Abstract

Affirmative action is used as a basic for the quota of women in Central and Local Representative Body (Parliament). However, the quota itself is not the only way to struggle for gender justice. The Quota is arranged to facilitate women access in decision making to overcome the problem of a very complicated general election in Indonesia When the starting point of the women is long behind, the quota will be very important in order that competition and coordination run fairly. Abstract

This research aimed to identify the source of conflict that occurred in authorizing Nagari Market. This research was conducted in Kenagarian Pianggu, Subdistrict of IX Koto Sungai Lasi, Regency of Solok through a qualitative method. Data is collected through depth interview technique and direct observation and supported by library studies. Sampling used is snowball sampling, whereas data analysis is conducted by using triangulation. The findings of research indicate that there are four causal source of conflict on authorizing Nagari Market between village government and KAN, that is:  (1) a different and controversy of value that followed by the village government and KAN; (2) overlapping of power and authority that possessed by the village government and KAN; (3) economical interest of the two institutions; and (4) the implementation of more high government policy, that is Undang-undang No.5/1979, in West Sumatra.   Key Words:   conflict, village government, Kerapatan Adat Nagari (KAN)

Abstract

The law should be fair and struggle for the justice. Yet, the error catching is dark side for the application of law by apparatus especially for policeman. Because of that, improving and increasing the system of law is really crucial for our country especially for the criminal policy. Abstract

Corruption is a most dangerous crime among the others. It will have social implications in society, such as social imbalance and inequality. This article will analyze some issues related to the corruption, such as why the corruption be something usual in this country (Indonesia); what factors cause someone to corrupt in this country; and what can we do to overcome the issue of corruption. Abstract

The Amendment of UUD 1945 at reform era have brought implication happened change to high institute structure of state. The change influenced by existence of the change of political constellation and political power in Indonesia. Because, constitution influenced by will political from top kick political power at one particular state. By normative- juridical, having implication is existence of change authority had previous Institute State, and there is also Institute new State emerges. Abstract

Ethnic relation, particularly between the Malay as indigenous people and the Chinese in some Southeast Asia countries, is one of the most important aspects in an effort to compose a nation. Focusing on discourse of the role of social organization in maintaining peace in society, a research has conducted in Alor Setar, Malaysia and Padang, Indonesia, two cities with different colonial administration in the past, British and Dutch. A qualitative-quantitative research was conducted to explore the potencies of the neighborhood association in creating peace through ethnic relations between Malay and Chinese. The scheme facilitates contacts and engages people of community by various activities. Those performances in core activities have been evaluated positively by the citizens. Nevertheless, some social aspects became problematic in connecting the people through civic engagement of the ethnic groups. The management of the Rukun Tetangga in the two countries is also different. However, as a neighborhood association, Rukun Tetangga has eminent role in maintaining supportive social relationship between ethnic groups in a community. Abstract

Democratic attitude is very urgent to develop in learning process. This attitude required the involvement of teachers and students in planning, organizing, implementing, and controlling the learning process. This article tries to show how the democratic attitude can give a positive impact for students in developing their achievement and creativity in the learning process. Teachers should have this attitude in order that they can develop learning process to be more effective and meaningful. Abstract

Social relationship between tua golo and tua teno have typical pattern. As we know that the relationship pattern between tua golo and tua teno have the character of subordinative and coordinative. Relationship having the character of subordinative happened because social structure of society of Manggarai as a whole place one of the social elite on course above from each other. Here is, tua golo have position which is important to be compared with tua teno. Because tua golo is the head of kampong and tua golo determining the position of tua teno as institute managing or dividing land. The implication of the relationship model like this is tua teno have to ask permission of tua golo in every activity related to custom and land. Whereas relationship having the character of coordinative happened when tua golo and tua teno sit with in one forum to discuss things related to problem of kampong or other of social problem.   Kata Kunci: Elit, Relasi Sosial, Konflik

Abstract

Civics concept is a doctrine fulfilled with relationship between citizens and state. The relation set a citizen as a member of political community. Civics education is needed to create good citizens whose have nation character. Nation character is needed for unified Indonesian which consist of various differentiation. This article analyze civics education, character education, beside strategy of teaching value in building the nation character. It becomes urgent because civics education had been focusing to cognitive aspects and gave less focuse to affective and psychomotoric sides.
