Abstract

Being the only institution in Indonesia with supervisory, regulatory and audit functions in the financial services industry sector, human resources in the Indonesia Financial Services Authority (OJK) are expected to meet the quality that is in line with the dynamic development of information technology and financial innovation. Needs assessment process is required as one of the OJK's efforts to futher improve its human resources, in which there is no size or scale required for behavioral and technical competence at each role level. The purpose of this study is to analyze the needs assessment and the factors that affect the needs assessment at OJK. Current research employs a post positivism approach with qualitative methods and field study data collection techniques through in-depth interviews and literature studies. Research results reveal that the needs assessment process at OJK has not used technical and behavioral competency measures because there is no measurement referred to in the internal regulations regarding current job descriptions, therefore OJK does not yet have an accurate employee database profile.

Abstract

Access to services in accordance with the Public Information Disclosure Act directs all public bodies that utilize state/local budgets, must have Pejabat Pengelola Informasi dan Dokumentasi (PPID) whose duties and obligations provide information services to the public in order for the distribution of information so that aspects that prioritize services can occur properly. This study examines how the PPID performance of Bungo Regency Government in the fulfillment of public information availability. This research uses a qualitative method with descriptive analysis. Data analysis techniques using the model of Miles and Huberman. Furthermore, this study uses a data validity experiment using the Triangulation Method, namely by comparing information or data in different ways to obtain the correctness of information. The results showed that the performance of PPID Bungo Regency in the fulfillment of the availability of public information has not been maximally shown resulting in the service of unsatisfactory information received by the community. The cause is due to the lack of public information. The public does not always get the public information that is intended. Nevertheless, the development of public data/information has not been carried out. As the main provider of public information, the Regional Device Organization (OPD) as the Auxiliary PPID in Bungo Regency has not performed the function of depositing information to the main PPID by applicable rules.

Abstract

This research is motivated by the phenomenon of the number of underdeveloped villages in Keroncong District, even though the area is in the capital city of Pandeglang, not in an area far from the center of the capital city. As it is known that: Regulation of the Minister of Villages for Development of Disadvantaged Regions & Transmigration (Permendesia PDT Trans) Number 2 of 2016 concerning the Developing Village Index (IDM) classifies Village Status into 5 (five) Village statuses. Banten Province has 4 regencies which oversee the village administration. Of the four regencies, Pandeglang Regency has the most underdeveloped villages. Meanwhile, the closest sub-district to the Pandeglang Regency government and the most underdeveloped village is Keroncong District. The purpose of this study is to reveal the cause of the number of underdeveloped villages even though the area is in the center of the capital city. The locus of this research is all villages in Keroncong District. The data used is secondary data, namely from the Department of Community Empowerment of Pandeglang Regency and Banten Province and the Central Statistics Agency (BPS) of Pandeglang Regency, BPS of Banten Province. The analytical technique used in this research is descriptive qualitative analysis and content analysis. The results showed that the development of village status in Keroncong District was dominantly included in the category of underdeveloped villages. There are two villages that fall into the category of not being left behind, with the category of developing. The two villages are Bangkonol village and Pasir Karag village. Bangkonol Village has a developing status because of the easy access to the national road that crosses the Pandeglang and Lebak Regencies and has close access to the Pandeglang Regency government center. Meanwhile, Pasir Karag Village has the status of a Developing Village because of its location close to the government center of the Keroncong sub-district, the number of government public facilitiesand a high community work ethic in entrepreneurship.

Abstract

The increase in diabetics due to sugary drinks needs to be controlled. The imposition of excise on sweetened drinks has been implemented in several countries. This study aims to examine the aspects of tax collection for sweetened drinks in Indonesia and their impact. The research method is qualitative research. The results showed that the imposition of excise on sweetened drinks could give impact on reducing consumption of sweetened drinks but give a negative impact on the economy.

Abstract

In the current era, countries are required to contribute in order to compete with developing and developed countries. The government provides the legal basis governing the State Civil Apparatus, namely Law No. 5 of 2014. The regulation discusses its relation to the merit system based on qualifications, competencies, and performance. With this regulation, planning in developing human resources is needed in order to improve the quality of personnel themselves. The development of good apparatus resources will benefit an organization. One way can be done by providing education and training for apparatuses to improve their competence and quality. The discussion contained in the regulation of Law No. 5 of 2014 explains the management of human resources in accordance with the regulations.

Abstract

The main difficulties in post-disaster are the lack of clean water availability, the residents have difficulty getting clean water, both for residents who do not want to leave their settlements, or for those who fled to other places. For example, during a flood, dug wells and pump wells submerge floodwaters in a few days, besides that in the evacuation places there are no clean water or adequate sanitation facilities. Therefore, the provision of clean water is absolutely necessary in disaster-prone areas. Provision can be done with water filtration facilities around the area or it can be a clean water tanker that can be distributed to people in need. The purpose of this study is to describe the implementation of the distribution of clean water allocation to communities in disaster prone areas as well as the supporting and inhibiting factors of such implementation. The research method is qualitative with data collection techniques from interviews, observations and documents studies. Data obtained with an interactive model based on three research focus variables namely, communication and coordination, resource support and disposition. The results showed that communication and coordination as a connecting channel between actors can foster a good disposition. Resource support has a major influence on whether or not the objectives of the allocation of clean water are to be achieved. Whereas the allocation disposition shows the implementor’s ability to respond and represent. Does not rule out the possibility of the three variables that grow factors supporting and inhibiting that can be used as consideration for overcoming problems that arise.

Abstract

Inpatients at the Jasinga Health Center in Bogor Regency have not met expectations. The purpose of the study: to analyze the effect of competence and discipline of health workers on the satisfaction of inpatients at the Jasinga Health Center, Bogor Regency, West Java. The framework of this research uses Competency Theory from Spencer and Spencer (Priansa, 2014: 258), Discipline Theory from Rivai and Sagala (2011: 825), and Goal theory from Lovelock (Latunreng, 2012: 152). Methods: This research uses quantitative research with an explanatory approach. Data analysis used the IBM SPSS Statistics Version 24 Program. Research Population The population in this study were recipients of inpatient services at the Jasinga Health Center from January to December 2019 as many as 781 patients, with Slovin (5%) getting 265 respondents. The sampling technique used accidental sampling. The results of the study: First, the positive and significant effect on the activities of inpatients at the Jasinga Health Center, Bogor Regency, West Java, with a regression equation test the magnitude of the effect is 0.997. Second, there is a positive and significant effect of the discipline of health workers on inpatients at the Jasinga Health Center, Bogor Regency, West Java, with a regression equation test the magnitude of the effect is 0.253. Third, there is a positive and significant effect of Competence and Discipline of Health Workers together on Inpatients at the Jasinga Health Center, Bogor Regency, West Java, with the magnitude of the influence of Competence and Discipline of Health Workers together on Inpatients at the Jasinga Health Center, Bogor Regency, West Java, reaching 0,789.

Abstract

Penelitian ini mengkaji tentang kebijakan Sistem Pengelolaan Aset Desa (SIPADES). Permasalahan ini menjadi menarik untuk diteliti karena pada saat ini desa memiliki ruang untuk melakukan tata kelola sumber daya (material) setelah adanya kebijakan undang-undang desa. Terdapat perspektif yang digunakan untuk menganalisis permasalahan tersebut yakni perspektif implementasi kebijakan publik. Lebih lanjut, metode penelitian yang digunakan pada penelitian ini adalah metode kualitatif deskriptif. Pada metode kualitatif deskriptif, faktor yang harus diperhatikan adalah validitas data, dimana penelitian ini menggunakan model triangulasi data. Adapun, penelitian ini dilakukan pada Pemerintah Desa Wukirsari di Kabupaten Sleman. Tujuan penelitian ini adalah mengetahui kapasitas pemerintah desa dalam implementasi kebijakan Sistem Pengelolaan Aset Desa (SIPADES). Hasil penelitian adalah terdapat faktor individu, faktor struktur dan faktor budaya yang memiliki hubungan terhadap kapasitas Pemerintah Desa Wukirsari dalam implementasi kebijakan Sistem Pengelolaan Aset Desa (SIPADES).

Abstract

The millennial era shows an increasing spirit of religiosity, especially for the younger generation. Religious identity is one of the pride of the millennial generation to create an image and gain public trust. This article aims to find a leadership model in creating a company that is not only good but also great. To obtain this model a qualitative approach is used, with in-depth interview and observation instruments in a sharia-based accommodation business, then inductively analyzed based on the relevant theory. The research findings in this article show that there is a spiritual leadership model that meets the criteria for creating a great corporate and applicable in a millennial era that tends to be religious. Great Corporate will be created through trust built by the company through spiritual activities. This article is expected to encourage further research to determine the relevance of the company's spiritual leadership model in the goods production sector as well as quantitative research to determine the correlation between SCL on business sustainability and growth.

Abstract

The community is responsible for the implementation of the community early awareness, meanwhile the government is obliged to facilitate it. A good role of the Community Early Awareness Forum or Forum Kewaspadaan Dini Masyarakat (FKDM) followed up by the government can save the community from security threat or disaster and minimize losses by anticipating the security threats and disaster. This research uses qualitative approach. Concept operationalization in this research refers to the used strategy, the SWOT analysis. The FKDM strategies in social conflict early prevention are: 1) inserting early warning system by increasing institutional capacities which include three elements; government, private sector, community through dialogue, 2) National Unity and Politics Agency or Badan Kesatuan Bangsa dan Politik (Kesbangpol) of DKI Jakarta actively making dialogue persuasively and finding solution, 3) budgeting of conflict handling according to the Government Regulation gives opportunity to strengthen community resilience to protect the community, encourage community participation, handle social conflict, and preserve local wisdom to maintain peace.
