Jurnal Public Policy
RNAL PUBLIC POLICY (JPP) merupakan jurnal elektronik online yang diterbitkan oleh lembaga penerbitan Jurusan Ilmu Administrasi Negara, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Teuku Umar. JPP memuat kajian seperti Kebijakan Publik, Kebijakan Sosial, Pelayanan Publik, Administrasi Negara, Administrasi Bisnis, Politik dan Pemerintahan. Tujuan penerbitan jurnal ini adalah salah satu sarana untuk mewadahi kebutuhan peningkatkan kuantitas dan kualitas karya ilmiah dalam rangka pengembangan keilmuan, serta menyebarluaskan kajian Administrasi Negara, sekaligus sebagai wahana komunikasi di antara cendekiawan, praktisi, mahasiswa dan pemerhati masalah dan praktik Administrasi Negara. JPP terbit dua kali dalam setahun, tepatnya pada bulan April dan Oktober.

<![CDATA[The purpose of this study is to explore and analyze the variables that determine the success of implementing dynamic governance in West Java. This research was conducted qualitatively using a literature review research design. The data obtained were then analyzed following the steps of qualitative data analysis by Miles, Huberman & Saldana. The results of this study reveal that there are at least four elements that contribute significantly to the success of dynamic governance in West Java, namely the typical pentahelix collaboration, creative funding, digital government, and the Jabar Open Data program. The implications of this study confirm two things. First, program forms in dynamic governance are based on problems in the local environment, so that each region has a different type of program. It's just that in principle the program must be adaptive and accommodating. Second, the design of dynamic governance is the most reliable design for the needs and conditions of the people of West Java today. It could be that the design of agile governance will be adopted by the West Java Provincial Government when dynamic governance is deemed irrelevant and unsolvable.]]>

<![CDATA[The government made a lot of efforts in preventing the spread of Covid-19, this greatly affected for the realization of budget absorption especially on employee expenditure, goods expenditure and capital expenditure. By taking secondary data from expenditure realization in 2019 and expenditure realization data from 2020 to June, the effects of the spread of Covid-19 on budget absorption can be seen, especially at the Mojokerto Regency Ministry of Religion Office. From the results of the efficiency ratio found an increase in the category of sufficient efficiency to be very efficient, but the value of budget absorption to the maximum compliance of absorption every quarter found a decrease from the very good value category to the bad value category. There is a positive impact on the budget for the coming year, namely in terms of budget savings and efficient use of the budget. With lower costs (decreasing) agency services to the community continue to be carried out to the maximum and the same output is achieved.]]>

<![CDATA[In the constitutional arrangement of Indonesia, the House of Regional Representative of the Republic of Indonesia (DPD RI) becomes a representative institution that has the task to accommodate regional interests in political decisions. One form of public accountability for members of the DPD RI is to follow up regional aspirations. The problem of the free health service program in Banten Province, which is considered to be in conflict with Law Number 24 of 2011 concerning the Social Security Organizing Agency, examines the quality of the representative functions of DPD RI members as people's representatives in the regional context with the orientation of regional interests. This study aims to explain the roles and obligations of DPD RI members in following up on their regional aspirations. This research was conducted using qualitative methods with a case study approach. The results of this study indicate that the success of DPD RI members' accountability depends on their ability to establish good relationships with executive institutions and local governments. The accountability of DPD RI members is proven in this case because the Ministry of Health is now supporting the Banten Provincial Government's policy to fill a vacancy before all Banten people are registered as National Health Insurance participants.]]>

<![CDATA[Agriculture is one of the main centers as source of livelihood for the people in west aceh regency, this can be seen from the yields of farmers which are increasing every year. However, the increase in yields is inversely proportional to the welfare of the west aceh farmers, due to the influence of price manipulation by middlemen. This study aims to examine the role and supervision of the government in protecting the rights of farmers from middlemen in west Aceh district. The method used in this research is qualitative with a variety of secondary data analysis techniques and used scientific narrative review data analysis techniques. The results show that discrimination against farmer by middlemen was indeed common in west Aceh. The role of the west Aceh government in overcoming this problem is by providing education, issuing policies on program for providing business capital to farmers. Meanwhile, the supervision that the goverment faces is in the form of a minumun level of public response to policies that have been regulated by the government and a lack of trust from the peasant community in the government.]]>

<![CDATA[Social media can quickly help people interact with the Government and use technology to turn communication into interactive dialogue. This study looks at Omnibus Law policies from government ethics through social media Twitter hashtag (#) Omnibus law. The method used in this research is qualitative, then data is collected from the Twitter hashtag using Nvivo12 Plus to analyze the data. This study's results reveal that the Hashtag (#) Omnibus Law's effectiveness is proven to be efficient in viewing data analysis through information dissemination on Nvivo12 Plus on Twitter to see policies and responses from the public who use the Hashtag (#) Omnibus Law.]]>

<![CDATA[Aceh as one of the special autonomous regions which has a large enough budget compared to other regions makes the Aceh regional government have more useful programs to help alleviate poverty with a variety of superior programs, many regional potentials from various sectors that can be developed. The purpose of this study is to analyze the implementation of community empowerment programs through the Aceh Kreatif program so far and how the conditions of opportunities and challenges can be utilized by local governments in developing products and services from community empowerment through the Aceh Kreatif program. The research method used is a qualitative method. descriptive with the literature study technique The Aceh Creative Program is one of the 15 flagship programs of the Aceh government which indeed aims to improve the community's economy by emphasizing innovation creativity and utilizing local potential that is spread throughout the region from cities to villages in Aceh, contained in Aceh Qanun No.1 of 2019 concerning the Aceh Medium Term Development Plan (RPJM) for 2017-2022. The performance of the implementation of community empowerment through the Aceh program can be said to be good. 115 Bumdes are developing and getting turnover and obtaining PAG, several businesses were born in the village from community empowerment through the Aceh Kreatif program. Communication of the implementing agency is carried out through Focus Group discussions (FGD) then coordination meetings which are held regularly at the beginning of the year. In addition, the PMG Aceh Office conducts monitoring and evaluation of several gampongs in Aceh. Opportunities and challenges faced include central government support, competition, advances in science and technology, limited advice and infrastructure, as well as the quality and quantity of human resources.]]>

<![CDATA[This study aims to find out perception of Bajo parents who has teenager (in Bajo Bahari Village, Wabula District, Buton Regency, Southeast of Sulawesi) to balanced nutrition policy and to find out relation of it perception. This study using a quantitatif method. The responden of this study is mothers of teenager in Bajo Bahari Village. The responden of this study selected under purposively sampling technique. The instrument of this study is the questionnaire. The data obtained were analyzed using SPSS program. The results showed that 83 % respondents has perception to balanced nutrition policy is negative and 17 % respondents has perception to it policy is positive. It caused by their knowledge about balanced nutrition that less. This study given scientific information that community who has perception to balanced nutrition that negative still available until now. They usually have the culture that unique, as example is Bajo Tribe in Bajo Bahari Village.]]>

<![CDATA[The Integrated Rehabilitation of Persons with Disabilities of the DIY Social Service is to provide a livelihood and a decent life for the disabled. The discussion of the diffable is felt to be very isolating the movement of the diffable to access public services especially in public. The granting of rights for persons with disabilities has been regulated in Law Number 8 of 2016 concerning Persons with Disabilities and regulated in DIY Regulation Number 4 of 2012 governing the protection and fulfillment of the rights of persons with disabilities. The results of the study showed that the services provided at the UPTD Integrated Rehabilitation Center for Persons with Disabilities of the Social Service DIY provided a one-stop service. This can be a place for people with disabilities to channel their talents in Vocational Guidance and can improve themselves so that they can be social like the general public.]]>
