<![CDATA[This article explains the role of the philosophy of pragmatism in American foreign policy and its development during the eve of World War II when Germany began to expand his power in Europe. Pragmatism is one of the philosophies that influence American thinking, which is embedded in its society. By elaborating the attitudes that are based on pragmatism and the political history of American foreign policy, the author explains American foreign policy to maintain its national interests even if it was contrary to its foreign policy means. The policy can be seen in the enactment of Lend-Lease Act which allows the U.S. President to provide military assistance to countries involved in the European war at the end of 1930s and the beginning of 1940s, despite the U.S. being in a neutral position on the war in Europe. <![CDATA[ABSTRACT On the slope of Local Government Election of Padang in 2008 there were five pairs of mayor and deputy mayor candidates, among other candidates was Fauzi Bahar and Mahyeldi (Coalition PAN and PKS) that gets the most votes in the election of regional head and deputy regional head of Padang. Efforts were made ​​could not be separated from political parties or candidates foresight in carrying the work program as well as segmentation of the electorate. The study examines the political segmentation of the voters for election winner slope of Padang Local Government on the aspects of policy-oriented problem-solving and ideological orientation. The finding of this study indicated that policy-oriented problem-solving that involved mass media in electoral politics segmentation of Fauzi Bahar-Mahyeldi voters is not too significant. Furthermore, economic performance and political responsibilities were more emphasized on the process of imaging and "selling" the performance of the incumbent. Ideological orientation of political segmentation of voters for the election winner is very important for the election because it has cadre of investigators with a high loyalty. <![CDATA[This study aims to determine if cooperative learning in the form of exchanging greetings and questions may increase the activity and learning outcomes of students in the subjects of Citizenship education at SMP Kartika 1-6 Padang. This study was a classroom action research with the research subjects were students of class VIII/3 SMP Kartika 1-6 Padang. Data were collected through observation using observation sheet, test, and interview. This study was conducted in two cycles. The results of this study indicate that the learning process by using the cooperative learning method in the form of exchanging greetings and questions may increase the activity and learning outcomes of students. Based on observations, it appears that student learning activities during the learning process in the cycle I and II was increased. Similarly, the learning outcomes of students at pretest and posttest on each cycle. Key Words: Learning activity, learning outcomes, cooperative method]]>

<![CDATA[ABSTRACT Social structure of society in Malaysia and Indonesia is a product of politic and colonial policy in the past. By relation among limited ethnic based on the form of plural society, both of these countries grow into new countries and the problems of ethnic become an important agenda in the process of countries development. As an indegene ethnic who has put on the edge, Malay race live side by side with some other ethnics like Chinese. Relationship among ethnics will develop easily become potential conflict without public administration in good government level.Using mixing methods among the surveys, focus group discussion, deep interview and ethnography observation in Alor Setar and Padang, this research is focused on searching the pattern on Neighborhood Association which is active and non active. It is also categorized based on the evaluation of government instance who has guided Neighborhood Association. Generally, the findings theory show that Neighborhood Association who is actively giving chances and choices to the citizen among ethnics and work out intensively. Minority of Chinese ethnic shows the level of good involvement, as Malay ethnic. They feel secure in their daily activities. Daily relationship and the institutions give the closeness among the citizen by doing some programs. Neighborhood Association do not emphasize the safety need and government agency in administrative sector just like in the beginning of its forming. It has reinforced the community although less economic efforts have done. <![CDATA[Comic is one of the mass media product that is very popular in the 1950s. Indonesian Comic at beginning was only in form of strip comic in a newspaper and then came on demand from the public for the compiled strip comic. Then, up to the merged comic of Sri Asih, written by RA. Kosasih, and later known as the first comic indonesia which was written and painted by Indonesian native.Before the comic of sri asih arouse, the community were introduced by translated foreign comic that had been popular in their origin country. This research aims to define feminism originate in Sri Asih comic that described with qualitative research methodology. The comic of Sri Asih is analyzed by using Semiotics Charles Pierce which consists of sign, object and interpretation. The result showed that of abuse and violence against womens both in the verbal and nonverbal became the reason for the emergence of feminism in Sri Asih comic besides women situation that occurs in the 1950s and the publisher demands on RA Kosasih to make comic titled superheroes. This research also shows radical cultural feminism in Sri Asih comic as form of fight represented by Sri Asih in achieving the objective of gender equality between man and woman.Keywords: Feminism, Charles Pierce semiotics, Sri Asih Comics]]>

<![CDATA[Together with national reformation, Indonesian national military has been realized with the need of doing professionalism. Professionalism inside of national army has become consciousness and commitment of Angkatan Bersenjata Republik Indonesia (ABRI), especially Indonesian army ground forces (TNI AD). TNI as organization which defense the country is hoped more advance and modern. In democration country, the duty of TNI and the army has been described clearly, that is old professionalism which is only at defense aspect. This research is for understanding of TNI professionalism in Korem 032 Wirabraja West Sumatera. Based on data analysis, it shows that the response to the military professionalism inside of TNI is very good. The effect of response of professionalism of military inside of TNI AD at Korem 032 Wirabraja West Sumatera has been occured directly that make professional aspect clearly. <![CDATA[This paper examines the following questions: Had the peasants understood the vision of the leadership, would they still have participated in the revolt? Was the swift reluctance towards active military participation the result of a better understanding of the rebellion’s aims as espoused by the core leadership? Are the Minangkabau peasantry prone to future profanations of great tradition narratives? <![CDATA[Malay cultural values ​​that inhibit the development of Malaysia visits by experts in different forms and intensity, even controversial ideas with Mahathir. But Mahathir still saw a radical, rational and consistent with the determination to address them in an executable form of development action alone, although many do not agree. This study tried to find a thought based on three major work of Mahathir in three decades of his thoughts, and also represents good thoughts in the past before becoming prime minister and when he was prime minister of Malaysia for 22 years (1981-2003). Through thought and action, Mahathir is identitification figures and symbols of the resurrection of the Malays and given the title of 'Bapa Pemodenan Malaysia'. The approach used in this study is a qualitative approach with content analysis. Data were collected with the documentation and interview techniques. Ucapan Yahya Datuk Kayo, pelopor kemajuan Nagari Koto Gadang dalam sebuah rapat Studiefonds tahun 1922 itu, menarik untuk disimak sebagai kata kunci untuk menerangkan rahasia â€kemajuan†Koto Gadang tempo dulu. Ungkapan Minangkabau mengatakan, â€takut dilanda banjir, jangan berumah di teping pasang; takut terkena tembak lari ke pangkal bedilâ€. Orang Koto Gadang tampaknya sangat cerdas menafsirkan kearifan nenek moyang itu, sehingga kendati pun ada rasa takut, itu manusiawi. Namun penakutnya orang Koto Gadang agaknya hanyalah sekedar strategi resistensi untuk survive. <![CDATA[This study examines the Gender Mainstreaming in Policy Management of Silungkang Weaving Crafts in Nagari Silungkang Sawahlunto. This research was conducted through a qualitative approach. The results of this study indicate that gender mainstreaming in policy management of Silungkang weaving craft in Sawahlunto not well-regulated. However, in the implementation by management of Silungkang weaving craft, Silungkang community have done a long time as the responsibility of all of society, including the involvement of women and men from production to marketing the weaving craft. The implementation of Permendagri Number 15 Year 2008 is also not fully accommodated well by the Sawahlunto Government so there have no regulations found related to gender in Sawahlunto.
