Abstract

The numbre of physical disabled coming from poor families are not fulfilled their basic rights, such as food, clothing, education, health and employment, showed an unqualified families in meeting their basic needs and attention to the disabled. The research aimed to find out the level of fulfillment of physical disabledbasic needs by their family. The type of research was descriptive, data collectedthrough interviews and observation techniques. The research location inOgan Komering Ilir, South Sumatra Province. Data were analyzed through descriptive tehnique. The research showed that lack of social support from family, especially parents, to meet basic needs of disables such as nutrition, education, health and employment.It recomendedthat is requiredto hold empowerment for of disable’s parents to improve their knowledge and ability to care and gain access to existing social services programs.

Abstract

The Ministry of Social Affairs holds a Social Rehabilitation Program for the citizens having unadequate home condition for living. The program aimed at the poors by providing assistance in the form of funds Rp 10.000.000,- per family to rehabililate their homes. The goal of the program is that the poors can improve their own homes in order to meet the health requirements. The implementation of the program activities is to go through the process set out by the guidelines to be followed in some stages. Research locations is chosen purposively in Lubuk Buayo District, Padang. At this location, assistance has been provided to 50 families. Data sources are obtained from the informations of several informants encountered. The research result shows that there are some poor people who can perform these activities in accordance to the stages guided, while some are not able to complete the renovation of the houses. Therefore, the model suggested that home assistance repairement should be provided and based on the situation and condition of the poors participating in the program.

Abstract

This study is aimed to identify and to describe the implementation of integrated social welfare services and caring society movement to district or city prosperous (Pandu Gempita). The research was conducted in Berau, East Kalimantan Province. The research data sources were gained from the managers of integrated services, regional authorized personnel working unit (SKPD), businesses, social organizations linked to poverty handling as many as 20 informants. Data collecting techniques were interview, observation and document studies. The data was analyzed in qualitative descriptive technique. The results showed that the implementation of UPTD-PTKS in Berau district was supported by related SKPD, by businesses, by society and by that of regional leaders’ commitment through local government budget support. Some obstacles appeared in the processes of personnel placement legal aspects for those managed the UPTD-PTKS so that the service still remained as a reference which can not be solved in UPTD-PTKS. There haven’t been Standard Operational Procedures (SOP) yet that regulate the work mechanism of SKPD concerned. There haven’t been Internet network and integrated database so that the target, concerned SKPD programs haven’t been unified to UPTD-PTKS as online, on the other hand UPTD-PTKS hasn’t functioned online yet to distribute services to SKPD concerned as needed by clients. It is then recommended to the Ministry of Social Affairs: revising the General Guidelines and Technical Guidelines on the position of Pandu Gempita (UPTD-PTKS), up grading the managing human resources and that of Pandu Gempita service implementation companions.

Abstract

This research is related to the impact of minimarket toward future existence of small vendors, is done to describe small vendors welfare living around minimarket. Respondents in this research are small vendors selling their commodities around minimarkets. Data are gathered through interview, observasion, and documentary analysis, and analysed through qualitatif descriptive technique. The result shows that small vendors having various degree of welfare, depending on the commodities they sell vendors experience a reduce in their clients since there is minimarket, even they are almost bankkrupt for their low ability to compete with minimarket, but small vendors that sell food and drink nearby minimarket feel profitable. It can be concluded that some small vendors feel negative effect nad some feel positive effect with the existenceof minimarket nearby them. It depends on the commodities they sell vendors feel negative because the commodities they sell can be found in minimarket, while food and drink vendors having positive chance bcause the commodites can not be found in minimarket.

Abstract

Keluarga bertanggung jawab dalam menjaga, menumbuhkan, dan mengembangkan anggota keluarga dari berbagai jenis kebutuhan. Selain peran utama untuk mengurus rumah tangga, ibu rumah tangga dapat membantu suami dalam hal menambah pendapatan keluarganya. Penelitian ini mengkaji tentang faktor-faktor internal yang menyebabkan ibu rumah tangga bekerja di Industri Watsawi - Cokrodiningratan Kecamatan Jetis Yogyakarta. Pengumpulan data dilakukan dengan cara observasi langsung, wawancara, dokumentasi, dan angket atau kuesioner kepada 44 ibu rumah tangga yang bekerja di industri ini. Setelah uji validitas variabel dan uji reliabilitas dengan Alpha Cronbach, dilakukan pengolahan data dengan editing, codding, tabulasi, dan grafik. Hasil penelitian menunjukkan bahwa sebagian besar ibu rumah tangga yang bekerja memiliki karakter kuat pada bidang religius, toleransi, disiplin, mandiri, jujur, dan kerja keras. Tingkat kesejahteraan dan pendapatan keluarga yang rendah (60% keluarga prasejahtera) menjadi pemicu bagi ibu rumah tangga untuk bekerja. Hal ini dibuktikan dari hasil analisis bahwa faktor kebutuhan fisiologi sebagai faktor utama penyebab ibu rumah tangga bekerja di industri ini. Selain itu, faktor-faktor lain yang menjadi penyebab ibu rumah tangga bekerja adalah pemahaman akan pekerjaan, rasa bangga, pekerjaan yang menantang, keinginan untuk berkembang, dan faktor tanggung jawab.

Abstract

This study was intended to provide a solution to community or social organizations how to improve social welfare of street children with the self esteem theory and to know what are the constraints faced by street children in improving social welfare. Acceptance and knowing the existing potential toward street chlidren are the basic concept of enhancing street children social welfare, because street children are still able to develop themselves optimally. This article offers four aspects in providing solutions to improve social welfare of street children with self esteem theory: power, significance, virtue, and competence. The basic concept is to offer treatment, protection, and empowerment of street children that can give a better results. All they take then is the willingness of all parties, especially social worker, community, and social organizations to sit together, discuss to find the best solution for street children and then formulate an intervention program that targeted and simultaneously undertake a more coordinated division of work. The basic argument that can be worked out is the street children can develop themselves if a community or social institution introduced self esteem theory in them.

Abstract

The Ministry of Social Affairs has been imposing a policies to protect persons with severe disabilities in an effort to fulfill the rights to improve their social welfare and protection with Minister’s Decission Number: 68/HUK/2010 on guidelines for the implementation of social security for people with severe disabilities. The goal of the policy was to fulfill basic needs of persons with severe disabilities and increase awareness of the family and community. Trial policy was implemented from 2006 to 2011. During the 5-year trial, the policy had been able to provide assistance to 17,000 people. However, studies have not been done on the impact of policies and programs. Therefore, the Center for Social Welfare Research did a quick research to know the success of the program. The research method was evaluative descriptive. Data collected through interviews, document analysis and focus group discussion. Respondents were determined from the cluster, consisting social service implementator; postal officials; surrogate parents; social guidance; Societal social workers (TKSM), in district and municipality/regence level. Respondents casted to evaluate the target figure program, such as surrogate parents of severe disabities; social guider; companion, community leaders and local postal officers in district, city/regence. The Analysis focused on communications policy implementation and the source and structure of organizational. The basic analysis of the program’s impact are goal achievement, living need adequacy, and commitment growth of families and communities. It was found that the implementation of the policy has been less socialized at the executive level to lower level/ grassroots (village and policy beneficiaries). As a result, the knowledge of the policy reached only until the level of the city or regence implementator, though the implementation of the program has reached the target substancially. The policy impact is to improve the welfare of persons with severe disabilities and improve treatment and that therapy. On the other hand, there has been an increase in families and communities caring awareness for persons with severe disabilities. There has been a family need that has not been psychologically accomplished yet, namely assurance if there is a member of the family get sicked or pass away. Human resources in terms of competence and quality guidance does not refer the Social Welfare Regulatio Number 11 of 2009. It is recommended that is worth to create planned between Ministry of Social Affairs and Ministry of Health to provide a service in family-based therapy and home visit. Also, it needs a cordination between the Ministry of Social Affairs, Post Office, and local government to improve human resource development (social guidance and aid disbursment). Ministry of social affairs also ought to share with local governments for funding socialization program efforts to optimize objective performance, and a need to sharpen and refine the concept or criteria of persons with severe disabilities

Abstract

Perkembangan seorang anak dipengaruhi oleh banyak faktor diantaranya adalah status perkawinan kepala rumah tangga dan kondisi ekonomi rumah tangga. Informasi tersebut sangat penting untuk diketahui oleh pemerintah daerah agar pemerintah daerah dapat melakukan kebijakan untuk mengatasi hal tersebut.  Berkaitan dengan hal itu maka penelitian ini dilakukan, yang bertujuan mengetahui hubungan tersebut di Provinsi Banten. Penelitian ini dilakukan dengan menggunakan telaah pustaka yang ditunjang dengan analisis deskriptif kuantitatif  dan regresi logistik terhadap data-data sekunder. Dalam analisis regresi logistik yang digunakan, Variabel prediktor yang diteliti adalah status perkawinan Kepala Rumah Tangga (KRT), status bekerja KRT, dan jumlah anak dalam rumah tangga. Dari hasil analisis yang dilakukan, diperoleh ketepatan model sebesar 94,30 persen. Seluruh variabel prediktor berpengaruh signifikan terhadap tingkat kemiskinan anak. Odds ratio dari status perkawinan KRT adalah sebesar 1,068. Odds ratio status bekerja KRT adalah sebesar 0,891. Terakhir, odds ratio dari jumlah anak dalam rumah tangga adalah sebesar 1.939. Hal ini menunjukkan bahwa status perkawinan KRT, status bekerja KRT, dan jumlah anak dalam rumah tangga signifikan memengaruhi tingkat kemiskinan rumah tangga anak. Apabila KRT berstatus cerai, maka rumah tangga anak lebih cenderung untuk tergolong miskin dibandingkan apabila KRT berstatus kawin. Kemudian, KRT berstatus tidak bekerja akan meningkatkan kecerungan rumah tangga anak untuk tergolong miskin. Terakhir, semakin banyak jumlah anak dalam rumah tangga maka akan meningkatkan kecenderungan anak untuk tergolong miskin.

Abstract

The law No 11 2009 on social welfare states that the implementation of social welfare is shared responsibility between the government, local government and communities. The central government, in this case, is the ministry of social affairs as facilitator and framers policy, while local governments responsibility for social welfare implementation in its respective area by involving participation of the communit, including the business world. The commitment of the local government on residents welfare is the major key of the social welfare, manifested through various activity programs on social services, covering protection and social insurance, social assistance and rehabilitation, and community empowerment. The research took place in East Belitung Regency, with a descriptive qualitative approach. Data gathered from informants which consisted a head of social agency, two sub heads of social agency, two section heads of on social affairs , labor and transmigration, two of the bappeda as head and head of , and a of social institutions (BAZ). Data collected analyzed qualitatively model miles and huberman. Research locations have firm commitment in social welfare agency, two head and sub head of social, men power, and transmigration agency, two heads of development planning agency, and one from local social institution (BAZ). Data are analyzed through qualitative-descriptive technique, through Miles and Huberman model. The local goverment and community in the research location on social welfare handling, proven by decreasing number of pre prosperous 3.208 families (>30 persen) in 2014 to 1.030 familes (12.16 persen) in 2015, within one year term had been an increase in social welfare of 2.178 families.The increase of residents social welfare of Belitung Timurmanifested through various activity programs, among the programs which were touted was renovation of not-habitable houses with budget allocation 45 to 55 million per unit and “pelangi” family programs (family hope program) funded by local budget allocation. All people in this district received health insurance (BPJS) through the routine fund receiver (PBI) funded by the national and regional budgets.

Abstract

Geographically, Indonesia is located at a cross section between Asia and Australia continents, and between Indonesia and Pasific ocean. The position is prone zone of natural disaster. Natural disaster happens because of several natural happening, such as erthquake, tsunami, flood, drought, hurricane, landslide, and mountain explosion. One of the enormous natural disaster was the Merapi expolsion that happened in 2010. The impact of that expolision was a lost, death, burned properties and animal farming, devastated houses, and left trauma on the victims, even longlive invalid. The research on analysis of Merapi explosion natural disaster victim needs and its preventive effort meant to know the victims need where the disaster happened. The result showed that the victims needs of disaster victims are physical, psychological, ans social. The preventive effort can be devided in three phases, predisaster (socializing the cause of natural disaster and environmental betterment), having disaster (saving lives), rehabilitation and reconstruction (recovering psychological, physical, social and economic condition, development activities). It is recommended that the Ministry of Social Affairs and its related institution should socialize to the communities prone disaster through social information and training program on natural disaster prevention, including pre-disaster, having disaster, and reconstruction and rehabilitation phases. For the communities prone to natural disaster should participate in the program in order to having skill on disaster prevention.
