Abstract

Abstract: Low learning outcomes are influenced by internal and external factors that exist in students. On the other hand, dynamic Pancasila Education learning requires effective learning methods that can change student behavior and learning achievements. The purpose of this study was to find out the efforts to improve Pancasila educational learning outcomes through Learning Community learning for STMIK Royal Kisaran students. This research is a research action class room research. Based on the results of the study, it was shown that applying learning community learning could improve elementary school students' learning outcomes. Pembelajaran learning community dapat semperbaat minat belajar belajar dalama dalam pendidikan Pendidikan Pancasila pada Standar Kompetensi pancasila menjadi Ideologi Negara. Thus each cycle experienced a significant increase and met the indicators of success (classical value) from the previous cycle.Keywords: improving learning outcomes; pancasila education; lerning community Abstrak: Rendahnya hasil belajar dipengaruhi oleh factor interen dan eksteren yang ada pada diri mahasiswa, sisi lain pembelajaran Pendidikan Pancasila yang dinamis membutuhkan metode pembelajaran yang efektif yang bisa merubah tingkah laku dan prestasi belajar mahasiswa. Tujuan dalam penelitian ini untuk mengetahui upaya meningkatkan hasil belajar pendidikan Pancasila melalui pembelajaran Learning Community pada mahasiswa STMIK Royal Kisaran. Penelitian ini merupakan penelitian research action class room. Pembelajaran learning community dapat meningkatkan minat belajar mahasiswa dalam pembelajaran Pendidikan Pancasila pada Standar Kompetensi pancasila menjadi Ideologi Negara. Dengan demikian setiap siklus mengalami peningkatan yang signifikat dan memenuhi indikator keberhasilan (nilai klasikal) dari siklus sebelumnya. Berdasarkan hasil penelitian menunjukkan bahwa dengan menerapakan pembelajaran Learning community dapat meningkatkan hasil belajar mahasiswa.Kata kunci: meningkatkan hasil belajar; pendidikan pancasila; lerning community

Abstract

This study aims to determine the quality of service and public compliance in paying Motor Vehicle Tax at the Samsat Stabat office, Langkat Regency, as well as analyzing the effect of service quality on public compliance in paying Motor Vehicle Tax by testing Rahayu theory who said that there was an effect of service quality on tax compliance. The type of research used is associative research (relationship) using quantitative data analysis. The population and sample in this study were taxpayers who were registered at the Samsat Stabat office in Langkat Regency were totaling 100 people. The research instrument used a questionnaire with a Likert scale. Data analysis was performed using Structural Equation Modeling (SEM) using Partial Least Square (PLS) program. SEM consists of 2 models such as measurement model (outer model) and structural model (inner model). Both models test the validity, reliability and research hypotheses. The results showed that the service quality was in the high or appropriate category. Compliance with paying Motor Vehicle Tax is in the high category. and the quality of service has a positive and significant effect on public compliance in paying Motor Vehicle Tax (PKB) at the Stabat Samsat Office of Langkat Regency. The coefficient of determination R Square is 0.869 indicating the magnitude of the effect of service quality on compliance with paying Motor Vehicle Tax (PKB) 86.9% and 13.1% influenced by other factors not examined in this study.

Abstract

The lack of public trust in a leader is the root of the existing problems, the decline in public awareness to pay Taxes on Land and Buildings (PBB) is caused by a lack of socialization and efforts given by the government to the people in PBB. The lack of public awareness of paying PBB is evidenced by the PBB realization data which does not reach the target every year. Where from 2020 to 2022 it was recorded that the Medan Amplas District in the realization of PBB revenue did not reach the target. This study aims to analyze and describe the efforts of the Camats leadership in increasing public awareness to pay PBB. The research method used is descriptive with a qualitative approach. Data collection was carried out through interviews, observation and documentation. The data obtained were then analyzed qualitatively using the Trust and Leadership Theory of Stephen P. Robbins. The results showed that the sub-district heads lack of effort in providing counseling to the community,the sub-district heads figure was not good in the eyes of the community, The value of integrity shown by the camat is not so good, The character of the Camat in terms of benevolence is still not maximally felt by the community. Finally, the camats ability to influence the community is still minimal.

Abstract

The non-cash transaction policy on toll roads aims to improve services to toll road users. However, in the implementation process, several problems were found, such as traffic jams due to a lack of balances, machine errors at the toll gate and transactions made in cash. This study uses descriptive research method with a qualitative approach. Data collection techniques are carried out by onterviewing, observing, and recording documents related to the implementation of non-cash transaction policies on toll roads. The data obtained was then analyzed qualitatively by reviewing all data collected and supported by interview results. The results of the study were measured based on the Van Meter and Van Horn Implementation models. In standard indicators and policy targets, the implementation of the policy has not fully complied with the established standards so that the objectives have not been fully realized. Human resources carry out their respective functions and non-human resources in the form of equipment already exist and functioning at all toll gates. Communication between organizations and activity implementers shows that executors routinely coordinate and communicate with other stakeholders. The characteristics of implementing agents show that policy implementers know and understand the policy of non-cash transactions on toll roads. In terms of social, economic and political conditions, it was found that there were many road users whose awareness was still low and road users considered the MKTT toll tariff to be quite expensive. The attitude of the implementer in carrying out the non-cash transaction policy on the toll road is quite responsive when a problem occurs.

Abstract

Penyelenggaraan pemerintahan desa menjadi faktor penentu kemajuan suatu desa, untuk itu kapasitas dari penyelenggara desa sangat perlu diperhatikan terutama dalam pengelolaan dana desa. Dalam pengelolaan dana desa masih ditemukan kurangnya kemampuan aparatur desa dalam bidang pengelolaan keuangan desa. Kesulitan mengakses sistem keuangan desa dan ditemukannya aparatur yang tidak memahami tugasnya, hingga belum terwujudnya integritas dari setiap perangkat pemerintahan desa dalam mengelola dana desa. Tujuan penelitian ini adalah untuk mengkaji dan menganalisis kapasitas perangkat pemerintahan desa dalam mengelola dana desa di desa Percut Kecamatan Percut Sei Tuan Kabupaten Deli Serdang Sumatera Utara. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Adapun data yang diperoleh selanjutnya dianalisis secara kualitatif menggunakan dimensi kapasitas menurut Grindle. Hasil penelitian menunjukkan bahwa kapasitas perangkat pemerintahan desa Percut dalam mengelola dana desa belum optimal. Belum adanya integritas dan akuntabilitas dillihat pada dimensi peengembangan sumber daya manusia, penguatan organisasi dan reformasi kelembagaan.

Abstract

Community Leadership and Participation have important values in Development Planning. This study aims to determine the effect of village head leadership on community participation in development planning in Padang Bulan Village, Medan Baru District, Medan City. The type of research used is associative research using quantitative data analysis. The population that was sampled in this study was the people who were recorded as residents of the Padang Bulan Village, Medan Baru District, Medan City, amounting to 98 people. This research instrument uses a questionnaire with Likert scale measurements whose data will be processed by Structural Equation Modeling (SEM) analysis in the Smart Partial Least Square (SmartPLS) program, which consists of two models, namely, the measurement model (outer model) and structural model (inner model). The results showed that the leadership at the Padang Bulan Sub-District Office, Medan Baru District, Medan City was in the very high category. Community participation in development planning in the Padang Bulan sub-district, Medan Baru sub-district, Medan City is in the high category. The coefficient of determination (R Square) is 0.899 indicating the magnitude of the influence of leadership on community participation in development planning is 89.9% and the remaining 10.1% is influenced by other variables outside of this research. These results indicate that leadership has a positive and significant effect on community participation in development planning in Padang Bulan Village, Medan Baru Subdistrict, Medan City, where if leadership increases, community participation in development planning will also increase in Padang Bulan Village, Medan Baru Subdistrict, Medan City.

Abstract

The accountability of Padangsidimpuan city regional financial management in the Padangsidimpuan City Regional Financial and Asset Management Agency has several problems including weaknesses in the Internal Control System, non-compliance with statutory provisions, as well as problems, inefficiency, and ineffectiveness. 2019 is the fifth time that the City of Padangsidimpuan has received the title of Fair Opinion with Exceptions from the Supreme Audit Agency for North Sumatra Province. This study aims to analyze and describe the accountability of the city government, especially the City of Padangsidimpuan in managing regional finances. The method used in this study uses descriptive qualitative. Data collection techniques were carried out by interviewing and recording documents. The data that has been obtained is then analyzed qualitatively with the accountability theory approach proposed by Ellwood which is categorized to describe honesty and legal accountability, process accountability, program accountability, policy accountability. The results of the study show that in carrying out the duties and responsibilities of BPKAD employees guided by the duties and functions according to the Mayor's Regulation, the implementation of financial management activities is in accordance with the budget plan that has been made before, the Regional Revenue Policy and Expenditure Policy of the city of Padangsidimpuan are still unresolved, and the APBD preparation process, the time allotted in the procedure cannot be carried out according to the conditions in the field. The obstacle experienced by BPKD is the lack of Human Resources.

Abstract

The Mekar Baru Village Government formed a Village-Owned Enterprise (BUMDes) as the driving force for the village economy, but in its formation there was still minimal guidance from the Regional Government so that several problems emerged, including the lack of training provided to the community in managing BUMDes, lack of socialization to the community, lack of supervision carried out so that BUMDes are not running optimally and there is a lack of government assistance in providing solutions to problems faced by BUMDes. The purpose of this study was to find out how the Implementation of the Village Owned Enterprises (BUMDes) Program in Mekar Baru Village, Datuk Tanah Datar District, Batubara Regency. The research method used is descriptive with a qualitative approach. Data collection was carried out through interviews, observation and documentation. The data obtained were then analyzed qualitatively using the Implementation Theory of Van Metter dan Van. The results showed that Standards and Objectives of the BUMDes program are not clear because the local government has not formulated a clear implementation process. Resources are still lacking such as competent Human Resources in managing BUMDes. The communication of the Implementing Body built by BUMDes is still lacking. Characteristics of the Implementing Agency which does not show alacrity in inviting the community to participate in BUMDes activities. The economic environment influences the community to choose to participate in the BUMDes. The attitude of the Mekar Baru BUMDes executors who are slow to respond to the needs of the community. The attitude of the Executor as an Implementor is also not fast and responsive in resolving the problems faced by BUMDes Mekar Baru, this is due to the lack of funds owned.

Abstract

Land tax and rural and urban buildings should be potential enough to affect the increase in Medan City. However, the problem that occurs is that there are still people as taxpayers who do not pay because of the lack of awareness from the taxpayer community to pay taxes. People still think that officials often abuse taxes, people see no benefit because there are still many damaged roads. The purpose of the research in this study is to find out and analyze the participation of the community in paying land and building taxes in the Padang Bulan Selayang I Village, Medan Selayang District, Medan City. The research method used is descriptive with a qualitative approach. Data collection was carried out through interviews, observation and documentation. The data obtained were then analyzed qualitatively using the Oakleys Participation Theory. The results showed that the participation of the people of Outahan Padang Bulan Selayang I in paying Land and Building Tax can be seen from a good level of awareness in fulfilling their rights and obligations as citizens and the level of trust in the government. There is a contribution made by the community with the participation of the community in paying Land and Building Tax. The government organizes by socializing to the community that it is important to pay Land and Building Tax. The responsibility of the community is to obediently pay the Land and Building Tax and be timely in paying the Land and Building Tax.

Abstract

The occurrence of a natural disaster in an area is unavoidable. One great example of a natural disaster in Sumatera Utara is the eruption of Mount Sinabung. When a disaster occurs, it is necessary to carry out countermeasures, therefore the management of the Mount Sinabung eruption disaster is carried out by several agencies, one of which is coordination between the Karo Regency Regional Disaster Management Agency (BPBD) and the Karo Regency Social Service. This study shows the Karo Regency Regional Disaster Management Agency (BPBD) coordinates with the Karo Regency Social Service in dealing with the Mount Sinabung eruption disaster. The research method used is descriptive with a qualitative approach. Data collection was carried out through interviews, observation and documentation. The data obtained were then analyzed qualitatively using the Handayaningrats Coordination Theory. From the research results, it can be seen that the coordination of the Regional Disaster Management Agency (BPBD) with the Karo Regency Social Service in dealing with the Mount Sinabung eruption disaster still needs to be improved and improved. In terms of Relocation probem when before or after the Eruption occurred but it looks still lacking of communication between the Regional Disaster Management Agency (BPBD) of Karo Regency and the Karo Regency Social Service regarding their respective roles or tasks, the slow process of disaster management was caused by limited funds which resulted in the community not being aware of any assistance in Relocation during the Erupstion of mount Sinabung.
