Abstract

The Province of East Java continues to experience annual population growth, with Surabaya as its most densely populated city, which also faces social challenges marked by a rising number of Persons with Social Welfare Problems (PMKS). To address this issue, the Surabaya City Government, through the Technical Implementation Unit of the Keputih Social Shelter (UPTD Liponsos Keputih), implements rehabilitation and social empowerment programs aimed at meeting the basic needs of PMKS and improving their overall welfare. Therefore, it is essential to conduct an evaluation of the effectiveness of these programs to assess their achievements, identify existing challenges, and formulate efforts for sustainable improvements in social policy implementation. This arcticle using a qualitative descriptive research method. The primary objective of this study is to understand the processes involved in the empowerment of PMKS and the influencing factors behind them. This study concludes that despite existing empowerment efforts by UPTD Liponsos Keputih, more targeted, diverse, and needs-based programs are needed to effectively support the sustainable independence and reintegration of PMKS.ABSTRAKSIProvinsi Jawa Timur terus mengalami pertumbuhan penduduk setiap tahunnya, dengan Surabaya sebagai kota terpadat yang juga menghadapi tantangan sosial berupa meningkatnya jumlah PMKS. Untuk mengatasi permasalahan ini, Pemerintah Kota Surabaya melalui UPTD Liponsos Keputih melaksanakan program rehabilitasi dan pemberdayaan sosial yang bertujuan untuk memenuhi kebutuhan dasar PMKS serta meningkatkan kesejahteraan mereka secara menyeluruh. Oleh karena itu, penting dilakukan evaluasi terhadap efektivitas program tersebut guna menilai capaian, mengidentifikasi tantangan yang ada, serta merumuskan upaya perbaikan kebijakan sosial yang berkelanjutan. Artikel ini menggunakan metode penelitian deskriptif kualitatif. Tujuan utama penelitian ini adalah untuk memahami proses pemberdayaan PMKS beserta faktor-faktor yang memengaruhinya. Hasil penelitian menyimpulkan bahwa meskipun UPTD Liponsos Keputih telah melakukan berbagai upaya pemberdayaan, masih diperlukan program yang lebih terarah, beragam, dan berbasis kebutuhan untuk secara efektif mendukung kemandirian dan reintegrasi PMKS secara berkelanjutan.

Abstract

MSME management strategies in increasing the number of visitors at the Culinary Tourism Center (SWK) SWK Convention Hall, Surabaya City. The literature study method is used in this research with a qualitative approach that aims to find out aspects that can affect the attractiveness of SWK and its operational efficiency. Some of the main strategies identified include improving service quality through human resource management, utilizing technology in operations, and diversifying culinary products to attract visitors. Findings show that strategic location, culinary variety, and digital-based promotion contribute positively to the increase in visitors. However, there are challenges such as limited parking space, suboptimal service speed, and minimal use of queuing and digital payment technology. This study recommends improvements in human resource management, specialized training to deal with crowded conditions, and technology integration to improve service efficiency and visitor experience. The implementation of this strategy is expected to support the attractiveness of SWK SWK Convention Hall as a leading culinary destination in Surabaya. ABSTRAKSIStrategi pengelolaan UMKM dalam meningkatkan jumlah pengunjung di Sentra Wisata Kuliner (SWK) SWK Convention Hall, Kota Surabaya. Metode studi literatur digunakan dalam penelitian ini dengan pendekatan kualitatif yang bertujuan mengetahui aspek-aspek yang dapat memengaruhi daya tarik SWK dan efisiensi operasionalnya. Beberapa strategi utama yang diidentifikasi meliputi peningkatan kualitas layanan melalui pengelolaan sumber daya manusia (SDM), pemanfaatan teknologi dalam operasional, dan diversifikasi produk kuliner untuk menarik minat pengunjung. Temuan menunjukkan bahwa lokasi strategis, variasi kuliner, dan promosi berbasis digital berkontribusi positif terhadap peningkatan pengunjung. Namun, terdapat tantangan seperti keterbatasan lahan parkir, kecepatan layanan yang kurang optimal, serta minimnya penggunaan teknologi antrian dan pembayaran digital. Studi ini merekomendasikan perbaikan dalam manajemen SDM, pelatihan khusus untuk menghadapi kondisi ramai, dan integrasi teknologi untuk meningkatkan efisiensi layanan dan pengalaman pengunjung. Implementasi strategi ini diharapkan dapat mendukung daya tarik SWK SWK Convention Hall sebagai destinasi kuliner unggulan di Surabaya

Abstract

The development of toll road infrastructure is one of the main solutions to overcome congestion problems and improve connectivity between regions in Indonesia. The Yogyakarta-Bawen Toll Road Project is part of the National Strategic Project that aims to accelerate mobility between Yogyakarta and Central Java. This study aims to analyze the application of good governance principles in the planning and construction of the Yogyakarta-Bawen Toll Road project, using the theory put forward by the United Nations Development Programme (UNDP) in 1997. The principles analyzed include transparency, accountability, participation, effectiveness, and sustainability. The method used in this study is a literature study by reviewing related documents and previous research results. The results of the study indicate that although the principles of good governance have been applied in several aspects, such as transparency of information and accountability through periodic reports, challenges still arise in terms of community participation and efficiency of project implementation. Several aspects such as land acquisition and independent supervision also require more attention to accelerate project completion and reduce potential conflicts. This study suggests that the principle of community participation be strengthened and the monitoring mechanism be further improved in order to achieve inclusive and sustainable development success.

Abstract

This study examines the role of community participation in the implementation of the Climate Village Program (ProKlim) in Sambak Village, Kajoran Sub-District, Magelang Regency, Indonesia. Using Cohen and Uphoff's (1980) framework, it evaluates participation in decision-making, implementation, benefit-sharing, and evaluation. The study adopts a descriptive qualitative research design, incorporating primary data from observations, interviews, and documentation, and secondary data from relevant literature and reports. Data collection employs purposive sampling, targeting informants such as village leaders, ProKlim coordinators, and community members. Data analysis follows Miles and Huberman's interactive model, including reduction, presentation, and conclusion drawing, validated through triangulation methods. The findings reveal varying levels of community engagement across these areas. While waste management activities see high participation, food security and conservation initiatives face challenges due to limited awareness, work commitments, and perceived benefits. Internal evaluations feature active feedback, but external evaluations lack broader community involvement due to ineffective communication. The study highlights the importance of enhancing community engagement to ensure the program's sustainability and alignment with Sustainable Development Goal (SDG) 13 on Climate Action. Recommendations are provided to address barriers and optimize participatory strategies, contributing to the broader effectiveness of grassroots climate initiatives.

Abstract

The Indonesian government has enacted Law No. 41/2009 on the Protection of Sustainable Food Agricultural Land as a government decree that aims to protect agricultural land from the problem of land conversion that continues to increase every year. This agricultural land protection policy is the basis for decisions in controlling land conversion. The purpose of this research is to describe and illustrate the decentralization policy for Subak Sustainability in Bali. This research uses a qualitative research method with a literature review approach through online search sources through Google Scholar. The results of this study Decentralization of the subak system is an important step to maintain local wisdom and environmental sustainability in Bali. By giving more authority and resources to local communities, subak can better adapt to modern challenges and remain an important foundation for Bali's social and economic life. Through strong cooperation between the government, local communities, and various stakeholders, subak can continue to thrive as an example of best practice in sustainable natural resource management.Keyword: Decentralization, Subak, Land Conversion

Abstract

The rise of digital platforms has transformed the governance of tourism narratives, particularly in experience-based tourism where storytelling, visuals, and platform algorithms shape destination representation. This study investigates the governance dynamics behind digital representations of tourism products in Nusa Penida, Bali, across five major marketplace platforms: Klook, Viator, GetYourGuide, Traveloka Experience, and Airbnb Experience. Using qualitative digital observation and content analysis of 450 tourism experiences, the study identifies a dominant trend of narrative and visual homogenization, limited community involvement, and minimal integration of sustainability principles. These patterns are driven by platform-curated algorithms and commercial imperatives that marginalize local voices and reduce diverse cultural contexts into standardized visual products. Drawing on frameworks of collaborative and algorithmic governance (Ansell & Gash, 2008; Zuboff, 2019), the study highlights power asymmetries between global platforms and local tourism actors, revealing a regulatory gap in digital tourism content management. The findings underscore the need for inclusive, participatory governance mechanisms that enable ethical, context-sensitive representation of tourism destinations in the platform economy.

Abstract

Kompetensi menjadi faktor penting bagi Aparatur Sipil Negara (ASN) dalam melaksanakan tugas dan fungsinya terkait dengan penyelenggaraan pemerintahan maupun pelayanan publik. Hasil pengukuran indeks profesionalitas ASN menunjukkan bahwa kompetensi ASN dilingkungan Pemerintah Provinsi Kalimantan Utara tergolong rendah. Penelitian ini bertujuan untuk menganalisis strategi Badan Pengembangan Sumber Daya Manusia (BPSDM) Provinsi Kalimantan Utara dalam meningkatkan kompetensi ASN. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis SWOT disajikan terkait dengan pembahasan strategi peningkatan kompetensi ASN. Hasil penelitian menunjukkan bahwa kompetensi ASN dilingkungan Pemerintah Provinsi Kalimantan Utara masih memerlukan peningkatan dalam hal pengetahuan individu, keterampilan, dan konsep diri sehingga diperlukan strategi yang tepat dalam rangka memastikan pelaksanaan pengembangan kompetensi dilakukan secara efektif. BPSDM Provinsi Kalimantan Utara berada pada situasi dimana organisasi sedang dalam kondisi internal yang cukup lemah, tetapi kondisi eksternal mendukung untuk pertumbuhan organisasi. Hal ini memerlukan strategi progresif dengan memanfaatkan peluang yang ada dan mengatasi kelemahan yang dimiliki. Untuk itu, penyusunan dokumen prasyarat pengembangan kompetensi ASN, perencanaan program pengembangan kompetensi, pembaharuan sistem informasi, dan peningkatan sarana dan prasarana merupakan langkah strategis yang penting untuk dilakukan sebagai bahan perumusan peta jalan (road map) pengembangan kompetensi ASN.

Abstract

The program (BLT-DD) is an assistance program issued by the government with the aim of minimizing the gap that occurs in the underprivileged community in each village. This research was conducted to determine the Evaluation of the Village Fund Direct Cash Assistance Program (BLT-DD) to the community in Dauh Puri Kaja Village, Denpasar City. This study uses a qualitative research approach method with a descriptive approach. In this study, 6 evaluation indicators were used, namely; Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Accuracy. The data of this research was obtained from observations, interviews with 5 informants, documentation, and other secondary data. Based on the results of the interview, it shows that the implementation of the program (BLT-DD) to the community in Dauh Puri Kaja Village, Denpasar City has been implemented quite well in implementing the Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration (PDTT) of the Republic of Indonesia Number 13 of 2023 Regarding Operational Guidelines on the Focus on the Use of Village Funds for Program Implementation (BLT-DD) in 2024. It can be said that this is because it is proven that the community feels relieved of the funds given every month to finance family needs. The implementation has shown the accuracy of the assistance targets, the evenness of assistance that the village is able to distribute to the underprivileged, and the government is always responsive to complaints or problems reported by the community. However, there are still obstacles such as data problems from the central government and villages that are often different regarding Beneficiary Families (KPM) data. There was a delay in the disbursement of aid at the beginning of the year. Complaints about the implementation of socialization are still lacking, because it is carried out every six months. As well as the use of human resources that are still somewhat insufficient to assist the implementing party in running the program (BLT-DD). The advice that can be given is that the government always coordinates to ensure that the data of the parties (KPM) is correct and valid, there needs to be regular and scheduled socialization carried out by the village government so that information is evenly received by all communities. The village government needs to pay attention to the assignment of human resources with the required number so that the report work is completed on time.

Abstract

Penelitian ini mendeskripsikan bagaimana implementasi pelayanan E-Procurement dalam pengadaan barang dan jasa sebagai efisiensi Pemerintah Kota Tegal. Hal ini juga merupakan perwujudan good governance dengan melakukan perubahan dalam segala kegiatan pemerintahan dengan menggunakan teknologi informasi yang dikenal sebagai e-government untuk mengatasi beberapa permasalahan korupsi, kolusi, dan nepotisme. Penelitian ini menggunakan metode kualitatif pendekatan deskriptif, serta teknik studi literatur sehingga proses penelitian memiliki lokasi yang bisa lebih luas karena tidak dibatasi oleh tempat dan bisa mengambil banyak sumber literatur seperti buku, jurnal, laporan, dan lainnya. Hasil penelitian menunukkan Pemerintah Kota Tegal telah menggunakan kemajuan teknologi informasi untuk mengurangi tingkat korupsi. Mereka juga menggunakan teknologi ini untuk mengubah sistem anggaran mereka menjadi elektronik, atau e-governance dengan menerapkan E-Procurement melalui web https://lpse.tegalkota.go.id/eproc4/. E-Procurement telah dilaksanakan Pemerintah Kota Tegal kurang lebih selama 15 tahun sejak tahun 2010 berdasarkan Pearturan Wali Kota Tegal Nomor 14 Tahun 2010 Tentang Pedoman Pelaksanaan Sistem E-Procurement Di Lingkungan Pemerintah Kota Tegal. Pemerintah Kota Tegal sudah dikatakan efisien dengan adanya E-Procurement tersebut. Hal ini dapat dilihat dari ukuran efisiensi yang meliputi 7m+1i (man, money, material, method, mechine, marketing, and minute information).

Abstract

Administrative violations are problems that often occur in every election from the 2019 General Election to the 2024 General Election, one of which occurred in Tegal City. This paper aims to analyze administrative violations that occurred at TPS 28 Debong Tengah Village, Tegal Selatan Subdistrict, Tegal City. This research uses literature review analysis with archives of the Tegal City Bawaslu report and previous researchers' studies in the form of scientific articles as data. The results showed that the occurrence of administrative violations at polling station 28 Debong Tengah Village, South Tegal Subdistrict, Tegal City was due to the opening of the ballot box which was not in accordance with the regulations by KPPS as the election organizer at the lowest level, causing re-voting. In addition, KPPS was considered to lack integrity because it still needed to be reminded by supervisors regarding the procedures for implementing voting.
