Jurnal Sosial Ekonomi Pekerjaan Umum adalah jurnal ilmiah tentang inovasi kebijakan dan penerapan teknologi dalam perencanaan infrastruktur, pengembangan, dan manajemen. Jurnal ini diterbitkan pada tahun 2009, dengan nama "Komunitas”. Dengan adanya perubahan organisasi, nama jurnal berubah menjadi Jurnal Sosial Ekonomi Pekerjaan Umum dan diterbitkan secara berkala 2 (dua kali) edisi di setiap volume yaitu bulan April dan November.

Abstract

Climate change can affect the quality and quantity of water resources. Communities in settlements both in metropolitan and rural areas need to take adaptation action from planning, operation, development and evaluation. Integration of adaptation strategies needed to ensure public resources wisely invested. Research has done to find the measures of contextual adaptation capacity gap areas, which need to be improved. Community adaptation theory approach is used to identify the factors related to housing conditions in adapting to climate change. The research method is comparing the indicators ideal and reality in the study area.Object of the study group was divided into two levels, namely the individual and institution. Research sites in two locations: Kupang and Palembang in Indonesia. From discussion there are 3 (three) indicator that have high gap and 3 (three) in medium gap both in Palembang and Kupang. Both Palembang and Kupang have to face, problem in water management at territorial or community level. Palembang should pay attention to local wisdom development, community involvement, netwwork, organization availability, and program benefit development. Kupang should pay attention to job opportunity, effort to increased knowledge, information availibility, channel development, and program agreement.

Abstract

Land acquisition on road project often experienced with rejection caused by community disagreement towards value of land compensation. Land acquisition could emerge community concerns about how they live in the future. It is closely related to society’s perception of the government has given compensation loss couldn’t fulfill their live needs in the future. Government used assumption that compensation could increase affected communities welfare. This article aimed to determine the change of community welfare who received land compensations. This article also aimed to determine the relationship between changes in community welfare with financial literacy. This article used land acquisition case in Bongas Wetan village, Majalengka as part of road construction Cikampek-Palimanan (Cipali). Data obtained using questionaire. Scoring analysis used to determine the change of community welfare, while the relationship between variables described by Spearman’s rho correlation. Most of them have change in, either increase (32%) or decrease (46%) and no relationship between financial literacy and community welfare. There are need for further research about determined the financial literacy indicators and other factors that could influenced communtity welfare after compensation payment.

Abstract

The solid waste is results from human activities or natural, if managed properly will be worth value, to add family income, otherwise if unmanaged will lead to problems as disease and environmental degradation. Current conditions environmental damage caused by solid waste in Pekalongan reached 39.9%. One the problems to need an integrated waste management is high rate of population increase 1.42% per year, the total population in 2012 amount 294,117 people.One the impact is waste generated by community and requires management. The waste reduction policy from source to the flagship program 3R (Reuse, Reduce, Recycling) and the objectives to achieve 20%, the previous study stated that the implementation of Indonesia’s waste can be reduced or used, less than 8%. Production of solid waste ± 768 m3/d and can be transported ± 614 m3/d, is still residual average daily ± 154 m3. The purpose of assessing the role of the institutional aspects of waste management, so that the economic value. The method used is an explanatory descriptive to test the influence between variables, the role of the principle and non-formal institutions, strategic indicators of waste management. The final conclusion illustrates that the role of non-formal institutions may help management of solid waste in Pekalongan approximately 79%, through recycling, so that solid waste into something useful and economically valuable. This requires a strategy and an active role of all parties such as governments as formal institutions, non-formal and public awareness in an effort to realize the waste becomes something useful.

Abstract

Some road developments in Indonesia are hampered by the difficulty of land acquisition due to rejection from affected communities. The condition is usually caused by the compensation which excludes non pecuniary losses. This study attempts to define the components of non pecuniary losses on the land acquisition of road development as mentioned in new regulation (UU Nomor 2 Tahun 2012). Selective coding method is used to identify the losses, and modelling to develop the basis appropriate compensation based on the case studies of other land acquisition cases. The study locus are Jalan Lintas Selatan Jawa ruas Pacitan-Hadiwarno, Surabaya-Mojokerto-Kertosono highway, and Medan-Kualanamu-Bukit Tinggi highway. The result identifies 48 (forty eight) components of non pecuniary losses that is divided into 4 (four) categories : transaction and administrative costs, moving expenses, loss of location changes, and loss of assets changes. The use of non pecuniary losses component is varied to land use, both agricultural and non-agricultural. This model is expected to improve the quality of planning and its implications to accelerate the process of land acquisition in road development.

Abstract

The direction of Medan’s modern development has had a bearing on the practice of construction and architecture. Norms in construction practice have tended to prioritize the immediate physical factors in buildings and often disregard local building rules, lack context with the surrounding environment and create an unfavourable use of space. This study aimed to identify new concepts for community housing in the city of Medan by proposing a planning model based approach to sustainable construction concepts. The method used to develop the model involved a review of diverse literature, analysis of case studies and follow up group discussions. Data were analyzed by descriptive analysis and then discussed in group in order to enrich the study. This allowed a deep exploration of issues and perspectives from professional practitioners, goverment agencies, developers, and economist. The sustainable construction planning model generated by this study provides a comprehensive approach to planning, design, and a system for construction management. The results provide a practical method for planning and design that effectively incorporates sustainable criteria such as; land use, building mass, spatial layout, material selection and construction management. However, there are challenges that must be addressed: capacity and cultural challenges facing the city of Medan in implementing such a model. Nonetheless, this research can be used as a basis to advance practice based research in sustainable planning practice for other cities sharing Medan’s development characteristics.

Abstract

Construction of Sunda Strait Bridge is expected as the main infrastructure to support national connectivity, particularly Java – Sumatera. Several studies on physical-technical aspects asses that Sunda Strait Bridge is decent built. To support this, the study of non technical aspect especially perceptions on the socio-economic impact is needed. This study aims to determine the perceptions of local people towards socio-economic impacts if JSS is built. Thus, a planned and systematic step in minimizing potential adverse impacts can be done. Using quantitative approach, the survey was conducted on 7 districts in South Lampung Regency by taking 100 respondents in various circles. The result shows that if the bridge is built: (a) migration from Java to Sumatera (77%) and migration from rural to urban (58%); (b) conversion of paddy land/farm to industry (63%) and to settlements (53%); (c) ownership changes of local residence to businessman (67%) and to migrants (71%); (d) business opportunity trade (89%), service industry (89%), goods industry (86%); (e) excess of construction: pollution (65%), traffic congestion (28%), slum (35%), crime (62%), and prostitution (32%). Consider the variations of the impact, it recommends to make a local regulation to protect land ownership and land use, and to optimize positive impact the construction of Sunda Strait Bridge.
