Abstract

The fi nancial relationship between central and local government can be defi ned as a system that regulates how some funds were divided among various levels of government as well as how to fi ndsources of local empowerment to support the activities of the public sector.Fiscal decentralization is the delegation of authority granted by the central government to theregions to make policy in the area of   fi nancial management.One of the main pillars of regional autonomy is a regional authority to independently manage thefi nancial area. State of Indonesia as a unitary state of Indonesia adheres to a combination of elementsof recognition for local authorities to independently manage fi nances combined with the element oftransferring fi scal authority and supervision of the fi scal policy area.General Allocation Fund an area allocated on the basis of the fi scal gap and basic allocation whilethe fi scal gap is reduced by the fi scal needs of local fi scal capacity. Fiscal capacity of local sources offunding that comes from the area of   regional revenue and Tax Sharing Funds outside the ReforestationFund.The results showed that the strengthening of local fi scal capacity is in line with regional autonomy.

Abstract

The empowerment of small industry of woven bamboo craftsmen in the village of Karayunan that is carried out by the Department of Small and Medium Enterprises Group of Industry and Trade ofMajalengka District has not been optimal. Therefore, the department seeks (1) to make an increaseof access and market share, which are promotion and information, giving an aid in supplying theproduction tolls; (2) to engage in the exhibition; (3) to make a socialization of Training Center and (4)to conduct motivation skills training such as a small industry of food in the district of Majalengka. Therole of small industry of woven bamboo is suffi ciently increased people’s incomes, this thing can be seenfrom the employment. The inhibiting factors of the empowerment of small industry of woven bamboocraftsmen are the limited fund; still using simple equipments; lack of marketing and lack of educationof the craftsmen and work force.

Abstract

AbstractCorruption is a problem it should be a concern to everyone. One of the causes that is the low morale as well as offi cials and public awareness about corruption itself. Minimize the movement habitsand corruption are other alternatives that should be pursued by the government. Space is narrowedin the implementation of government services, so the opportunity to behave corruption can be eroded.Some things you can minimize the space for corruption is anti-corruption education, standard operatingprocedures services, e-services and increase community participation.

Abstract

Background problem in this research is not yet effectively curbing IPAL factory in Eastern Kabupaten Bandung. Based on the phenomenon, researchers suspect that the issue is affected by thevariable coordination. Based on these problems, formulation of the problem posed is: „the influenceof coordination against the effectiveness of curbing Waste water management Plant Installations inEastern Kabupaten Bandung“.Analysis of problem of research done using theory approach to coordination of Erliana and Eviany(2014: 44) defines coordination is an attempt to synchronize, balancing and directs the parties concernedto be able to integrate perception together in an activity to achieve common interests.The methods used in this research is a survey method eksplanatif (explanatory survey method)while the source data collection using the study of librarianship and field studies that include: the now,observation, and interviews. Sample withdrawal technique used is a simple random sample (SimpleRandom Sampling). As for the data analysis technique used is a simple linear regression.Based on the results of the data processing is done the results obtained indicate the existenceof a positive and significant relationship between coordination against the effectiveness of curbingIPAL factory in Eastern Kabupaten Bandung. Thus the hypothesis presented in this research tested theempirical basis.

Abstract

Act No. 10 of 2008 on general elections to mention that voters are those who are first time to vote and aged 17 years or older or are/have been married have the right to vote in elections (and election).Voters beginners who are just entering the age of suffrage also do not yet have broad political range, todetermine where they should vote. So, sometimes what they choose is not as expected.The reason this is causing voters are very prone to be influenced and approached the materialapproach to the political interests of parties politik. Ketidaktahuan in terms of practical politics,especially with the choices in elections or local elections, voters often do not make rational thought andmore thought­term interests short.New voters are often only used by political parties and politicians to serve political interests, forexample be used for fundraising period and the formation of the party underbow organization.

Abstract

AbstractThis study aimed to describe what needs improvement efforts and strategies need to be developed in controlling poverty in Sukabumi.The method used is descriptive method with qualitative approach. Data were collected using the method of observation, interviews and documentation as well as analyzed through editing, dataclassification, data tabulation, data tabulation.The main strategy for poverty reduction in Sukabumi is the expansion of employment and businessopportunities, empowerment, capacity building of human resources, social protection, improvement ofenvironmental quality, increased partnerships, population control.Based on the results of analysis show that efforts need to be enhanced in the implementation ofthe control strategy of poverty in Sukabumi are: the establishment of the Institute of Microeconomics,adding Development Facility art and culture., utilization kinds of metal and non-metallic minerals,increase the population of cows, chickens and ducks to meet the shortage of meat, milk and eggs,increased production of corn, increasing the role of MCC/TKSM in handling POM and Social Welfare,peningkatam participation of women in society, the addition of educational facilities., adding humanresources (medical, non­medical and medical support) and facilities health particularly in hospitalsPelabuhanratu and Jampangkulon, improved coordination in the area of disaster management;increased knowledge to the community in the face of disaster area if at any time there, lowering thenumber of slum areas merwujudkan appropriate housing.The strategy needs to be developed in controlling poverty in Sukabumi is added vocational trainingequipment and add qualified instructors, controlling population growth ‘, increasing the Human Resources(HR) both farmer groups and government officials that there is to be able to exploit natural resourcesin accordance with local potentials and local environmental conditions, adding a source providingsufficient irrigation to anticipate the dry season, the increase in the cage and anticipate the H5N1 virus,the addition of agricultural extension workers, additional infrastructure agricultural extension, controlover productive land use, agricultural extension budget increase, fisheries and forestry; increase theinterest of young people to the field of agriculture, the provision of land for educational purposes.Keywords: efforts and poverty control strategy

Abstract

In several cities generally waste management is provided by Jakarta the city cleansing. Community involvement and private parties in dealing with waste in several cities have been done to some typesof activities. Many community sector involved in collecting the garbage in the heap of garbage, whilethe providers are generally manage waste in an elite area where paying ability from the customers isalready quite high. In the conduct of waste service, the government of Makassar will stipulate policiesthe region about waste fees or hygiene.

Abstract

Social structure is one of the important elements in development. Elements in the social structure will form relationships and form joint actions on the program. PLPBK Program in Karangwaru Village, Tegalrejo Sub-District, Yogyakarta City has focus on society. Social life is closely related to social structure. Based on the explanation, the purpose of this research is to determine the role of social structure in the PLPBK program in Karangwaru Village. The approach of this research is deductive qualitative. The method of analysis used is descriptive qualitative. Methods of data collection using field observation, secondary survey, and primary survey. Sampling technique of primary survey using non-probability sampling that is purposive sampling. The results showed that the social structure in Karangwaru Village has a positive and negative role in the PLPBK program. Social institutions, social groups, power and authority, and culture have a positive role while social stratification and social dynamics have a positive and negative role. The function of social structures such as maintaining patterns, integration, achieving objectives, and adaptation has been demonstrated by the social structure in the PLPBK program at Karangwaru Village.Keywords: Development; Infrastructure; Social Structure; Society
