RNAL PUBLIC POLICY (JPP) merupakan jurnal elektronik online yang diterbitkan oleh lembaga penerbitan Jurusan Ilmu Administrasi Negara, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Teuku Umar. JPP memuat kajian seperti Kebijakan Publik, Kebijakan Sosial, Pelayanan Publik, Administrasi Negara, Administrasi Bisnis, Politik dan Pemerintahan. Tujuan penerbitan jurnal ini adalah salah satu sarana untuk mewadahi kebutuhan peningkatkan kuantitas dan kualitas karya ilmiah dalam rangka pengembangan keilmuan, serta menyebarluaskan kajian Administrasi Negara, sekaligus sebagai wahana komunikasi di antara cendekiawan, praktisi, mahasiswa dan pemerhati masalah dan praktik Administrasi Negara. Abstract

UPTD Pasar is a technical implementer of the Trade Office in managing the Bina Usaha Market in Johan Pahlawan District, West Aceh Regency. This study looks at performance through the UPTD Market through productivity, service quality, responsiveness, responsibility, and accountability. The method used is descriptive qualitative through interviews with related sources such as the head of the Bina Usaha Market Unit, traders who sell at Bina Usaha Market, and the community as users or consumers at the Bina Usaha Market. The results show that the Market UPTD has been effective in managing the Bina Usaha Market Meulaboh because it has put forward the aspects of responsiveness, responsibility, and accountability that can be seen through achievements in the current performance of the UPTD Pasar. Good service results in satisfaction from market users. However, UPTD Pasar also still has shortcomings in terms of productivity and service quality. This can be seen from the lack of employees and supporting facilities in managing the Bina Usaha Market in Meulaboh.

Abstract

Pengembangan masyarakat lokal di daerah transmigrasi Desa Topoyo bertujuan untuk mendorong kemampuan dan kemandirian masyarakat lokal dalam mengelolah dan memanfaatkan sumberdaya lokal di daerah transmigrasi agar dapat seiring dan kerjasama dengan trasnmigran dalam meningkatkan kualitas hidup masyarakat lokal setempat. Intervensi Sosial pada level komunitas lokal dapat menjadi salah satu metode yang digunakan untuk upaya pengembangan masyarakat lokal melalui serangkaian cara dan strategi yang dilakukan oleh pelaku intervensi atas dasar adanya kemauan dan komitmen untuk membantu bagi kemajuan dan peningkatan kualitas hidup masyarakat lokal di sekitar kawasan transmigrasi Desa Topoyo. Penelitian ini menggunakan pendekatan kualitatif yang menghasilkan data deskriptif mengenai proses pengembangan masyarakat lokal di daerah transmigrasi Desa Topoyo. Teknik pengumpulan data melalui observasi langsung, wawancara dan studi dokumen. Informan ditentukan secara purposif berdasarkan karakteristik dan dan kesesuaian data yang dibutuhkan. Hasil penelitian menunjukkan bahwa melalui Intervensi Sosial pada level komunitas lokal dapat mendorong dan membangkitkan kemampuan serta kemandirian masyarakat lokal di daerah transmigrasi Desa Topoyo dalam meningkatkan kualitas dan taraf hidupnya.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi dan mendeskripsikan dampak dan manfaat peran pendamping terhadap pengembangan usaha dari kelompok usaha bersama (KUBE). Peran pendamping KUBE akan dianalisis dengan menggunakan empat peran dan keterampilan yang disampaikan oleh Jim Ife dan Frank Tesoreiro (2006) yaitu peran fasilitatif, peran educational, peran representasional, dan peran teknis. Jenis penelitian yang penulis gunakan dalam penulisan ini adalah penelitian kualitatif dengan teknik pengumpulan data yaitu: observasi (pengamatan), wawancara mendalam dan studi dokumentasi yang berkaitan dengan masalah penelitian. Hasil penelitian menemukan bahwa melalui peran fasilitatif kelompok akan memiliki semangat untuk menjalankan usaha, kelompok difasilitasi melalui berbagai ide dan gagasan dalam menjalankan usaha, dan adanya pendekatan personal pada masing-masing anggota kelompok ketika terdapat masalah di dalam kelompok. Dalam peran mendidik, pendamping akan meningkatkan kesadaran seluruh anggota kelompok terhadap pentingnya usaha yang mereka jalankan dan memberikan informasi yang penting bagi perkembangan usaha mereka. Yang ketiga dalam peran representasi pendamping akan membantu kelompok dalam menggunakan media yang tepat dalam mengembangkan usaha, membangun jaringan kerja dengan pihak lain, dan saling berbagai pengetahuan dan pengalaman. Dan terakhir, peran dan keterampilan teknis, pendamping membantu kelompok untuk menggunakan komputer, dan melakukan presentasi verbal maupun tertulis, dalam menjalankan dan mengembangkan usaha mereka.

Abstract

The Women are often used as political objects throughout the country to gain advantage in getting voice support to advance as representatives of the people or other political officials. This research is to analyze the culture of women as political object and want to know the factors that cause the influence of women is bigger when compared to men in West Aceh and Nagan Raya district. This research uses qualitative approach with descriptive type. The analysis is done by relying on the findings of data that have been collected and relevant information from the bibliography (secondary data). This study uses the theory of Gabriel A. Almond and Malinowsky theory. The results of the study found that in Aceh Barat District and Nagan Raya District, the perpetrators were always used as political objects in seeking support to gain power based on the parameters of Political Socialization, Political Recruitment, Political Communication and Political Culture. Factors that cause women as a political object are: Money Politic and Poverty, Lack of Political Education, Women as the Majority as well as the Conditions of a Patriarchal Society. Keywords: Aceh Barat dan Nagan Raya, Budaya, Perempuan, Politik.

Abstract

The purpose of this study is to look at how the relationship between local parties and national parties has not been revealed publicly, analyze the objectives of Aceh Party affiliation with national parties in the 2019 legislative elections and Analyze what strategies Aceh parties play in affiliating with national parties in the 2019 legislative elections. This study uses a qualitative approach with descriptive methods. Data collection techniques to be carried out in this study consisted of semi-structured interviews, observations, and documentation studies to find out the purpose of the political affiliation of Aceh party cadres to national parties. Through this research, it was found that the Aceh Party continues to strive to consistently fight for the interests of Aceh, especially in the issue of special autonomy that has not yet been realized. Then the Aceh Party as a local party that won the General Election in Aceh since 2009 has continued to try to maintain the acquisition of seats and expand the interests of the party, especially at the national level by placing its cadres in the national party.

Abstract

 The current problems of globalization era including sexual violence of underaged including rape and abuse, even in North Aceh Regency--child abuse occurs year by year which give negative impact to the future generations thus government need to pay special attention to solve this problem. The purpose of this study is to explain and describe the role of the North Aceh District Government in tackling sexual violence of underaged and to explain and analyze sexual violence which mostly occurs in North Aceh District. Law of Indonesian Republic Number 23 of 2003 concerning child protection. However, for existing law (qanun in Aceh terminology) No. 11/2008 on child protection, sexual violence gets government coordinating with all sectors; providing psychologists in healing trauma and further providing education and guidance of sexual abuse. The obstacles of this research are lack of facilities and lack of commitments in carrying out the rules, lack of religious understanding, lack of deterrent effects provided by government for sexual violence perpetrators thus it is suggested that government provides strict sanctions to the destructive perpetrators nation's generation

Abstract

IMUD Class is an innovation in health service conducted by the Padang Pasir Public Health Center, Padang Barat District, Padang City, West Sumatera. The IMUD Class innovation is a platform for pregnant women and has a baby under the age of 20 years. This innovation aims to reduce maternal and infant mortality rates especially young mothers under the age of 20 years. The formulation of the problem of this study is how the IMUD Class initiated by the Padang Pasir Public Health Center, Padang Barat District, Padang City, West Sumatera. To describe and analyze IMUD Class using the theory Innovation of Attributes proposed by Everett. M. Rogers. Rogers said that five characteristics would be able to depict an innovation that would be accepted and adopted by the public. Those characteristics are relative advantage, compatibility, complexity, trialability, and observability. This study uses a descriptive qualitative research method with the data collection methods of interview, documentation, and observation about the innovation of the IMUD Class in Padang Pasir Public Health Center, Padang Barat District, Padang City, West Sumatera. Based on the theory attributes of change, the IMUD Class at Padang Pasir Public Health Center as a whole has fulfilled the characteristics that must be possessed by an innovation.

Abstract

The focus of this research is the organizational performance of Johan Pahlawan District in supporting the delivery of public services. The purpose of this study is to find out how the organization's performance and the factors that influence the performance of Johan Pahlawan sub-district in supporting public services there. The research method used in the writing of this paper is descriptive qualitative with documentation study data collection techniques. The performance of employees in the Johan Pahlawan District Office organization is seen from 5 indicators namely productivity, service quality, responsiveness, responsibility and accountability. Every employee, both superiors and subordinates, is always based on the SOP that has been applied in the Johan Pahlawan sub-district office. The limited facilities and infrastructure as well as the limited ability of the apparatus to be less than the maximum implementation of public services in the district office. Accountability of Johan Pahlawan sub-district is done internally and not yet published online because it does not yet have its own website. Factors affecting the performance of Johan Pahlawan Sub District include equipment and technology used, internal conditions of employees, and inadequate facilities and infrastructure.
