Abstract

Good governance arises because of a bad government system, good governance is born in order to improve bad governance by implementing participatory policies. One of the efforts made to realize good governance is by implementing a participatory, transparent system. Accountability, effectiveness and efficiency. One of the ways to create a superior state civil apparatus is to implement a computer assisted test (CAT) system in the recruitment process. In this study, researchers used qualitative research methods and literature studies. With interview data collection methods and secondary data. The result of this study is that the computer assisted test (CAT) system contributes to realizing good governance in the city of Pekanbaru

Abstract

The establishment of BUMDes to be required for every Village. However, not all BUMDes are in accordance with Permendes No.4 Tahun 2015 there are still BUMDes that do not have any activities at all. The purpose of this study is to examine more deeply about the Existence of BUMDesa in an Effort to Increase Village Original Income (PAD) and Strengthen Village Economy, Susukan District. The concept of Existence, PAD and economic strengthening are used as analytical knifes in research. This study used a qualitative approach. Interviews, observations and documentation review were used as data collection techniques. Descriptive analysis technique is used in processing data by using data analysis procedures proposed by McNabb. Research locations in 4 villages: Susukan, Ujunggebang, Wiyong and Tangkil, Susukan District, Cirebon Regency, West Java Province.The results showed that the existence of BUMDes Subdistrict Susukan was not in line with the expectations of the Act Terms of formality, all four villages had established BUMDesa, but BUMDes of Jembar Jaya in Ujunggebang Village had just started operating in the field of clean water supply business, but had not provided significant benefits. Meanwhile, for the three villages, the BUMDes are not yet running. Special for Susukan Village, although the BUMDes has not carried out activities, it has been able to increase PAD and strengthen the village economy. This is because the Susukan Village Government is able to drive the economy through markets, parking lots and shops and night markets

Abstract

This study aims to analyze the implementation of the Government's Goods/Services Procurement Policy through E-Procurement at the Depok City Electronic Procurement Service (LPSE). This is based on several problems that occur in the procurement of goods and services in the city of Depok, such as: high cases of corruption from the types of cases of procurement of goods/services in recent years, procurement of goods and services takes a long time, there is potential fraud in the procurement process (either procurement of goods and services) in recent years. The theory of this research uses the theory of policy implementation model by Edwards III with 4 (four) indicators including: communication, resources, disposition and bureaucratic structure. The research design used is a qualitative approach with a descriptive method. Methods of data collection is done by interview, observation and documentation. This study found that the implementation of government goods/services procurement policies through e-procurement in Depok City Electronic Procurement Services was generally quite good. However, there are still several aspects that become obstacles such as: human error that causes auction failure, servers that sometimes go down, accountability for providing information on the Terms of Reference (KAK) to providers of goods/services before being published in the Electronic Procurement System (SPSE), and the potential for fraud, due to the role of the Goods/services Procurement Unit. (UKPBJ) only until the process of winning the tender. This study provides several recommendations which include: Minimizing the potential for human error by LPSE, improving server capacity and quality, increasing understanding of integrity to all employees within LPSE, and increasing the role of UKPBJ

Abstract

The aim of the state is to educate the nation's life and for that every Indonesian citizen has the right to obtain quality education according to his interests and talents regardless of social status, race, ethnicity, religion and gender. The National Education System must be able to ensure equal distribution of educational opportunities, improve quality as well as the relevance and efficiency of education management to face challenges in accordance with the demands of changes in local, national, and global life so that education reforms are planned, directed, and sustainable. This study aims to analyze the implementation of the zoning system policy in the process of accepting new students at State Elementary School 3 Lhoksukon, North Aceh Regency. The type of research is qualitative research with data analysis used is data reduction, data presentation, and drawing conclusions or verification and in this study the informants were determined purposively. The results of the study indicate that this rule works well, because the requirements that must be met by prospective students are quite strict and are implemented by the State Elementary School 3 Lhoksukon, North Aceh Regency, although there are several separate problems due to the public's lack of understanding of this regulation.

Abstract

This study aims to determine the influence of the quality of public transportation mode services on the Interest of tourist visits in DKI Jakarta. The mode of transportation in question is the Jakarta Explorer Tour Bus service in DKI Jakarta. This study used quantitative methods with a sample of 100 users of public transportation modes. The results showed service quality's influence on tourist visits' Interest with a regression equation of Y = 16.747 + 0.577X. Based on the hypothesis test, the calculated t value of 7,781 > t table is 1.984 and the value (Sig) of 0.000 < 0.05, which means that the service quality variable (X) has a significant effect on the tourist attraction variable (Y) with a coefficient of determination value (R2) of 0.382, it shows that the Quality of Service (X) of Tourism Visiting Interest (Y) is 38.2%.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas penertiban Pedagang Kecil Mandiri studi kasus pelaksanaan Peraturan Daerah Nomor 8 Tahun 2007 di Kelurahan Cipete Selatan Kecamatan Cilandak Jakarta Selatan. Banyaknya Pedagang Kecil Mandiri yang memanfaatkan trotoar dan bahu jalan membuat kawasan wilayah Cipete Selatan terlihat tidak tertib dan kurang rapi sehingga mengganggu kenyamanan pengguna fasilits umum di kawasan tersebut, Pemerintah Provinsi DKI Jakarta melalui Satuan Polisi Pamong Prajanya mengeluarkan kebijakan untuk menertibkan kawasan tersebut. Adapun teori yang digunakan adalah efektivitas yang dikemukakan oleh Lance A. Berger, Martin J sikora (dalam Mlangeni, 2017), ada 3 kunci utama dalam efektivitasi yaitu: Commitmen, Competence, dan Coordinating dengan pendekatan kualitatif. Data diperoleh dengan menggunakan tehnik wawancara, studi pustaka serta observasi langsung di lapangan. Hasil penelitian menunjukan Coordinating, Comitment, dan Competence telah dilakukan secara efektif, karena rata-rata dari hasil wawancara yang diperoleh sebagian besar menyatakan bahwa penertiban pedagang kecil mandiri memberikan dampak positif dilihat dari lingkungan menjadi teratur bersih, rapi, nyaman dan trotoar atau jalanan yang semula mengakibatkan kemacetan sebelum diberlakukannya penertiban pada jam yang ditentukan dan setelah dikembali pada fungsinya semula, para pejalan kaki atau kendaraan lain dapat melintasi trotoar dan jalan sebagai mana mestinya, dan jalanan menjadi lancar tidak macet karena jalanan menjadi lebar kembali.

Abstract

It is very important to implement agricultural sector policies in Indonesia. The Agricultural Census conducted by the Central Statistics Agency provides agricultural data needs both at the national and global levels. The policy in the 2023 Agricultural Census (ST2023) activities is designed so that the results obtained are of international standard. The International Standard Agricultural Census refers to the FAO program known as the World Program for the Census of Agriculture (WCA). With the realization of Food Security starting from the individual and household levels, villages, sub-districts, districts, provinces to National Food Security becomes a national goal. Through food security policies, one of the important elements of national security can be implemented. Therefore, the government intensively cooperates to realize Food Security and Farmer Welfare. Food security targets in 2024 self-sufficiency in industrial sugar and 2026 self-sufficiency in beef, towards Indonesia's Vision in 2045 to become a World Food Barn. The food policy achievements above have also improved the welfare of farmers. This can be seen from the poverty indicator in rural areas in March 2021 at 13.10 percent, down to 12.53 percent in September 2021. (BPS, 2021). In guarding and ensuring that the structural transformation process can be carried out in a precise and directed manner, various policies that have been and will be implemented need to be supported by an accurate agricultural database. Then strengthen infrastructure, financial institutions, farmer's markets and others. Capacity building of Human Resources (HR) to become professional and productive. The key actor in agricultural development policy is to utilize the results of the agricultural census. A strategic and sustainable agricultural data ecosystem. Then the availability and accessibility of data and awareness of data users that the data exists. The government needs to make policies that are pro-Agricultural sector right on target.

Abstract

One of the stressings of President Jokowi's government is governance to accelerate the achievement of bureaucratic reform goals contained in the 2020-2024 bureaucratic reform roadmap, especially related to clean and accountable bureaucracy, and excellent public services, it is necessary to build an Integrity Zone (ZI) in the Religious Courts (PA). The purpose of this study is to analyze the Implementation of the Bureaucratic Reform Policy in the West Sumatra Religious Court with research locations in PA Padang, Pariaman, Payakumbuh, Batusangkar, and Talu. Qualitative descriptive research methods. Data were collected through documentation studies and interviews. Then the data is analyzed through the stages of data collection, data condensation, data display, and finally conclusion. Based on the results and analysis of research, it shows that the implementation of ZI in religious courts in West Sumatra has not been well internalized due to several factors, namely (1) the leverage component consists of two, namely aspects of fulfillment and reform. The five research locus of PA Padang, PA Pariaman, PA Payakumbuh, PA Batusangkar, and PA Talu still focus on fulfilling documents only. So that the reform aspect does not occur significant changes in the dynamic organizational structure and so do human resources that are still lacking in Ber-AKHLAK (service, accountable, competent, harmonious, loyal, adaptive, and collaborative); and (2) the impact of ZI implementation on customer satisfaction by looking at the results of public satisfaction surveys and the corruption perception index is very good.

Abstract

This study aims to determine and analyze the implementation of policies to protect children and women victims of violence during the Covid-19 pandemic in South Tangerang City. This research theory uses the theory of Policy Implementation in the Van Matter Van Horn concept with 6 (six) indicators including Policy Standard and Objectives, Resources, Inter-Organizational Communication, Characteristics of Implementers, Implementor Disposition, Social Environment, Economics and Politics. The research design used qualitative approach with a descriptive method. Methods of data collection by interview, observation and documentation. The results of the research found that the implementation of policies to protect children and women victims of violence has not yet been fully implemented. This is because there are still some findings of problems in policy implementation which include: lack of quantity of human resources, fragmentation originating from pressure from interest groups or from the legislative committee, lack of budget for policy implementation, lack of optimal support from DPRD and even the mayor in implementing child protection and women victims of violence, low commitment of policy implementers. Based on these conclusion points, this study recommends several things which include: increasing the number of staff implementing assistance in the UPTD P2TP2A South Tangerang city by 30-50 people, placing the protection of children and women victims of violence as a policy priority, re-activating social media and websites in order to facilitate socialization to the community as a whole, speed up the mentoring time to 7 days to 1 month, from 6 months to 2 years.

Abstract

This research was motivated by the City of Padang as a pilot project that implemented the Sustainable Food House Area Program in West Sumatra Province. The city of Padang has the most malnourished population and is not yet self-sufficient in food because it meets food needs from outside the region. Behind this, the City of Padang won the Adhikarya Pangan Nusantara. This research was conducted using qualitative methods. The theory used in this study is the management function of H Koontz and O'Donnell which consists of five variables. The results showed that the Management of the Sustainable Food House Area Program in Padang City had not been implemented properly because it had not been implemented in accordance with technical instructions and the Work Plan and Budget Needs. Then the program implementation structure has not been established, which is called the technical team, so that there is a discrepancy with the technical instructions. Then the coordination between the Food Service and the Agriculture Service has not gone well. The honors given to the companion group are not in accordance with the provisions of the technical instructions. In leadership, there is a decrease in the motivation of women's farmer groups when they do not get assistance and there are group leaders who cannot direct members. The implementation of the program has not yet reached the indicators of success, namely the absence of an increase in the expected food pattern.
