Abstract

Indonesia has been promoting biomass energy development to improve its energy security effort. One of its strategies is promoting small scaled community based wood pellet industry (WPI). This research used qualitative design and aims to study the development of Bangkalan Biomass Model Project (BMP), a case of community based WPI which combinesthe issues of  critical land rehabilitation, carbon sequestration, community development, and enhancement of local community’s socio-economic condition. This research discuss about signsin project impacts, how its secure the partnership among involved stakeholders, and its supporting and constraint factors. Result show that Bangkalan BMP does shows adequately good sign on to critical land rehabilitation effort in Geger Sub Distric, Bangkalan although in small numbers. The partnership among involved stakeholders is found to be not effective due to local government’s lack of participation and support. Project’s multi-benefits and integrated concept and high social capital of geger bangkalan local community have identified as Bangkalan BMP’s supporting factors while lack of finance, ineffective partnership, and under-developed wood pellet local market have been identified as project’s constraint factors.

Abstract

The consequences of fiscal decentralization on basic education outcomes are always debatable. Yet, its consequences on student dropout rates remain questionable. In this paper, we examine why fiscal decentralization in Indonesia has not effectively reduced student dropout. Mixed method analyses combining the Indonesian National Socioeconomic Survey (Susenas) 2002-2014 and two case studies in the districts of Sleman and Yogyakarta are used to explore the reasons for which fiscal decentralization has not reduced student dropout in Indonesia. Instead of reducing student dropout, we found that fiscal decentralization increases the risk of student dropout at the elementary school, transitional and junior secondary school levels. We found lack of fiscal capacity, inefficiency of educational budget allocation, and technical inefficiency in program implementation to be the main challenges that prevent district governments from effectively reducing student dropout.

Abstract

Decentralization has helped to increase quality of public service to be more responsive and accountable to its local people, but many still question its effectiveness especially in developing coutries. Since 1998, Indonesia has applied decentralization to manage the government, the drastic shift from strong centralization to decentralization has brought question on its effectiveness. This paper presents normative and empirical evidence on decentralization to public service delivery in Indonesia. It analyzes of curent theories and application that support the scheme on how decentralization may reduce ineficiency and ineffeciveness in public service provision. Drawing from articles, the researcher found that efficiency can be increased by providing institutional change to improve accountablity of public service provision. It is recommended that local government should assign specific local bureaucrats to hold reponsible for certain public service that will lead to strong involvement of society and bureaucrats in improving public service provision. The quick bureaucrat response and proper innovation should create strong public service demand on better public service provision and therefore, put high pressure on elite and bureacrats to be more responsive and accountable in managing this service.

Abstract

This study want to explore the link between decentralization and rice production. Also Analyses the effectiveness of local government policy in controlling rice production. To examine this aim, it need to determine the factor influencing rice production in Indonesia which is then used to analyze the linkage with decentralization in Bali Province. In order to determine the significant factor influencing rice production, Linear Regression Analysis is used. This study tried to answer two research question, which are (1) What is the significant determinant factor that influencing rice production in Indonesia. and (2) How is the relationship between decentralization and rice production in Bali Province. This study used secondary data analysis. Data collected from Indonesia Statistic Agency, FAO, Worldbank and other necessary document. The result of this test shows that the R square is 0.995.  It means that the determinant factors are significantly influence the rice production in Indonesia, especially for rice area and fertilizer used. The agricultural employment is not significantly influence the rice production. Local government need to be more aware and sensitive of their people need, otherwise the people need to be more active through participation community.

Abstract

This paper aims to explore the concept of forest governance practices at site level in Indonesia. It carried out content analysis by analyzing governmental regulations and related case studies from various authors. Indonesia recognizes four kinds of forest governance at site level such as hutan tanaman rakyat, hutan desa, hutan kemasyarakatan and kemitraan. All forms need local community involvement. The former three have connection with government, meanwhile the latter involves forest-related license. Some studies show their positive impact not only for community livelihoods but also for forest ecosystem. However, the common problems emerged from these implementations are characterized by weak local capability and bureaucratic process.

Abstract

This research is aimed to address how the patterns of partnership between government and civil society in waste bank program in Perumahan Wilis Indah II Kota Kediri, how its role, the process of what has been conducted in achieving the success of the partnership, and the benefits of each actor and the target group that existence in the partnership. This study used qualitative approach, particularly descriptive analysis. Primary data was collected from interviews, and field observations. Secondary data was collected from documents to complement primary data related to the focus of research such as Act No. 18 Year 2008, Mayor Regulations, Mayor Decisions, Head of SKPD Decisions, RPJMD Kota Kediri, Kediri Waste Characteristic Studies, and Kediri in Figures. This study revealed the partnership amongst government, private, and society use principle of mutual benefit partnership with synergistic partnership. The roles of government, civil society, and NGOs in general they are together make planning and execute the project. In particular, the government has roles as a motivator, endorsement of commitment, setting the rule and law, and also accompany to both physical and non-physical action. For the NGO role is providing assistance in physical and non-physical action and society as waste bank operator. Based on the process condition theory of which is states that to ensure the success of the partnership there are 12 conditions that should be fulfill, in fact the partnership in waste bank of Sri Wilis Kediri is not all the same as in theory.

Abstract

This paper aims to explain the implementation of smoke free policy in Palembang city. The research method uses qualitative research type sourced from human instrument, event and document. Data collection technique with indepth interview, observation, and documentation.  The results of this study revealed that Implementation of smoke free policy in Palembang City has been implemented but there are still obstacles in the context of implementation such as lack of human resources, and implementation of local regulation KTR (no smoking area), lack of coordination between the Head of Institution and employees and the implementation of Justice Session to KTR offenders only limited to the provision of a reprimand, no one has been given administrative sanctions. So it is still found violations committed by tenants and visitors who smoke in the region without cigarettes. Factors that support the Implementation of local regulation KTR, including: has accommodated the Implementers of Policy Implementation, Head of Agencies and Public Interest. Availability of local regulation KTR stickers or the establishment of Internal Supervisory Team in Government Agencies in order to involve all security/Security Officers without exception.

Abstract

In order to expand the pineapple market, the government introduced a new variety to Kediri District in 2011. The pineapple market was expanded successfully, but the supply of the new variety was not able to meet the demand, owing to the low production. This study describes the socio-technical aspects of the new variety introduction. The data were collected in two villages in Ngancar Sub-District, providing 86 samples of pineapple farmer households. From the result, for developing pineapple, new variety introduction which promises economic benefit needs to be conducted. Making sufficient seedling available in the early stage of new variety diffusion is substantial. In addition, the role of extension personnel and other parties, e.g. cooperatives, is important to supporting pineapple development.

Abstract

Whether decentralization is good for reducing communal conflict is still debatable. This study examines the linkage between three types of decentralization and communal conflict in Indonesia. Data come from the Village National Census (Podes) 2008-2014 (N=234,717).  Results of multilevel logit regression shows that only administrative decentralization that significantly associated with reducing communal conflict, while fiscal and political decentralization are not. The findings suggest that decentralization work for reducing communal conflict through better capacity of local bureaucrats.

Abstract

The rapid growth of technology has turned the government policies and strategies toward e-government. The e-government somehow believed will enhance the performance of governments. The objectives of this study are to examine the practice of e-government system in Indonesian Local Government. Although Balangan Regency has adopted e-government, however the system is not developed as expected. This research concludes that, critical issues face in the application of e-government in local government is not just technical problems, but more to the management of the system and people awareness. Central government is need to intervene for a better adoption of e-government in local government.
