Abstract

General election in Indonesia is a facility to emerge the power of Indonesian in order to result in Indonesian government that more democratic based on Pancasila and UUD 1945. Organizing a free, secret, honest, and fair direct general election can be implemented if all of the committees of general election have high integrity, professionalism, and accountability. However, some local conflicts affect on the democratic process getting worse. It is assumed that the conflict is caused by the lack of dependence of local KPUD (Committee for the Local Election). Thus, it needs a kind of action to minimize the local conflicts and to make the dependence of local KPUD as the main consideration to make the implementation of direct general election work well. It is also important to complete moral religious in practicing politics and direct general. Kata Kunci: Pemilu, Pilkada, Pemerintahan, Demokratis, Konflik, Komisi Pemilihan Umum (KPU)

Abstract

By using the concept of empowerment that are offered within the framework of the theory of "ACTORS", then the changes that will result is a change has been planned, because the input to be used in the change was anticipated early on so that the output will be produced capable of optimally efficient. The study of the management of community development using the framework of "ACTORS" will be able to raise awareness, authority, confidence and competence, trust, oppurtinities, responsibilities, support, initiative, and creativity to change the situation towards the power in which communities have self-respect, self confident, and self relience, so they have the knowledge and understanding for self-empowerment on an ongoing basis.   Kata Kunci: empowerment, authority,  confidence and competence, trust, oppurtinities,  responsibilities, support

Abstract

This article examines the method to determine indicators and benchmarks of the performance of mid-term direct social expenses of the local administration’s budget. Indicators here refer to the means to plan and help communication process. Indicators are used for social evaluation in finding out the needs and priorities of the communities’ social rights in the development. The components of the social indicators include ideological social aspect, political social aspect, economical social aspect, cultural social aspect, and security social aspect. Abstract

This study tried to describe the recruitment process of women candidate of Legislative Body members in Padang City handled by some popular political parties. Qualitaive approach was used in this study. The finding of this study indicated that every political parties had different policies in their recruitment process of Legislative Body members, including for women candidates.In addition, the implementation 30% quota of women representation in the recruitment process still had some problems, like the lack of qualified women candidates, inconsistency of the political party leaders to implement the regulation, etc. Kata Kunci: rekrutmen, keadilan gender, penjaringan dan penyaringan, keterwakilan perempuan

Abstract

This article is based on a study related to marginalization of traditional society in the implementation of Nagari government in West Sumatera, especially in connecting with political/government, economic, and socio-cultural aspects. This study was conducted through an exploratory survey in five regencies and fifteen Nagari in West Sumatera. Data in this study was collected through deep interview, questionnaire, observation, study of documentation and analyzed with descriptive analysis. Abstract

As a capital city of West Sumatra Province,  Padang has run its first district election for major in 2008. Based on statistical count, the vote of “Pilkada” Padang in the election is just 51%. That is new record in Indonesian political history, because citizen political participation always more than 75% in the past. Because of that, the main question revealed in this study is what variabels has influenced the lack of participation in Padang “Pilkada” in 2008? To find the answer, a study has been conducted. This study use the quantitative and descriptive method. Political participation theory has been used to explain the problems. This study found that the lack of socialization of Pilkada by KPU and the lack of Political Consciousness of Padang citizen has become variables that influence the turn out of the vote in Padang Pilkada in 2008. Abstract

Implementation of Competency-Based Curriculum in 2004, known as KBK, which was followed by the Education Unit Level Curriculum in 2006, known as KTSP, has demanded an increase of teacher quality. This of course implies that eventually every school educational institutions in great need of qualified teachers and adequate in carrying out their duties at school. Therefore the implementation of the curriculum can be run as expected by many, then there needs to be upgraded on the ability of teachers. Abstract

In a broad sense,  Public Administration is often defined as all states’ activities in implementing their political powers, while in the narrow sense, it is an executive activity in implementing governance. These definitions implied that the meaning of ’administration’ in Public Administration Law differ from that of ’administration’ in the science of Public Administration. This article will describe the difference between these two terms in public administration. Abstract

Indonesia is rich with many cases and big scandals that connected to white collar crime, even that occurred in capital market, at a bank, or the other sector. One of big cases, which cause contraversion in perception of Indonesian People, is presumption of accounting manipulation report from Lippo Bank Direction. The proof cause Bapepam imposes a fine in the amount for 2.5 billion rupiahs to Lippo Bank Direction. However, it is not a simply case because it is still have another law implication from imposition of fine so that it is important to make criminal policy to solve Lippo Bank Scandal.
