Abstract

This research aims to describe the effectiveness of the implementation of corporate social responsibility (CSR) programs in proverty alleviation in the village of pamalaa district of kolaka district in the field of program kemitraan dan bina lingkungan (PKBL). This researcher uses qualitative research methods in accordance with natural objects, the data collected consists of primary data and secondary data with data collection techniques namely observation, interview, documentation, documents, literature books and previous reseach. The data analysis techniques used are miles and huberman data analysis models, namely data collection, data reduction, data presentation, and conclusion withdrawal. Researchers used the theory presented by campbell J.P (1999) in smith (2016) abaout the implementation of the sposing policy. The result showed that the effectiveness of corporate social responsibility (CSR) programs PT Antam TBK in provety alleviation in the village of pomalaa district of kolaka district in the field of Program Kemitraan dan Bina Lingkungan (PKBL) when viewed from five indicators of strengthening in the effectiveness of the program it can be concluded that it cannot be said to be  effective, this is seen from three indicators, namely againts programs that are still not fulfilled.AbstrakPenelitian ini bertujuan untuk mendiskripsikan efektivitas dari pelaksanaan Program Corporate Social Responsibility (CSR) dalam Pengentasan Kemiskinan di Kelurahan Dawi-dawi Kecamatan Pomalaa Kabupaten Kolaka pada Bidang Program Kemitraan dan Bina Lingkungan (PKBL). Penelitian ini menggunakan metode penelitian kualitatif sesuai dengan objek alamiah, data yang dikumpulkan terdiri dari data primer dan data skunder dengan teknik pengumpulan data yaitu observasi, wawancara, dokumentasi, dokumen-dokumen, buku literatur serta penelitian terdahulu. Adapun teknik analisis data yang digunakan adalah model analisis data Miles dan Huberman yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Peneliti menggunakan pendekatan teori yang disampaikan Campbell J.P. (1999) dalam Smith (2016) tentang Implementasi Kebijakan Persampahan. Hasil penelitian menunjukkan bahwa Efektivitas dari Program Corporate Social Responsibility (CSR) PT. ANTAM Tbk dalam  Pengentasan Kemiskinan di Kelurahan Dawi-dawi Kecamatan Pomalaa Kabupaten Kolaka pada Bidang Program Kemitraan dan Bina Lingkungan (PKBL) jika dilihat dari lima indikator pengukuran dalam efektivitas program maka dapat disimpulkan bahwa belum bisa dikatakan efektif, hal ini dilihat dari tiga indikator yaitu indikator keberhasilan program, indikator keberhasilan sasaran dan indikator kepuasan terhadap program yang masih belum terpenuhi.

Abstract

This study uses the tourism development theory by Cooper in Sunaryo 2013, with the indicators, namely institutions, accessibility, amenities, public facilities and tourist attraction objects. This study uses a purposive sampling technique with qualitative research and the necessary data such as primary data and secondary data obtained through observation, interviews, and documentation, then analyzed based on the research problem. The results of this study indicate that tourism development based on predetermined indicators is still not optimal, as evidenced by accessibility and public facilities that do not meet. Then the supporting factors for this tourism development are the existence of institutions or organizations involved in tourism development in Central Tapanuli Regency, tourist objects in Central Tapanuli Regency have local artistic characteristics, and community participation is considered quite high. Meanwhile, the inhibiting factors are limited funds and land ownership status.

Abstract

Retribusi parkir pinggir jalan merupakan salah satu jenis PAD yang memiliki potensi tinggi di Kota Dumai. Namun pendapatan dari retribusi parkir badan jalan di Kota Dumai masih rendah karena belum ada strategi yang tepat untuk mengoptimalkannya. Oleh karena itu, tujuan dari penelitian ini adalah merumuskan strategi dalam rangka mengoptimalkan pendapatan parkir badan jalan di Kota Dumai. Penelitian ini menggunakan wawancara, angket, observasi dan studi dokumen sebagai teknik pengumpulan data. Kemudian data yang diperoleh diolah dengan menghitung IFAS-IFAS, kuadran SWOT Cartesian, matriks IE dan analisis SWOT. Hasil dari penelitian ini adalah rumusan strategi optimalisasi pendapatan retribusi parkir badan jalan di Kota Dumai sebagai berikut: 1) menerapkan sistem Electronic Parking Terminal (TPE) sebagai sistem pengganti yang lebih efektif. 2) Membentuk tim pengawas dengan melakukan koordinasi seperti Satpol PP, Polri dan sebagainya. 3) Memasang Closed Circuit Television (CCTV) di setiap lokasi parkir umum pinggir jalan agar dapat digunakan di kemudian hari. 4) Membuka layanan pengaduan tertulis atau online untuk menerima masukan dan pengaduan dari masyarakat atau pengguna jasa parkir pinggir jalan umum. 5) Mengusulkan tambahan anggaran operasional agar perluasan lahan parkir umum di pinggir jalan di Kota Dumai dapat dilakukan.

Abstract

This type of research is quasi-experimental, aiming to analyze the effectiveness of online learning for PNS Accountability training for CPNS class II latsar participants at BPSDM Prov. Southeast Sulawesi. The research sample, all participants of Latsar Group II amounted to 40 people. Collecting data using questionnaires and assignment sheets. Data analysis was univariate and bivariate, using paired T test. The results of the study found that the average pre-test 77.8 (satisfactory) and the post test 85.6 (satisfactory), there was an increase in the value of 10.02%.  The results of the paired T-test obtained a significance value of 0.000 <0.05, this means that there is a significant difference in the average value of respondents, before and after online learning. It can be concluded that online learning for PNS accountability training is considered effective in achieving learning objectives. Although the online learning method has several shortcomings, but the learning objectives are considered to be achieved effectively, the researchers suggest that the online learning method for the further PNS Accountability training can be carried out in both new normal and normal conditions.

Abstract

This study aims to determine the application of e-government in improving service quality at the Technical Implementation Unit of the Kendari one-stop Manunggal Administration system Agency, Southeast Sulawesi Province. This type of research is descriptive qualitative. Data collection techniques were carried out by means of library research and field research using interview, documentation, and observation methods. The results of this study the application of e-government is very helpful in the process of paying tax services, in this case, it can make it easier for both the local government and the people who make payments. In addition, the implementation of e-government in improving the quality of services at the Technical Implementation Unit of the Kendari One Roof Manunggal Administration System is also considered quite good, judging from the respondents’ responses to the four indicators, namely tangible, reliability, and responsiveness and courtesy, so it can be said that the organization’s goals have been achieved. Sufficient to achieve its objectives in providing services. Tax payment services at the Technical Implementation Unit of the Kendari One-Stop Manunggal Administration System are still quite good overall. This is because the services provided by the One-Stop Manunggal Administration System are transparent, safe, and easy so that people can feel satisfied with the services they receive.

Abstract

Public Green Open Space is one of the important components for managing the city. The Surabaya City Cleanliness and Green Open Space Service in terms of providing public green open space, namely the Flora Park. Flora Park is one of the parks in Surabaya that has the potential to fulfill community rights arising from the presence of public spaces, this can be seen from its strategic location and diversity of facilities. In achieving the optimization of the Flora Park, the Surabaya City Government has explained in the Strategic Plan (RENSTRA) of the Surabaya City Cleanliness and Green Open Space Service for 2016-2021, namely through the Green Open Space Management Program which includes activities for the arrangement of green open spaces, maintenance, and procurement of park and trail facilities. Green, and Maintenance and Procurement of Recreational Park Facilities and Infrastructure. Therefore, researchers chose the focus of strategic planning carried out by the Surabaya City Cleanliness and Green Open Space Service.This study aims to identify, identify and analyze the strategic planning carried out by the Surabaya City Cleanliness and Green Open Space Service in optimizing the Flora Park based on sustainable development in the city of Surabaya and to analyze the driving factors and inhibiting factors of strategic planning in the optimization of the Flora Park in the city of Surabaya. The type of research used in the preparation of this research is descriptive research with a qualitative approach.The results of this study indicate that the strategic planning in optimizing the Flora Park carried out by the Surabaya City Cleanliness and Green Open Space Service has been running quite smoothly. The strategy of the Surabaya City Cleanliness and Green Open Space Service in optimizing the Public Flora Park based on sustainable development is following the 3 pillars contained in sustainable development which include social-based strategies, economic-based strategies, and environment-based strategies. The driving factor in optimizing the Flora Park in Surabaya is having institutions or organizations involved in optimizing the Flora Park in Surabaya, green open space management programs, having human resources, very high community participation, and collaboration with the private sector. While the inhibiting factor that can affect the success of the optimization of the Flora Park in Surabaya is limited funds for the implementation of activities.

Abstract

     AbstractThe purpose of this study is to analyze the implementation of the Fisherman Insurance Government Program in Tanggetada District, Kolaka Regency. This study uses a qualitative descriptive type of research that provides an overview of all the problems regarding the implementation of the Fisherman Insurance Government Assistance (BPAN) program in Tanggetada District, Kolaka Regency. The results, discussion and conclusions of this study indicate that there are four critical factors that affect the success of the implementation process. The first is communication, where the socialization of BPAN has not gone well, because information about the BPAN program has not been distributed properly to all fishermen in Tanggetada sub-district. Second, natural resources, where there is no socialization budget incentive for employees or extension workers. The third disposition, where the implementation of the Fisherman Insurance Government Assistance program, from the service is not committed because they have not felt the benefits as promised to provide welfare for themselves and their families, there is no democratic nature of the implementer because there are still fishermen who do not get a fisherman insurance card. The fourth is the bureaucratic structure, where the Fisherman Insurance Government Assistance program has SOPso that the implementation has a reference, namely the service is expected to be able to cooperate in the issuance process and the fishermen's insurance claim process.Keywords: Fisherman Insurance; Government Assistance; Implementation  AbstrakTujuan penelitian ini adalah menganalisis Implementasi Program Pemerintah Asuransi Nelayan di Kecamatan Tanggetada Kabupaten Kolaka. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif yaitu memberikan gambaran seluruh permasalahannya tentang implementasi program Bantuan Pemerintah Asuransi Nelayan (BPAN) di Kecamatan Tanggetada Kabupaten Kolaka. Hasil penelitian, pembahasan dan kesimpulan dari penelitian ini menunjukan bahwa terdapat empat critical factors yang mempengaruhi keberhasilan proses implementasi. Pertama komunikasi, dimana dalam sosialisasi BPAN belum berjalan dengan baik, karena informasi tentang program BPAN belum tersalurkan dengan baik kepada seluruh nelayan di kecamatan tanggetada. Kedua sumber daya alam, dimana dalam insentif anggaran sosialisasi yang dilakukan oleh pegawai maupun penyuluh tidak ada. Ketiga disposisi, dimana pelaksanaa program Bantuan Pemerintah Asuransi Nelayan, dari dinas tidak bersikap komitmen karena belum merasakan manfaat seperti yang dijanjikan memberikan kesejahtraan bagi dirinya dan keluarganya, tidak adanya sifat demokratis dari pelaksana karena masih ada nelayan yang tidak mendapatkan kartu asuransi nelayan. Keempat struktur birokrasi, dimana program Bantuan Pemerintah Asuransi Nelayan memiliki SOP agar pelaksanaannya memiliki acuan, yaitu dinas diharpakan dapat menjalin kerjasama dalmam proses penerbitan dan proses klaim asuransi nelayan.    Kata Kunci:   Asuransi Nelayan; Bantuan Pemerintah; Implementasi

Abstract

The purpose of this research is to identify and know how  the political awareness of the community in the Election of Eelahaji Village Head in 2017. This research uses qualitative method, with data obtained from observations, interviews, and field documentation where informants are determined purposive sampling and using interactive data analysis methods by Miles and Huberman.The results showed that in terms of people's knowledge of Eelahaji village voters about politics, they tended to be enthusiastic to participate in the election of the village head but only follow other communities and didn’t know the importance of politics and rules in organizing elections. In terms of understanding politics, the results showed a low understanding of the electorate about politics due to the lack of willingness of the people themselves to know politics further and the lack of role of local government in providing education about politics. In terms of attitudes towards political phenomena, research shows the tendency of people to continue to accept the practice of Political Money and even view the phenomenon as commonplace and not a serious problem. Meanwhile, in terms of behavior patterns, Eelahaji villagers tend to obey all government directives. In addition, there’s also a polarizing phenomenon among the people of Eelahaji Village during the election

Abstract

Mental health is a condition that affects a person's thinking, feeling, and protecting yourself so you can succeed in your daily life. However, the amount of stigma and ignorance of the rights of mental health sufferers makes support groups want to carry out policy advocacy. The author conducted a study literature review on mental health policy advocacy that has been done by previous researchers to find out various programs or ways to advocate for mental health management. This SLR shows that advocacy efforts can be carried out by distributing content on social media, communicative discussions, and health literacy tools. Increasing mental health support for policy advocacy will make the government wiser towards mental health policies and also facilitate health services for people with mental disorders.

Abstract

Mount Sinabung is one of two mountains that have been designated as active in Karo Regency so far. When an eruption occurs, it will cause a lot of damage and loss. In restoring it, the provision of assistance to the community and community empowerment efforts after the eruption of Mount Sinabung were carried out in three ways, namely, creating an atmosphere or climate that allows the potential of the community to develop, strengthening the potential or power of the community (empowering), and protecting and defending the interests of the weak. so as not to get weaker. Efforts to empower the community after the eruption of Mount Sinabung were carried out in three methods, namely, creating an atmosphere or climate that allows the potential of the community to develop, strengthening the capabilities or potentials of the community (empowering), and protecting and defending the interests of the weak so as not to get weaker. This research uses a qualitative type of research with a descriptive case study approach in order to describe cases in the field and share answers to cases encountered. The results of this study found that community empowerment after the eruption of Mount Sinabung in the relocation of Siosar, Karo Regency had increased. This is due to the three stages of community empowerment that exist, the community in the Siosar relocation area has a large level of empowerment in the process of creating an atmosphere or climate that allows the potential of the community to develop and efforts to protect and defend the interests of the weak so as not to be weak, on the contrary in the process of strengthening the capacity of the community. or the potential of the community is still not maximized. In addition, there are factors that limit community empowerment, such as the low level of community understanding and the lack of facilities and infrastructure.
