Abstract

Maghrib Mengaji Community Movement or better known as GEMMAR Mengaji is a national program of the Ministry of Religion of the Republic of Indonesia which is launched in every Province and Regency / City in Indonesia(Revelation, 2018). Indonesian Muslims constitute the majority community where almost all Indonesian citizens are predominantly Muslim. According to the 2010 statistical data, Muslims in Indonesia totaled 207,176,162 people or 87.18% followed by Christianity with a percentage of 6.96%, in the next position, namely Catholicism with a percentage of 2.91%, Hinduism 1.69%, Buddhism. 0.72, and Khong hu chu 0.05%. Today people prefer to spend their time watching television than reading the Koran or other positive activities(Kristiawan, 2016). This also happens in Lebak Regency as an area which also has the characteristics of the majority being Islam. So that with the implementation of the perda, the magrib reciting movement can bring about mental changes in thinking, especially among children and adolescents for a better life. The method used in this research is a qualitative method. The results in this study indicate that the implementation of the maghrib recitation regional regulation is quite good if viewed from the communication dimension which shows the socialization carried out by the implementing agency, resources in the form of incentive support for reciting teachers, adequate facilities in the implementation of magrib recitation, and the number of teachers. sufficient recitation.

Abstract

The purpose of this study is to evaluate the implementation of the Regulation of the Head of the National Archives Number 7 of 2017 concerning the National Movement for Archival Discipline Awareness at the Ministry of Industry. This research also aims to find out what obstacles are faced so that they can be used as a reference in formulating strategies as an effort to optimize the implementation of GNSTA within the Ministry of Industry. In this study the authors used descriptive qualitative research. Data collection techniques include observation, interviews, and documentation. The informants were selected using a purposive method involving the Head of the Archives Subdivision, Archives, Archives Manager, and also the community. The data analysis technique used data reduction techniques, data presentation, then drawing conclusions while the data validity techniques used were validity and data triangulation. In analyzing the public policy evaluation theory, according to William Dunn. The results showed that the evaluation of the implementation of the Head of the National Archives Number 7 of 2017 concerning the National Aris Awareness Movement at the Ministry of Industry was quite good, but there were still some obstacles related to the quality of human resources and the number of archivists in the Ministry of Industry

Abstract

Development of batik industry in Pekalongan have diverse effects. From the economic improvement to environmental issues. Batik industry producing waste that could potentially pollute the environment. So, The Government of Pekalongan made local regulation about Protection and Environmental Management Pekalongan. The purpose of this policy is to create the environment Pekalongan good and healthy. Various efforts have been made by the government to decrease the pollution with installation of waste water management. This study discuss about policy evaluation batik-waste management in Pekalongan. In order to explain the results of the policy evaluation batik waste management used a qualitative research method. Subjects in this study is the government represented by the Environment Agency Pekalongan, batik entrepreneurs and communities. The method of data collection is through interviews and observations made by the selection of respondents using purposive sampling method. Based on the evaluation by Inputs, Process, Outputs, Outcomes can be concluded that the batik-waste management policy in Pekalongan unsuccessful. It is caused by several factors such as the limited funds so that complicates the motion of the government to make some facilities and also of the low participation of batik businessman in Pekalongan.

Abstract

Communication and informatics office of west Sumatra make efforts to increase employees’ working effectiveness in achieving working target. However, there are specific problems in working implementation. The problems are teamwork among the employees, working facilities is not supported, and lack of field specialization. This research use descriptive quantitative method that is aims to know the influence between independent variable (working culture) towards dependent variable (employees’ working effectiveness). The population of this research is employee of Communication and informatics office of west Sumatra that is 47 employees. This research use total sampling which the total sample is equal to total population. The result of this research show significance effect partially and simultaneously between working culture towards employees’ working effectiveness as big as 24,4%.

Abstract

The background of this research is the phenomenon of very good village fund management, so that it becomes very effective and efficient in its use, even though in very unsupportive conditions due to the covid-19 outbreak. The purpose of this study was to determine the performance of Subun Bestobe Village Financial Management using the value for money (VFM) method, namely with measurement indicators (economical, efficiency, and effectiveness). The results showed that the economic level for the last 5 years was in the >100% category, thus meeting the economic standard of value for money. The efficiency level for the last 5 years is at the standard >40%, the ratio is above 100% so that the efficiency ratio does not meet the efficient value for money standard. The effectiveness ratio for the last 5 years has met the standard so that it shows that the Subun Bestobe Village Government has been effective in managing village finances for the village community. This is because the effectiveness of financial management can increase if the village community is satisfied with the performance of good financial management, especially in village development. So that in the future the village can become a superior, independent and competitive village.

Abstract

Food security is a crucial element in achieving sustainable development, especially in agrarian regions vulnerable to climate change. Desa Sembalun, Lombok Timur, despite its significant agricultural potential as a producer of garlic, potatoes, and carrots, faces challenges such as monoculture dependency, limited empowerment of women, and weak institutional support. This study aims to develop an inclusive community-based food security governance model through crop diversification, strengthening local institutions, and promoting active participation of women. Using the Participatory Action Research (PAR) method, the research involved 30 informants, including farmers, community leaders, and local government representatives, through in-depth interviews, focus group discussions, and observations. The findings reveal that 75% of farmers rely on monoculture, while only 25% have adopted crop diversification. Women play a significant role in food production but their participation in decision-making processes remains low at 20%. Community gardens demonstrate significant potential in supporting food security, but their management lacks adequate institutional support. This study recommends strengthening local institutions, empowering women, and promoting crop diversification as primary strategies to build inclusive and sustainable food security in Desa Sembalun, serving as a potential model for other agrarian regions.

Abstract

The purpose of this study is to examine and analyze the extent to which the influence of Auditor Competence, Auditor Independence and Professional Ethics on the Quality of Audit Results. The research was done by quantitative approach. The population in this study is all auditors and prospective auditors at the Inspectorate General of the Ministry of Agriculture of the Republic of Indonesia amounted to 160 people. Sampling technique is done by simple random sampling with the number of samples of the study amounted to 115 respondents Data analysis techniques in this study using multiple linear regression analysis. The result of the research shows that there is no significant influence between the auditor's competence with the quality of the audit result and there is no significant influence between the auditor independence and the quality of the audit result. While professional ethics significantly influence the quality of audit results. Together the competence, independence and professional ethics affect the quality of audit results. For further research is expected to use a questionnaire with a wider coverage and expected to use more variables that affect the quality of audit results.

Abstract

The number of transactions carried out online during this pandemic has become an opportunity/potential and challenge for the Government in terms of state revenues, namely from the tax sector, especially income tax (PPh) and Value Added Tax (VAT) revenues. The imposition of a digital tax will provide a sense of justice because foreign companies will get the same treatment as domestic companies that do have an obligation to pay taxes. This is also to create a level of playing field and healthy competition. The purpose of this study is to analyze the opportunities and challenges of digital taxes in Indonesia. The research method used is qualitative. The results of the study show that the application of digital taxes in Indonesia has a very large opportunity so that the government has issued various regulations to achieve the tax target. In terms of optimizing tax revenue, the Government expands Tax Objects and Subjects for VAT and PPh and Increases Taxpayer Compliance. However, it should be noted that the challenges that will be faced are the preparation of skilled and professional human resources, increasing collaboration with digital payment platforms so that they are connected to tax data and the availability of qualified internet access.

Abstract

This article presents a review of the latest literature on Bureaucratic Reform in Indonesia and explores the development and changes of bureaucratic reform studies. This review includes 249 articles published in the Journal in the period 1998 to 2020. First, we conducted a bibliometric analysis that highlighted various matters regarding articles published in journals; second, we conducted a literature review that identified context, content, process, results, and topic changes. Our findings concentrate on the lack of detail about change processes and outcomes and the gaps between general theories used to study evolution. We propose an agenda for the study of bureaucratic reform of public organizations that focuses on its complex nature by building theoretical bridges and undertaking more in-depth empirical and comparative studies of change processes.

Abstract

The organization's implementation in achieving its objectives is largely determined by the extent of the capacity formed to produce optimal performance. This research aims to find out how to develop capacity in Regional Companies and offers a model of capacity building. This research took place at the Makassar Water Supply Company using a descriptive-qualitative approach, the data source obtained from the research informant consisted of directors and middle management level officials, members of the supervisory board, the Chairman of the Regional House of Representatives, experts in the field of management, NGO's that actively monitor the performance of Regional Companies as primary data sources, and secondary data sources obtained from documents available at related agencies. Research data obtained through interviews, observations, secondary data support. Data analysis is conducted based on qualitative analysis through data reduction stages, data presentation, conclusion drawing, and data verification. The results showed that capacity building based on Mc Kinsey capacity building framework in Makassar Water Supply Company has been applied to the aspects of aspirations, strategies, organizations skills, human resources, organization structure, system and infrastructure, and culture. The application looks strong on the aspects of aspirations, strategies, and organization structures, which seems to require development in the aspects of organizations skills, system and infrastructure, human resources, and culture.
