Abstract

From the aspect of ecotourism, Aek Nauli special forest purpose (KHDTK Aek Nauli) has potential to be developed as a gateway to Lake Toba Tourism. This study aims to determine the economic value of KHDTK Aek Nauli and to calculate the visiting cost of Aek Nauli KHDTK. The location of the study was KHDTK Aek Nauli located in Sibaganding Village, Simalungun Regency, North Sumatra. Estimated economic value of KHDTK Aek Nauli environmental services was carried out trough travel costs (Travel Cost Method). Data was collected from 73 respondents consisting of junior and senior high school students, college students and teachers. The economic value of the Special Purpose Forest Area Aek Nauli based on 2017 visit data was IDR. 4,073,628,200 per year. While the cost per visit according to the zoning area was around IDR. 31,084 to IDR.141,072 per visit / person / day ranging from 35-92 km from KHDTK Aek Nauli. This research suggests that the management of KHDTK Aek Nauli needs to review the enterance cost to the KHDTK which is currently very low in order to anticipate the impact of externalities and environmental damage due to increasing human activities in the forest area. Abstract

The role of the Local Government in improving the people's economy is still very important and is the responsibility of the government in prospering the community. Provincial Government Funding to Villages (BKP2DK) in Jambi Province, is one of the sources of funds that contribute to the implementation of development in the village with the aim of improving the welfare of the community and reducing the number of poor ducking in the village / Kelurahaan. This research aims to see how the implementation of Jambi Provincial Government Funding to Villages in Jambi Province. The research method used is a quantitative descriptive method with sampling using purposife sampling method against village devices and rural communities in Jambi Province. While the analytical method used descriptive analysis by describing the conditions of the studied variables, and statistical analysis using gaps tests. The findings of this study show that the implementation of Provincial Government Funding in the field of infrastructure is more widely used for the development of BUMDES, while the field of institutional strengthening is more allocated to syara/guru ngaji officers. In this study it was also found that there is still a lack of coaching and supervision roles carried out by the Provincial and Regency/City Evaluation Teams so that there are some uses of financial assistance that have not been in accordance with the instructions that have been established. However, jambi province's funding was able to improve the welfare of the villagers judging by the dwindling number of poor people and the number of poor families, as well as the increasing number of Village Owned Enterprises (BUMDES) and Medium, Small and Micro Enterprises (MSMEs) in the village that sampled the research.

Abstract

Ijen Tourism Cluster (ITC) is a concept to developing economic and tourism activities by expanding and developing tourism destinations around Ijen National Park. ITC uses the natural and social capital found in tourism destination areas to create sustainable tourism activities in the Ijen Crater Nature Park area. This research was conducted to develop a tourism cluster based on a sustainable tourism strategy that integrates natural attractions and local communities' potential applications. The research showed three main problems of ITC applications for tourism activities around Ijen Crater Nature Park. These problems occurred because local communities cannot manage village-owned enterprises (BUMDes) and joint village-owned enterprises (BUMDesa Bersama) optimally; tourists' length of stay around Ijen National Park was short; and cluster integration between tourism areas around the Ijen National Park is poor. This research provides a solution to that problem by creating and developing a creative hub to overcome this problem. The creative hub in the ITC area functioned as a local community's innovation and creativity facilities and a center for educational facilities and strengthening Ijen National Park tourism competitiveness. In the future, the creative hub in this area will become the center of economic activity, education, and environmental conservation for local communities and tourists.

Abstract

This article discusses protest voting in the context of regional elections, which contest between a single pair of candidates against an empty box. Empty box is presented to provide alternative options to citizens who are not interested in choosing a pair of candidates. This article argues that the empty box becomes an instrument for voters to protest. Using the case of the Lebak local election in 2018, this article seeks to find answers to the question of why some voters are interested in choosing an empty box, what is the main object of the protest, and how the protest was carried out. This type of qualitative research with a case study approach was chosen as the research method. Data collection was carried out through in-depth interviews and literature studies. The findings show that the empty box is an instrument for the people in South Lebak, especially Malingping District, to express their dissatisfaction with the candidate, Iti Octavia Jayabaya. On the other hand, protest voting using empty boxes keeps its dilemmas and paradoxes. Some protesting voters continued to express their dissatisfaction by selecting candidate pairs for fear of intimidation and other reasons.

Abstract

The Medan Hajj Hospital is one of the hospitals under the North Sumatra Provincial government. The smoking-free area in the Medan Haji Hospital is a good way to prevent smoking in the hospital. This study aims to determine the implementation of Governor Regulation No. 35/2012 concerning the smoking free area in the General Hospital of Haji Medan. The existence of a smoking free area is expected to protect the community's rights to get clean air from cigarette smoke. This study uses qualitative methods using in-depth interviews and observation methods. Triangulation is carried out, namely methods, objects and sources. The instrument uses interview guidelines and observation sheets. This study indicates that there are still violations of the smoking free area policy such as cigarette butts in parking lots, canteens and mosques. Supporting facilities, such as smoking rooms, are not available, and no smoking signs are still difficult to find in some places. Human resources to carry out smoking-free area supervision are still few, supporting facilities such as no smoking room and no smoking signs are still difficult to find in several places. Medan Hajj General Hospital must improve human resources and supporting facilities such as smoking rooms and smoking prohibition signs which are still not available in several places. Sanctions must be given tougher for smokers so that smokers are deterred from smoking in smoking area areas.

Abstract

Efficient and responsive improvement of public services can be done through echelons simplification and multiplying functional positions that are directly oriented to the service. However, the policy has not been implemented by the Sorong City Government because it has specificity and resistance from local officials. The purpose of this writing describes and analyzes the empirical condition of simplification of echelon III and IV of Sorong City Government. The research method uses a descriptive qualitative approach. The results showed that the echelonsimplification III and IV of Sorong City Government has not been implemented because it did not get support from the Mayor. Bureaucratic culture in the echelon promotion system prioritizes personal and hereditary closeness is the main obstacle to echelons simplification of Sorong city government. In addition, the pride of the social status of echelon positions and the absence of new functional position building agencies makes the ASN mindset focused on echelon positions only and local governments have difficulty placing ASN in the appropriate agencies of the new functional position. Supervision instruments for new functional positions have also not yet properly constructed. The legality aspect, there is no legal regulation from the ASN law derivatives on the new functional position system. The process of switching structural to functional positions based on personal and hereditary proximity makes the function of the ASN merit system not optimal so that until now the echelons simplification of the Sorong City Government has not been carried out. The merit system can work if the behavior of bureaucrats prioritizes service over culture. This study recommends that the central government arrange a mapping of new functional position transitions in Sorong City Government and local assessorinstitutions. In addition, it is necessary to change the mindset of echelon officials by making legislation restricting the facilities of echelon officials.Keywords:empirical condition, simplification of echelon III and IV, Sorong City Governmen

Abstract

This study aims to grasp the policy of state defense which embedded through the form of school culture which plays an important role to shape the character of state defense in Katolik Karya, Toboali Elementary School, Bangka Belitung. This also seeks to capture how state defense culture is effectivelly implemented to support the students’ character. This study uses descriptive qualitative, in which data and information are obtained through interviews, questionnaires, and documents involving principals, teachers, education staff, and students. This study found that the school already has developed policy to instill a state defense culture which is introduced by the Tunas Karya Foundation. The state defense policy is developed through a set of values which are arranged in the ten main character as a genuine of cultural product to form of student character. Schools conduct a state defense policy through habituation with a nurturing and modeling approach by teachers. This study also shows that the habituation of the ten main character values in making state defense behavior is quite effective. Based on the assessment results, the data shows that the majority of students have regularly employed the habituation of the state defense with average marks at 82 point.

Abstract

Micro and small enterprises (MSEs) are most vulnerable to the Covid-19 pandemic. Many MSEs in Sumedang Regency are less adaptive when there are social restrictions so that their turnover decreases and some even close their businesses. A proper policy from the Sumedang Regency government is needed to overcome this problem, one of which is through a vulnerability analysis so that it can be seen which areas are most prone to the Covid-19 pandemic, especially from the socio-economic aspects related to MSEs. This study uses a spatial-based quantitative descriptive method with scoring techniques on each determining variable in the vulnerability analysis adopted from the Intergovernmental Panel for Climate Change (IPCC). The data used is Potensi Desa (village potential) in 2018 and 2019 as well as some supporting data from related agencies. The results of the vulnerability analysis show that there is one sub-district with a very high level of vulnerability, namely Jatinangor District, due to the large number of MSEs and most of the livelihoods of its population from sectors affected by social restrictions due to the Covid-19 pandemic such as industry, trade and services. Efforts that can be made to increase resilience to the Covid-19 pandemic at the regional level are by increasing adaptive capacity, especially encouraging economic activity at the village level through increasing Villlage-owned enterprises (BUMDES) business units and business scale, expanding internet signal coverage, and encouraging the expansion of the goods delivery service network.

Abstract

Since the reforms in 1998 there have been changes in democracy, from centralized to decentralized and the existence of regional autonomy which gives freedom to each region to manage its own region. Freedom to increase the responsibilities of local governments must provide and improve services to the community. Therefore a breakthrough is needed. National Institute of Public Administration takes a role in accelerating the growth of governance innovation in the local government environment through the National Innovation Laboratory Program by assisting innovation in local government using the 5D instruments (Drum, Diagnosis, Design, Delivery and Display). There are two Locus Innovation Laboratories which are used as research namely Tanah Bumbu Regency in South Kalimantan Province and Kotawaringin Regency in Kalimantan Province, Central Kalimantan. With the descriptive analysis method through library research, this study wants to see the advantage by the innovation laboratory in terms of innovation development in the regions. The results of the analysis show through laboratory assistance, the region get advantage from open mindedness of apparatus, and change the way people think about government performance and bring up trust towards local government. Abstract

Education is an important element in the quality of human resources, so that it is necessary to increase the degree of community education. The North Sumatra Province RPJMD 2019-2023 contains Dignity in Education as a mission, and one of its development priorities is the Improvement and Fulfillment of Access to Education. The Government of North Sumatra plans that the community can receive education up to the level of higher education. The Gross Enrollment Rate (APK) and Net Enrollment Rate (APM) of Higher Education in North Sumatra are relatively low. The APK and APM of Higher Education in North Sumatra in 2020 are 25.76 and 22.20, respectively. This is also related to the dropout rate, especially at the high school level (SMA and SMK). The dropout rate for North Sumatra in 2020 for the SMA level is 0.43 and the SMK is 1.10. As a qualitative research,the data used were both secondary and primary data. Primary data were collected through questionnaires and limited interviews with randomly selected respondents from students, parents, teachers and the general public. Secondary data were collected from documents, reports, releases/books and other references from various sources or agencies. The data were analyzed descriptively to obtain an overview of the existing conditions and problems to underlie the preparation of the concept and design of the “Scholarship Village”. In this study, it was found that people who dropped out of school were generally due to their inability to pay tuition fees and lack of information about scholarships, the latter regarding the sources of scholarships and how to access them. For this reason, it is necessary to provide educational assistance in the form of scholarships and bring closer access to these scholarships for students, to support them to continue their education up to S1 and even S2 and S3. This was answered with the concept and design of the Scholarship Village, which was conceptualized as a scholarship information center; English language training support; and facilitation for students who are prospective scholarship recipients with scholarship providers or sources, by designing all their needs. These concepts and designs can be used as guidelines for the development of the Scholarship Village by the Government of North Sumatra.Keywords: Education, APK and APM, Scholarships, Concept and design
