Abstract

The creative industry is one of the sectors most prepared to face today's increasingly dynamic environmental changes. The existence of the community plays an important role in the development of creative industries in an area, including in Sidoarjo Regency. This study aims to analyze the challenges faced by the community in developing creative industries in Sidoarjo Regency as well as to formulate efforts to develop creative industries. Using a qualitative approach, this study utilizes primary data obtained through FGDs as well as secondary data in its analysis. The results show that from a community perspective, the development of creative industries in Sidoarjo Regency faces several challenges related to the mindset of the community and creative industry players, difficulties in accessing banking, unattractive packaging, inadequate supporting infrastructure, weak marketing, and the availability of resources both raw materials and raw materials. man. The development of the creative industry of the tourism population in Sidoarjo Regency demands an important role from the government both as a facilitator and regulator, so that it becomes a catalyst for pentahelix actors. Creative industry development strategies can be carried out through providing educational training and curriculum, encouraging the formation of the non-banking sector, and expanding networks.

Abstract

The conflict between humans and orangutan tapanuli (Pongo tapanuliensis) in North Sumatra has increased in the last five years. Their conflicts are caused by deforestation, land clearing, crop damage, and climate change. This study aims to obtain information on criteria and priority institutions as well as policy recommendations in mitigating human-orangutan tapanuli conflict to create a harmonious relationship between them in the future. We have collected data by distributing questionnaires by the Analytical Hierarchy Process (AHP) method and structured interviews. Data analysis was carried out using Expert Choice and Microsoft Excel 2010 Software. The priority criteria were ecological restoration (habitat and population) and community economic empowerment. The most appropriate institutions to implement the mitigation program are the government and customary institutions. Private companies and NGOs can support and engage in government programs. The recommended policies and programs include 1) the parties to encourage regulations for dealing with human-wildlife conflicts (Permenhut No. 48 of 2008) into government regulations; 2) restoration of the ecological needs of orangutans through increasing security in conservation forests, establishing animal conservation blocks in the Forest Management Unit and developing animal corridors; and 3) increasing economic empowerment and local wisdom of the community through the development of ecotourism villages, building fishery and animal husbandry centers and increasing the role of local wisdom in land management. Abstract

Erosion is the process of eroding the top soil which is influenced by various factors such as slope, soil type, and land use type. This study aims to examine the relationship of these three factors to the erosion hazard, the results of which are used as the basis for determining the type of land conservation practice. Data were analyzed by Pearson correlation analysis. The results of the study indicate that the slope factor has a significant influence on erosion hazard with a correlation coefficient value of 0.777 and the category of the relationship is very close (very strong) with a positive direction. Meanwhile, soil type and land use type have no significant effect with a very weak correlation coefficient (0.047 for soil type, and 0.129 for land use type). However, based on the notation of direction, there is a positive direction for these two factors. Practices suggest both vegetative and mechanical methods for each type of land use. Conservation on land use utilization, namely the application of drainage channels and cover crops. The practice of conservation of secondary forest land use is the enrichment of forest plants. Conservation practices on scrub land use are reforestation and contour planting. Conservation practices in the use of dry land are intercropping, using mulch, planting parallel to the contours, terraces of mounds, and escape channels. Some of these conservation practices are useful for various parties in managing and conserving land resources. Abstract

Penelitian ini difokuskan dan bertujuan untuk menjelaskan akuntabilitas publik dalam pemberdayaan masyarakat melalui program kredit usaha rakyat di Kecamatan Lasalimu Kabupaten Buton. Menggunakan desain pendekatan deskriptif. Peneliti menjelaskan dalam bentuk naratif. Peneliti melakukan wawancara dengan pihak-pihak terkait, serta didukung dengan observasi dan studi dokumentasi. Hasil penelitian menunjukkan bahwa baik pemangku kepentingan utama maupun pendukung telah menjalankan akuntabilitasnya. Namun terdapat permasalahan terkait lemahnya koordinasi dan adanya organisasi silo yang menyebabkan lemahnya kohesivitas antar pemangku kepentingan yang terlibat dalam pemberdayaan petani di sana. Rekomendasi dalam pemberdayaan petani ke depan adalah selain penguatan modal sosial melalui peningkatan koordinasi dan kerjasama, yang perlu dilakukan adalah penguatan kebijakan mekanisme akuntabilitas untuk mengawasi, mengendalikan, dan meningkatkan kualitas kinerja organisasi agar tidak proyektif dan memiliki sustainabilitas yang tinggi. Pemerintah sebaiknya lebih meningkatkan akuntabilitasnya pada pelaksanaan program pemberdayaan masyarakat tani di sisi lain masyarakat tani sebaiknya lebih meningkatkan hasil pertanian sedangkan pihak perbankan ikut bertanggungjawab dalam pendampingan pengelolaan dana dan hasil pertaniaan masyarakat. Olehnya itu, evaluasi kebijakan terhadap kapasitas kelembagan pemberdayaan yang ada perlu dilakukan agar modal sosial meningkat dan tidak terjadi egosektoral.

Abstract

In pandemic situations with social restrictions, the society, especially marginal communities with micro and informal businesses, is believed to be the most socio-economically vulnerable. However, the presence of effective leadership can help these communities to deal better with pandemic risks. As indicated in the Gini Ratio, during the pandemic, the leadership role in villages looks more prosperous than in cities. Therefore, this study intends to describe these villages' leadership roles and assess the relevant leadership styles practiced. This research is qualitative research conducted with a Systematic Literature Review (SLR) approach to the results of previous research in Indonesian villages, considering that there has been no similar research conducted before. The results of this study indicate that the vital role of villages leaders in a pandemic situation is seen for example in fullfiling citizen's basic needs, strengthening village food security, maintaining environmental security, providing moral support/social assistance and education, allocating and mobilizing aid on target, as well as supporting governmental policies. The most prominent leadership styles in supporting villages' success during pandemic situations are collaborative, transformational, and a combination of collaborative-transformational leadership styles. And the most important capabilities are motivating, guiding, educating, role-modeling, learner, inclusion, embracing, and supporting. These leadership styles and capabilities are expected to be relevant in all Indonesian villages, noticing that previous studies included are quite scattered from Java, Sulawesi, Sumatra, Nusa Tenggara, and Kalimantan, even though there are no research representatives from the easternmost of Indonesia, such as Maluku and Papua.

Abstract

This article aims to examine and analyze the issue of bureaucratic neutrality in the perspective of political culture in the 2019 elections in Boalemo County. The problem of bureaucratic impartiality in elections is caused by the political culture of kaula. To answer the problem in question, this study uses a qualitative method with a phenomenological approach where the researcher is a key informant in data collection through interviews and documentation, especially literature related to the same object. The results showed that ASNs in the structural and functional ranks of teachers tend not to be neutral due to the Regent as the regional head, political attitudes and choices tend to kaula political culture. Meanwhile, the bureaucracy in the functional ranks of Health tends to be neutral and prioritizes the value of rationality based on the political culture of the participants. Based on these findings, it is necessary to strengthen the political culture of participants for the bureaucracy in the regions through socialization and political education. Abstract

The tourism potential in the northern part of the east coast of North Sumatra is still not widely exposed. In addition, the competitiveness of tourism in North Sumatra is still relatively low as the third largest province in Indonesia. This study aims to analyze marine tourism objects and their development innovations. The research method used is observational through surveys and qualitative descriptive analysis techniques. Collecting data using survey methods, interviews, and document searches. Tourism potential data is obtained through surveys, interviews and document searches. The tourist objects analyzed were: Medan City (Sihombak Lake Tourism Park, China City Museum, Labuhan Old Town Site, and Sicanang Mangrove Tourism); Deli Serdang Regency (Tanjung Rejo mangrove tourism and Siba Island); and, Langkat Regency (the tourist village of Jaring Halus and the Selotong eagle breeding). Based on the results of the analysis of the elements of attraction of marine tourism objects, elements that require strengthening, namely: attraction; marketing; market potential; visitor settings; and, climate. Innovation for the development of marine tourism objects in the northern part of the east coast of North Sumatra is carried out by involving innovation actors in strengthening the supporting elements, namely: attraction; marketing; market potential; visitor settings; and, climate. Abstract

Stunting has a long and permanent impact. Until now, the analysis of the causes of stunting still does not provide a paradigm for women's autonomy. In this paper, it is explained that women's autonomy is rooted in low maternal education, young mother's age, low maternal weight, and domestic violence. These four factors represent the presence of women in relation to stunting based on the scientific literature obtained through the Pubmed database. Therefore, two things are recommended. First, it is necessary to improve health education not only for pregnant women but also for mothers-in-law and other household members in the household when the mother is pregnant and at the age of the baby <6 months. Second, it is necessary to increase husband's support for women during pregnancy and during the breastfeeding period.

Abstract

The literacy level of the people has a vertical relationship to the quality of a nation. A person's high interest in reading affects a person's insight, mentality and behavior. This study aims to describe the measurement results of the Community Literacy Development Index in North Sumatra in 2021, identify and analyze the obstacles faced, and provide recommendations that libraries can do in increasing the community literacy development index in North Sumatra. The urgency of this research, among others, is an effort to meet the availability of accurate and holistic data for all types of libraries, both aspects of collections, service personnel, users, library members and the existence of a budget as the basis for policy formulation as well as library development in North Sumatra. The research method in this study is quantitative research with a descriptive approach. Collecting research data using documentation studies, and questionnaires. Analysis of research data using descriptive statistical analysis. The results of the study found that the Community Literacy Development Index in North Sumatra at 12.40 was in the sufficient category. Meanwhile, there were six aspects that were found to be obstacles faced by libraries in North Sumatra in increasing the Community Literacy Development Index, namely institutional aspects, funding aspects, human resources aspects, facilities/infrastructure aspects, collection materials aspects, and reading interest aspects. Then from these six aspects, 15 strategy recommendations were made to strengthen the role of libraries in increasing the index of community literacy development in North Sumatra.
