Jurnal Masyarakat dan Budaya (JMB) or Journal of Society and Culture is a peer-reviewed journal that aims to be an authoritative academic source on the study of society and culture. We publish original research papers, review articles, case studies, and book reviews focusing on Indonesian society, cultural phenomena, and other related topics. A manuscript describing society and culture outside Indonesia is expected to be analyzed comparatively with the issues and context in Indonesia. All papers will be reviewed rigorously at least by two referees. JMB is published three times a year, in April, August , and December.

Abstract

This study aims to examine the position of Kompas daily newspaper amid the wave political polarization during Indonesian presidential election 2014 and explain the underlying reason behind it. Based on six months on site observation within the daily’s newsroom as well as content analysis to 278 of Kompas’ article during the presidential campaign, this study found that the actual position of the daily has been ambiguous. On one hand, it claimed to be neutral in its editorial policy, but on the other hand, most of its editorial elites as well as its reporters had personally supported Jokowi. Furthermore, even though the daily has managed to be in a relative balance in term of space in its coverage, it has favored Jokowi in term of tone. This study argues there are political, economy as well as cultural reasons underlying this ambiguous position. Politically, Kompas took position to be neutral to stay close, and to avoid conflict, with whoever might win the election. Economically, this position was taken to maximize its economic interest to maintain its readers whose supports were also divided to the two pairs of candidates and to keep the chance to get advertising revenue from both candidates. Finally, this position has been justified by the shared cultural values among the journalists that this is important to remain neutral to avoid direct confrontation with either Presidential candidate. This values has been embodied as part of the habitus of the journalists which its development primarily took place under the previous authoritarian era. This situation is surprisingly similar with the case in the post authoritarian South American countries, in which the legacy of the authoritarian past still takes hold to the current state of its journalism.

Abstract

Bantimurung-Bulusaraung (Babul) National Park was established in 2004. As a new national park, collaborative activities with surrounding community are still limited. Fixing the border line between the national park and the surrounding areas is still in the main preoccupation of the national park. The problem in Babul National Park is related to still unsolved land ownership. Local people in Dusun Tallasa claimed that the land had beenoccupied since a long time. Their ancestors had lived in the area before government proclaimed the forest as a conservation area. Besides, they also have evidence such as girik (traditional land ownership documents). Colaborative activities are limited and have not been based on memorandum of understanding. The only institution which collaborates with Babul National Park Office (Balai Taman Nasional Babul)is Tourism and Culture Agency (Dinas Pariwisata dan Kebudayaan)and Babul National Park Office (Balai Taman Nasional Babul). This paper aims to describe the real situation regarding the relation between Babul National Park Office and the local communities their economic activities, and the benefits that could be obtained by both the communities and ecosystem in regard to natural conservation goals. Abstract

Abstract In fishing communities located in the former transit point (Daseng), the value of mutual cooperation (gotong royong) is closely related to their fishing tools. They can be considered as communal cultural products that reflects users’ cooperation, solidarity and attitudes. Nevertheless, the use of fishing tool individually leads to individualism. Consequently, this influences their social life; making the increase of individualism and the decrease of their solidarity and mutual cooperation. Along with the changes of the use of fishing tool, from individuality to communality, the value of gotong rotong is introduced. However, this value is only internalized in their division of labor. Whereas in their daily life, they establish a new social institution to facilitate their gotong royong activities. In this condition, the introduction of cooperation that requires a strong social cohesion can be premature because this social institution tend to be manipulated as an instrument by local elites to exploit the society. In this context, new social institutions based on social conditions are needed and the orientation towards the local needs should be the starting point for the institutional development. Abstrak Dalam lingkungan masyarakat nelayan yang berada di bekas tempat persinggahan (Daseng), nilai gotong royong terkait erat dengan alat tangkap yang digunakan. Alat tangkap merupakan produk budaya dari komunitas yang merefleksikan pola kerja sama, solidaritas, serta sikap hidup dari penggunanya. Penggunaan alat tangkap yang bersifat individual menyebabkan sikap individualisme penduduk relatif tinggi, sehingga berimbas pada kehidupan sosial mereka, termasuk solidaritas dan sikap gotong royong yang cenderung rendah. Seiring dengan perubahan alat tangkap yang digunakan, dari individual ke komunal, nilai gotong royong mulai diperkenalkan. Namun, hal itu hanya terinternalisasi dalam pembagian kerja di antara mereka. Dalam kehidupan sosial, mereka membentuk pranata sosial baru guna mewadahi kegiatan gotong royong di antara warga masyarakat. Di tengah kondisi sosial seperti itu, pengenalan koperasi yang mensyaratkan kohesi sosial yang kuat bisa jadi terlalu prematur karena keberadaan pranata sosial tersebut cenderung dijadikan instrumen oleh elit lokal untuk mengekploitasi mereka. Dengan kondisi seperti ini, tampaknya diperlukan format pranata sosial baru yang sesuai dengan kondisi sosial yang ada. Dalam konteks ini, orientasi terhadap kebutuhan masyarakat setempat harus menjadi titik awal pembangunan kelembagaan di lingkungan mereka. Kata kunci: alat tangkap, gotong royong, pranata sosial.

Abstract

Indonesia sekarang ini sedang menghadapi gelombang politik identitas baik di Pusat maupun di daerah-daerah. Selama ini, pemilihan kepala daerah sering menjadi arena politik identitas baik oleh kelompok yang dominan maupun yang tersubordinat, terutama dengan menggunakan isu agama. Kebanyakan pengamat politik identitas memfokuskan kajian pada penggunaan isu agama dalam ranah Pilkada seperti yang terjadi di DKI pada tahun 2017. Berbeda dengan studi-studi tersebut, artikel ini mengkaji penggunaan identitas etnik dalam Pilkada serentak di Provinsi Papua pada tahun 2018. Tujuan yang bersifat konseptual dari penelitian ini adalah sejauhamana penggunaan politik identitas dalam pilkada di Papua memperkuat atau memperlemah tata kelola pemerintahan dan daya hidup orang asli Papua pada masa mendatang. Sumber data dari penulisan artikel ini adalah pengamatan, wawancara, diskusi kelompok terpumpun di Jayapura pada bulan Mei dan Juni 2018 serta studi pustaka. Argumentasi yang dibangun dalam artikel ini adalah politik identitas sudah melekat pada pengalaman orang Papua dalam masa kolonial, Orde Baru, maupun Otonomi Khusus. Setelah Otsus, identitas kesukuan menguat kembali mengalahkan ke-Papua-an dalam ranah baru politik lokal. Sebagai akibatnya, Pemilu ditempatkan sebaai strategi dan siasat elit untuk memperebutkan sumber daya daripada membangun tata kelola pemerintahan dan meningkatkan daya hidup orang Papua. Indonesia is currently dealing with a wave of identity politics both at the national and at the regional level. During this time, the election of governor or regencies’ head was often the arena of identity politics by both dominant and subordinate groups, mainly by using religious issues. Most present studies of identity politics focus on the use of religious issues in the 2017 Jakarta gubernatorial election. Different from these studies, this research investigates the use of ethnic identity in the 2018 Papua gubernatorial election. Conceptual objectives of this research are how far the use of identity politics in the elections in Papua strengthens or weakens local governance and the life forces of indigenous Papuans in the future. This research uses observations, interviews and focuses group discussions in Jayapura and Wamena, between May and June 2018s. The argument of this study is that identity politics is inherent in the experience of Papuans in the colonial period, the New Order, and Special Autonomy. After Special Autonomy of Papua, tribal identity strengthens to defeat Papua in the new realm of local politics. As a result, most Papuan political elite place elections as a strategy for fighting over resources rather than building governance and improving the life forces of the indigenous Papuans.

Abstract

This article aims (1) to document proverbs in the Pagu language and (2) to analyse their structure, figure of speech, as well as semantic features. The proverbs documentation (in the Pagu language is known as o demo ma daili, lit: ‘language of examining’) is expected to help revitalizing this endangered language. There are 23 'proverbs' collected during a fieldwork in June 2013 to several villages, in which the inhabitants speak Pagu language. This study found that simile and metaphor are the most common features of Pagu proverbs (eleven and six consecutively). Simile describes the similarity between two things, which is overtly marked by the use of soka ‘like’. Meanwhile, metaphor is comparing without comparative words. Keywords: proverbs, simile, metaphor

Abstract

According to the ‘push and pull’ factors of human trafficking, traffickers and recruiters take advantage of the legal vacuum and of socio-economic problems present in local areas. Unemployment, poverty, lack of education, gender discrimination and family violence are conditions that turn recruitment into an easy task ― especially when future victims are often recruited under false pretences and with false promises. Once recruited, these human beings are most frequently turned into traffickers’ commodities and end up as victims of forced labour and sexual exploitation.This paper intends to show the importance of proper help and protection for women as trafficking victims. ‘Best practices’ such as psychological, social and economic assistance both before and after repatriation to the country of origin, may help to empower victims and to protect them to avoid them for being involved in human trafficking. Moreover, the promotion of victims’ needs is essential for the promotion of human security, which should also be a target of the countertrafficking law enforcement. Abstract

The article is a description of several cases about third world women in changing situation. The women experience political conflict or migration to other places, therefore problem of identity become an important subject. As a general social context, identity is important as society becomes heterogenous. To some extent, this context give opportunities for women to participate in public sphere. Whereas women has gained more space in public, there are always a movement to hold them back in their privat sphere. This is a specific problem of third world women, whether in their countries or in other countries.

Abstract

This article studies about the wealth of Indonesia’s local (ethnical) cultures which were claimed by some foreign countries as well as their private enterprises. The claim has been occurred on until nowadays and possibly to be increased in the future. Facing this phenomenon needs prepare protection effective efforts from all segments of Indonesian societies. The main objective of this article is analyse some efforts of the Government of Indonesia (GoI) for responding to those claims as part of their responsibility for developing and protecting the cultural properties of Indonesian peoples. In this relation some facts shows that the role of Indonesian governments, whether central or regional, are not optimum yet, except the local government of Bali and Yogyakarta. The involvement Indonesian government in the ratification of several international convention on cultural intellectual rights, the development of cultural agreements with many countries as well as the opening of cultural attache offices in the friendly countries are also apparently can not wipe out the claim of foreign countries on Indonesia's local (ethnical) cultures.
