Abstract

The research products produced by tertiary institutions are intellectual property that benefits the community and provide an economic contribution. Even Universities are encouraged to increase their research products’ economic value because innovation considers successful when commercialized. Higher Education is direct to produce innovative products with high added value so that these products can be beneficial to the community and commercialized. However, not all innovation results are successful or can be commercialized, although, in principles, the commercialization of research products is no different from standard products’ commercialization. This paper outlines various efforts undertaken by universities/polytechnics in Indonesia to increase research output commercialization. The purpose of interviews is to determine how universities respond to the challenges of expanding the commercialization of their research output. The participants were the heads of research institutes and community service from twenty-one (21) tertiary institutions in Indonesia, consisting of nine (9) universities and twelve (12) polytechnics. The finding shows that only a few university and polytechnic have commercialized their research products; however, most higher education keeps doing their best to increase their capability to commercialize their research products. This study’s two implications are: 1) researchers need to involve “user” needs before developing a research proposal. 2) Management at the university needs to facilitate the commercialization of the academicians’ research products.

Abstract

Since the collapse of Saddam Hussein’s regime in Iraq in 2003, the Kurdistan Region of Iraq has shown a dramatic change. To some extent, regional and international journalists have brought the change into international spotlight. Iraqi Kurdistan as an Autonomous region, which possesses its own government, parliament and constitution, is formally recognised in Iraqi Federal constitution and the KRG was granted 17% of Iraqi budget. In a very short time, the region attracted to a large number of national and international companies for business and trade. Trade and investment increased rapidly, and private sectors improved. This, in turn, created various job opportunities. Consequently, the region became a suitable place for foreign skilled professionals. Iraqi Kurdistan did not have the skilled workers to meet or fulfil the requirement that market needed. Because this immense economic growth required highly skilled and qualified human capital which the higher education system of Kurdistan had failed to provide. Therefore, in order to satisfy the needs of the market, the KRG through the ministry of Higher Education and Scientific Research has invested millions of US dollars in higher education to produce human capital. The ministry has adopted the Human Capacity Development Programme (HCDP) that has sent two-three thousand of students to western countries to study at best-known universities. The aim was to satisfy the needs of the region’s market and develop the production system of the region. This paper explores to what extent investment in higher education has led to development. In other words, it investigates to what extent the HCDP program of human capital which is achieved through formal training and education has led to human skills capabilities, growth, and mobility in the Kurdistan region.

Abstract

For Indonesian people, the world of art is an integral part of life. Art has become their identity since the ancient time. It is because art and its products are born from the appreciation of everyday life. Art philosophy is inseparable from the meaning of daily life. The more a society produces art with high values and tastes, the more reflective capacity they have to explore life. This reflective ability has actually helped enliven the development era which has increasingly undergone fundamental changes (disruption) in all fields. Entering the era of industrial revolution 4.0, now the world of art and its meaning are slowly distorted. Revolution 4.0 dragged art into capitalism and ended in obscurity of identity. Gadamer's study of how to view art as a game, symbol and festival becomes an interruption to restore the meaning of art in its place. Gadamer's art criticism is also very relevant for Indonesian people. This criticism is an opportunity for Indonesians to reinterpret the spirit of art in them. Understanding art means immersing in one’s self-identity as a true Indonesian to become more authentic.

Abstract

This article reports the effectiveness of online teaching and learning in a polytechnic institution. The online teaching and learning during the Covid-19 pandemic have made a challenging situation. Moreover, the subjects or courses at Polman Bandung consist of the Theory course (e.g., Maths, English, Strength of Materials) and Practice course (e.g., Technical Drawing, CNC Machine practical program, Bench-work). What happens in the online classroom and its effectiveness should be known and considered by its academic officer. In general, the target to be achieved in this study is to provide an overview of online learning and measure online learning effectiveness in 2020. The research method used is a descriptive study. Data collection was done by distributing questionnaires to the third-grade students who have had or are currently implementing online learning in Theory and Practice courses. There were 231 questionnaire data collected. Besides, semi-structured interviews with students and lecturers were also carried out. The study results show that the teaching and learning effectivity carried online were scored in 3.25 by students (scale 1- 4), meaning it is still inadequate performance. Both Theory and Practice courses were challenging for students and lecturers, but the practice was considered more challenging. Some departments could not hold Practice courses entirely online due to the laboratory tools and machines needed. Therefore, it is recommended that the lecturer improve their online teaching skills and interact more with students in the Theory course and Practice course. The students should better communicate with the lecturers and, most importantly, handle significant learning challenges. Then, the institution should make a better system and program to help the lecturer to teach online.

Abstract

Protection of disability rights in the workplace is not adequate by applying formal rules made by the government, but needs to be strengthened by various informal mechanisms. Since 2016, Indonesian government has laws on persons with disabilities including the fulfillment of rights and protection of work. The fact, the government still faces various challenges in its implementation. Previous studies related to persons with disabilities and work environment highlighted three things including the government's affirmative policy towards persons with disabilities, the constraints of companies employing disabilities, as well as the impact of persons with disabilities on workforce diversity. This research exmines the interrelation of informal norms as a component in supporting existing formal rules and their impact on inclusiveness in the work environment. Qualitative methods are used and data collection is obtained through observation, documents, and in-depth interview. As a result, the strengthening of informal norms in the company is capable to eliminate social exclusion, especially related to infrastructures and facilities that are not yet accessible for employment with disabilities.
