The purpose of this study was to analyze the application of coffee farmer community empowerment through ACTORS theory based on the Pentahelix model as economic optimization of Kemiri Village, Panti District. Jember Regency is famous for its natural wealth, one of which is coffee plantations scattered throughout the region. Panti District is one of the coffee-producing areas and is included in the top 5 coffee producers with a potential harvest area of 149.70 with total coffee production in 2020 of 121.95 quintals (BPS Jember, 2021). One of the villages that have the potential for coffee is Kemiri Village. However, the existing potential has not been able to improve the standard of living of the community, especially coffee farmers (observation results, 2022). This problem can certainly be overcome and has relevance through ACTORS Theory and Pentahelix models which can be implemented for Kemiri Village coffee farmers. This research was conducted using a qualitative type with purposive and snowball sampling. The primary data was obtained through interviews and direct observation of the object of research. Secondary data is indirect data obtained from publications, documentation, journals. Through this research, it is hoped that researchers will be able to analyze the application of community empowerment for coffee farmers to be able to support the economy of the local community.

The purpose of this study is to explain the digital transformation of Indonesian micro and medium enterprises (SMEs) through descriptive data analysis on the implementation of the Indonesian quick response standard (QRIS) through the end of 2021. The implementation of QRIS in Indonesia increases literacy and electronic financial inclusion among Indonesian SMEs, attempting to make it easier for the government to conduct better monitoring of SME transactions. The development of QRIS, which began in 2019, has proven to be capable of improving the documentation of digital financial inclusion of SMEs with 14.78 million merchants, the majority of whom are SME merchants, specifically micro business merchants (UMI), small business merchants (UKE), and medium business merchants (UME). Similarly, SMEs dominate in terms of volume and nominal transactions. This descriptive analysis will provide an overview of the evolution of SME digitization in Indonesia, which market players and regulators can use to develop policies and strategies for the future of SMEs.

DAK Fisik is a source of funds provided by the Central Government to support Regional Government Development. In 2021 in 3 Sub Regional/Local Governments within the scope of the Metro KPPN payment area, there are still obstacles to the distribution of DAK Fisik where in the 3 Regions the average Realization and Absobsion for DAK Fisik is only 81.91% in 2020 and 92.93% of the available ceiling in 2021. The biggest obstacle in distribution in the period 2020 and 2021 is the COVID-19 pandemic condition which limits the space for the implementation of distribution activities and the procurement process for goods and services that are required to use e-procurement but the goods needed in the E-Procurement application are not yet available.

In 2011, the OECD published a Compliance Risk Management (CRM) guide that countries worldwide can use to mitigate the level of taxpayer compliance risk. In 2019, the Directorate General of Taxes began implementing a national-scale CRM using computerization, especially in tax audits. Using the Compliance Risk Management model in tax audit activities is a step forward because the Directorate General of Taxes has implemented technology according to OECD recommendations. This study aimed to determine the tax audit system before and after implementing the Compliance Risk Management (CRM) model and assess the impact of implementing the Compliance Risk Management model on tax audit activities in Indonesia. This study also aims to determine the obstacles and effects of implementing Compliance Risk Management (CRM) on tax audits in Indonesia. This research is a qualitative descriptive study with data collection methods through library research and interviews. The results of this study reveal that implementing the Compliance Risk Management (CRM) model has a positive impact, especially on the process before the tax audit. The Compliance Risk Management (CRM) model can help to set priorities based on the level of taxpayer risk.
