Abstract

This paper describes the development of village government in synergy of the implementation in law number 6/2014 using descriptive research method with a qualitative approach, the consistency of village development must be supported by commitment, awareness and active participation from all participant who interest in developing a village, as a case for realizing people welfare. In general, the success of village development will greatly depend on the ability of the supradesa government apparatus and the village government, as well as all the components (stakeholders) involved in the administration of the village administration, in understanding and utilizing the various potentials they have. The integrity of administration village governance can be realized through a planning execution of village Government by involving the community (according to local wisdom), the planning contains: 1) Legal and policy aspects that encourage the structuring of village community institutions in a sustainable governance development system; 2). Increasing community institutional participation aspects in making decision policy through a village government; 3). Institutional aspects, coordination and partnerships between community groups through an arrangement of village social institutions to increase community accessibility within technological innovation, credit, production facilities, and market information; 4). Supporting infrastructure aspects from the non-agricultural sector (market, irrigation, roads, electricity, etc.).

Abstract

AbstractThis research aims to know the Jember University branding policy implementation through online media.  This research use descriptive qualitative methods. The primary source of data retrieved from the key informants, including the Rector of the University of Jember, head of public relations and Protocol of the University of Jember, Bureau Chief, and 3 UPTTI. Secondary data sources the study of documents, reports, statistics of the number of students and professors of the University of Jember, data collaboration related to socialization and policies, academic data. The technique of data collection through the reduction of data, interview techniques and technical documentation. The research found that the policy of branding include communication, resources, Disposition, as well as bureaucratic structure has been going according to command policy. Branding through online media includes Brand preference, Brand Recognition and Brand Campaign, involving implementing policies supporting factor mupun online media including websites and applications to build brand perception Universitas Jember as a technology-friendly campus.Keywords: implementation, policy, branding, online media

Abstract

Sidoarjo Regency is a fertile agricultural area as a food granary, maintaining advanced agriculture to be food self-sufficiency. However, the area of technical rice fields and rice production in Sidoarjo Regency from 2015 to 2017 had decreased. This is a challenge for sustainability to achieve food security. Thus, the formulation of the problem in this study was regarding the factors causing the ineffectiveness of Special Efforts (in Indonesian Upaya Khusus, abbreviated as UPSUS) for increasing rice production in Sidoarjo Regency. This study is a descriptive study that employed a qualitative approach. Thus, the data were collected through in-depth interviews technique on the informants from the Sidoarjo Regency Agriculture and Food Security Office and the Head of Farmer Association who came from Tarik, Jabon, Sedati, and Waru sub-districts. The data then were analyzed using an interactive analysis of Miles and Huberman. The results of this study explain that the factors that support the implementation of UPSUS policy in Sidoarjo Regency included the availability of agricultural officers/ extension officers in the field for UPSUS assistance, the carrying capacity of government both at village and sub-district level to UPSUS program, farmer’s association that had been formed well as one of the supporting factors, technical irrigation support in Sidoarjo, and the availability of facilities and infrastructure both in the form of assistance and in the form of supply such as seeds, agricultural machine, and pest poison.

Abstract

ABSTRAKInteraksi adalah salah satu syarat untuk terjadinya aktivitas antara individu yang satu dengan individu yang lain individu dengan kelompok, dan kelompok dengan kelompok. Upah adalah penghargaan atas hasil kerja pekerja suatu perusahaan tempat mereka bekerja. Dalam hal pengupahan perlu adanya suatu aturan yang jelas dan proses yang jelas sebelum upah itu ditetapkan. Dengan adanya uraian tersebut maka penulis ingin meneliti proses yang terjadi sebelum upah tersebut di tetapkan dengan judul: Pengaruh Interaksi Pemerintah, Buruh dan Pelaku Usaha Terhadap penetapan Upah Minimum Kabupaten di Kabupaten Jember. Penelitian ini bertujuan antara lain: mengetahui bagaimana pengaruh interaksi pemerintah, buruh dan pelaku usaha terhadap penetapan Upah Minimum Kabupaten. Teori yang dipergunakan adalah teori interaksi sosial, jenis penelitian menggunakan metode deskriptif kuantitatif dengan lokasi penelitian Dinas Ketenagakerjaan Kabupaten Jember, pengumpulan data menggunakan metode kuisoner dan wawancara. Dari hasil penelitian menunjukan bahwa: adanya pengaruh interaksi pemerintah, buruh dan pelaku usaha pada penetapan upah minimum kabupaten sehingga pada proses penetapan upah minimum kabupaten terjalin kejasama atau interaksi yang baik antara tiga unsur tersebut. Sehingga penetapan upah minimum kabupaten berjalan dengan baik setiap tahunya meskipun ada masalah – masalah yang timbul. Akan tetapi pemerintah mampu menyelesaikan masalah yang timbul sehingga setiap tahunnya dapan menetapkan upah minimum kabupaten.Kata Kunci: Interaksi Pemerintah, Buruh dan Pelaku Usaha, Penetapan Upah Minimum Kabupaten ABSTRACTInteraction is one of the requirements for the occurrence of activities - anatara activities inidividu one with other individuals or individuals with the group. Wages are a reward for the work that workers do for a company where they work. In the case of wages there needs to be a clear rule and a clear process before the wages are fixed. With the description, the authors want to examine more deeply about the process that occurred before the wage is set and pour it further in the form of a thesis entitled: Influence Interaction Government, Labor and Business Actors to the determination of District Minimum Wage in Jember District. This study aims are: To know how the influence of government interaction, laborers and business actors to the determination of District Minimum Wage. The theory used is the theory of social interaction, the type of research using quantitative descriptive method with the location of research Department of Manpower Jember district, data collection using questionnaire and interview methods. From the research result show that: the influence of interaction of government, laborer and business actor in determination of minimum wage determination of kabuptaen so that in process of determination of minimum wage of district is established cooperation or good interaction between three element. So the determination of the district minimum wage goes well every year despite the problems that arise. However, the government is able to resolve the problems that arise so that each year it can set the district minimum wage.Keywords: Government Interaction, Labor and Business Actors, Determination of Regency Minimum Wage

Abstract

The purpose of this research  is to describe the implementation of a traditional market revitalization program in Jember Regency. The research method uses a qualitative descriptive approach. The object of research is the Head of Infrastructure Facilities, staff working at the Ministry of Industry and Trade, and Assistant Treasurer as manager of the Mangli Market in Jember Regency. Data collection through interviews, observation, and documentation. Based on the research finding,  George Edward III's theory is not fully able to describe the phenomenon in the field. George Edward III only explained that the success of the policy implementation process was determined by 4 variables namely communication, resources, disposition and bureaucratic structure. The phenomenon in the field shows that the variable resources consist of budgetary resources, human resources and infrastructure resources. These three resources are not discussed in George Edward III's theory. Therefore  the theory of George Edward III had limitations as an analytical tool.

Abstract

ABSTRACT This study aims to find out the efforts of Library Office in improving the quality of service (study of the Library and Archives Office of Jember Regency). This type of research uses qualitative research with a descriptive approach. Data sources are obtained from primary and secondary data. Collecting data through observation, interviews and documentation. The analysis uses data analysis of interactive models which include, Data Collection, Data Reduction, Data Presentation and Conclusing Drawing / Verification. The results showed that there were several efforts of the Library Service in improving the quality of service which could be measured using management theory with 4 factors namely Planning, Organizing, Actuating, Controlling but these efforts had not been maximized due to constraints on the quality of human resources is minimalKeywords: Effort, Library, Reading Interest, Service Quality

Abstract

This paper will discuss the Implementation on Policy practice of Chinese diplomacy to Thailand through the establishment of the Confucius Institute (CI) and the significance for China-Thailand relations. The impact of the migration of Chinese people in the past has had an impact on the cultural closeness between the Chinese and Thai people. China's economic development and the close trade relations with Thailand have influenced the significance of Mandarin for Thai people. The Chinese government then responded to the need for Chinese language skills. This research is descriptive qualitative with secondary data. At the end of this paper, the author concludes that CI has played an active role as a manifestation of China's cultural diplomacy in Thailand through its cultural programs which indicate a good two-way communication between China and Thailand. In addition, the presence of CI in Thailand allows for public understanding of the diversity and hybridity of other individuals in Thailand.

Abstract

The GCC states’ high dependence on the hydrocarbon sector does not reflect a sustainable ‎economy. Therefore, it is demanded that those states reform the economic system that has long ‎been preserved and accelerate economic integration in the region to reduce ‎oil dependence. This article aims to analyze the hindrances to the economic reform ‎program and the intention to achieve economic integration within the rentier state in the Arab ‎Gulf states. This article uses a qualitative method through an explanatory and descriptive ‎approach to elaborate on the issues. This study indicates that a comprehensive economic ‎reform in GCC countries is hard to implement due to the existing political structure and socio-‎cultural conditions. Were to reform the economic system totally, rulers would have a dilemma regarding the regime's sustainability. Meanwhile, the move towards economic integration within the GCC countries remains unachievable due to such unresolved issues as mistrust among member countries, powerless GCC’s structural organization, and the lack of ‎interdependency-complex in pursuing wealth and prosperity

Abstract

The research was conducted to see the Community Coffee Cluster Development Program in the Pandemic Period and the New Normal Era. The People's Coffee Cluster experienced a decline in sales during the pandemic, a community empowerment program developed by the Bondowoso Regency government and the Plantation Sector of the Bondowoso Regency Agriculture Service with the Bondowoso branch of the East Java Bank, the Jember Coffee and Cocoa Research Center, Perum Perhutani, and the Indonesian Coffee Farmers Association. Bondowoso branch. The People's Coffee Cluster Program is a policy for empowering coffee farmers in Bondowoso Regency, which aims to raise the low quality of coffee quality in Bondowoso and make it one of the drivers of the community's economic welfare. In this study, the data obtained is qualitative data that describes certain social phenomena. The method used in this research is qualitative descriptive analysis. The results showed that the implementation of the People's Coffee Cluster Program in Bondowoso Regency during the pandemic period needed attention in the marketing and production processes. Changes in SOPs in the development of the People's Coffee Cluster were carried out not only to increase sales and production but for the survival and economic stability of the Smallholder Coffee Growing Farmers during the epidemic period.

Abstract

Collaboration in environmental sanitation management activities was carried out between a team from the University of Muhammadiyah Jember, which was funded by Dikti Litbang PP Muhammadiyah together with ABK boarding school KH. Ahmad Dahlan Banyuwangi in an effort to realize good governance in environmental sanitation management and the implementation of healthy living for the community.Collaborative governance between the public and non-public or private sectors in the administration of government or governance, includes the totality of all institutions and elements of society, both government and non-government. In the concept of governance, several public affairs that were previously managed by a single actor, namely the government, become jointly managed with other actors such as the private sector and the community. the existence of governance makes the government no longer dominant and creates democracy in the administration of government and public affairs. The institutions of governance include three domains, namely the state (state or government), the private sector (private sector or the business world) and society (society) which interact with each other and carry out their respective functions, carry out their respective functions in the implementation of collaborative environmental sanitation management.
