Abstract

The purpose of this paper is to investigate the validity of the higher education academic staffs in IT governance studies and the future improvement for IT governance and controls. This research used a quantitative survey to identify the current state of IT governance for five higher education institutions in East Java, Indonesia. The questionnaires were distributed to post-graduate student as IT executives in their higher education institution. A total of 34 out of 40 post academic staffs completed the questionnaire, representing a response rate of 85 percent. This study found that attributes for deliver value (V2), attainment and retain people with key competencies (V6), capture knowledge to improve performance (V10), stakeholder satisfaction (V11), reach economies of scale (V17) , deliver successul IT project (V19), understand business unit strategies (V20), and understand emerging technologies (V22) show no significant difference (p 0.05) between mean interests and performance. In addition to these, other 15 attributes show significant differences in the t-test in the negative direction. This points to the fact that actual control of IT governance in colleges is monitored less than expected. Therefore, five higher education institutions in East Java should pay more attention to the identified attributes important to balance the gap between the importance and performance of these attributes.

Abstract

AbstrakPembangunan setiap wilayah khususnya pemekaran yang dilakukan oleh pemerintah Kabupaten Parigi Moutong, tidak bisa dipandang sebelah sisi. Permasalahan utama adalah  tingginya kemiskinan yang mendesak ekonomi keluarga, sehingga berdampak pada perpecahan keluarga, perceraian, dan anak terlantar. Diperlukan suatu lembaga yang bisa membina anak-anak tersebut. Oleh karena itu peneliti ingin mencari peranan modal sosial di Panti Asuhan Nurul Haq, bagaimana peranan modal sosal dipertahankan dan mekanismenya. Metode penelitian menggunakan kualitatif dengan teknik analisis data dan menerapkan metode triangulasi dalam memperoleh keabsahan data. Hasil penelitian menunjukkan bahwa kepercayaan, norma, dan jaringan terbangun dari nilai persahabatan antara penggagas dan rekan kerjanya. Sehingga saling bertanggungjawab atas pembagian perannya di bidang peternakan, perkebunan, dakwah, wirausaha dan pertanian. Kondisi tersebut memperkuat hubungan internal kelompok (bonding), akhirnya mereka juga membangun kerjasama dengan beberapa donatur yayasan (bridging), dinas pemerintah (linking) dan terjalin hubungan timbal balik (resiprositas). Kemudian, setelah pergantian kepengurusan terjadi pelemahan kepercayaan (low trust) dan perkembangannya modal sosial dipelihara atas dasar jasa pendiri dan nilai kekerabatan.Kata kunci: modal sosial, social bonding, social bridging, social linking, dan panti asuhan nurul haq  AbstractDevelopment of every region, especially pemekaran made by the goverment of parigi moutong regency, can not be regarded as one side. The main  problem is the high poverty urging the family economy, thus impacting the family split, diforce and abandonment of childrent. It takes an institution that can foster the child. Therefore, the researcher wanted to find the role of social capital of nurul haq orphanage, how the role of social capital is maintained and its mechanism. The research method used qualitative with data analysis tehnique and applied triangulation method in obtaining data validity. The results showed the trust, norms, and networks awakened from the value of friendship between the initiator and his co workers. So mutually responsible for the division of roles in the field of livestock, plantation, indentures, enterpreneurship and agriculture. These conditions strengthen the internal relations of the group (bonding), eventually they also build cooperation with some donors of the fondation (bridging), goverment agencies (linking), and established reciprocal relationship (reciprocity). Then, after the change of management there is a weakening of trust (low trust) and the defelopment of social capital is maintained on the basis of the services of the founder and the value of kinship. Keyword: social capital, social bonding, social bridging, social linking, and panti asuhan   nurul haq

Abstract

Public-Private Partnerships (PPP) are often seen as an ideal scheme for infrastructure provision when the government is hampered by human and financial resources. Therefore, the government can involve the private sector in playing a role in the successful implementation of infrastructure. This article aims to identify the factors affecting readiness using a public-private partnership (PPP) in the development of Jogja Agro Techno Park (JATP) as a priority development acceleration program in Special Region of Yogyakarta Province. Furthermore, this research uses a descriptive method with qualitative approach. Therefore, the data findings thought in-depth interviews and several kinds of literature. The data findings analysis in this research using NVivo 12 plus software, this qualitative tool is able to provide capture coding rates from interview results that display the intensity level. The result of this research indicated that the dominant variable comes the Local Government Commitment aspects and Institutional Coordination, in which the resulted coding intensity value of Crosstab Query is 28.57%. It is related to the DIY government that has strong institutional level support and its commitment to sustainability in the development of the JATP priority program. Moreover, the high percentage indicators come from the Coordination with Private Sector and Availability of Special Institution. Besides it, other factors found in several aspects of HR Competence and Financial Capacity are did not become play an important role from DIY’s Government in readiness for a PPP scheme in JATP development. This is because financial human resource competencies and also financial capability have been managed by TPSD as an ad-Hock agency devoted to handling PPP schemes. So that the factors of readiness are not necessary to adjust the institutional structure because it has been able to be coordinated based on their respective duties and functions.

Abstract

ABSTRACT The success of the organization in realizing the desired goals and the ability to fulfill its social rights and responsibilities is closely related to the managerial ability of a leader. Organizational goals are easier to achieve if the leader in carrying out his duties and functions goes well. Effective leadership is very necessary in the organization, including the ability to move and influence the behavior of individuals and groups within the organization. A good leadership style is expected to encourage more competitive organizations including the ability to empower all the potential that exists in the organization to improve employees’ work  achievement, performance allowance and work motivation. This research was carried out on employees in the Ministry of Religion Affair (MRA) in the district of Lumajang with the aim to test and analyze the influence of leadership as a driver of employee employees’ work  achievement and increase performance allowance and work motivation. The results of hypothesis testing with Structural Equation Modeling (SEM) analysis tools show that effective leadership will be a direct driving factor in employees’ work  achievement and indirectly affect the increase in performance allowance and work motivation.Keywords: leadership, performance allowance, motivation, employees’ work  achievement.

Abstract

This study The purpose of this study is to find out the process of formulating discretionary policies carried out by the village head. The method used in this study is a qualitative study method. The type of study used in this study is the type of descriptive study. Based on the results of the study it was concluded that the process of discretion policy formulation carried out by the village head was still not optimal, this is due to the low capacity of the village head as the main actor in the discretion policy formulation process. This can be seen from the lack of ability in discretionary policies, thus affecting the monopoly in the process of formulating discretionary and undemocratic policies, as happened in Kebon Agung Village. Whereas in Sumber Lele Village the conditions are better, because it has involved the parties (stakeholders). Although the parties (stakeholders) which is involved does not yet reflect aspects of democracy and representation, because of the parties (stakeholders) only community and religious leaders were involved.

Abstract

AbstractImplementation of ADD policies, by making development programs, and community empowerment integrated with the APBDes program. The ADD program planning is carried out in a participatory manner along with the APBDes planning by involving the community through the musrenbangdes. Even reporting on the use of ADD funds is done simultaneously with the APBDes reporting. Meanwhile, this study found that the success of implementing ADD policies is determined by the content and context of the policies and implementers who implement the ADD program. In addition, the success of policy implementation also looks at the impact on the community as a policy target group.Key words: Implementation of  ADD policy

Abstract

ABSTRACTThis paper carries out an in-depth review of the implementation of state defense policies in Situbondo so far which is still not optimal. To conduct in-depth research in this paper the researcher uses qualitative research with a porposive approach in order to obtain valid, in-depth and proportional information. The results of the study concluded that: First, the implementation of state defense policy in Situbondo Regency is still not optimal in achieving its stated goals, because there is a paradox in its implementation. This paradox arises because in the implementation of state defense policies top down and ignores local potential, such as the role of charismatic kiai - social capital - which has a strong influence in the Situbondo community so far, so that it has a direct impact on the creation of regional stability, as one of the objectives of national defense. Secondly, because there is a paradox in the implementation of the country's defense policy, it eventually gave birth to an anomaly in the National Defense Program because the Ministry of Defense on one hand wanted the birth of as many national defense cadres, in order to maintain the country's existence from various threats. But on the other hand, in its implementation the Ministry of Defense is exclusive by ignoring the role of the kiai as a very important social capital in the area in encouraging the optimization of the State Defender Program in Situbondo.

Abstract

Abstrak Penelitian ini dilakukan untuk mengetahui inovasi dan pelayanan apa saja yang ada di Mall Pelayanan Publik  Banyuwangi, serta mengetahui bagaimana proses pelayanan publik terkait waktu, persyaratan, prosedur dan biaya. Mengetahui  keunggulan dan inovasi dari Mall Pelayanan Publik, mencari perbedaan metode  pelayanan satu atap dan satu pintu dengan pelayanan yang ada di Mall Pelayanan Publik Kabupaten Banyuwangi.Kata Kunci: Inovasi, Mall Pelayanan Publik.                                                                                      Abstract This research was purposed to find out what innovations and services are available at Banyuwangi Public Service Mall, as well as how public service processes are related to time, requirements, procedures and costs. Abstract

Women's representation in the 2019 elections has increased. At this time the position of women in the world of politics is equal to men. The proof is that in each election period the participation of women has increased, from the elections in 2009, 2014, and until now the number of women's representation has increased. In Gunungkidul Regency, the representation of women in politicalparties has reached a percentage determined by the legislation, even exceeding the 30%quota.However, the electability of women in the parliamentary seats in Gunungkidul only reached22.22%. This study aims to analyze the representation of women in the 2019 elections in Gunugkidul Regency and its factors. There are supporting factors and obstacles in this study.This study uses a qualitative method. Data sources used are primary data and secondary data. Retrieval of data by interviewees through interviews and documentation. Based on the data analysis, it can be concluded that the representation of women in the 2019 elections in Gunungkidul Regency has increased in each election period starting in 2009, 2014, until 2019 at present. Although in 2019 it only reached a percentage level of 22.22% women's representation and has not reached 30%, this is already considered good. In addition, there are supporting factors which consist of family, social skills, availability of campaign costs, and parties. On the other hand there are also inhibiting factors namely the crisis of women's trust from the community, low political education, and minimal political costs. From the 7 aspects of these 2 factors, the authors have tested the field research with respondents who produced 71.4% of the factors according to experts the same as events in the field. There are 2 aspects which according to experts, are not felt in the lives of the respondents during the time leading up to the election. So there are new findings that occur in the field related to factors that affect the choice of women in the council seats.

Abstract

ABSTRAK Penelitian bertujuan untuk mengkaji perilaku pemilih masyarakat jawa dengan metode kualitatif studi kasus Pemilukada di Kabupaten Trenggalek tahun 2015. Penelitian terdahulu yang mengkaji perilaku pemilih masyarakat jawa di Indonesia adalah Geertz (1960) dan Gaffar(1992). Dinyatakan bahwa perilaku memilih melalui pendekatan politik aliran dengan orientasi memilih sosio relijius dan sosio personal. Sobari (2016) menyatakan bahwa perilaku pemilih berdasarkan pendekatan orientasi kelompok dalam masyarakat jawa. Artikel tersebut melihat perilaku pemilih jawa melalui pendekatan sosio kultur masyarakat jawa. Pemilukada Kabupaten Trenggalek 2015 dimenangkan oleh pasangan Emil Elestianto dan Mochamad Nur Arifin sebagai penantang petahana. Masyarakat Trenggalek mayoritas adalah suku jawa yang menganut budaya mataraman dengan nilai feodalistik. Perilaku “gumunan” merupakan temuan unik dalam memperluas tentang kajian perilaku pemilih jawa. Budaya sikap “gumunan” falsafah jawa bermakna mudah kagum dan heran pada kekayaan, kecerdasan, kebangsawanan orang lain. Konteks Pemilukada Trenggalek perilaku pemilih “gumunan” berarti masyarakat cenderung mudah terkesan pada janji kampanye serta penampilan luar kandidat namun tidak dapat menilai apakah itu rasional atau tidak bagi kesejahteraan. Sikap “gumunan” dipengaruhi perilaku afektif meliputi cara menilai sesuatu dengan emosional, seperti perasaan, nilai, penghargaan, antusiasme, motivasi, dan sikap. Hal tersebut mejadikan rasionalitas semu pada pemilih jawa.Kata Kunci: Perilaku Pemilih, Pemilih Jawa, Falsafah Jawa, Pemilukada, Mataraman  ABSTRACT The voters behavior in Javanese society becomes a review in this article. The purpose of this article is to expand the study of Javanese voter behavior. This research used qualitative method using case study approach at General Election of Trenggalek Regency in 2015. Previously there were many scientists that discussed about voter behavior in Indonesia especially in Javanese society such as Geertz (1960) and Gaffar (1992). Both explain the behavior of choosing through the “politik aliran” approach with the orientation of choosing socio-religious and socio-personal. Another opinion about the behavior of Javanese voters put forward by Sobari (2016) which explained voter behavior based on group orientation approach in Javanese society. This article tries to capture the behavior of Javanese voters through socio-cultural approach in Javanese society. This study was conducted on the General Election of Trenggalek in 2015 was won by Emil Elestianto and Mochamad Nur Arifin as incumbent challengers. In Trenggalek,Majority civilian is Javanese tribe who embrace the culture of mataraman with feudalistic value. The behavior of "gumunan" is a unique finding in expanding on the study of Javanese voter behavior. "Gumunan" attitudes in the philosophy of life in Javanese people means easily amazed and marveled at the wealth, intelligence, nobility of others. In the context of General Election of Trenggalek, voter behavior of "gumunan" means people tend to be easily impressed by campaign promises and outside appearance of the candidate but unable to assess whether it is rational or not for welfare."Gumunan" was influenced by the affective behavior, including how to judge things emotionally, such as feelings, values, appreciation, enthusiasm, motivation, and attitude.This makes a pseudo rationality in Javanese voters.Key words:Voter Behavior, Local Election, Javanese Voters, Javanese Philosophy, Mataraman
