Abstract

This Study aims to learn about the strategic management of Ministry of Foreign Affairs in the making of financial statement. It was carried out in Financial Bureau of Ministry od Forein Affairs in Jakarta. The result reveal that the strategic management process in the making of financial statement in the Ministry of Foreign Affairs are consist of strategy formulation, strategy implementation, and strategy evaluation. The important point to be noticed is the stakeholder analysis hadn’t been used properly and the TOWS matrix wasn’t used to formulate strategy development.

Abstract

Municipal solid waste management policy still be a big problem in developing worlds.  However, How to deliver and implement policy is still debatable. This study examines how the strategy of the municipal city in Managing Municipal Waste in Parepare City, South Sulawesi Province, Indonesia. This study laid the Edward III ‘ theory in adressing the implementation of policy base on 4 (four) major factors: communication, resources, disposition, and bureaucratic structure.  This study examines the strategy of Parepare city government in combating muncipal waste under those 4 (four) aspect.  Data come from the 5 key informants and other official municipal is statistics of Parepare city. Results of this study show that communication, resources, disposition, and bureaucratic structure significantly interrelate each other and support the strategic in implementing the policy in municipal waste management of Parepare City. The findings suggest that communication, fitting bureacratic structure, use of technology, and works in strategy through better collaboration among city agencies, and strengthening citizens’ awareness in winning and regaining beautiful city award, as like Adipura.

Abstract

A good plan is needed as a guidance of development activity. Development planning forums (Musrenbang) which involve local community are held annually and in hierarchy from the lower level (Village) to higher level (National) in Indonesia. This research aims to determine the level and the factors influencing community participation in District Musrenbang. The method is quantitative by using Partial Least Square (PLS) analysis. The research finds that the community participation in Sumbermanjing Wetan District Musrenbang is in the fifth rung of Arstein’s Ladder of Participation namely placation. According to PLS analysis result, the factors influencing community participation in District Musrenbang are culture, educational level, income, perception, and communication.

Abstract

This research aims to analyse and explain the effect of Superleader on Work Satisfaction; the effect of Superleader on work performance; and the effect of Work Satisfaction on Work Performance. The number of samples used in this research is 240 people. The data is analysed by using Generalized Structured Component Analysis (GSCA). The result shows that Superleader has both positive and signifficant effect on work satisfaction, Superleader has positive effect but insignificant on work performance, and Job satisfaction has a positive and signifficant effect as well on work performance. While the indirect relationship between Superleader and Performance mediated by Job Satisfaction based on Sobel test shows significant effect.

Abstract

This paper examines how the local authorities strategies to develop coastal tourism using Integrated Coastal Zone Management as a sustainable tourism in Pangkalpinang City that can give benefits for social, economic, and environmental, and can overcome the constraining factors that authorities faced. The results show that for development is not running well in practice, in so far as strategic planning should be consistent among strategies, goals, orientation, and implementation. This is a challenge for local authorities to be able to coordinate with the private sector and local communities in developing sustainable tourism.

Abstract

Research on the linkage between the infrastructural development and poverty reduction has not expanded as the studies on the impact of infrastructural development towards economic growth yet Indonesian government takes the infrastructural construction as one of main policies to eradicate poverty. Therefore, this paper attempts to examine whether the infrastructural development is an effective policy to reduce the poverty incidence in Java Island, Indonesia, the homes of the most number of poor people in within the nation compared to other major islands. Panel data regression was performed by using the macroeconomic data in Java Island from 2002-2012 to answer such question. The statistical results proves that household access to basic infrastructures more significantly contribute to poverty alleviation than the government expenditures for specific allocation that in some parts used for the enhancement of infrastructure. Surprisingly, the government expenditure for infrastructure increases the poverty prevalence within the island. The policy recommendation that can be proposed from this research is that the government should formulate more effective mechanism to make the government expenditure an effective tool to alleviate poverty and increase the percentage of budget sharing to sub-national level within the framework of fiscal decentralization.

Abstract

The Indonesian government enacted a mandatory national standardization (Standar Nasional Indonesia, SNI) policy for deformed steel bars in 2008. This policy provides the assurance of supplying safe and reliable products for consumers especially in the construction sector. At the same time, the SNI policy can create non-tariff barrier to trade as it raises the cost of compliance. While tariffs are being increasingly eliminated, the government may choose to use standardization as a tool to protect national industries. This paper analyzes the effect of SNI policy as technical barriers on import values using an auxiliary gravity model. This paper applies panel data on steel imports to Indonesia from the eight major exporting countries between 2000 and 2014. The results of the gravity model reveal a negative impact of the SNI policy on the steel import value in Indonesia across all eight main exporters. The findings support the commonly held view that national standards are an impediment to trade.

Abstract

The purpose of this paper is to summarize the current state of research on organization’s support for transferred employee during relocation by identifying and analyzing issues about work relocation. And to present the alternative approaches in handling relocation to be more supportive toward employees. This research used systematic literature review method to conduct a brief selective review of relocation theories and its applications. The results obtained, based on literature reviews and analyses, are the identification of several issues about employee relocation such as stress, relocation packages/programs, willingness to relocate, perceived organizational support (POS), family issue - spouse and children, and politics in transfers. The findings suggest that organizations should be more supportive toward employees.

Abstract

Placement of structural officials in the Momahe City administration still holds the problem. The problem occurs because there is a different legal basis used in the placement of structural officials. For appointment of echelon II / b officials using PAN-RB Regulation no. 13/2014 on openly charging the Office of the Leader. As for the placement of Echelon III and IV still use Government Regulation no. 100/2000. In this last rule the role of the Agency for the consideration of position and rank is very dominant. This dominance led to the imposition of Echelon II structural officials under the prone to bureaucratic politicization. Novelty of this research is to see the reality of the problem of placement of structural positions by looking at the relationship between the elements with each other with systems thinking approach. This study aims to create a model of organizing the placement of structural positions in the city government Momahe. The results showed that systemically the placement of structural officials based on merit showed two behaviors, namely reinforcing and balancing.
Decentralization and Poverty in Indonesia: The Case of Karo District Pandia, Sejahtera

Abstract

This study examines the link between decentralization and poverty. This study takes Karo District, an agricultural region, compared with Indonesia and North Sumatra Province. The result reveals that poverty rate is declining during 2002 to 2012 in Karo, North Sumatra Province and Indonesia. There is an opinion that with or without decentralization poverty tends to decrease because of industrialization accompanied by labor migration. North Sumatra and Indonesia as a whole support the opinion that industrialization may be a tool to overcome poverty, but it not the case for Karo. Industrialization has not been a “vehicle” to poverty reduction in Karo since it has not undergone any industrialization. The equality of inter-regional fiscal capacity, the stepping-up of local people’s participation and the improvement of local administrative apparatus seem to have had a positive impact on poverty reduction in Karo.
