Abstract

The ethics of state civil servants (ASN) in providing public services has so far received special attention in order to realize quality public services. This study aims to determine and assess the Behavioral Standards of the State Civil Apparatus in Improving Public Services at the Civil Registry Service Office of Padang Pariaman Regency. The research method used is qualitative with a case study approach. The results of the researchers found that the standard of behavior of the state civil servants (ASN) at the Dukcapil Service of Padang Pariaman Regency went well. This is marked by the existence of several awards obtained by the Civil Registry Service Office of Padang Pariaman. Based on the theory initiated by Kumorotomo (2013), there are three important ideas in administrative ethics. First, ASN order. Every work action carried out by every ASN at the Civil Registry Service Office of Padang Pariaman Service will get results after an assessment, which is given rewards and punishments based on behavioral assessments. Second, the efficiency of ASN performance, the quality of ASN performance at the Civil Registry Service Office of Padang Pariaman is the result of ongoing trainings held by the Civil Registry Service Office of Padang Pariaman. The third awareness of ASN as a Public Administrator, in this case the Civil Registry Service Office, Service has a standard of behavior that is addressed to all ASN and employees/officers and is stated in the Rules of Value and behavioral guidelines at the Dukcapil Service of Padang Pariaman Regency.

Abstract

The Covid-19 pandemic has had a huge impact on various sectors. This requires preventive measures as well as handling the impacts, so that innovative programs from the village government are needed in these conditions. The purpose of this study is to examine the innovations of the Guwosari village government in preventing and handling the impact of COVID-19. The research method used is descriptive qualitative, with data collection methods, in-depth interviews, observation and documentation. The results showed that the government of Guwosari Village had carried out several innovative programs; First, optimizing the use of digital platforms to provide education and also disseminate information regarding the steps to prevent and treat COVID-19. Second, the Gogrok Covid Program, the third the Jogo Tonggo Program to help the community during the pandemic, fourth, the Shelter Sehat Guwosari and finally the Distribution of BLT Village Funds using the pasardesa.id platform. The obstacles faced include, among others, there are residents who do not comply with health protocols and there are still rules regarding the arrival of residents from the city, as well as not optimal updating of data on social media.

Abstract

This study aims to determine and describe (1) analysis of the implementation of the BTN KPR Policy at Nugraha Asri Housing in Kenagarian Tabek Panjang, Baso District, Agam Regency. The results of the study show that (1) the PUPR has carried out its duties properly, based on the applicable terms and conditions, then provides recommendations for related parties in the acceptance or selection of subsidized housing, (2) KPR BTN, emphasizing on terms and conditions of borrowing and funding assistance, has emphasized to all consumers when entering into a contract, (3) PT. Mandevilla as the developer, played a major role in supporting the implementation of the subsidized housing target, so that in addition to prioritizing the sale of housing, it also provides convenience in management and also emphasizes the provisions of subsidized housing, (4) overall, consumers have entered the category the provisions of the people who are entitled to receive subsidized housing, it's just that there are various compelling circumstances for consumers, not being able to live in the housing that has been taken, ranging from family reasons, education, work and so on.

Abstract

Based on the regulations regarding mutations, this research is based on the limitation of promotion and demotional mutations within the Bungo Police Station, promotional mutations within the Bungo Police Station are still not on target for the purpose of implementing mutations both in terms of personnel and placement of mutations aimed at mutated personnel. and demotional mutations within the Bungo Police are one of the punishments that must be carried out by members of the Bungo Police in accordance with the results of the disciplinary hearing of the professional code of ethics received for violating the professional code of ethics. This study uses a descriptive type of research with a qualitative approach. The population in this study were all members of the Bungo Police. With a sample of 15 people who were taken using purposive sampling technique. The results showed that the implementation of the Regulation of the Head of the National Police of the Republic of Indonesia Number 16 of 2012 concerning Mutations of Police Members at the Bungo Police had been carried out in accordance with the mutation procedures and principles in the Perkap, namely the principles of legality, accountability, justice, transparency, objectivity and anti-corruption. The inhibiting factors for the implementation of the Regulation of the Head of the Indonesian National Police Number 16 of 2012 concerning Mutations of Members of the Indonesian National Police at the Bungo Police are the real number of Bungo Police personnel, which is very far when compared to the number of DSPP (List of Police Personnel Composition) of the Bungo Police which must owned by the Bungo Police and there is still a lack of individual competency development for Bungo Police personnel to attend training or vocational education in order to develop the individual competencies of personnel to be professional in carrying out their duties.

Abstract

Tak dapat dipungkiri bahwa pandemi telah membuat industri pariwisata benar-benar terpuruk. Salah satu program yang dicanangkan pemerintah untuk membangkitkan kembali industri pariwisata yang mati suri dan memicu pertumbuhan ekonomi adalah dengan mengembangkan desa wisata. Target yang ditetapkan pemerintah untuk dicapai hingga tahun 2024 adalah 244 desa wisata maju dan mandiri yang tersertifikasi berkelanjutan (RPJMN 2020-2024, Kemenparekraf/Baparekraf). Bahkan pencapaiannya diharapkan melebihi target mengingat besarnya potensi desa wisata di Indonesia..Masyarakat pun menyambut dengan antusias, terbukti dengan terus bermunculannya desa-desa wisata baru. Nampaknya telah disadari bahwa melalui desa wisata, pariwisata telah membuktikan keberpihakannya kepada masyarakat melalui semangat pro job, pro growth, dan pro poor (pariwisata sebagai penyerap tenaga kerja pedesaan, menjadi generator pertumbuhan ekonomi, sekaligus sebagai alat pengentasan kemiskinan) (Antara dan Arida, 2015). Penelitian dengan metode studi pustaka ini dilakukan dengan tujuan untuk mengetahui persyaratan yang dibutuhkan dalam mengembangkan sebuah desa wisata, dengan begitu, akan lebih mudah diketahui kelayakan suatu desa untuk diajukan sebagai desa wisata. Menurut Arida dan Pujani (2017), saat ini belum ada kriteria desa wisata yang bersifat standard sebagai acuan dalam pemetaan desa wisata dan belum ada model pengembangan desa wisata yang bisa dijadikan cetak biru, khususnya dalam pengembangan kelembagaan lokal, yaitu pengelola desa wisata. Namun pemerintah lewat kemenparekraf telah mensyaratkan adanya tiga komponen pendukung pada calon desa wisata, yaitu pertama melihat potensi wisata yang tersedia, kedua melihat minat serta kesiapan masyarakat terhadap pengembangan destinasi, dan yang ketiga adalah keunikan konsep desa wisata tersebut (www.kemenparekraf.go.id).

Abstract

Cities have a variety of issues that arise. Today's advancements in information and communication technology provide many benefits to human life, including urban management. This article discusses Smart City or Smart City, as well as one of its aspects, Smart Mobility or Smart Mobility. The research method used is a literature review or study of journal articles, books, and previous studies on this research topic. According to the study's findings, Smart City is a concept that combines information and communication technology with urban infrastructure, of course, this integration is also carried out on transportation infrastructure to facilitate public access to public transportation infrastructure and also traffic conditions easily, this also known as smart mobility make it easier to manage urban areas, and then to capture public opinion through digital applications, and manage information to make decisions and policy. Easy public access to transportation infrastructure is also expected to increase public interest in switching to public transportation and changing their behavior patterns in traffic.

Abstract

This research aimed to finding out how government of Jambi city's implying the budget policy throughout the pandemic era by using qualitative method. The data of this research were collected through study of literature and documentations that are related to budget policy of Jambi city, as for the samples this research use purposive sampling that is determined by articles on the internet. The result shows that there are some updates of the policy made by Jambi city's government in 2019 to keep the econimc stable in the midle of the pandemic and one of those update is an improvement of coordination between regional and regency government to ensure that the internal control of regional revenue management runs effectively in order to prevent the occurrence of irregularities in the expenditure of funds. With the new policy government expecting there will be an increasement of regional taxes and levy revenue. Due to the pandemic that is happening now government has been suffering several economical issues such as an decreasement of regional income as the effect of the decline in the income of the citizen Jambi city. As the result of the fund reduction, deduction of funds on the levy results as much as more than the initial amount of the funds then followed by local taxes that is reducing by a third of the initial amount. The governance of Jambi city also had been done refocusing the budget allocation fund just like what the central government told to in order to support government programs in this pandemic era.

Abstract

Identitas berdasarkan Kamus Besar Bahasa Indonesia adalah ciri-ciri atau keadaan khusus yang disebut juga jati diri. Identitas tersebut menjadi cerminan diri dan juga penting sebagai pengakuan atas diri seseorang. Melalui sistem pencatatan sipil dalam administrasi kependudukan, negara menyetujui keabsahan identitas pribadi dan status hukum penduduk yang diatur dalam UU Adminduk, serta dituangkan dalam bentuk Nomor Induk Kependudukan (NIK) dan dokumen kependudukan. NIK dalam hal ini ditujukan untuk menjadi Single Identity Number Sebagaimana sifatnya melekat permanen pada seseorang untuk seumur hidup. Untuk itu, NIK juga merupakan kunci utama dalam verifikasi dan validasi identitas seseorang. Untuk mencapai kesepahaman terkait NIK sebagai single identity number, penting bagi Ditjen Dukcapil untuk membuat lembaga lain memercayai ketunggalan NIK sebagai identitas yang merepresentasikan setiap orang. Melalui proses verifikasi dan validasi identitas penduduk dalam pemberian layanan publik ini, data kependudukan yang dikumpulkan melalui perekaman KTP-el dan dokumen administrasi lainnya dapat dimanfaatkan untuk menuju single identity number, sekaligus memberikan dasar dalam integrasi administrasi. Ditjen Dukcapil dalam hal ini diposisikan sebagai katalisator dalam membentuk jaringan multiorganisasional melalui kebijakan pemanfaatan data kependudukan. Governance networks yang terjalin dalam implementasi kebijakan pemanfaatan data kependudukan bertujuan untuk membangun ekosistem single identity number, dimana ekosistem tersebut meliputi ekosistem di pemerintahan, ekosistem di swasta, ekosistem di perguruan tinggi, ekosistem di industri keuangan. Melalui pembangunan ekosistem dimana berbagai sektor terhubung dalam rangka verifikasi dan validasi identitas penduduk, pemanfaatan data menjadi pintu masuk bagaimana agar single identity number tersebut dapat terimplementasikan dengan baik. Di sisi lain, hubungan kemitraan atau kerja sama dengan pengguna juga memiliki resistensi yang cukup tinggi terhadap digunakannya NIK sebagai single identity number, dimana ego sektoral atau silo mentality masih cukup kuat. Selain itu, masih banyaknya pengguna yang belum menggunakan data Dukcapil, misalnya baru 10% lembaga pendidikan yang sudah melakukan kerja sama pemanfaatan data kependudukan. Selanjutnya, di sisi internal Ditjen Dukcapil, SOP yang mengatur kesinambungan antar subdit belum ada dan SOP yang mengatur sistem kerja di dalam subdit sudah tidak relevan. Kepatuhan pengguna terhadap pemenuhan kewajiban dalam kerja sama juga belum maksimal, serta kurang memadainya sumber daya untuk melakukan evaluasi dibandingkan dengan banyaknya pengguna, sehingga sulit dilakukan analisis terhadap evaluasi dan monitoring implementasi kebijakan pemanfaatan data kependudukan.

Abstract

Poverty in Indonesia continues to increase, especially since the COVID-19 pandemic. So that it becomes a problem that needs to be solved by the Indonesian government, one of which is with the social assistance of the Basic Food Program. Social assistance programs are programs where local governments provide financial assistance to communities that are not sustainable. The purpose of this study was to determine the effectiveness of the Basic Food Program in alleviating poverty in Medan Belawan District. The research method used is a case study with a qualitative descriptive approach. Data collection techniques used primary and secondary data through in-depth interviews and documentation studies, then document analysis. The sample selection used purposive sampling technique so that several informants were obtained, namely: Medan City Social Service, Regional Coordinator of the Basic Food Program, District Social Workers, E-Warong, Head of Environmental Groups and Beneficiary Families. The results of this study reveal that the implementation of the Basic Food Program is still not effective based on the indicators used, namely resource approach, process approach, and goals approach. Although the Basic Food Program provides convenience for Beneficiary Families, there are still many things that need to be improved to make it more optimal and effective.

Abstract

The urban village Fund is channeled to the subdistrict and delegated to the urban village for the urban village's local infrastructure and community empowerment sector. The object of this research was carried out in the Cokrodiningratan urban village, Yogyakarta City using descriptive qualitative methods. The results of the research on the implementation of the policy on managing funds from Permendagri number 130 of 2018 in Cokrodiningratan Village in 2019 were generally good, in managing urban village funds the government of Cokrodinigratan and community institutions could provide public understanding to adjust to the budget ceiling following regulations, needs, and regional potential. In the community empowerment sector, the supporting and inhibiting factors are from the target group of policies and urban village funds which causes the outcomes of programs and policies to be not optimal.
