Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh Corporate Social Responsibility (CSR) dan Good Corporate Governance (GCG) terhadap profitabilitas. Penelitian dilakukan terhadap perusahaan manufaktur yang terdaftar di Bursa Efek Indonesia (BEI) tahun 2017-2019. Teknik sampling yang digunakan adalah purposive sampling sehingga diperoleh sampel sebanyak 103 perusahaan. Data diperoleh dari laporan tahunan maupun laporan CSR yang dipublikasikan di website BEI yaitu www.idx.co.id. Hasil analisa data yang dilakukan dengan menggunakan Partial Least Square menunjukkan bahwa CSR tidak berpengaruh terhadap profitabilitas sedangkan GCG berpengaruh terhadap profitabilitas. Secara teoritis, penelitian ini mengkonfirmasi hasil penelitian terdahulu dan Teori Agensi dalam hal pentingnya peranan GCG dalam pengelolaan perusahaan untuk mengurangi masalah keagenan antara investor sebagai prinsipal dengan manajer sebagai agen. Selain itu, hasil penelitian mengimplikasikan bahwa perusahaan manufaktur di Indonesia belum sepenuhnya melaksanakan CSR yang dapat dilihat dari pengungkapan CSR dalam laporan tahunan maupun laporan CSR terpisah, sehingga tidak mempengaruhi profitabilitas. Sementara itu, hasil penelitian mengimplikasikan pelaksanaan GCG di perusahaan manufaktur telah dilaksanakan dengan memadai sehingga dapat mempengaruhi profitabilitas perusahaan.

Abstract

This paper elaborates about how the role of stakeholders viewed from the perspective of good governance, namely government, community and private sector in Bungo Regency, in preventing the conversion of agricultural land to other uses. This study uses qualitative methods and descriptive analysis. The results showed that importance of stakeholders in terms of a good governance perspectiveincluding : 1) The role of the Bungo Regency government in the principles of good governance, namely (1) legal certainty, including having prepared regulations to limit community activities in the use of agricultural land to other uses by assigning a regional regulation on land determination of sustainable agriculture (Perda Bungo Regency No. 7/2014), then every community or agency proven to have intentionally carried out the activity of converting productive agricultural land to get dis-incentives in the form of administrative sanctions and penalties from the Bungo Regency government. Furthermore, from the principles of good governance, namely (2) Accountability:Bungo Regency government has tried to maintain and protect active agricultural land in rural areas by making special restrictions on active horticultural agricultural land. The Bungo Regency Agriculture Service also continues to convey the progress of activities to the government in an effort to maintain agricultural land in villages close to urban areas. Next is the principle of good governance as seen from indicators (3) Transparency: including continuing to carry out FGD (Focuss Group Discussion) activities with agricultural stakeholders consisting of GAPOKTAN, farmers, Agricultural Counsellor Officers, and community in order to remind each other and coordinate not to use agricultural land for other uses. However, prevention efforts carried out by implementers in the field have not consistently enforced existing rules. Furthermore, the commitment of officers is still low so that the practice of land conversion is still often carried out by the community in the context of development and for plantation land. The Bungo Regency Agriculture Office is also overwhelmed by the people who own the land, who are difficult to work with. The role of the community (farmer groups, farmers, researchers, and agricultural observers) is only to help the government carry out early socialization of the positive values ​​of farming to the community, provide input and conduct supervision on other forms of agricultural land use activities to sub-district field officers. Meanwhile, the role of the private sector includes carrying out social responsibility and lobbying for cooperation with the Bungo Regency government.

Abstract

This study aims to determine the performance and financial capacity of the local government of Mataram City during the COVID-19 in 2019 to 2020 based on PMK Number 22/PMK.02/2021 to assess financial performance and Minister of Home Affairs Regulation Number 19 of 2020 to assess financial capability.The research design is descriptive qualitative with data collection techniques through documentation and research interview. The results of the study indicate that the financial performance aspect of the achievement (output) of the independence ratio is in the consultative criteria, while the aspect of budget absorption and the consistency of budget absorption on the ratio of the degree of fiscal decentralization is at a moderate level. The results also show that the local government of Mataram City is very effective in realizing local revenue revenue according to the predetermined target, but is very inefficient in managing the amount of costs incurred to obtain revenue. In terms of the activity ratio, the local government of Mataram City mostly allocates regional expenditures to operating expenditures compared to development expenditures. Meanwhile, in terms of financial capacity, the local government of Mataram City obtained an average share of 25% and growth of 0.67% in terms of the suitability of budget planning documents, allocation of APBD expenditures, and budget absorption. Regarding regional financial conditions, the results of the study show that the local government of Mataram City is not in an ideal position and has not been able to implement regional autonomy perfectly.

Abstract

This study aims to examine the process of implementing the family of hope program during the Covid-19 pandemic involving government organizations as implementers and the community (KPM) as the target group. The method used is a descriptive research type with a qualitative approach with an inductive thinking pattern. The results showed that the implementation of PKH during the Covid-19 pandemic in Malang Regency which included PKH planning, initial meetings and PKH validation, determination of PKH KPM, distribution of PKH assistance funds, updating of PKH KPM data, verification of KPM commitments, PKH assistance has been running well for Adjusting the Minister of Social Affairs Regulation Number 1 of 2018, although there are several aspects that need to be optimized, including communication that is established at the planning stage, initial meetings and validation and verification of commitments that are not going well. PKH facilitators are required to be more assertive in carrying out their obligations to beneficiary families. Furthermore, it is necessary to apply information technology in the implementation of the distribution of PKH funds to make services faster, more precise and accurate.

Abstract

The aims of this study is to determine the level of application of fiscal accountability and social accountability of village financial management, and to compare the application of both. The research is a qualitative research with a phenomenological approach. Data was collected through interviews of informans are involving in village financial management and documentation of the Village Budget Realization Report (LRA). The results showed that the fiscal accountability was less quality. This is based on the behavior of village government financial report compilers who report dishonest and accurate spending. Meanwhile, social accountability, both supply and demand side, is determined by the attitudes, habits and views of village financial management officials. Quality of social accountability practices is similar with quality of fiscal accountability practices. However, taking into account the phenomena that occur, the degree of social accountability will determined by the quality of fiscal accountability. Abstract

Waste is an important issue in good governance management. Zero waste is a visionary concept that can be applied in waste management and the city environment. Waste and environmental management can be indicators of good governance. This research is a literature review of planning documents and regional regulations in Mataram City. In analyzing the data, it will use content analysis by using leximancer in processing the data. The purpose of this study is to identify the zero waste perspective that is applied to environmental planning in the city of Mataram and to map the activities or activities of the waste management program towards zero waste. The results of the research from planning documents and regional regulations, that the environmental concept is in the management theme and has a relationship with the community concept. According to the planning document, the perception of the Mataram city government that the implementation of Zero waste is related to environmental management that has a relationship with the community. In local regulations, the concept of waste is more associated with the concept of water than the concept of waste. The concept of waste with the concept of waste is a concept that is the target of the zero waste program. And lastly, the waste transportation pattern from the Mataram City government still uses the Collect > Disposal > Transport Pattern.

Abstract

BUMDes (Village Owned Business) is a business unit that is hoped to become a revenue generating unit for the Village Government In reality, Bumdes faces many problems. Related to this fact, our research tries to identify problems that occur in the field. Methodology of this research is qualitative research with village heads, BUMDes managers, and local village assistants as informants. The results show that the problems that are still faced by BUMDes are low quality of human resources, regulation, the small percentage of capital participation by villages to BUMDES, bookkeeping, evaluation, cooperation has not been widely carried out with outside parties, products from the community have not been accommodated by BUMDes, much of village potential have not been explored and developed. We suggest the importance of a strong commitment of the leaders, improve the human resources capability, create collaboration with many parties, explore the village potentials. The implication of this research is hoped to become an additional information for the Village Government and Bumdes in managing their business units

Abstract

This study aims to analyze and compare the financial condition of tourism and transportation sector companies listed on the Indonesia Stock Exchange before and during COVID-19 using the Altman, Springate, Zmijewski, and Grover models. The type of research used is comparative descriptive research. This comparative study aims to compare the financial health of the tourism and aviation sectors before and during COVID-19. The source of data in this study was obtained from the IDX website, namely http://www.idx.co.id. Data analysis using the Z Score method Altman, Springate, Zmijewski and Grover to determine the financial condition then perform individual and comparative analysis. The results of the study stated that using the four Z-score methods Altman, Springate, Zmijewski, and Grover, the financial condition of the transportation and tourism sectors had decreased financial health since the onset of COVID-19. Where the tourism and transportation sectors before the Covid-19 outbreak were on average safe but after the Covid-19 the level of distress experienced an increase and their safe position decreased. This is because during the Covid-19 period there was a government policy to limit travel and crowds in the community. Where the government implements PSBB policies, transitional PSBB, emergency PPKM to four-level PPKM so that people do not dare to travel and this has a huge impact on the transportation and tourism sectors

Abstract

This study examines the implementation of the policy of providing social assistance to the poor affected by COVID-19 in Bangil sub-district, Pasuruan district, East Java. The purpose of the research is to understand how the process of formulating policies for providing social assistance to poor families during the pandemic, implementing social assistance policies and the impact seen after aid is distributed. This research was conducted in Bangil sub-district, Pasuruan district, East Java. The method used is qualitative. Data collection techniques through interviews, observations and documentation. Data analysis is done by selecting, simplifying, classifying, presenting and drawing conclusions. Social assistance is prone to irregularities because it is closely related to budgeting, implementation, accountability and there is no clear limit on the expenditure of funds. The application for social assistance must have a proposal, while poor families cannot make proposals. Data on poor families is not accurate, the distribution of prosperous rice (Rastra) is not well targeted, poor families cannot make proposals and do not receive full assistance. Cross sectoral collaboration is needed to help poor families improve their social and economic lives. Bangil sub district empowers poor families by providing assistance in the form of joint business groups.

Abstract

This Study aims to determine the leadership role of the village head and to determine community participation in village physical development. This research is located in Bajur Village Government, Labuapi District. The research method used is a descriptive research method with a qualitative approach. The informants in this study were the village head, the village secretary, BPD, and the community as many as 14 people. This research data is primary data obtained through direct interviews with informants and strengthened by documentation. After being tested for validity, the data obtained were analyzed using data reduction, re-displaying the data, and concluding and verifying.This study uses the theory of stewardship where the results of this study indicate that there is a good relationship between the village head and the community. This can be seen from the success of a village head in carrying out his role as a motivator, facilitator, and mobilizer. Of these three indicators, the village head has carried out his duties and responsibilities as well as his role as the village head to motivate the community to jointly build the village, provide the facilities needed by the community, and provide encouragement to the community. Likewise from the community, the community is very enthusiastic about helping the village head in every village activity such as village development by participating in the planning, implementation, evaluation, and utilization stages of the results.
