Abstract

Peningkatan jumlah sepeda motor yang pesat menimbulkan berbagai masalah dari sisi ekonomi, sosial dan lingkungan. Namun di sisi lain, keberadaan sepeda motor juga merupakan sarana yang penting bagi masyarakat berpendapatan rendah untuk mengakses berbagai kesempatan yang dapat meningkatkan kehidupan mereka seperti; pekerjaan, pendidikan, kesehatan. Untuk itu perlu dicari solusi yang tepat untuk mengurangi ketergantungan masyarakat terutama yang berpendapatan rendah terhadap sepeda motor, tanpa mengorbankan hak mereka terhadap kesempatan tersebut. Salah satunya adalah dengan memahami bagaimana peran dan pola penggunaan sepeda motor pada masyarakat berpendapatan rendah di kawasan perkotaan, yang menjadi tujuan dari studi ini. Untuk mencapai tujuan tersebut dikumpulkan data mengenai peran dan pola penggunaan sepeda motor  dari 437 rumah tangga penduduk berpendapatan rendah di dua kelurahan dan dua desa di Kawasan Perkotaan Yogyakarta (KPY). Data kemudian diolah dan dianalisis dengan menggunakan metode statistik deskriptif dan inferensi. Berdasarkan analisis terhadap data didapatkan bahwa sepeda motor berperan besar dalam menunjang pergerakan masyarakat berpendapatan rendah. Walaupun dirasa memberatkan, banyak masyarakat berpendapatan rendah yang terpaksa memiliki lebih dari satu unit sepeda motor. Penggunaan sepeda motor pun sebagian besar adalah untuk keperluan bekerja dan pendidikan sehingga ketiadaan moda tersebut dapat bepengaruh besar pada kehidupan mereka.Kata kunci. On the other hand, motorcycles are also an important mode of transportation for low-income people for accessing a wide range of opportunities that can improve their lives, such as employment, education, and health. Therefore, it is necessary to find appropriate solutions to reduce motorcycle dependency, especially among low-income people, without compromising their right to the various opportunities offered by the motorcycle. One of the solutions is to understand the roles and patterns of motorcycle usage among low-income people in urban areas, which was the goal of this study. To achieve these objectives, the role and usage patterns of motorcycles of 437 low-income households were collected in two districts and two villages in Yogyakarta Urban Area (Kawasan Perkotaan Yogyakarta). The data were processed and analyzed using descriptive statistical methods and inferential statistics. Based on the analysis it was shown that  motorcycle plays a major role in supporting the mobility of low-income people. Although considered as burdening, many low-income people are forced to have more than one motorcycles. The motorcycles are mostly used for the purposes of work and education, so that the absence of this mode of transportation can affect their lives substiantally.Keywords. Abstract

One of the main regional income sectors of Maluku Province comes from the tourism sector. As one of the main sectors to generate regional income, the tourism sector must be further developed so that the results can also be felt more optimally for the government and the community. One of the efforts carried out by the Central Government and the Regional Government of Maluku Province to develop the tourism sector is through organizing an international level tourism event, namely Sail Banda Event held in Banda District, Central Maluku Regency, Maluku Province. This study aims to evaluate the extent to which the development of the Banda Subdistrict area after the implementation of the Sail Banda Event and the impacts that have been made on the development of the Banda Subdistrict area. This is because even though the Sail Banda Event has been carried out but it is suspected that there was no impact from the holding of the event to increase the income and health of the local community in Banda District. In this study, the approach used is a qualitative deductive approach using analysis of regional development achievements.  The results of this analyzes will be used to see the impact of organizing the Sail Banda Event. The findings of this study are that the implementation of the Sail Banda Event in Banda District does not have a significant impact on increasing the income and welfare of the community. Of the four objectives of organizing the Banda Sail Event, only one goal was achieved, namely increasing tourist visits.

Abstract

Kota sebagai sebuah kawasan konsentrasi kegiatan, pelayanan, dan pemerintahan telah mengalami perkembangan yang sangat tinggi pada jumlah penduduk dan kendaraan bermotor. Kota Yogyakarta sebagai salah satu Kota di Indonesia merupakan sebuah kota dengan potensi pariwisata, budaya dan pendidikan. Adanya potensi tersebut di satu sisi dapat memberikan dampak positif bagi Kota Yogyakarta tetapi disisi lain juga memberikan dampak negatif. Salah satu dampak negatif dari adanya potensi tersebut adalah perkembangan kendaraan bermotor yang pesat yang terjadi akibat urbanisasi penduduk yang tinggi dengan tujuan mencari kerja dan mencari pendidikan. Berdasarkan data, Setiap tahun terjadi pertumbuhan kendaraan di Kota Yogyakarta yang tercatat pada tahun 2016 jumlah kendaraan roda 2 sebesar 71.566 sedangkan jumlah kendaraan roda 4 sebesar 12.746. Namun pada tahun 2017 jumlah kendaraan meningkat drastis yang mana kendaraan roda 2 berjumlah 222.915 unit sedangkan roda 4 berjumlah 56.647 unit. Adanya Transjogja sebagai alat transportasi publik di Kota Yogyakarta belum mampu mengatasi masalah yang ada. Oleh sebab itu untuk menanggulangi masalah tersebut pemerintah Kota Yogyakarta memprioritaskan pengembangan kota melalui tiga isu penting salah satunya adalah pengembangan smart mobility berbasis transportasi publik. Smart mobility merupakan sebuah konsep turunan dari smart city yang bertujuan untuk menyediakan pelayanan transportasi yang cepat, aman, nyaman, dan terjangkau bagi masyarakat kota. Tujuan penelitian ini adalah membuat strategi pengembangan smart mobility berbasis transportasi publik di Kota Yogyakarta (Transjogja). Metode yang digunakan adalah duduktif kualitatif, menggunakan pendekatan wawancara ahli dan observasi lapangan dengan metode analisis SWOT. Hasil dari penelitian ini ditemukan beberapa strategi pengembangan yaitu strategi peningkatan jumlah armada bus sehingga dapat meningkatkan pelayanan kepada masyarakat, strategi penyediaan fasilitas pelayanan informasi pada transportasi publik sehingga real time, strategi penyediaan feder agar pelayanan bus dapat menjangkau daerah-daerah yang tidak terlayani oleh transportasi publik serta kemudahan transaksi bagi pengguna (card).Keywords: Kota Yogyakarta, Smart Mobility, Transjogja

Abstract

PEKANSIKAWAN merupakan konsep kawasan metropolitan yang mengintegrasikan tiga wilayah kabupaten di Provinsi Riau yang ditujukan agar sektor strategis daerah dapat dikembangkan. Dalam konsep ini terjadi interaksi wilayah antara wilayah kota inti (Pekanbaru) dan delapan kota satelit disekitarnya yang meliputi Minas, Kandis, Siak Sri Indrapura, Perawang, Bangkinang, Petapahan, Lipat Kain dan Pangkalan Kerinci. Salah satu isu strategis yang terdapat dalam pengembangan konsep ini adalah pelayanan insfrastruktur fisik (prasarana pendukung). Tujuan dari penelitian ini adalah menemukenali tingkat keterkaitan fisik kota inti dan kota satelit di kawasan metropolitan PEKANSIKAWAN. Metode skoring dan pembobotan digunakan untuk melihat tingkat keterkaitan fisik kota satelit dan kota inti yang dilakukan terhadap tujuh indikator yang telah ditentukan. Hasil dari analisis tersebut menunjukkan kota satelit Bangkinang, Pangkalan Kerinci dan Minas memiliki keterkaitan fisik yang cenderung lebih baik (dibandingkan dengan kota satelit lain) dengan kota inti Pekanbaru. Hal ini disebabkan karena ketiga kota satelit tersebut terhubung langsung dengan jaringan penghubung utama Sumatera yang menghubungkan Kota Pekanbaru sebagai ibukota Provinsi Riau dengan provinsi-provinsi lain di Sumatera. Selain itu, kuatnya keterkaitan fisik tersebut juga menjadikan Bangkinang, Pangkalan Kerinci, Minas, dan Kota Pekanbaru merupakan wilayah terintegrasi lebih baik dibandingkan wilayah lain di PEKANSIKAWAN.

Abstract

The effectiveness and efficiency of public transport should be a priority for transportation in developing cities. Despite the efforts from the government to improve public transportation, in Jakarta City, Indonesia, there is still 9.93% increase of private vehicles annually per year. In detail, contributor for increasing vehicles in Jakarta is motorcycles with an average annual increase of 10.54% every year, followed by an increase in the percentage of passenger cars by 8.75%. In contrast, the number of public transportation increased only by 1.74%. This research did the evaluation for public transport service in Jakarta by availability and accessibility for them. Neighborhood analysis and Proximity analysis used in this research. The results of the research showed that major problems in public transportations in Jakarta City are the coverage area of the service, route connectivity, and its accessibility for public facilities. There are only 7.78% for coverage area by flexible bus stop service with average walking distance by 300 m. Thus, there are some areas that are not passed by public transport routes, for about 18.5 million people live in blank spot area.

Abstract

Abstract One of the goals of implementing school zoning system is to bring school closer to home, thus providing a further impact on children's mobility to school more independent. Children’s independent mobility measured from trips to and from school without accompanied by adults. Deductive-quantitative research approaches are used to describe CIM changes and influencing factors. A total of 628 students before and after implementation of school zoning system from 5 schools in the Yogyakarta City become respondents. The results showed that independent trips to and from school increased by 8.6% and 5.1%. The children's independent mobility types almost similar between two groups. The most significant facilitating factor are parental permit and parent’s time to go home from work be significant barrier. While distance and crossing arterial/railroad give less barrier. Boys and peer support are facilitator variables. Then, directly go home and long routes became significant barrier for students after implementation of school zoning system. Keywords: children independent mobility; urban junior high school students; school zoning system.  Abstrak Salah satu tujuan penerapan sistem zonasi sekolah adalah mendekatkan lingkungan sekolah dengan lingkungan keluarga, sehingga dapat memberi dampak lanjut perjalanan anak ke sekolah lebih mandiri. Perjalanan mandiri anak sekolah diukur dari perjalanan berangkat dan perjalanan pulang sekolah yang dilakukan sendiri tanpa di-antar oleh orang dewasa. Penelitian ini menggunakan pendekatan deduktif-kuantitatif untuk mendeskripsikan perubahan perjalanan mandiri anak dan faktor-faktor yang memengaruhinya. Sejumlah 628 siswa sebelum dan setelah penerapan sistem zonasi dari 5 SMP di Kota Yogyakarta menjadi responden. Hasil penelitian ini me-nunjukkan bahwa perjalanan mandiri berangkat dan pulang sekolah meningkat sebesar 8,6% dan 5,1%. Tipe perjalanan mandiri anak relatif sama di antara kedua kelompok. Variabel yang signifikan mendorong adalah izin orang tua, tetapi waktu orang tua pulang kerja bersamaan pulang sekolah menghambat secara signifikan. Jarak rumah dan penyeberangan jalan arteri atau rel kereta api juga berpengaruh menghambat. Jenis kelamin laki-laki dan dukungan teman menjadi variabel pendorong. Tujuan langsung ke rumah dan rute yang memutar jauh menghambat secara signifikan bagi siswa setelah penerapan zonasi. Kata-kata kunci: perjalanan mandiri anak; siswa smp perkotaan; sistem zonasi sekolah.

Abstract

Yogyakarta is one of city in Indonesia which experience urban agglomeration called by Yogyakarta Urbanized Area (YUA). In this paper, identified the characters of each part of YUA by examining its urban form unit. This paper assesses the characteristics of urban forms distributed within YUA. Quantitative measurements were proposed for classifying the urban form typologies. Density, diversity, and accessibility were used to represent the urban form characteristic., the typologies are classified into three groups which are low compact, middle compact, and high compact. The result shows that the majority areas in YUA are grouped into middle compact typology where most of them are located in the city of Yogyakarta administrative area. Meanwhile, the areas, categorized as low compact typology, are in the hinterland area of Yogyakarta. High compact typology are concentrated in the centre of YUA where it has the highest activity concentration for the whole urban structure context. This study discovers that characterizing the urban growth patterns using quantitative method can distinguish urban form. At the end, this paper provides an important note about the distribution of urban form typology in the agglomeration area and, in the future, can be used to design urban policies, especially in the utilization of urban space.

Abstract

Mobilization in urban areas has increased every year along with the population growth and urban's development. Travel behaviors of the population in urban areas can be classified based on their travel characteristics. The identification of communities' travel behavior of Yogyakarta is based on the origin - destination and length of trip based on age characteristics. It will effects the travel patterns in the urban environment through spatial mapping. The method used in this research is critical path method. Critical Path Method (CPM) is used to determine the optimum path taken by the community based on its duration, which in this study CPM is used to determine the average travel of the community based on age groups when viewed from distance, length of trip and the number of daily trips. Based on the analysis, it shows that the average age of 15-22 years and 31-37 years have the highest travel time, which is about 9 hours and the average age of 23-30 years traveled the longest by 12.5 km. The average mobilization of travel behaviors in KPY is to the urbancenter of Yogyakarta. The KPY urban form does not have a compact form.

Abstract

There are a lot of research on automobile dependency and the factors influencing it that has been done. However, these studies were mostly conducted in developed countries by using a car as the object of research. While the growth in the use of motorcycles in developing countries, especially in Asia has become a phenomenon that is inevitable now, not much is known about the processes and factors that affect motorcycle ownership and dependency in developing countries. Yet according to some studies the majority of motorcyclists are low-income people who should have get more attention from the policy maker. There are allegations that low income people are forced to have a motorcycle because their specific needs cannot be met by existing public transport services. Therefore, by using the urban areas of Yogyakarta as a case study, this study intends to: 1) demonstrate the occurrence of motorcycle dependency in low income people; and 2) model the process of motorcycle dependency in low-income people in terms of spatial and socio-economic factors that influence it. The process of data collection is done through a questionnaire to a sample of 437 low-income households, and interviews with 40 informants. Data from the questionnaire is processed using descriptive and inferential statistics method, while the interview data processed by content analysis method. Based on the analysis it can be concluded that the motorcycle dependency has occurred in low-income people in Yogyakarta urbanized area. The information from the interview was also used for modelling the process of someone becoming a captive users of motorcycle based on their spatial and socioeconomic characteristics. It was found out that there is the different processes that occur for low-income people living in areas with good transport service and the poor one. This assessment of the factors that affect motorcycle dependency on low-income people are expected to give a picture of the areas that should be prioritized in an inclusive policy to increase accessibility of a region, either through improved public transport services or the provision of public facilities that are accessible within a walking distance.
