Abstract

This study aims to describe and analyze the process of community empowerment through the Kampung Pia program in Kejapanan Village, Gempol District, Pasuruan Regency. The method used in this study is descriptive qualitative, with data collection techniques including observation, interviews, and documentation. The results of the study indicate that Community Empowerment through Kampung Pia in Kejapanan Village, Gempol District, Pasuruan Regency according to Mardi Yatmo Hutomo's (2000) Community Empowerment theory, namely (1) capital assistance in access to capital, the government has provided capital assistance, assistance provided by the government has an influence on business development, but assistance is not provided routinely and is limited to a number of recipients; (2) The development of facilities and infrastructure in its implementation still faces challenges, the pia center building which should be used as a marketing place cannot operate for long due to several obstacles, such as decreased sales due to the COVID-19 pandemic, unsupportive room temperatures, and problems with building permits that have not been completed; (3) mentoring, that the government previously provided mentoring such as training, now it is rare, the UMKM actors obtain information and training independently; (4) institutional strengthening, the Wasuka cooperative as the main institution of Kampung Pia has carried out institutional strengthening in the form of partnerships, participating in events, routine monthly cooperative meetings and submitting sponsors which aim to increase the capacity of the cooperative in supporting the development of UMKM Pia in Kejapanan Gempol Village. Keyword: Community Empowerment; Village Program; UMKM ABSTRAKPenelitian ini bertujuan untuk mendeskripsikan dan menganalisis proses pemberdayaan masyarakat melalui program Kampung Pia di Desa Kejapanan, Kecamatan Gempol, Kabupaten Pasuruan. Metode yang digunakan penelitian ini adalah deskriptif kualitatif, dengan teknik pengumpulan data meliputi observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa Pemberdayaan Mayarakat melalui Kampung Pia di Desa Kejapanan Kecamatan Gempol Kabupaten Pasuruan menurut teori Pemberdayaan Masyarakat Mardi Yatmo Hutomo (2000) yaitu (1)bantuan permodalan dalam akses permodalan pemerintah sudah memberikan bantuan modal, bantuan yang diberikan pemerintah memiliki pengaruh terhadap perkembangan usaha, namun bantuan tidak diberikan secara rutin dan terbatas pada sejumlah penerima saja; (2)Pembanguan sarana dan prasarana dalam pelaksanaannya masi menghadapi tantangan, gedung sentra pia yang harusnya digunakan sebagai tempat pemasaran tidak dapat beroperasi lama karena beberapa kendala, seperti penurunan penjualan akibat pandemi COVID-19, suhu ruangan yang tidak mendukung, dan masalah izin mendirikan bangunan yang belum selesai; (3)pendampingan, bahwa pemerintah sebelumnya sudah memberikan pendampingan seperti pelatihan sekarang jarang adanya, para pelaku umkm memperoleh informasi dan pelatihan secara mandiri; (4)penguatan kelembagaan, koperasi wasuka sebagai lembaga utama Kampung Pia sudah melakukan penguatan kelembagaan dalam bentuk  kemitraan, mengikuti event, pertemuan rutin koperasi setiap bulan dan mengajukan sponsor yang bertujuan untuk meningkatkan kapasitas koperasi dalam mendukung pengembangan UMKM pia di Desa Kejapanan Gempol. Abstract

Tingginya Age-Specific Fertility Rate (ASFR) pada remaja usia 15–19 tahun di Kabupaten Lebak menjadi permasalahan serius yang berdampak pada kesehatan ibu dan anak, pendidikan, serta kondisi sosial-ekonomi. Faktor utama yang berkontribusi terhadap tingginya angka kelahiran remaja meliputi pernikahan dini, kurangnya edukasi kesehatan reproduksi, keterbatasan akses layanan kesehatan reproduksi, serta rendahnya pemanfaatan program Keluarga Berencana (KB). Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan studi literatur, analisis kebijakan, serta wawancara dengan pemangku kepentingan seperti perwakilan BKKBN dan tenaga penyuluh KB. Hasil penelitian menunjukkan bahwa BKKBN telah menerapkan berbagai strategi untuk menekan angka kelahiran remaja, seperti Program Generasi Berencana (GenRe), Pendewasaan Usia Perkawinan (PUP), serta optimalisasi layanan Pusat Informasi dan Konseling Remaja (PIK-R). Meskipun berbagai upaya telah dilakukan, tantangan dalam implementasi program masih ditemukan, seperti keterbatasan sumber daya manusia, infrastruktur, serta rendahnya partisipasi masyarakat. Oleh karena itu, diperlukan penguatan strategi, peningkatan akses layanan kesehatan reproduksi, serta kerja sama lintas sektor guna menekan angka kelahiran remaja di Kabupaten Lebak.

Abstract

Pendekatan interaksi simbolik berfokus pada pemahaman terhadap dinamika interaksi sosial dalam membentuk realitas sosial yang utuh. Aktor dipahami sebagai subjek yang absolut dalam membentuk makna dan tindakan simbolik untuk merespons dan mempengaruhi objek lain di luar dirinya. Dalam kerangka interaksi simbolik inilah praktik transformasi birokrasi sektor publik dipahami lebih mendalam. Melalui metode studi literatur dengan analisis teoritik, peneliti menemukan premis penting bahwa transformasi birokrasi sektor publik pada prinsipnya merupakan realitas objektif yang dibentuk dan diterjemahkan secara simultan oleh aktor dalam interaksi sosial yang luas, melibatkan simbol, bahasa dan makna tertentu. Implikasi dari pendekatan ini kemudian adalah dapat menjadi alternatif metodologis dalam kajian-kajian reformasi birokrasi yang selama ini didominasi oleh pendekatan mainstream ilmu administrasi. Pendekatan interaksi simbolik memberikan gambaran lain terhadap praktik transformasi birokrasi sektor publik sebagai bagian dari realitas sosial objektif yang tidak bebas nilai. Abstract

This study aims to evaluate the policy of determining and affirming village boundaries in Sangihe Islands Regency using the CIPP (Context, Input, Process, Product) approach. This approach is considered relevant to assess public policies, not only in terms of results, but also in the context of the policy, resource readiness, and quality of implementation. This study uses a qualitative method with data collection techniques through in-depth interviews, observations, and documentation studies. The results of the study indicate that, from the context aspect, this policy is very much needed to encourage orderly village governance. So far, the local government has implemented the stipulation of the Regent Regulation regarding the affirmation of village boundaries in 23 villages. Regarding input, existing infrastructure is relatively sufficient, utilizing facilities from the Regional Secretariat’s Governance Division and the Public Works and Spatial Planning Office. The implementation process, however, faces several challenges, including limited human resources and budget constraints within the district government. In terms of product, the results remain suboptimal as many villages still lack clearly defined boundaries. The study recommends that the Ministry of Villages align with the Ministry of Home Affairs to allow the use of village funds for boundary affirmation. Additionally, provincial governments should play a more active role in supervising their respective areas and serve as communication/coordination bridges between regencies/municipalities and the Ministry of Home Affairs and the Geospatial Information Agency (BIG). Technical guidance and verification of mapping personnel by BIG can be facilitated at the provincial level.

Abstract

This study aims to evaluate the quality of public service delivery at the North Sulawesi Regional Office of the Indonesian Ombudsman in the context of implementing Law No. 25 of 2009 on Public Services and Law No. 37 of 2008 on the Ombudsman of the Republic of Indonesia. The findings reveal that, in general, the quality of public services provided has not yet reached an optimal level. Key issues include the mismatch between staff competencies and organizational needs, unclear service procedures, delays in complaint handling, and suboptimal use of information technology. Further challenges involve the lack of alignment in vision between leadership and staff, limited employee involvement in planning, and the underutilization of public satisfaction surveys for service evaluation. Based on an analysis of seven service quality dimensions—self-esteem, exceed expectation, recovery, vision, improve, care, and empower—each aspect faces both structural and cultural obstacles. Therefore, strong leadership, digital service innovation, enhanced human resource capacity, and strengthened internal supervision and empowerment are essential to achieving responsive and high-quality public service delivery.

Abstract

This study aims to analyze and describe the Management of Rosa Bungur Mandiri BUMDEs in Bungurasih Village, Waru District, Sidoarjo Regency. This study uses a qualitative approach with a descriptive method, aiming to collect and describe information, data, and questions in depth with observations in the field as well as those conveyed by respondents about the management of Rosa Bungur Mandiri BUMDes. The technique used in determining informants in this study is purposive sampling (purposeful sampling) in this writing, this method is used by taking subjects based on certain objectives to collect as much information as possible from various sources and obtain information that is the basis for the study. The results of this study indicate that in terms of planning, Rosa Bungur Mandiri BUMDes has carried out management planning, namely in the form of making AD/ART even though there are obstacles in the planning section of the UMKM business unit. In terms of organizing, Rosa Bungur Mandiri BUMDes has formed an organizational structure even though there are still obstacles, namely the lack of human resources. In addition, in terms of implementation, Rosa Bungur Mandiri BUMDes has carried out implementation, by carrying out implementation with the division of tasks for the BUMDEs organizational structure according to the designated fields. Then in terms of supervision, BUMdes Rosa Bungur Mandiri has conducted supervision of BUMDes by BRIN and Waru District per month. With the supervision of BUMDes Rosa Bungur Mandiri. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif untuk mengumpulkan dan mendeskripsikan informasi, data, serta berbagai persoalan-persoalan secara mendalam melalui observasi di lapangan dan apa saja yang disampaikan oleh responden mengenai Pengelolaan BUMDes Rosa bungur Mandiri. Teknik yang dilakukan dalam penentuan informan pada penelitian ini yakni purposive sampling (sampel bertujuan) yang dilakukan dengan cara mengambil subjek yang berpusat pada tujuan tertentu untuk menjaring informasi dari berbagai macam sumber sebanyak mungkin dan menggali informasi yang menjadi dasar dari penelitian. Hasil penelitian ini menunjukkan bahwa dari bidang perencanaan BUMDes Rosa bungur Mandiri telah melakukan perencanaan pengelolaan, yani berupa pembuatan AD/ART meskipun ada kendala di bagian perencanaan unit usaha UMKM. Dari segi pengorganisasian BUMDes Rosa Bungur Mandiri telah melakukan pembentukan struktural organisasi meskipun begitu masih ada kendala yaitu kekurangan SDM. Selain itu, dalam bidang pelaksanaan BUMDes Rosa Bungur Mandiri telah melakukan pelaksanaan, dengan melakukan pelaksanaan dengan pembagian tugas struktur organisasi BUMDEs sesuai dengan bidang yang ditetapkan. Kemudian dalam bidang pengawasan BUMdes Rosa Bungur Mandiri telah mengadakan pengawasan BUMDes oleh BRIN dan Kecamatan Waru per bulan. Abstract

The issue of waste generation is inextricably linked to community life, particularly in densely populated areas where the volume of waste produced significantly impacts the environment and public health. This research examines the challenges of waste management in high-density regions, focusing on the province of West Java, Indonesia, which has seen a substantial increase in waste production due to population growth and changing consumption habits. The study underscores the necessity for effective waste management strategies in accordance with the Waste Management Law No. 18 of 2008, highlighting the role of regional governments in coordinating and supervising waste management efforts. The establishment of the Nambo Regional Waste Processing and Final Disposal Site (TPPAS) is presented as a critical initiative leveraging a Public Private Partnership (PPP) model to achieve sustainable waste management solutions. Through literature review and analysis of relevant regulations and data, the research outlines the operational framework of TPPAS, its capacity to handle significant waste volumes, and the collaborative efforts between public and private sectors to innovate waste processing technologies. The findings reveal both progress and challenges within the TPPAS project, including issues related to financial closure and operational readiness, emphasizing the need for continuous evaluation and adaptation of partnerships to enhance waste management efficiency. Abstract

The narrative of "free nutritious meals" has emerged as a flagship policy within the broader discourse of social welfare in Indonesia. This policy has gained significant public attention, particularly in the context of social justice and state responsibility. This study is a literature review utilizing the Critical Discourse Analysis (CDA) approach, drawing on the theoretical frameworks developed by Norman Fairclough and Teun A. van Dijk. The analysis focuses on the discourse construction of this policy by examining the role of political actors, media coverage, and relevant academic literature. The study finds that the narrative of "free nutritious meals" is not solely framed as a solution to nutritional and welfare issues, but also functions as a rhetorical instrument to construct a leadership image and garner political support. This discourse reveals a hidden power dynamic in which critical structural issues—such as economic inequality, food system sustainability, and public engagement—are often overlooked. The study highlights the importance of critically reading public policies, so they do not merely serve as tools of political legitimacy, but genuinely aim to promote social justice. It also recommends the need for increased critical awareness in evaluating policies, especially those claiming to be socially sustainable and justice-oriented.

Abstract

This study aims to evaluate the quality of civil registration services at the Department of Population and Civil Registration of Minahasa Regency based on five main dimensions: reliability, responsiveness, assurance, empathy, and tangibles. The findings indicate that, in general, the services have been delivered quite well, particularly in terms of procedural reliability and staff competence. However, several issues persist, such as delays during peak hours, data entry errors, long queues, and limited use of digital technologies. The empathy dimension reflects a decent level of attentiveness to the public, although services are not yet fully inclusive for vulnerable groups. Meanwhile, the tangible aspect is considered adequate, but still requires improvements in physical facilities and the provision of more user-friendly information. To address these challenges, updates to digital administrative systems, enhanced technical and ethical training for staff, as well as infrastructure development and service quality monitoring are necessary. The study recommends the establishment of an internal service quality monitoring team as a strategic step to sustainably improve public satisfaction

Abstract

Pelayanan publik di Samsat Surabaya Barat sebelumnya menghadapi masalah seperti waktu pelayanan yang lama, prosedur administratif yang kompleks, dan praktik percaloan, mengganggu efisiensi dan transparansi. Penelitian ini menganalisis implementasi Program Mahameru Walk-Thru menggunakan teori difusi inovasi Everett M. Rogers dengan fokus pada lima indikator: keuntungan relatif, kesesuaian, kompleksitas, dapat diuji coba, dan dapat diamati. Metode kualitatif deskriptif digunakan melalui wawancara mendalam, observasi, dan analisis dokumen. Hasil penelitian menunjukkan program ini berhasil meningkatkan efisiensi dengan memangkas waktu administrasi dari 90 menit menjadi 30 menit, meningkatkan efektivitas sebesar 66%. Kesesuaian program mencapai 72% melalui penyederhanaan proses yang relevan dengan kebutuhan masyarakat modern. Kompleksitas berkurang sebesar 68% dengan menghilangkan langkah-langkah rumit. Tingkat trialibility mencapai 74%, menunjukkan kemudahan akses dan pemahaman masyarakat terhadap sistem baru. Observability mencapai 75%, terlihat dari pengurangan antrean dan praktik percaloan. Kesimpulannya, Program Mahameru Walk-Thru efektif meningkatkan efisiensi, kenyamanan, dan transparansi pelayanan di Samsat Surabaya Barat. Rekomendasi meliputi peningkatan sosialisasi, penguatan infrastruktur, dan evaluasi berkelanjutan.
