Abstract

kedudukan Kepolisian dalam struktur organisasi negara, dan bagaimana fungsi Kepolisian dalam sistim pemerintahan negara. Dengan menggunakan metode penelitian kepustakaan dapat disimpulkan bahwa: 1. Mencermati hukum positif di Indonesia minimal ada empat instrumen hukum yang mengatur tentang kedudukan Polri, yakni Ketetapan MPR RI No. VII/MPR/ 2000, Keputusan Presiden No. 89 Tahun 2000, Undang-undang No. 2 Tahun 2002 tentang Kepolisian Negara Republik Indonesia, dan Keputusan Presiden No. 70 Tahun 2002 tentang Organisasi Tata Kerja Kepolisian Negara Republik Indonesia. 2. Lembaga Kepolisian sangat diperlukan oleh masyarakat. Polisi berfungsi memelihara keamanan dan ketertiban masyarakat (Kamtibmas), di samping itu Polisi juga berperan sebagai aparat penegak hukum. Kemandirian polisi sangat diperlukan terutama dalam pelaksanaan tugas sebagai penegak hukum. Kata kunci: kepolisian, struktur organisasi negara

Abstract

Pesatnya perkembangan teknologi akhir-akhir ini telah berimplikasi positif dalam mendukung percepatan pembangunan di berbagai sektor kehidupan manusia, dan bahkan juga sebaliknya dapat menjadi ancaman bagi berbagai sektor kehidupan. Banyaknya orang yang kehilangan pekerjaan, kebutuhan keterampilan sumber daya manusia (SDM) yang tinggi, kebutuhan merumuskan banyaknya kebijakan atau peraturan, munculnya kejahatan-kejahatan baru (digital), adalah beberapa implikasi substansial dari kemajuan teknologi tersebut.

Abstract

Kamtibmas according to Article 1 of Law Number 2 of 2002 concerning Polri is "Dynamic condition of society, one of prerequisites for implementation of national development process in order to achieve national goals which are characterized by ensuring security, order and upholding of law so that it is achieved and maintained peace which contains ability to foster and develop potential and strength of society to prevent and overcome all forms of law violations and other forms that disturb society". In Tegal Police jurisdiction, threat of disruption to public security and order that occurs frequently and continues repeatedly, causing casualties is brawls between students. For this reason, Tegal Police need to maintain conducive security and social order by preventing brawls between students by implementing crowd policing.

Abstract

This paper is motivated by the urgency of maintaining political stability and security leading up to the 2024 elections, considering that several countries have experienced post-election conflicts. Although Indonesia's democracy tends to be better, the challenges of securing the 2024 elections are increasing. This research aims to optimize hexa-helix collaboration, which involves the government, business sector, academics, communities/NGOs, mass media, and aggregators, namely election organizers and participants, to enhance synergy in securing the 2024 elections. The research method used is descriptive-analytical, with data collected through observation, interviews, literature review, and SWOT analysis. The results indicate that the interaction among hexa-helix elements is not yet optimal, especially with academics, the business sector, mass media, and election participants. Ketapang Sub-regional Police have a central role in coordinating hexa-helix elements, although there are operational challenges and a need to enhance their role as regulators, facilitators, and catalysts.

Di era globalisasi yang semakin terhubung, isu lingkungan menjadi perhatian utama bagi banyak negara. Menurut World Wildlife Fund (WWF,2020), dampak dari kejahatan terhadap lingkungan telah mencapai tingkat yang sangat serius, dengan hilangnya keragaman hayati dan perubahan iklim yang semakin cepat. Menurut pandangan Idris, dkk (2019) sebagai respons terhadap tren ini, lembaga penegak hukum di seluruh dunia menyadari pentingnya adaptasi dan inovasi.

Abstract

After the sociological transformation of society to a digital society with the support of the internet network, most behavioural habits, culture have also changed. Including financial transactions that used to be carried out conventionally since the last decade using various application platforms. Various crimes, especially online fraud crimes, are increasingly threatening and increasing significantly with various modus operandi that change and continue to develop. The development of digital technology has not been maximally utilised by police intelligence to prevent various forms of crime. Police intelligence has not used digital technology to the fullest to collect information and conduct digital data collection. This has resulted in slow anticipation of various potential cyber crimes. Digital policing in the implementation of police intelligence tasks needs to be continuously developed by investing in the latest technological equipment in order to realise a predictive, responsive and transparent police force with justice.The approach in this research is qualitative research with a literature study method by analysing books, journals, media news related to the use of technology in police intelligence tasks.

Abstract

Pendidikan merupakan salah satu faktor yang menentukan kualitas suatu bangsa. Pendidikan sebagai investasi yang akan menghasilkan sumber daya manusia yang memiliki pengetahuan, sikap, ketrampilan yang bermutu, berkualitas dan memberikan manfaat dalam pembangunan suatu bangsa. Hal ini sejalan dengan program prioritas Presiden RI mengenai pembangunan sumber daya manusia, yang kemudian oleh Kapolri ditetapkan sebagai Program Kebijakan Transformasi menuju Polri yang Presisi, salah satunya adalah meningkatkan kapasitas SDM Polri yang unggul di era 4.0 melalui pelaksanaan pendidikan dan pelatihan. Oleh sebab itu kegiatan pendidikan dan pelatihan Polri harus diselaraskan dan dikoordinasikan menuju satu kompetensi yang sudah ditetapkan.

Abstract

Supporting and safeguarding government policies is one of the state ethics that must be implemented by Polri, which if not implemented is a violation of the Polri professional code of ethics. In securing government policies, Polri is often faced with the dilemma of serving the interests of the government or the public interest. For example, in securing the development of the National Strategic Project (PSN) on Rempang Island, the police were faced with a series of rejections and resistance from residents who felt marginalized, resulting in riots, damage to facilities, injuries, and allegations of human rights violations. To overcome this, it is necessary to identify the dimensions of marginalization and social exclusion that occur, the factors that cause them and the policing strategies needed to overcome them. Using a library research approach with a case study pragmatic paradigm and a literature search method, this research found that the marginalization and social exclusion that occurred were structural, multidimensional and relational, including political, legal and human rights, economic, social and cultural dimensions. The marginalization is caused by the development paradigm, the lack of recognition of the existence and rights of indigenous peoples and the police paradigm. To overcome this, it is necessary to apply problem-oriented policing so that marginalization and social exclusion do not develop to endanger the safety and security of citizens by working with stakeholders to overcome marginalization, social exclusion, discrimination and inequality that occur, overcoming the factors that cause and impact, building relationships and trusting communication, disseminating information needed by citizens, facilitating aspirations and encouraging citizen participation, recognition, respect and protection of the existence, identity and human rights and rights of indigenous peoples, seeking citizen approval or agreement on solutions that have been formulated together before starting the development stage.

Abstract

Perdagangan organ tubuh manusia adalah masalah serius yang mengancam prinsip-prinsip kemanusiaan, dengan dampak yang meluas pada individu yang terlibat, masyarakat, dan sistem kesehatan. Hal ini melibatkan eksploitasi individu yang rentan secara ekonomi dan mengarah pada pelanggaran hak asasi manusia. Selain itu, masalah ini menciptakan ketidaksetaraan akses terhadap transplantasi organ, merusak sistem perawatan kesehatan, dan memengaruhi persepsi masyarakat tentang etika dalam bidang kesehatan. Diperlukan upaya serius untuk mengatasi masalah perdagangan organ tubuh manusia ini dan melindungi hak asasi manusia serta prinsip-prinsip kemanusiaan yang mendasar. Tujuan penulisan artikel ini adalah untuk menganalisis perdagangan ilegal organ tubuh manusia melalui analisa unsur ketidakadilan kemanusiaan dan dampak sosialnya.Teori yang digunakan dalam artikel ini adalah teori sosiologi kriminal, teori kejahatan organisasi dan teori eksploitasi. Metode penulisan artikel ini dilaksanakan melalui pendekatan kulitatif, dengan teknik pengambilan data secara studi kepustakaan.Hasil penulisan artikel menunjukkan bahwa perdagangan ilegal organ manusia adalah praktik ilegal yang melanggar hukum, etika, dan hak asasi manusia. Fenomena ini berkembang karena berbagai faktor, seperti ketidaksetaraan ekonomi dan permintaan organ yang tinggi. Dampaknya pada korban dan keluarganya sangat serius, melibatkan aspek fisik, psikologis, sosial, dan ekonomi. Untuk mengatasi masalah ini, diperlukan pendekatan holistik yang mencakup perlindungan hukum, perawatan medis, dan dukungan psikososial bagi korban, serta upaya pencegahan dan penegakan hukum yang lebih tegas. Selain itu, perdagangan ilegal organ manusia juga memengaruhi pandangan masyarakat tentang etika dan kemanusiaan, dengan menghadirkan isu-isu etis dan moral yang kompleks. Dalam menghadapi tantangan ini, masyarakat harus mencari solusi yang memadukan perlindungan hak asasi manusia, keadilan sosial, dan kesadaran akan nilai-nilai kemanusiaan.
