Abstract

This study aims to analyze the perception of the targeted group to the smoke-free policy as part of university community service. Several studies have supported that smoke-free policy is a useful tool to reduce the smoke prevalence and minimize risk factor of the cigarette consumption. Depok City in West Java, Indonesia, is a city that has started the implementation of smoke-free policy since 2015 but this city still deals with critiques about the weakness of the process. This study is a qualitative research. This perception of the targeted group will become a baseline for the further step of the collaborative governance research. This study conducted one focus group discussion which involved 28 community members as informants. The result found that majority of the informants already know about the harmful impact of smoking, but some of them do not understand the existence of the smoke-free policy. Smoke-free policy in Depok City gives the essential duty to the citizen to conduct monitoring and evaluation of the implementation stage. However, this study found that the informants do not well informed about this role and difficult to identify available channels for monitoring. Therefore, this study proposes to Depok City government to build information and communication platform to send and receive message from and to the people related to the monitoring and evaluation of the smoke-free policy. As technology develops, there are many mechanisms to share the information and communicate with people or organization which may increase the beneficial interaction between people and the government of Depok City. This communication channel is very significant to align the community perception or the people perspective with the policymaker's point of view.

Abstract

Model of communication in agricultural communication practices in Indonesia particularly in Subang Regency has developed parallel to the concept of development communication and community development. This research aims to analyze the difference of communication pattern Member farmer groups against business success based on gender. The sample in this study amounted to 90 people from 18 farmers groups in Kabupaten Subang. The data collected through the survey with a questionnaire and Focus Group Discussion (FGD). The analysis of the test used was different from independent samples t-tests to test hypotheses posed. The study found that there were no significant differences based on gender-related patterns of communication that affect the success of the farmer. These findings indicate that gender is not a guarantee of a person's been doing better communication pattern.

Abstract

All this time, a woman has often been placed as an object per se in visual art in Bali. Actually, there is an ideology behind the work of women visual artists in Bali. This article reveals and describes the gender ideology that works behind the visual representation of Ni Nyoman Sani’s works. This article concludes that the gender ideology works behind Ni Nyoman Sani’s work, that is, concerning the consumptivism of the gender role in its use. It is expected that this discussion can give us a broader and deeper understanding of the gender ideology that works behind Ni Nyoman Sani’s creative process.

Abstract

This research is based on the problems faced by almost all taxpayers (WP) of Government Employees (PNS) in Indonesia (especially in Bandar Lampung City), namely the difficulty of obtaining evidence of Article 21 income tax deductions on irregular earnings such as honorarium activities, performance allowances, should be made by the Treasurer whenever the WP earns the income. The treasurer only provides proof of income cuts on salary and routine allowances at the end of the year in the form of 1721A2 form. This problem is caused by the operator who input salary and income other than salary vary. To solve the problem, this research was made, with the aim of making the application of Article 21 Income Tax for Web-based PNS. By using waterfall method, this research resulted in a Web 21 Income Tax article program where all income earning operators either regular or irregular earnings can input to one program at the same time so that the end result is WP can access all evidence of Article 21 Income Tax either Final or the Non Final whenever and wherever the WP was located without having to come to the Treasurer. WP simply menggakses use the internet. With the development of this Web-based Article 21 PPh program can assist WP in reporting all of its income on its Annual Income Tax Return. and assist the government in reducing non-compliance with WP.

Abstract

This research aims at portraying the process of the design and implementation of the English training program for the administrative of University of Surabaya which was conducted from March to August 2017 by the Directorate of HRD and Language Center, University of Surabaya. It was intended to identify how the course was designed, implemented, evaluated and finally to judge to what extent the program was successful. The output of the research was a report to the university, especially HRD Directorate, giving evaluations and recommendations for the future similar training program. The data were collected using document studies, questionnaires and interviews. Using the principles of ADDIE design model, all the steps were evaluated: needs analysis, instructional design and development, implementation and evaluation/test instrument. The results of the analysis showed that the steps of the design was already in line with the ADDIE model design proposed by Reiser dan Mollenda in the (1990) but it failed to measure the gain or the increase in the competence level of the participants since the test instrument used in the pretest was TOEIC test, different from the one used in the posttest, that is, oral interview test designed by the teaching staff themselves. Therefore, the result could not be compared to see the gain. Seen from the participant satisfaction with the implementation and methods of delivery, the program was successful since the level of satisfaction was above 80 % ( above the target).Based on the findings, it is recommended that future training program improve the test instrument for the pretest and posttest in such a way that the gain is easier to measure

Abstract

Library in universities is the center of information and science. It can be said as the heart of university. Because of its important role, the university library must have good service. This is expected to increase the sense of comfort of library visitors in using library services. Politeknik Negeri Bali (PNB) as one of the universities in Indonesia currently has one library room located on the 2nd floor of the PNB Central Building. Based on the data, the average number of PNB library visitors in the year 2017 is only 15% of the total civitas. This number shows that PNB library has not been optimally utilized. The purpose of this research is to evaluate the PNB libray service, wheter it aready fulfill the hope of visitors. This research used 150 library visitor as sample, collected by using accidental sampling. The variables used are five service dimensions, namely tangibles, reliability, responsiveness, assurance, and emphaty. The method of analysis used in this study is gap analysis using paired t test between expected service by the visitors and PNB library service in reality. Results shows that in general, there is a significant difference between expected service by the visitors and PNB library service in reality. It also happens in five dimensions of service.

Abstract

Currently, research performance becomes one of the criterias to determine a university’s rank. This performance is highly dependent on the individual lecturer's research performance. Hence, continuous evaluation of individual lecturer's research performance becomes very important. Lecturer’s performance evaluation is generally done through Lecturer Performance Planning (LPP) and Lecturer Performance Achievement (LAP). However, LPP/LAP does not reflect the actual achievement and overall performance of inidividual lecturer. Thus, a monitoring and evaluation system on the research performance of individual lecturer is necessary to address the issue. The findings presented on this research paper were developed using mixed methods. The qualitative approach was done through observation and interview to gather information on individual research performance. A valid and reliable questionnaire was also developed based on the data obtained from 128 lecturers in Polban who were selected based on purposive random sampling. The collected data were tabulated and described descriptively. Accordingly, a Performance Monitoring Framework of Individual Researcher has also been developed. The final output of this research is an individual research performance mapping. This mapping will be useful for designing research policy to improve the capacity and quality of individual lecturer's performance, which in turn will contribute to improving research performance of related institution.

Abstract

Obviously listening improves speaking skills. Polytechnic graduates are to have business transaction skills. Meanwhile, the time allotment for English class sessions is limited. Therefore, the teachers are to promote students’ autonomous learning through listening. This study investigates how the students major in commerce at an Indonesian polytechnic complete listening tasks and attitudes toward the acquisition of listening skills. Training on how to complete the listening activities through shadowing was carried out with 43 students. A questionnaire was distributed to find out the students’ views on the suggested listening activities and their opinions to improve them. The study found students’ preferences in practicing listening; most employed 1 or 2 or 3 steps. Most include initial listening, reading, and one of the types of shadowing - silent shadowing with reading or synchronized shadowing or prosody shadowing. None of the students was interested in doing silent shadowing. They admitted that their listening most improved their pronunciation and enriched vocabulary. They expected more lecturer engagement in controlling their listening activity. By better understanding the students’ needs and opinions, strategies to encourage autonomous learning can be improved

Abstract

Surrogacy is still a controversial topic in Thai society. Surrogacy issue has come to the public attention through a recent case where a couple that, for some reason, cannot get their baby from the surrogate mother and then decides to find a solution by bringing their case to the court. Though viewed medically, from assisted reproductive technology, surrogacy is an achievement on its own since it can provide good hands to those couples in need; it is still enshrouded by ethical, legal and medical issue. Ethically, it is still debatable whether being a surrogate mother is morally permissible. Then, who are the rightful parents of child born from surrogacy according to the law is still unclear. This vagueness in terms of law, may create a loophole where the surrogate mother can be accused of selling a child. This article attempts to analyze and propose a Buddhist guideline to solve the problems of surrogacy in the present Thai society.

Abstract

The Ciremai Mountain National Park area is one of the national park areas in Indonesia that must be maintained. The enormous potential of biodiversity and environmental services are stored in it. Sustainability of the Ceremai Mountain National Park (TNGC) is an important part of increasing regional and national resilience in climate change mitigation efforts. This study aims to determine the role of the TNGC area management institution in motivating people around the area to actively participate in managing forests. The study was conducted by observation, interviews, and literature studies with a qualitative approach. Based on the results of the study it is known that the management of TNGC area is carried out to support education and science, research, activities that support cultivation, culture, and also tourism. In addition, the function of management of conservation areas is based on the conservation of natural resources, forests with the principles of protection, preservation and utilization can be realized and managed optimally, sustainably, and wisely. The involvement of the community in the management of the TNGC area is still very minimal, so that the sense of community ownership of the TNGC area is still low. Therefore optimization of community involvement is needed so that management can run optimally and provide greater benefits for communities around the area.
