This paper aims to explore the challenges of e-procurement implementation and how to overcome these challenges in infrastructure project of Ministry of Public Work and Housing. This study used secondary data analysis such as blue print, activity report, performance report and financial report. The data were collected on January 2018. The findings show that there are two key challenges of e-procurement implementation. Challenges in system specification are not only related to software integration and data management, but also legal and administration procedures and IT infrastructure. Challenges in implementation management are related to roll-out strategy and IT skills. However, there is no issue in IT outsourcing. Findings also show that there are impacts of e-procurement implementation on total cost of acquisition, organizational characteristics, and governance structure. Challenges can be overcome by establishing integrated e-procurement system and centralized database.

This study aim to analyze and describethe linkage of customer satisfaction and quality servicethat attracted some studies since few years ago through different approach in one of Science Center or called as educational tourismin Asia Pacific, Taman Pintar Yogyakarta, with approach called asmixed methods. Dominantly, quantitative methods used in this research analyzed by Partial Least Square model described through Cartesians diagram and qualitative method analyzed by interactive model data and strengthened by Force Field Analysis. The result shows that indicators of customer satisfaction called as SERVQUAL (empathy, reliable, tangible, responsive, and assurance) has a significant influence towards customer satisfaction which is indicates by feel of believe, happy, revisit and recommend. The results is explained that both of service quality and customer satisfaction are closely related even both are independent, also implied that the increasing number of one item is likely indicate an increasing number in another.

A complicated and rigid public service is a characteristic of bureaucracy.Besides that, public service that is not transparent and accountable will create a bureaucracy as an ineffective and inefficient organization. It will raise corruption, mal-administration, and service discrimination to the society. Government of Bojonegoro regency as society servant has own strategy to solve that problem. Open Government Partnership becomes a strategy implemented by bureaucracy in Bojonegoro regency. It is because this strategy has not been implemented yet. This research is aimed to know how Bojonegoro’s bureaucracy solves the problem by using Open Government Partnership in the context of public service. This research uses an approach of electronic government and bureaucracy reformation. A qualitative-descriptive method is used in this research as a data analysis in the field. The process of collecting data is supported by observation, literature review, interview, and documentation. The result of this research is strategy of Open Government Partnership using variables such as; transparency, participation and collaboration to create a successful bureaucracy reformation. Transparency also becomes an essential value on each service and policy implementation because the government involves the society to decide a case. The government conducts some collaboration in order that all society elements can work together with them to realize bureaucracy in Bojonegoro regency.Strategy of Open Governement Partnership takes Bojonegoro regency to represent Indonesia in the event of innovation promotion of OGP in the international level. Â

This research is intended to analyse the readiness of non-IT staff toward e-government programs. It is located in Denpasar Municipality. The method employed in this study is quantitative in nature with questionnaires distribution. There were 111 respondents who participated in this research. The data analysis method used is Unified Technology Acceptance of Use Technology Model (UTAUT), which is calculated by Partial Least Square and Force Field Analysis. The result is from 15 hypotheses, only 4 are accepted. From Partial Least Square calculation, facilitating condition and social influence are determined as the most dominant and significant variables. Furthermore, through force field analysis, facilitating condition is determined as the driving force, and social influence as the restraining force. TNB total score for the driving force is 8.51, while restraining force TNB total score is 5.37. Thus, the driving force for TNB total score is 3.15 point higher than the restraining force. On the scale 0-5, non-IT staff‘s readiness toward e-government programs is considered moderate. However, if we see each TNB score, we can see that each variable has low score. Hence, it is appropriate to formulate strategy focusing on facilitating condition and social influence.

Lack of clean water and sanitation infrastructure systems is a major problem in most developing countries. One of the policies implemented by the Central Government through the Ministry of Public Works is the Special Allocation Budget on Community-Based Environment Sanitation Program for domestic wastewater infrastructure, and drainage for the poor in rural areas or slums. The purpose of this study is to analyze implementation, supporting and inhibiting factors of community-based environment sanitation program in Kepulauan Selayar regency using a case study conducted in benteng sub-district. This study found that implementation of community-based environment sanitation program in benteng sub-district, Kepulauan Selayar Regency has been successfully implemented, but still found the inhibiting in the implementation. The successful implementation can be seen from the actors of this policy implementation completely carried out their duties and responsibilities, the funding and programs from regional government and central government, support the mechanism of the implementation run smoothly in accordance with the provision.Â

This systematic literature review is purposed to elaborate why decentralization works and does not works? The results show that decentralization will increase public services at sub national level or local government when certain conditions exist. Empirical findings across developing countries in last decades show that decentralization will benefit for improving local public services when competitive and fair local election, transparency, checks and balance, citizen participation and community social capital exists. Capacity of public servants and availability of basic infrastructures is also key conditions for effective decentralization across developing countries.

This study for the first time examines the relationship between health information inequalities and child healthcare access in Indonesia, a developing country has been cited as one biggest emerging Internet users in the world. Data come from the Indonesian National Socio-Economic Survey (Susenas) 2013, which comprises 1.25 million individuals, 250 thousands households, and 497 districts. The results of descriptive and instrumental variable analysis indicate trend of widening disparities across socio-economic status and geographical areas in Internet and child immunisation access. A strong evidence for the causal flow running from a mother’s access to Internet to child immunisation is found. All instruments are highly correlated with mother’s access to Internet but uncorrelated with child immunisation. Supply factors across districts – particularly village health posts (posyandu) – are associated with child immunisation. The results are robust against individual, household and district socio-economic characteristics associated with child immunisation access. The results suggest that increasing mother’s access to Internet may bridge child immunisation disparities in Indonesia.

This paper aims to describee how the implementation of E-Government within public service provision in Pontianak City, West Kalimantan, Indonesia. This paper empirically investigated the implementation of e-Government by conducting a content analysis of the website portals developed by agencies under the jurisdiction and direction of Pontianak Municipality. The findings of the paper indicate that most of websites developed by government agencies vary in terms of e-government categories consisting of G2C, G2B, G2G, G2N, and G2E. In addition, those are in enhanced presence stage that means only employ e-Government to provide dynamic, specialized and regularly updated information. Based on the results, this paper suggests that the government needs to develop standards for agencies in terms of website design to optimize and promote the sustainable development through the benefits offered by e-Government. Despite having an important contribution for academics and practitioners, this study produced rather limited results because the author conducted the research only on agencies in a local government sphere, that is Pontianak Municipality. Therefore, it is highly recommended for further studies to do the research on a wider scope.

This study aims to analyze and to describe (sustainable) tourism development in Pati Regency as well as the roles of each tourism stakeholders within, by using qualitative research method. This research utilized both primary and secondary data. This study found that tourism development in Pati Regency is still in the early stage of development however, it is potential to be further developed toward sustainability, because the basic principles of sustainable tourism are already exist in which tourism stakeholders in are actively participates in the tourism development and coordination among them is present as well. Moreover, through decentralization and participatory development implementation, Pati regency tourism development is in the right direction toward sustainability.

As a manifestation of decentralization, the purpose of local original revenue is to give authority to local governments to fund the implementation of regional autonomy in accordance with regional potential. With the regional autonomy policy, all regions are expected to be able to maximize their financial capabilities so that they can fund all government affairs in the regions independently. The purpose of this study was to analyze the contribution of local original revenue to regional financial independence. The research method used is a descriptive method with a quantitative approach, where the research was conducted on the Regional Financial Management Agency of Ciamis Regency. Even in this study will compare the results of research conducted in several other regions in Indonesia as well as in several regions in other countries. The results showed that the contribution of regional local revenue to regional financial independence in Indonesia was still low. The same conditions in several countries in Africa and Europe, where regions are still dependent on funds transferred from the central government, to carry out development and services to other publics
