Abstract

Children are the foundation of a nation's human resources, an important issue affecting child welfare is child marriage. The East Java Provincial Government issued a policy in the form of a Governor's Circular Letter (SE) on the prevention of child marriage, Malang Regency as an area with a high marriage rate in East Java followed up on the SE. After three years, the efforts made have succeeded in reducing the number of child marriages in Malang District each year. This article analyzes the follow-up process of the child marriage prevention policy in Malang District using a descriptive qualitative research method, case study research type with Allan McConnell's Policy Success theory as the analytical knife. This article explores the success of the child marriage prevention policy from the process dimension, as well as the level of success using the degree of policy success/failure. The results showed the success of the policy in the process dimension, firstly maintaining policy objectives / instruments, all SE Child Marriage Prevention objectives were maintained with several derivative policies, although there was one policy instrument related to the budget that was not fully maintained. The level of success is included in Resilient Success. Second, ensuring policy legitimacy, where the entire SE follow-up process is legitimized by all parties, so the success level is included in Success. Third, building a sustainable coalition, the Malang District Government built a sustainable coalition to overcome the problem of child marriage through the policies made. The success rate is also included in Success.

Abstract

The development of information and communication technology (ICT) has become a key catalyst in transforming public services toward more efficient, transparent, and participatory systems. The Indonesian government, through the Electronic-Based Government System (SPBE) policy, encourages the acceleration of digitalization across all regions; however, its implementation still shows disparities between regions. This study aims to compare the implementation of public service digitalization between Palembang City and Surabaya City using the Systematic Literature Review (SLR) method. The analysis was conducted on 50 scientific journals published between 2015 and 2025, obtained from databases such as Google Scholar, Scopus, DOAJ, and the Garuda Portal, using the keywords: public service digitalization, e-government, smart city, Palembang, and Surabaya. The results indicate that Surabaya has reached the digital integration stage, supported by strong local policies, adequate technological infrastructure, and high public participation through various digital service innovations such as the Surabaya Single Window (SSW), e-Musrenbang, and the Command Center. In contrast, Palembang remains at the digital adaptation stage, facing challenges in infrastructure, human resource capacity, and digital literacy. In conclusion, the success of public service digitalization depends not only on technological aspects but also on the synergy between adaptive policies, bureaucratic readiness, and the level of public participation. This study recommends strengthening local policies and enhancing digital literacy among citizens to accelerate the effectiveness of SPBE implementation across Indonesia.

Abstract

This study aims to analyze the internal solidity of an intermediary actor, namely the Nahdliyin Front for Natural Resource Sovereignty (Front Nahdliyin untuk Kedaulatan Sumber Daya Alam/FNKSDA) in Yogyakarta, in advocating agrarian justice and natural resource sovereignty. FNKSDA emerged as a response to the escalation of agrarian conflicts affecting Nahdliyin communities, as well as a form of critique toward the weakening critical stance of mainstream religious organizations in addressing such issues. This research employs a qualitative approach, with data collected through in-depth interviews and literature review. Data analysis was conducted through the stages of data condensation, data display, and drawing and verifying conclusions. The findings indicate that FNKSDA’s internal solidity is constructed through the cadre formation mechanism of the Pesantren Agraria, which functions as a space for shaping ideology, political consciousness, and collective commitment among members. In this process, Ahlussunnah wal Jama’ah (Aswaja) and socialism serve as the main pillars that integrate Islamic identity with the spirit of social justice struggle. Moreover, FNKSDA’s independent stance in rejecting external funding further strengthens internal cohesion and safeguards the movement’s autonomy from external intervention. Thus, internal solidity constitutes a crucial asset for FNKSDA in sustaining its role as an intermediary actor in a consistent and enduring manner.

Abstract

ABSTRACT Climate change is a threat that has a major impact on sustainability and survival, thus requiring supportive and effective policy responses. Carbon Dioxide is one of the causes of climate change. Carbon emissions in Malaysia have shown an increasing trend in the last 5 years. As part of its efforts to support Sustainable Development Goal (SDG) 13, the Malaysian government has ratified the Carbon Capture, Utilization, and Storage policy outlined in ACT 870 to support Malaysia's 2050 carbon emission target. This study aims to analyze how the Malaysian government's efforts to support SDG 13 through ACT 870, with four aspects of the Robust principle in Environmental governance theory, which consist of the Legitimate, Connected, Nested, and Polycentric aspects. This study uses qualitative analysis by analyzing library information through official ACT 870 documents, Malaysian CCUS policy reports, and similar studies. The results of this study indicate that the ACT 870 CCUS 2025 Policy has met the legitimacy criteria in the normative, nested, and connected dimensions. However, the legitimacy criteria in the empirical and polycentric dimensions have not been met. Keywords: Climate Change; Environmental governance; Robust Principle; Carbon Emissions

Abstract

The Digital Population Identity (DPI) activation program aims to enhance efficiency and ease of access to public service data. Bandung City, as one of the municipalities implementing the DPI program, possesses relatively advanced digital infrastructure; however, the DPI activation rate remains low at 3.8%, far below the national target of 30%. This study aims to examine the implementation of DPI services, identify supporting and inhibiting factors affecting DPI achievement, and formulate strategies for improvement. The research adopts a descriptive qualitative approach, with data collected through in-depth interviews, observation, and document analysis. Research informants include heads of local government agencies, service implementation officers, and members of the public as service users. Data analysis was conducted through data reduction, data display, and conclusion drawing. The analytical framework is based on Zeithaml’s public service quality theory, which comprises five dimensions: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. The findings indicate that the Tangibles dimension, particularly application availability and supporting facilities, is generally adequate. However, significant constraints are identified in the Reliability dimension due to central network disruptions and limitations of users’ devices. The Responsiveness dimension, implemented through proactive outreach strategies (“jemput bola”) and mobile services (“Mepeling”), has proven to be a key success factor in areas with the highest activation rates, such as Astana Anyar District (7.8%). Spatial data visualization analysis confirms disparities in activation achievement across districts, influenced by variations in digital literacy levels and public trust in data security (Assurance). The recommended strategies for improvement include strengthening the reliability of technical systems and optimizing proactive, area-based services to accelerate progress toward the national DPI activation target. Abstract

This study examines the strategy to prevent radicalism through strengthening the resilience of the Pancasila ideology in the VUCA era which is characterized by volatility, uncertainty, complexity, and ambiguity. Using the Systematic Literature Review method of sixty-four scientific articles and a number of relevant supporting sources, this study maps four main clusters that affect the effectiveness of radicalism prevention, namely ideological resilience, educational interventions, digital literacy, and multi-stakeholder collaboration. The findings show that the prevention of radicalism requires a shift from a repressive approach to a soft power strategy that emphasizes holistic Pancasila education, strengthening critical capacity in the digital space, and developing an inclusive and adaptive social ecosystem. In addition, this study emphasizes the importance of epistemic vigilance, civic participation, and the role of families and religious institutions in building the ideological fortress of society. This study provides a comprehensive conceptual framework for strengthening the resilience of the Pancasila ideology and offers policy directions for the government, educators, and community organizations. Although limited to a literature analysis, the results of this study serve as an important basis for empirical studies and advanced policy formulation.

Abstract

Studi ini meneliti dampak kualitas e-government dan kesiapan organisasi terhadap efisiensi pelayanan publik dan menyelidiki peran mediasi penggunaan e-government dalam konteks pemerintahan daerah. Studi ini menjawab kesenjangan utama dalam literatur di mana kualitas sistem dan kesiapan organisasi sering dianalisis secara terpisah meskipun keduanya relevan secara bersamaan untuk kinerja pelayanan publik digital. Dengan menggunakan desain penjelasan kuantitatif, data survei dikumpulkan dari 300 pegawai negeri sipil di tiga kotamadya di Indonesia (Makassar, Parepare, dan Palopo) dan dianalisis dengan Partial Least Squares Structural Equation Modeling (PLS-SEM) untuk memperkirakan efek langsung dan tidak langsung. Hasil menunjukkan bahwa kualitas e-government memiliki dampak positif dan signifikan terhadap efisiensi pelayanan publik, dan kesiapan organisasi juga berkontribusi secara signifikan terhadap hasil efisiensi. Selain itu, penggunaan e-government berfungsi sebagai mekanisme mediasi penting yang memperkuat efek kualitas e-government dan kesiapan organisasi terhadap efisiensi. Kualitas sistem yang lebih tinggi dan kesiapan organisasi yang lebih kuat meningkatkan penggunaan layanan pemerintah digital, yang pada gilirannya meningkatkan efisiensi operasional dalam penyampaian layanan. Temuan ini menggarisbawahi pentingnya mengintegrasikan kemampuan teknologi dengan kapasitas organisasi dalam inovasi sektor publik, menyoroti bahwa reformasi digital memerlukan sistem yang andal, lembaga yang kompeten, dan keterlibatan pengguna yang aktif. Studi ini memberikan bukti empiris yang menunjukkan bagaimana kesiapan digital dan kualitas sistem berkolaborasi melalui penggunaan aktual untuk mendorong peningkatan efisiensi dalam layanan publik, khususnya dalam konteks subnasional yang sedang berkembang. Secara praktis, wawasan ini memberikan informasi kepada pembuat kebijakan dan manajer tentang bagaimana menyelaraskan investasi dalam peningkatan sistem, kesiapan organisasi, dan strategi dukungan adopsi, sehingga inisiatif transformasi digital menghasilkan peningkatan efisiensi yang terukur dan berkelanjutan.

Abstract

The development of border areas in the previous era was still based on the paradigm as backward that relatively under developed and isolated zone. However, since 2014 the paradigm has changed to be front yard, which was then followed by the development of many border areas, especially those with cross-border post (PLBN). One of them is the Motaain PLBN in Belu Regency, East Nusa Tenggara Province. This study aims to describe and assess the development of basic infrastructure to meet the basic needs of residents in the area around the Motaain PLBN. The method used was descriptive-evaluative qualitative research. Data collection techniques include interviews, observation, and documentation. Interviews were conducted with the Belu Regency government, the Motaain PLBN management, environmental officials, community leaders and ordinary people. The analysis technique used was narrative displays assisted by various maps (cartographs) and tables to describe the factual conditions that occur, and with the help of standards for assessing the condition of its fulfillment. The basic infrastructure in question includes social infrastructure and physical infrastructure. The research results show that social infrastructure has been well developed, but basic physical infrastructure, particularly clean water, sanitation, and drainage, is not yet adequately provided, so that overall the provision of basic infrastructure supporting sustainable living is considered inadequate. Several intergovernmental and sectoral collaborations are recommended, especially in the provision of basic physical infrastructure for clean water, which affects the fulfillment of sanitation needs of communities in border areas.
