Jurnal Masyarakat dan Budaya (JMB) or Journal of Society and Culture is a peer-reviewed journal that aims to be an authoritative academic source on the study of society and culture. We publish original research papers, review articles, case studies, and book reviews focusing on Indonesian society, cultural phenomena, and other related topics. A manuscript describing society and culture outside Indonesia is expected to be analyzed comparatively with the issues and context in Indonesia. All papers will be reviewed rigorously at least by two referees. JMB is published three times a year, in April, August , and December.

Abstract

Some of the Indonesian women have a role as the family breadwinner. In that case, women have a dual role as a homemaker and a breadwinner (productive role). This phenomenon can also be observed in the fishing communities. As the breadwinner (run productive role), their activities are vary from the pre-production to the post-production. This paper discusses their activities. Data in this paper are gathered both from both the field research as well as secondary one from other researchers. Abstract

This study reveals that the implementation of Islamic syariat has fundamentally changed its view from political issue to basic human rights. The existing of Indonesian government can not eventually stop the implementation of syariat Islam taking place in Indonesia. The International Covenant on Civics and Political Rights (ICCPR) 1966 and the International Covenant on Economic, Social and Cultural Rights (ICESCR) 1996 and also the 1945 Indonesian Constitution have shown to concern in protecting religious implementation. The implementation of Islamic Syariat Law in Aceh, Banten and South Sulawesi Provinces has given a significant evidence. The notion of the freedom expression and freedom of religion based on international and national laws make Indonesian government has dramatically changed its attitude to be more democratic and tolerant. Abstract

This paper aims to explain the local wisdom related to ecology of Belitung people. It has existed from generations to generations. There three forms of local wisdom related to ecology, namely dukun kampung, kelekak, and hutan larangan. Although they have that local wisdom, the forest area in Belitung remains damage. It indicates that the local wisdom has not been implemented into their life, particularly in relation to the environment where they live. However, the reality in the forest is not similar to the mangrove plants. Although the local wisdom does not orient to the sea, the mangrove plants is in a very good condition. Analysing that case, this paper focuses on the understanding of Belitung people on mangrove plant related to their local wisdom. Abstract

Patron-Client relation in a fishing communities is a kind of work relationship among capital owners, fishing gear and fishermen that is herrited and institutionalized. It was demonstrated by resistances to institutional innovation in small scale fishermen societies. The research was a case study of Bandar Lampung fishermen who used mini purse seine. Purposive sampling technique was used with pengambek, juragan and pandega as respondents. Qualitative method was used as data analysies. The result of the study showed that two patterns of patron-clinet relationship indicated in this research, those were pengambek and juragan relation focused on capital and market structures. Those patterns of relation, pengambek, juragan and pandega tend to maintain patron-client relation.

Abstract

This article aims to discuss the extent to which social and cultural dimensions have been taken into account in the whole process of negotiations and agreements regarding the mitigation the impacts of and adaptation to climate change. Almost 18 years have passed since the establishment of Intergovernmental Panel on Climate Change (IPCC) in 1995, and 18 annual Conference of Parties (COP) have been held since then to set up agreements on the mitigation of climate change, but long and heated debates had taken place as to how to implement the agreements. It has been widely argued that social and cultural dimensions may have significant contribution in constraining the implementation of the agreements on the emission reduction of green house gasses (GSGs), especially when national interests have become a matter of non-negotiable. On the other hand some experts believe that social structures and cultural frameworks of individual countries could become the bases for concerted efforts by local communities to mitigate and adapt to climate change beyond the large scheme of the international agreements. Meanwhile Indonesia can play a strategic role in mitigating the impacts of global warming given the vast forest area at its disposal and can reap the benefits from carbon trading when land disputes with indigenous people and forest dependent communities could be settled. Abstract

The traditional concept of police has created an image that police has not seen community as major partner in policing. Therefore, community policing approach is formulated. Community policing tries to control crime using preventive approach, which proactively done by good partnership between the police and the community. It does not depend on modern technology, machines and knowledge based anymore. The concept of community policing has shown that networking between humans is a source to control crime. Community policing as a philosophy, actually has already implemented in everyday life because that what citizen desired. This is why the establishment of FKPM has greatly welcomed by the community. From the observation in many local regions, the establishment of FKPM has been given great support from the community by providing facilities and infrastructure for FKPM such as meeting venue and office secretariat. Another indicator to the successfulness of FKPM is the growing of social capital in the community which was once destroyed because of the intervention of government policy in the “Orde baru” regime. Abstract

The mechanism of transparency and accountability of village financial management is currently more regulated within technical implementation regulations that are vertical. It is seen from the regulation that require accountability for village financial management to be addressed to local and central government. However, in practice the vertical accountability approach is considered ineffective. The multilayered arrangements and tight controls through the supervision of many supra-village actors are in fact only powerful in curbing and dictating the village, rather than establishing them. In contrast, corruption practices in rural areas are increasingly widespread with increasing funds being channeled to the villages through fund transfer schemes from APBN for villages or Dana Desa. This paper has two purposes. First, it shows weakness and at the same time criticizes the dominance of vertical transparency and accountability mechanisms in village financial management. Secondly, it offers a strategy for strengthening local accountability as an alternative to fighting corruption from below - with and by the village community itself as its main actor - in managing village finances. The supervisory model built up, in addition to not ensuring the village budget management is free from elite capture, also gives space to rent-seeking networks in the regions and villages. This paper offers a strategy of strengthening local village accountability as an alternative solution to get out of the corruption crisis in the village. Strengthening local accountability among others can be done through empowerment approach and institutionalization of democracy by strengthening existing channels and working in village communitarian democracy schemes, namely through strengthening BPD, strengthening village meetings, building citizen forums, building village information systems, and designing systems or citizen complaints mechanism. Kata Kunci: pengelolaan keuangan desa, partisipasi, akuntabilitas lokal, demokrasi komunitarian.
