun di sisi lain terdapat lobang yang seharusnya lebih didahulukan untuk ditambal sebenarnya oleh pihak pemerintah kota melalui inovasi-inovasinya, salah satu contohnya bagaimana masyarakat miskin atau marginal di kota tersebut dapat didayagunakan lewat konsep kota pintar (smart city) dan pengembangannya di sana.

Abstract

This paper aimed to find factors of single candidate on Landak Election 2017. We did in-depth interview and collected document and news from various sources. Data analysis was conducted with qualitative method and content analysis based on political recruitment theory. We found three important factors causing single candidate in Landak Election 2017, which were regulation, candidate, and political communication factors. The election was successfully done, but contrary to the spirit of democracy with competition as the value.  Tulisan ini bertujuan mencari faktor-faktor munculnya calon tunggal dalam Pilkada Landak tahun 2017. Untuk menemukan jawaban, penulis melakukan wawancara secara mendalam dengan para informan dan mengumpulkan dokumen dan berita dari berbagai sumber media. Data-data dianalisis dengan menggunakan analisis kualitatif dan analisis isi (content analysis) dengan basis teori kompetisi dalam pemilihan demokratis dan teori rekrutmen politik. Tulisan ini menemukan tiga faktor penting yang menentukan munculnya calon tunggal dalam Pilkada Landak tahun 2017, yaitu faktor regulasi, figur calon, dan komunikasi politik. Pilkada Landak dengan calon tunggal memang berlangsung sukses, namun tidak sejalan dengan prasyarat demokrasi pemilihan yang menekankan pentingnya kompetisi.

Abstract

The present study explained factors influencing citizen satisfaction service in the Investment and One-Stop Service Agency of Tanah Bumbu Regency. In particular, this research analyses the level of citizen satisfaction and the extent to which Awareness, Rules, Organizational, Income, Skill-Ability, and Service Facility Factor influence Citizen Satisfaction. This study uses a mixed methodology with a sequential explanatory strategy. Using the incidental sampling with Slovin's Formula to calculate the number of samples is 93 respondents. The quantitative data were analyzed by the SmartPLS 3.0 program. The findings showed that the level of citizen satisfaction is included in the category "Satisfied". Furthermore, the variable of Citizen Satisfaction is influenced by variables of Awareness, Rules, Organizational, Income, Skill-Ability dan Service Facility Factor for 70,5%. Whereas Awareness, Rules, Organizational, and Skill-Ability Factor has a significant influence on Citizen Satisfaction. Besides, Income and Service Facility Factor do not have a significant influence on Citizen Satisfaction.

Abstract

Data from the Gorontalo Regional Police on cases of violence against women in 2015 were 212. While the number of violence against children was even more worrying, namely 423 cases, consisting of 232 sexual crimes against children, 181 physical violence and 41 cases of psychological violence. The purpose of this study was to determine efforts to prevent early marriage that have been carried out by the Office of Women's Empowerment and Child Protection in Gorontalo District against female violence and to determine the effect of early marriage prevention on the level of violence on women. The location of this research is the Women's Empowerment and Child Protection Agency. This research uses descriptive qualitative research methods. The results of this study are the efforts made by the Women's Empowerment and Child Protection Agency to prevent early marriage in reducing the level of violence in women, namely through an integrated service center for women and children empowerment, the Task Force Team for Violence against Women and Children, Community-Based Integrated Protection, Socialization, Assistance and Use the Puspaga mobile application.

Abstract

This article aims to describe the innovation of Bantaeng Local Government in the Disaster Preparedness Brigade program (BSB) and investigating the existence of local wisdom values on the program. The informants in this research included the Head of Innovation and Development Subdivision of the Regional Development Planning Board, the Head of Culture Division of the Education and Culture Office, Doctors assigned by the Health Office to the program, Traditional leaders and people who have benefited from the program. The data analysis includes data reduction, data display and conclusion drawing. The techniques of data collection used were in-depth interviews, direct observation, literature review and documentation. The results of this research indicate: (1) that integrated services of the BSB innovation program in Bantaeng Regency equalize health services between those who live in urban areas and in remote villages, (2) Decentralization  (3) Cooperation involving three government agencies and foreign parties, (4) Involvement of community members, and (5) Use of information and communication technology. Furthermore, the local values existing on the local government innovation in the BSB program in Bantaeng Regency include (1) Honesty, (2) Obedience, (3) Intellectual Value and (4) Tenacity.Artikel ini bertujuan untuk mendapatkan gambaran tentang inovasi pemerintah daerah dalam program Brigade Siaga Bencana (BSB) serta mengetahui eksistensi nilai lokal pada inovasi pemerintah dalam program BSB tersebut. Informan dalam artikel ini ialah Kasubag Inovasi dan Pengembangan Bappeda, Kabag Kebudayaan Dinas Pendidikan dan Kebudayaan, dokter yang ditugaskan oleh Dinas Kesehatan pada program BSB, Pemangku adat, serta masyarakat yang pernah merasakan manfaat dari program BSB tersebut. Analisis data yang digunakan yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Teknik pengumpulan data dengan wawancara mendalam, observasi langsung, kajian pustaka dan dokumentasi. Hasil penelitian ini mengindikasikan: (1) Bahwa layanan terintegrasi program inovasi Brigade Siaga Bencana di Kabupaten Bantaeng menyetarakan pelayanan kesehatan antara yang tinggal di perkotaan dan di pelosok Desa, (2) Desentralisasi (3) Pemanfaatan kerjasama yang melibatkan tiga instansi pemerintah serta pihak asing, (4) Pelibatan anggota masyarakat, dan (5) Pemanfaatan Teknologi komunikasi dan informasi. Kemudian, eksistensi nilai-nilai lokal pada inovasi pemerintah daerah dalam program inovasi Brigade Siaga Bencana di Kabupaten Bantaeng terlaksana berdasarkan nilai yang ditemukan, yaitu: (1) Nilai Kejujuran, (2) Nilai Kepatutan, (3) Nilai Cendekia dan (4) Nilai Keteguhan.
