Abstract

Cooperatives are economic institutions whose existence is mandated by the 1945Constitution of Article 33 paragraph (1) of the 1945 Constitution states that: "Theeconomy is structured as a joint venture based on the principle of the family." Theposition of the cooperative as a pillar of the economy, has a position parallel to and onpar with the other pillars, namely the economy under State sector and the private sectoreconomy. In such conditions, this research to be interesting, especially to uncover the political shiftin the law as a result of the application of Law No. 17 in 2012 replacing Law No. 25, 1992.The problems of the application of Law No. 17 in 2012 to more crucial since theConstitutional Court (MK) granted the petition for judicial review of Law No. 17 in 2012through the Decision on Case No. 28 / PUU-X / 2013. Constitutional Court's decisionwhich is erga omnes further confirmed that Law No. 17 in 2012 is diametrically opposedto the values (values) are contained in the 1945 Constitution. The results of the analysis of that Law No. 17 of 2012 has come out or contrary to thephilosophy of the cooperative which is a joint venture based on family principles. Inaddition, Act No. 17 of 2012 concerning Cooperatives in juridical and sociological side hasbeen opposed to the capitalist system, the state is supposed to protect the small people'seconomy, the cooperatives. Such protection are to maintain the philosophy, values, andprinciples of cooperatives of other ideologies among other threats capitalism andcommunism. Thus the cancellation of Law No. 17 in 2012 with the re-enactment of LawNo. 25, 1992, this has resulted that the Cooperative is not lost 'spirit' as a driver ofdevelopment and development of cooperation. Keywords: Cooperative, Law, Political Shift, System of Capitalism

Abstract

The EU Enlargement is a European Union (EU) effort to expand its territory over the entire European continent, including to Eastern Europe which is still under Russian influence. Russia is trying to take control again to the Baltic States which are the only post-Soviet countries to join the EU. Baltic membership in the EU and NATO leads to the direct attachment of the EU-Russia border that threatens the security of the Russian territory and other Russian national interests. Utilizing the development of its natural gas energy industry, Russia sought to restore its influence in the Baltic using a gas-based grand strategy as both natural resources and economic means. The EU's energy rivalry with Russia is regulated in Russia's energy policy implemented by Gazprom on the orders of the Kremlin which is under the control of Putin and his siloviki. The author uses Foreign Policy Analysis theory to analyze the suitability of Putin's energy policy and its bureaucracy with their grand strategy to see the possibility of achieving Russia's national goals to maintain influence in the Baltic states, protecting regional security and maintaining a balance of power in Europe.

Abstract

From more than 17.506 islands, 92 among them are the outermost small islands which have sea border with ten neighbor states including Malaysia, Singapura, Phillippines, Vietnam, Thailand, Timor-Leste, Papua New Guinea, Republic of Palau, Australia and India. According to The National Agency for Border Management (BNPP), from 92 of the outermost small islands above, 12 are having the vulnerability in security and defense because they were in the outermost coordinate point. Not only because they have sea border with ten neighbor states, but also as regional and global lines. Jokowi with his Global Maritime Axis Doctrine puts the outermost small islands as strategic studies in defense policy. By using constructivism and maritime security concept, the author saw that ideas power transferred by Jokowi through his Global Maritime Axis Doctrine has shaped Indonesian new forms toward how it treat the outermost small islands. Through this research, the author found that Jokowi transfers his idea in Indonesian defense policy successfully, and moreover can make some national constitutions which are based on UNCLOS 1982. The Ministry and/or Institution under Jokowi’s era, such as Ministry of Defense, Ministry of Marine Affairs and Fisheries, and The National Agency for Border Management also played their roles into the outermost small islands. Even though, Indonesian defense policy in Jokowi’s era still far from involvement into the international forum to bring the outermost small islands issues.

The monetary crisis that happened in Ukraine is not only affected the economic aspect but also politics. Economic instability makes the Ukrainians faced the dilemmatic choices that certainly leads to political consequences. The Ukrainians have to choose between The EU and Russia are the two options owned by as the right solutions. One of the impacts of the Ukrainian policy of choosing Russia as a solution to the crisis is the spread of protests from a pro-EU. This choice turned into violence (riots) and made Ukraine divided into two parts: Crimea and Lviv. Crimea (Eastern Ukraine) which the majority uses Russian language and Lviv (Western Ukraine) who wants to "escape" from Russia and joins the EU. Crimea Referendum is the climax of the conflict in Ukraine, which ended with the decision to separate from the territory of Ukrainian sovereignty and join Russia, voted by the majority of Crimean society. It shows that the Crimean disintegration process is fundamentally happened because there is the domination of primordial issues aside from the competitive situation between EU and Russia. It proves that the politic of identity puts the identity issue as the main instrument in this case.
