Abstract

This research aims to identify the causes, impacts and mitigation strategies for delays in multi-storey building construction projects. Construction project delays are a common problem that can result in increased costs, reduced reputation, and conflict between stakeholders. This study uses a combination of quantitative and qualitative approaches, involving 100 respondents consisting of project managers, contractors, architects and other stakeholders, and analyzing data through questionnaire surveys, in-depth interviews and case studies. The research results identified five main causes of delays: ineffective planning and scheduling, lack of resources, design and specification changes, financial problems, and weather and field conditions. The impacts resulting from delays include increased project costs, decreased contractor reputation, and conflicts and disputes between related parties. Effective mitigation strategies include increased detail and realism in planning, use of technology such as Building Information Modeling (BIM) and cloud-based project management systems, proactive risk management, effective resource management, and regular training programs for the workforce. This research concludes that by implementing these strategies, delays in multi-storey building construction projects can be minimized, increase project efficiency, and ensure project completion according to the predetermined schedule and budget. These findings provide valuable insights for practitioners and academics in the field of construction management to overcome the problem of project delays. Abstract

World Health Organization (WHO) once declared Mpox a Public Health Emergency of International Concern (PHEIC). The cumulative number of cases as of September 26th  2023 was 90,618 cases with 157 deaths reported from 115 countries. Until the 51st week, Indonesia reported 71 cases with 56 recovered cases.  Port Health Office (KKP)of Dumai as one of the points of entry at the country's entrance is required to be able to implement disease prevention. The aim of this research is to describe the preparedness of the KKP Dumai in facing the risk of the Mpox disease outbreak entering through the Dumai port. The method in this research is qualitative, with 3 informants, taking informants based on purposive sampling. The research results show that human resources at the KKP  Dumai are sufficient and their competence is also adequate, but there is a need to refresh the Rapid Action Team. In terms of facilities and infrastructure, they are sufficient and in good condition. However, the use of thermal scanners at passenger ports needs to be paid more attention because the results are influenced by environmental temperature, and the KKP Dumai does not yet have an isolation room. In terms of coordination, it needs to be improved again. Existing contingency plan documents need to be simulated and there is no cooperation document between the KKP and RSUD. The conclusion of this research is that Port Health Office i Class II Dumai is not yet optimal in carrying out its preparedness, therefore it is necessary to form a TGC Decree, improve coordination with cross-sectors and cross-programs.Keywords: Preparedness, Coordination, Mpox, facilities & infrastructure, human resources

Abstract

Based on Presidential Decree Number 33 of 2012, the government established a forum called the Legal Documentation and Information Network (JDIH), where the National Legal Development Agency of the Ministry of Law and Human Rights is the Center for the National Documentation and Information Network (JDIHN). As an implementation of Presidential Decree Number 33 of 2012, the National Legal Development Agency of the Ministry of Law and Human Rights issued Regulation of the Minister of Law and Human Rights Number 2 of 2013 which was subsequently amended by Regulation of the Minister of Law and Human Rights Number 8 of 2019 concerning Standardization of Technical Management of Legal Documentation and Information. Regulations regarding JDIH are further regulated in Minister of Home Affairs Regulation Number 2 of 2014 concerning Management of the Legal Documentation and Information Network of the Ministry of Home Affairs and Regional Government. Based on the explanation above, it appears that there are 2 (two) implementing regulations for Presidential Decree Number 33 of 2012, namely Minister of Law and Human Rights Regulation Number 8 of 2019 concerning Standardization of Technical Management of Legal Documentation and Information and Minister of Home Affairs Regulation Number 2 of 2014 concerning Network Management Documentation and Legal Information of the Ministry of Home Affairs and Regional Government. The existence of more than one implementing regulation creates a conflict of norms, especially in the implementation of regional legislative programs, which of course will give rise to multiple interpretations for regional governments, which regulations must be followed or prioritized in implementing information disclosure, especially information about regional legislative programs. Keywords: Regional Legal Products, Network, Documentation, Information, Law
