Abstract

Badan Pemberdayaan Perempuan, Perlindungan Anak dan Keluarga Berencana (BP3AKB) memiliki kewenangan yakni salah satunya upaya mensukseskan pemberdayaan perempuan. Salah satu strategi yang dikembangkan oleh Pemerintah adalah Pengarus utamaan Gender (PUG). PUG merupakan strategi pembangunan yang dilakukan untuk mencapai kesetaraan dan keadilan gender melalui persamaan akses, partisipasi, kontrol, dan manfaat terhadap hasil pembangunan. Tulisan ini membahas mengenai analisis kebijakan PUG di BP3AKB Provinsi Jawa Tengah. Maksud dari tulisan ini adalah untuk menganalisis kebijakan yang responsif gender di BP3AKB dan mengetahui hal-hal yang memiliki Kecenderungan di dalam PUG di BP3AKB Provinsi Jawa Tengah. Teknik analisis yang digunakan adalah Gender Analysis Pathway (GAP).Temuan di lapangan menunjukkan bahwa kebijakan PUG yang dilaksanakan oleh BP3AKB Provinsi Jawa Tengah masih belum bisa mengatasi permasalahan gender. Hal hal yang cenderung mempengaruhi PUG diantaranya tata nilai adat istiadat, kemauan dan kemampuan perempuan dalam mewujudkan kesetaraan gender, dan keberadaan media massa. Sebagai masukan untuk mensukseskan pelaksanaan PUG oleh BP3AKB adalah melakukan pendekatan khususnya kepada perempuan untuk mau berfikir lebih luas dan tidak terlalu terkekang oleh nilai-nilai tradisi. Selain itu juga harus dilakukan kerjasama dengan semua pihak, termasuk tokoh masyarakat seperti tokoh adat dan agama.                                                      AbstractWomen Empowerment, Child Protection and Family Planning Agency has authorities which one of them is to empower women. One of the strategies established by the Government is the Gender Mainstreaming (GM). GM is a strategy implemented in order to achieve gender equality through equal access, participation, control, and benefits as the impact of the development. This paper discusses the policy analysis of GM in Women Empowerment, Child Protection and Family Planning Agency in Central Java province. The purpose of this paper is to analyze policy that is responsive to gender in Women Empowerment, Child Protection and Family Planning Agency and acknowledge the issues related to Gender Mainstreaming in Women Empowerment, Child Protection and Family Planning Agency in Central Java province. The analysis technique used was the Gender Analysis Pathway (GAP).The result of the research showed that the gender mainstreaming policies implemented by BP3AKB of Central Java province still could not overcome gender problems. Gender mainstreaming is influenced by several factors, such as; custom values, the willingness and ability of women in achieving gender equality, and the presence of mass media. This is suggested that there should be a special approach toward women to encourage them to be open minded and not to be constrained by traditional values in assuring the success of the gender mainstreaming program in Women Empowerment, Child Protection and Family Planning Agency. Moreover, the involvement of community leaders such as traditional and religious leaders should be engaged in order to make this program works successfully.

Abstract

Communal land is one of the village assets that can be utilized for the benefit of the public, and it can be managed by an enterprise owned by the village, devoted to creating self-reliance of the village. Law No. 6 of 2014 on the village, mandated the management of the village assets in the form of Village-Owned Enterprise (BUMDes), in West Sumatra, it is called Nagari-Owned Enterprise (BUMNag). Nagari Lubuk Malako has several business fields managed in the form of village cooperative, which later transformed into BUMNag. This paper is the result of a research aimed at describing and analyzing how the collaboration was undertaken by many stakeholders in Nagari, in the formation and development of the BUMNag. With the descriptive qualitative method, through analysis of the data in the form of etic and emic, Nagari Government of Lubuk Malako succeeded in changing the form of the management of the business field of smallholding plantation, to be managed by BUMNag. Changes in the form of management are the result of governance collaboration in Nagari. Stakeholders in Nagari, namely indigenous community, private firms, and youth leaders, worked together to increase participation in doing the vertical and horizontal collaboration, and made networking to push Wali Nagari (Head of Nagari) as the governmental component in order to facilitate the formation and development of BUMNag.

Abstract

Membantu Nagari Membangun adalah program berkelanjutan yang dilaksanakan di nagari-nagari di wilayah Sumatera Barat yang digagas oleh Lembaga Penelitian dan Pengabdian Universitas Andalas. Program  ini bertujuan memberikan pendampingan pada pemerintah nagari dalam melakukan pembangunan salah satunya adalah melakukan pelatihan  pembuatan produk hukum di Nagari. Keberhasilan pembangunan tidak terlepas dari adanya ketersediaan produk hukum yang baik sebagai pedoman dalam melaksanakan pembangunan. Kegiatan ini dilakukan dalam bentuk pelatihan yang dilaksanakan oleh tim pengabdian berkolaborasi dengan Dinas Pemberdayaan Masyarakat Desa/Nagari Provinsi Sumatera Barat. Kegiatan ini dilaksanakan di Nagari Labuah Panjang Kecamatan X Koto Diatas Kabupaten Solok. Pemerintah Nagari dalam hal ini Wali nagari dan jajarannya bersama Badan Permusyawaratan Nagari sebelumnya telah membuat dan menyepakati beberapa produk hukum nagari seperti Peraturan nagari dan Peraturan Wali Nagari. Produk hukum yang telah dihasilkan dari segi jumlah dan kualitas perlu ditingkatkan sehingga dilaksankanlah pelatihan penyusunan produk hukum di Nagari. Pelatihan ini dilaksanakan dengan berbagai metode mulai dari ceramah/sosialisasi kemudian bermain game dan tugas kelompok. Kegiatan ini sangat diminati oleh peserta pelatihan yaitu Wali Nagari dan jajarannya serta Badan Permusyawaratan Nagari Labuah Panjang. Melalui kegiatan ini Pemerintah Nagari dan Badan Permusyawaratan nagari termotivasi untuk melaksanakan revisi terhadap produk hukum yang telah ada namun belum memenuhi kaidah-kaidah suatu produk hukum.

Abstract

Kegiatan pertambangan emas di Nagari Koto Tuo telah berlangsung lama dengan segalaperkembangan kegiatan pertambangannya. Kegiatan pertambangan emas di Nagari Koto Tuomenimbulkan dampak positif dan negative. Dampak positif misalnya meningkatnyapereknomian masyarakat yang berimbas pada meningkatnya ksejahteraan masyarakat danmeningkatnya pendidikan generasi muda. Akan tetapi dampak negatifnya juga bnyakdiantaranya, kerusakan lingkungan yang sangat massif, kehidupan masyarakat menjadikonsumtif, konflik ditengah-tengah masyarakat bahkan yang sangat pentin adalah semakinmenipisnya lahan pertanian produktif masyarakat. Dari 114 Ha luas lahan pertanian sebanyak± 85 ha sudah berubah menjadi lahan tambang. Sementara hampir 80 % mata pencaharianmasyarakat Nagari Koto Tuo adalah dari sector pertanian, dan 4 tahun terakhir ini beralihprofesi menjadi penambang emas sebanyak 70 %. Dalam 2 (dua) tahun terakhirini kandunganemas yang terdapat di Nagari Koto Tuo semakin sedikit, sementara lahan pertanian banyak yangtelah berubah menjadi lahan tambang dan setelah emasnya habis tiak dilakukan reklamasi danupaya konservasi lahan, sehingga lahan tambang tersebut dibiarkan begitu saja menjadi lahantidur dan tidak diurus dengan baik, sehingga kondisi ini tentu saja akan berdampak pada tingkatperekonomian dan kesejahteraan masyarakat, oleh sebab itu diperlukan sebuah upaya„pemaksaan‟ bagi masyarakat pemilik lahan untuk mellakukan reklamasi dan konservasi lahanbekas tambang menjadi lahan produktif yang pengaturannya diperlukan melalui peraturan legalformal berbentuk Peraturan Nagari tentang Reklamasi Bekas Lahan Tambang.

Abstract

After the enactment of the Village Law which is full of various new policies, it also has implications for the Village Consultative Body (BPD) with changes in the position, duties, functions and authority of the BPD. One of them is the issuance of Permendagri No. 110/2016 concerning BPD, and most recently in the context of West Sumatra the issuance of the Regional Regulation of West Sumatra Province No 7/2018 concerning Nagari. This Perda is claimed to be the first indigenous village regulation in Indonesia that wants to show the existence of Nagari "Asli" vis a vis with the implementation of modern village government in the implementation of public services. On the other hand, the weak role and function of BPD in running village government still occurs, including Nagari Sumanik. This dedication activity was to provide an understanding of the shifting position of BPRN; increase the understanding of BPRN members regarding their roles, functions, duties and authorities; and strengthening the role of BPRN in supporting the administration of the nagari government. The method of implementing community service included 3 (three) stages, namely; 1) Preparation; 2) Implementation; and, 3) Program evaluation or reflection on activities. Not all Regencies / Cities have responded to the policies of the Nagari Government in West Sumatra, including the Tanah Datar District, so this service activity is important for BPRN Sumanik, where not all members have a government background in strengthening their capacity to carry out their duties and functions and anticipate changes in policy.

Abstract

The existence of public services in local governments is facing a severe problem. The implementation of regional autonomy has not been able to encourage the birth of services quickly, cheaply, accountable, and transparently. This is compounded by a slow service culture in the bureaucracy. As a result, the essence of government as a public servant is lost. In that sense, the Ombudsman established since 2008. Based on Law Number 37 of 2008 about the Ombudsman of the Republic of Indonesia, the Ombudsman has a purpose as a bridge between the government and the community in improving public services. In its development, the existence of the Ombudsman is present in areas such as West Sumatra Province. However, there are still many people who have not utilized this institution to its full potential. This article attempts to describe efforts to improve the oversight function of public service delivery through the Ombudsman in Tuapejat Village. The village, located in the Mentawai Islands Regency, is an isolated area in West Sumatra. With the presence of the Ombudsman, it is hoped that public services in the village can improve amid the geographical constraints faced. From the activities carried out, it can be seen that the public is not familiar with the Ombudsman. Community participation in overseeing public service delivery which has been weak so far has also been caused by permissive culture. Therefore, the presence of an ombudsman is felt to be important in increasing public participation in carrying out service supervision in the bureaucracy.

Abstract

IMUD Class is an innovation in health service conducted by the Padang Pasir Public Health Center, Padang Barat District, Padang City, West Sumatera. The IMUD Class innovation is a platform for pregnant women and has a baby under the age of 20 years. This innovation aims to reduce maternal and infant mortality rates especially young mothers under the age of 20 years. The formulation of the problem of this study is how the IMUD Class initiated by the Padang Pasir Public Health Center, Padang Barat District, Padang City, West Sumatera. To describe and analyze IMUD Class using the theory Innovation of Attributes proposed by Everett. M. Rogers. Rogers said that five characteristics would be able to depict an innovation that would be accepted and adopted by the public. Those characteristics are relative advantage, compatibility, complexity, trialability, and observability. This study uses a descriptive qualitative research method with the data collection methods of interview, documentation, and observation about the innovation of the IMUD Class in Padang Pasir Public Health Center, Padang Barat District, Padang City, West Sumatera. Based on the theory attributes of change, the IMUD Class at Padang Pasir Public Health Center as a whole has fulfilled the characteristics that must be possessed by an innovation.

Abstract

Kota Padang berada di daerah yang rawan bencana, untuk itu dibutuhkan sebuah upaya meningkatkan kesadaran masyarakat dalam menghadapi bencana atau biasa disebut dengan mitigasi bencana. Peningkatan kesadaran masyarakat menghadapi bencana ini dimulai pada anak usia dini dan dilakukan di ranah pendidikan. Upaya itu diwujudkan dengan sebuah kegiatan bernama Sekolah Cerdas Bencana. Kegiatan ini dilakukan ke sekolah-sekolah  yang berada pada zona merah tsunami. Dalam melaksanakan kegiatan Sekolah Cerdas Bencana dibutuhkan sebuah  kapabilitas Pemerintah Kota Padang. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis kapabilitas Pemerintah Kota Padang dalam mitigasi bencana melalui Sekolah Cerdas Bencana. Teori yang digunakan dalam penelitian ini adalah Model Kapabilitas Pemerintah dalam  Manajemen  Bencana menurut Kusumasari, Alam dan Siddiqui  yang memiliki 6 variabel, yang terdiri dari kelembagaan, sumber daya manusia, keuangan, implementasi kebijakan, sistem manajemen logistik, dan kepemimpinan. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara dan dokumentasi. Teknik keabsahan data yang digunakan adalah triangulasi sumber. Hasil dari penelitian ini adalah Pemerintah belum kapabel dalam melaksanakan kegiatan Sekolah Cerdas Bencana. Pada kegiatan ini kelembagaan yang kurang jelas dan kualitas sumber daya yang belum memadai, Namun dari impelementasi kebijakannya sudah berjalan dengan baik yang  didukung dengan ketersediaan finansial yang cukup. Meskipun manajemen sistem logistik belum maksimal dilakukan namun kepemimpinan sudah dilakukan dengan baik.

Abstract

In order to encourage transparency and improve the quality of public services, information service innovation through the Sentuh Tanahku Application is present as a public service which made by the Ministry of Agrarian Spatial Planning/National Land Agency and applied to all communities and the Land Office in Indonesia. Through the Sentuh Tanahku application, you can provide land services simply and control land assets efectively by community. However, the application of the Sentuh Tanahku Application in North Jakarta City is still slightly inclined even though the North Jakarta Administrative City Land Office is one of the best land office in Indonesia. The purpose of this research is to analyze the Sentuh Tanahku Application in the North Jakarta Administration City Land Office with qualitative research methods and data collection techniques with interview and documentation methods. This research is adapted to the Theory of Innovation Attributes from Rogers. The results showed that the Sentuh Tanahku Application Innovation at the North Jakarta City Land Administration Office had fulfilled all the components in the Innovation Attribute Theory, but in its use there were still some problems, many obstacles comes in operating the Loketku Feature and the Field Plot Feature by the North Jakarta City Community and the lack of socialization carried out. by the North Jakarta Administrative City Land Office, so that there is still need maintanances in the Sentuh Tanahku application feature so that the Touch Tanahku application can help fulfill the land service needs of the people of North Jakarta City.

Abstract

ABSTRAK Pandemi Covid-19 telah menyebabkan banyaknya perubahan kepada semua tatanan kehidupan sosial masyarakat. Kegiatan publik yang harus dilakukan pada ruang domestik menyebabkan permasalahan baru pada setiap anggota keluarga. Proses pendidikan yang harus dilakukan di rumah dalam waktu cukup lama, membuat peran orang tua berganti menjadi guru dengan kewajiban mendampingi dan menyediakan sarana pembelajaran yang dilakukan secara online. Disisi lain, pekerjaan yang juga harus dilakukan di rumah memberi pengaruh kepada kondisi perekonomian keluarga. Tidak sedikit keluarga yang terdampak dengan kondisi pandemi ini seperti penurunan pendapatan, hingga kekerasan dalam rumah tangga (KDRT) bahkan perceraian. Permasalahan ini menyebabkan perempuan sebagai istri mengemban peran ganda dan menjadi masalah tersendiri yang harus diselesaikan. Penelitian ini bertujuan untuk menganalisis upaya pemerintah daerah melalui konsep Collabotarive Governance sebagai upaya memberdayakan perempuan pada keluarga yang terdampak.Menggunakan metode kualitatif deskriptif diketahui bahwa Pemerintah Daerah Kota Padang menyikapi hal ini dengan memaksimalkan peran semua stakeholder. Cara yang dilakukan adalah dengan membangun kerjasama antara pemerintah dengan tokoh masyarakat, pelaku usaha dan akademisi pada perguruan tinggi untuk memberikan edukasi dan ketrampilan kepada perempuan pada keluarga terdampak agar kembali mandiri dan berdaya. Edukasi antara lain berupa pendampingan belajar bagi anak-anak keluarga terdampak yang dilakukan oleh mahasiswa tahun akhir. Perbaikan ekonomi dilakukan melalui pemberdayaan konsep koperasi pertanian dengan menampung hasil pertanian dan UMKM keluarga terdampak dan didistribusikan secara online. Berhasilnya upaya ini memberdayakan kembali kemandirian perempuan pada keluarga terdampak menjadi pertimbangan bagi pemerintah daerah agar lebih memfariasikan program kerja pda bentuk pendampingan edukasi dan ketrampilan. Tidak selalu pada program bantuan dana sosial.Kata Kunci; Collaborative Governance, Perempuan, Pandemi, Terdampak ABSTRACTThe Covid-19 Pandemic has caused manu changes to all social life strucutures. Public activities that must be carried out in the domestic space cause new problems for each family member. The educational process must be carried out at home for a long time, making the role of parents change to being teachers with the obligation to accompany and provide online learning facilities. On the other hand, work that must also be done at home affects the family's economic condition. Not a few families have been affected by this pandemic, such as a decrease in income, to domestic violence and ecen divorce. This problem causes women as wives to carry out multiple roles and becomes a separate problem that must be resolved. This study aims to analyze the effort of local governments through the concept of Collaborative Governance as an effort to empower women in affected familiesUsing descriptive qualitative methods, it is known that the Padang City Government responds to this by maximizing the role of all stakeholders. The way to do this is to build collaboration between the government and community leaders, business actors and academics at universities to provide education and skills to women in affected families to become independent and empowered. Education, among others, is in the form of learning assistance for children of affected families carried out by final year students. Economic improvement is carried out through empowering the concept of agricultural cooperatives by accommodating agricultural products and Micro Business of affected families and distributing them online. The success of this effort to re-empower women's independence in affected families has become a consideration for local governments to further vary work programs in the form of education and skills assistance.
