Abstract

This study aims to find out the form of optimizing the supervision of the Southeast Sulawesi regional inspectorate on budget implementation during the Covid-19 pandemic and to find out the results of the Southeast Sulawesi Regional Inspectorate's supervision of budget implementation during the Covid-19 pandemic. The method used in this study used a qualitative descriptive method. The results of this study indicate that the optimization of the supervision of the Southeast Sulawesi Province Inspectorate on the implementation of the use of the Covid-19 budget, shows that the Inspectorate's supervision on the management of the Covid-19 budget is going quite well. This can be seen from the development of the results of the supervision carried out during the evaluation period until the follow-up, there was an increase in findings from 3 recommendations to 10 administrative compliances. The results of the Supervision of Refocussing and Reallocating the Regional Budget to the Southeast Sulawesi Provincial Government showed that at the evaluation stage carried out by the Inspectorate, there were still many administrative and material negligence carried out by the Southeast Sulawesi government. The results of the Supervision of the Implementation and Designation of Handling in the Health Sector, Social Sector, and the Handling Economic Impact Sector from the Aspects of Timeliness, Quantity, and Quality, still found negligence in the implementation, this resulted in several recommendations that needed to be followed up immediately.AbstrakPenelitian ini bertujuan untuk mengetahui bentuk optimalisasi pengawasan inspektorat daerah Sulawesi Tenggara terhadap pelaksanaan anggaran dimasa Pendemik     Covid-19 dan untuk mengetahui hasil pengawasan Inspektorat Daerah Sulawesi Tenggara terhadap pelaksanaan anggaran dimasa Pendemik Covid -19. Metode yang digunakan dalam penelitian ini menggunakan metode deskriptif kualitatif. Hasil penelitian ini menunjukan bahwa Optimalisasi pengawasan Inpektorat Provinsi Sulawesi Tenggara terhadap pelaksanaan penggunaan anggaran Covid-19, menunjukan bahwa pengawasan Inspektorat pada pengelolaan anggaran Covid-19 berjalan cukup baik. Hal ini, terlihatan  dari pengembangan  hasil pengawasan yang dilakukan pada masa evaluasi sampai pada tindak lanjut terjadi penambahan temuan dari 3 rekemndasi menjadi 10 kelalayan admnistrasi. Hasil Pengawasan Refocussing dan Realokasi APBD pada Pemerintah Provinsi Sultra menunjukan  bahwa pada tahapan evaluasi yang dilakukan Inspektorat masih banyak menemukan kelalaian secara administrasi dan materil yang dilakukan oleh pemerintah Sulawesi Tenggara. Hasil Pengawasan terhadap Pelaksanaan dan Peruntukan Penanganan Bidang Kesehatan, Bidang Sosial, dan Bidang Penanganan Dampak Ekonomi dari Aspek Ketepatan Waktu, Jumlah, dan Kualitas, masih ditemukan kelalaian dalam pelaksanaannya hal ini mengakibatkan beberapa rekomendasi yang perlu segera ditindak lanjuti.

Abstract

The Pekanbaru City Government Office Expansion Policy is one of the efforts made by the Pekanbaru City government to realize equitable development in the outskirts of Tenayan Raya District. It is hoped that the expansion of the government office can trigger development and development in Tenayan Raya District. The purpose of this study was to determine the effectiveness of the Pekanbaru City government office expansion policy in realizing equitable development and identify factors that support the implementation of this government office expansion policy. To achieve this goal, this study uses interactive analysis techniques with qualitative research types and the required data, both primary and secondary data obtained through interviews and documentation, are then analyzed based on research problems. This study shows that first, the policy for the expansion of Pekanbaru City government offices in the context of equitable development has been effective in terms of five indicators, namely Right Policy, Right Implementation, Right Target, Right Environment, and Right Process. Second, the supporting factors, namely the coordination between related parties is well established and the support from the community.Abstrak Kebijakan Perluasan Kantor Pemerintahan Kota Pekanbaru merupakan salah satu upaya yang dilakukan pemerintah Kota Pekanbaru untuk mewujudkan pemerataan pembangunan di daerah pinggiran Kecamatan Tenayan Raya. Diharapkan perluasan kantor pemerintahan tersebut dapat memicu perkembangan dan Pembangunan di Kecamatan Tenayan Raya. Tujuan dari penelitian ini adalah untuk mengetahui efektivitas dari kebijakan perluasan kantor pemerintahan Kota Pekanbaru mewujudkan pemertaan pembangunan serta mengidentifikasi faktor-faktor yang mendukung pelaksanaan kebijakan perluasan kantor pemerintahan ini. Untuk mencapai tujuan tersebut, penelitian ini menggunakan teknik analisis interaktif dengan jenis penelitian kualitatif dan data-data yang diperlukan baik data primer maupun data sekunder yang diperoleh melalui wawancara dan dokumentasi kemudian dianalisis berdasarkan masalah penelitian. Penelitian ini menunjukkan bahwa pertama, kebijakan perluasan kantor pemerintahan Kota Pekanbaru dalam rangka pemerataan pembangunan telah efektif dilihat dari lima indikator yaitu Tepat Kebijkan, Tepat Pelaksanaan, Tepat Target, Tepat Lingkungan, dan Tepat Proses. Kedua, faktor pendukung yaitu koordinasi antara pihak-pihak terkait terjalin dengan baik serta adanya dukungan dari masyarakat.

Abstract

Program Kartu Indonesia Pintar Kuliah (KIP-Kuliah) adalah sebuah program yang memberikan dukungan  keringanan biaya dalam sektor pendidikan dari negara bagi peserta didik tamatan SMA/SMK/MA/Sederajat yang mempunyai keinginan belajar yang baik, tetapi memiliki dependensi perekonomian keluarga dan ingin meneruskan ke jenjang pendidikan yang lebih tinggi baik D3, D4 maupun S1. KIP-Kuliah dibuat oleh pemerintah sebagai pelengkap dari program Bidikmisi, yang bertujuan membantu  masyarakat miskin untuk terus mengenyam pendidikan tinggi. Penelitian ini bertujuan untuk melihat implementasi program kartu indonesia pintar kuliah di Universitas Riau dan mengetahui faktor pendukung pengimplementasian tersebut. Metode penelitian yang digunakan adalah metode kualitatif deskriptif serta menggunakan teori implementasi kebijakan menurut George Edward III yang terdiri dari beberapa indikator yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian ini adalah ditemukannya kekurangan yang menjadi perhatian untuk perbaikan yaitu pada sosialisasi sehingga implementasi program KIP belum berjalan secara maksimal di Universitas Riau. Adapun faktor pendukung dalam implementasi program KIP di Universitas Riau diantaranya adalah komunikasi antar pelaksana, sumber daya manusia, sumber daya anggaran, sumber daya peralatan, sumber daya kewenangan, disposisi, dan struktur birokrasi. Peneliti memberikan saran agar komunikasi khususnya sosialisasi dapat ditingkatkan agar implementasi program ini dapat berjalan secara maksimal.

Abstract

This study aims to describe the management of village funds in the village of Wamboule, North Buton Regency and to describe the implementation of the development of the village of Wamboule, North Buton Regency. The data analysis method used in this research is descriptive qualitative. This study uses data sourced from primary and secondary data. The results of this study state that the management of village funds in Wamboule village, North Buton Regency can be said to be good based on three indicators, namely planning, implementation and accountability in accordance with the mandate of Government Regulation of the Republic of Indonesia Number 8 of 2016 concerning the second Amendment to Government Regulation of the Republic of Indonesia Number 60 of 2014 concerning Village Funds sourced from the State Budget and Expenditure Revenue. The implementation of the development of the Wamboule village, North Buton Regency in 2020 is going well based on the aspect of development and the use of the budget in accordance with the plan. In the implementation of development, the Wamboule village government always involves the community in both physical and non-physical development.

Abstract

Salah satu tujuan program inovasi desa adalah meningkatkan kualitas penggunaan Dana Desa melalui berbagai kegiatan pembangunan yang merupakan bagian dari komitmen pemerintah untuk menyediakan akses dalam mengelola potensi desa dan meningkatkan kesejahteraan masyarakat. Potensi objek wisata, perkebunan kelengkeng, bawang serta pengelolaan pupuk organik di Desa Kuala Sempang Kecamatan Srikuala Lobam Kabupaten Bintan dapat dimanfaatkan melalui desa berinovasi karena memiliki potensi yang dapat  membantu ketahanan ekonomi masyarakat. Tujuan penelitian ini mengetahui Strategi Kemandirian Desa Melalui Program Inovasi Desa. Penelitian menerapkan pendekatan kualitatif. Hasil penelitian 1) Kondisi sosial budaya masih mencerminkan kelenturan pada budaya asli di desa Kuala Sempang dan program yang dijalankan memperoleh dukungan masyarakat, 2) Ketahanan ekonomi sudah meningkat dari tahun sebelumnya tetapi masih mengalami hambatan seperti keterbatasan keterampilan pengelola, kekurangan pengetahuan masyarakat untuk mengikuti program, 3) Lingkungan dan sarana prasarana masih mengalami hambatan. Strategi kemandirian desa melalui program inovasi di desa Kuala Sempang sudah cukup optimal karena sudah merujuk pada pencapaian tujuan dan sasaran program, meskipun belum berjalan maksimal.

Abstract

This study aims to find and explain the motivation for transactional communication between the political elite and the agrarian community in the 2015 Pilkada in North Konawe Regency. Data collection techniques through interview instruments, shadowing techniques by following the political elite, participatory observation, Focus Group Discussion (FGD), and documentation studies.The results showed that the motivation for transactional communication between the political elite and the agrarian society was: (1) Political Interest Motivation. Political elite motivation for power. (2) Motivation of social relations. The motivation of political elites and agrarian society due to family (clan) (3) Regional proximity motivation: Regional faction that regional proximity was formed in the political sphere in the 2015 election in North Konawe to give rise to regional factions. (4) Motivation for Social and Cultural Relations. (5) The economic motivation of the Agrarian Society is to increase economic investment in agriculture through the development of regional infrastructure, agricultural technology, land clearing, capital assistance, the opening of farm roads, fertilizers, seeds, electricity and so on.

Abstract

This study aims to determine and describe optimizing public services online at the regional office of the Ministry of the Law and Human Rights in Southeast Sulawesi, this study uses descriptive qualitative methods to 5 informants determined by snowball sampling technique, data analysis techniques consist of data collection, data reduction, presentation data, drawing conclusions/verification, the data obtained were analyzed qualitatively and described in descriptive form. The results of this study indicate that public services carried out online at the regional office of the Ministry of Law and Human Rights in Southeast Sulawesi are very good, this can be seen from the implementation of services with standard operating procedures that apply during the pandemic and the handling that is in accordance with what has been determined at the regional office of the Ministry of Law and Human Rights by upholding the values of professionalism, accountability, synergy, transparency, and innovation. Based on the research, one form of research on optimizing public services is the existence of a digital-based service system that makes it easier for the public to receive services, supporting facilities, and infrastructure, as well as services provided quickly and responsively at the region of the Ministry of Law and Human Rights in Southeast Sulawesi.

Abstract

The purpose of this study was to determine and analyze the quality of services in the field of basic education in Kulisusu District, North Buton Regency. This study uses a descriptive qualitative approach. There were 11 research informants consisting of the Head of the Education and Culture Office, Head of the GTK Division of the Education and Culture Office, Head of SD Lamoahi, Head of SD Lelamo, Head of SDN Wa Ode Buri, 3 teaching staff and 3 Committee Chairs. The selection of informants was done purposively. Data were collected through observation, interviews and document studies. The data collected was then analyzed descriptively qualitatively.The results showed that the quality of service in the field of basic education in Kulisusu District, North Buton Regency was not optimal. This can be seen from the 10 dimensions measured, indicating that the indicators of tangible, credibility, competent, reliable and security are not yet optimal and still require serious improvement. Meanwhile, indicators of access, courtersy, competent, responsiveness, communication, and understanding of the customer have been well fulfilled

Abstract

The road maintenance division at the PUPR-PKPP Office of Riau Province is a government agency that is authorized and responsible for repairing provincial roads throughout Riau Province, one of which is Rokan Hulu Regency. Rokan Hulu Regency has 504 km of provincial roads with a total road damage of 117.99 km. Road damage in Rokan Hulu Regency has experienced many complaints from the public, so that the community considers the Bina Marga Division at the PUPR-PKPP Office of Riau Province to ignore road damage in Rokan Hulu Regency. The purpose of this study was to determine the performance and obstacles of the Highways Sector in repairing provincial roads in Rokan Hulu Regency. The research method used is qualitative research with descriptive analysis. The data needed are primary and secondary data derived from observations, interviews, and documentation which are analyzed by researchers so as to obtain accurate and clear data. The results of this study indicate that the performance of the Bina Marga Sector in carrying out road repairs in Rokan Hulu Regency is good, but there are several obstacles in the implementation of the work, namely the lack of APBD funds to carry out repairs and natural factors that can hinder the implementation of the road repair program

Abstract

Penelitian ini bertujuan untuk mendeskripsikan proses Collaborative Governance Relationship (CGR) antara Pemerintah Kabupaten Konawe dengan PT. Virtu Dragon Industri Nikel terkait rekrutmen Tenaga Kerja Lokal (TKL) di kawasan industri Morosi dan kendala yang ada dalam pelaksanaan proses kerjasama. Metode penelitian menggunakan pendekatan kualitatif dengan desain deskriptif analitik. Melalui penggunaan berbagai komponen, hasil dari penelitian ini adalah dinamika kerjasama antara Kabupaten Konawe Pemerintah dan PT. VDNI berjalan dengan baik meski di awal agenda kerjasama dibarengi konflik berupa penolakan oleh sekelompok orang. Saat ini, dampak sementara yang dirasakan oleh Pemerintah Kabupaten Konawe dan masyarakat Konawe adalah penurunan angka pengangguran dan angka kemiskinan. Selain itu, pertumbuhan ekonomi Kabupaten Konawe juga meningkat, bahkan di masa pandemi Covid-19. Selanjutnya adaptasi sementara di Kabupaten Konawe saat ini dalam kondisi peningkatan kompetensi calon tenaga kerja oleh Pemerintah Kabupaten Konawe, dan verifikasi tenaga kerja yang kompeten sesuai permintaan PT. VDNI di wilayah atau zonasi yang lebih luas dari yang diprioritaskan sebelumnya.
